Commons ChamberMay I join Mr Speaker in thanking the Speaker’s Chaplain, the Rev. Canon Patricia Hillas, for all her wise counsel and support through some difficult and celebratory moments in her time as Chaplain? We all wish her well on her elevation. I also congratulate the hon. Member for Stafford (Theo Clarke) and my hon. Friend the Member for Canterbury (Rosie Duffield) on their cross-party parliamentary inquiry into birth trauma this week. All of us who have gone through childbirth can recognise their stories and findings, although I did have good experiences with mine. I fully support their calls for a national birth strategy.
I also thank all those Members who took part in the debate on risk-based exclusions on Monday. We had a good discussion. The House has now taken the view that a process of risk assessment for Members under arrest for serious sexual and violent offences shall be put in place. Since Monday, I have been struck by how many women, in less privileged or powerful positions than mine, have approached me to say thank you, and how that decision has changed how they feel about working here. It might not always feel like it, but there is a watching audience wanting to see us, as a workplace and as employers, make progress on those issues. This week we did.
Last week, the Leader of the House and I launched a guide for MPs and candidates on tackling conspiracy theories. We agreed that conspiracy theories are a form of radicalisation, and we must all do everything we can to combat them. Is she therefore as disappointed as I am to see the hon. Member for Lewes (Maria Caulfield) sharing in campaign literature a conspiracy theory featured in that guide relating to 15-minute cities, which is closely linked to antisemitism and far-right movements? Just last week, the hon. Lady gave a staunch defence of her actions, showing no contrition for the damage she has caused. Will the Leader of the House send her a copy of the guide, and tell her why she has made a big mistake and why she should quickly and strongly renounce it?
Does the Leader of the House think it is acceptable to Members that on the evening before the first day of the remaining stages of the Criminal Justice Bill, Members did not know which or what amendments were to be debated? This is an important Bill with a number of significant Back-Bench and Government proposals on issues of wide public concern, such as cuckooing, dangerous cycling, ninja swords, abortion, and one-punch manslaughter. The Bill came out of Committee in January. Why has it taken so long to get to Report? Having taken so long, why were Members left completely in the dark about what would be discussed and when? With more than 180 pages of amendments, including 22 new Government changes published very late the night before, that is no way to run business and it is deeply disrespectful to Members. It is just another symptom of the chaos at the heart of this Government’s operation and the disregard they hold for this House, and that is just day one of our consideration of the Bill. Why is there such a further delay to day two? We should be doing it next week, not in another three.
Extended drinking hours for the Euros are welcome, but that does not need to be considered on the Floor of the House. Is that because the Government have more handling concerns and they are worried about defeats on the Criminal Justice Bill, or is it because, even during the Euros, they could not organise a booze-up in a brewery? Will the Leader of the House assure the House that any further amendments or programming changes for day two will be published in good time?
The future business is yet again so light that it is almost laughable, but it is actually not that funny. The country faces huge headwinds. Families are in a cost of living crisis, millions linger on NHS waiting lists and communities are beset by problems, yet the Government of the day seem to have nothing they want to change, nothing they are in a hurry to sort out and nothing to bring to this House. These could, we hope, be the last few months that the Conservatives are in power for some years. Do they really have nothing they want to do with it? If they have nothing that they want to use their parliamentary majority for, why are they even bothering to hold on to it?
I assume that the hon. Lady will have informed the Member whom she referred to that she was going to do so?
Further to that point of order, Madam Deputy Speaker. I thank the hon. Member for Lewes (Maria Caulfield) for her point of order. Can I put on the record that I did not say or imply that she was either a conspiracy theorist or antisemitic? I do not believe that she is either of those things. I was highlighting the dangers of sharing, however inadvertently, campaigns that featured in a guide to conspiracy theories that the Leader of the House and I published last week for MPs. That guide is in the Library, and I would urge the hon. Member for Lewes to read its section on 15-minute cities and the link to organisations.
I thank the hon. Member for Lewes for giving me notice of her point of order. I am glad that the shadow Leader of the House was here to hear and respond to it. There are two important points. The first is on giving advance notice; I did check with the shadow Leader of the House that she had given advance notice. Secondly, I hope that this has led to some clarification of what was said and what was meant. I am not responsible for what Members say in the Chamber, but I remind everybody that good temper and moderation are the characteristics of parliamentary language. I am sure that everybody in the Chamber would agree with that. I think we will leave it at that.

Commons ChamberYesterday was a very difficult day in the House of Commons, and for Mr Speaker personally, as he did his utmost to do what he thought was in the best interests of the House. We should all reflect on how we got to where we got to and accept our part in it. I welcome Mr Speaker’s desire to resolve these matters in discussions with us and others across the House, and I am sure that the vast majority of Members accept his genuine and heartfelt commitment to this House, and that he always has the best intentions in making his decisions.
I do not want to go over those issues now, except to say that I am grateful to Mr Speaker for seeking to enable the widest possible range of views to be expressed. No one could have foreseen events unfolding as they did. As it was—[Interruption.]
Order. Let us not have a repeat of the behaviour last night. Can we listen to each other with respect? It is not good to have this shouting at the shadow Leader of the House—calmness, please.
As you say, Madam Deputy Speaker, it really is not a good look.
No one could have foreseen what happened. As it was, with the Scottish National party indicating that it would vote for our amendment, along with many Conservative Members, it was right that it should be put. The Government made an extraordinary decision to withdraw from the debate, raising a number of questions.
However, let us not forget that we were discussing the most serious of matters—those of life and death, war and conflict, and how we as a country, and as a Parliament, can play our part in bringing about a much-longed-for lasting peace, based on a two-state solution. It is to be regretted that at such a time we did not show ourselves at our best and that parliamentary antics were the story, not Parliament coming together with one voice, saying, “We want the fighting to stop, with an immediate humanitarian ceasefire and a meaningful process.” We can all reflect on that. My final reflection is that I hope this place will have more time, not less, to debate and discuss these profound matters. It should not be left to Opposition day debates and urgent questions to get them aired in the first place.
As we debate these important matters, a long shadow is increasingly cast over us: threats, intimidation and security concerns—[Interruption.] I mean, it’s remarkable. I know that this issue is of huge concern to Mr Speaker too; it is something that keeps him awake at night and is his first priority. I join him in praising the security team working to keep us safe. The legitimate lobbying of Members is part and parcel of our job and our democracy. That, at times, can be robust, and we can all disagree strongly, yet increasingly we are seeing a line being crossed.
I know that Members feel uncomfortable discussing their experiences for fear of attracting more unwanted attention, or because we do not want to come across as whingeing when we have such privileged positions, but during recess we saw another line being crossed, with the intimidation of a Member and their family at their family home. Reports that other organisations will be targeting the homes of MPs ahead of and during the election have caused huge anxiety. It is a totally unacceptable development. Oh, there is no noise for that one. It not only causes anxiety for MPs and their families, neighbours and staff; it is antidemocratic and is undoubtedly starting to affect people’s decisions and behaviours. That is wrong, and we must do more to address it. Does the Leader of the House agree that the police should take a much more hard-line approach to so-called protests outside the homes of Members of Parliament? Can she confirm that the police should use the powers they have to stop such protests, and say whether further guidance can be issued?
Does the Leader of the House agree that we need to look at the causes, not just the symptoms, of this sometimes toxic and febrile environment? First, does she agree that we have a duty to be careful with our language and in how we conduct ourselves and challenge one another, and that we should avoid stoking division? Next, does she agree that more should be done, with extra powers given, to regulate social media and elsewhere to tackle the spread of misinformation, disinformation, deepfakes and other dangerous material? With the rise in antisemitism, Islamophobia and hate, can the Leader of the House confirm that the Government will bring forward a hate crime and extremism strategy with urgency? Finally, does she agree that the defending democracy taskforce should have a broader remit to defend democracy from threats within our borders, and that we should take a more cross-party approach as we head towards what is likely to be a very testing general election?

Further to that point of order, Madam Deputy Speaker. Obviously, I did not have advance notice of the point of order from the Leader of the House, so I am responding in terms. Of course, we support what Mr Speaker was intending to do today—[Interruption.] Hang on a minute. [Interruption.] Hang on a minute. We support—[Interruption.]
Order. We are going to listen to the points of order. The Leader of the House was heard. The shadow Leader of the House will be heard, and then I will come to the SNP leader. I expect everybody to be heard with respect.
Thank you, Madam Deputy Speaker. Last time I looked, those on the Government Benches had a majority in this House. If they do not like the amendments before them, they could vote this evening to defeat them. [Interruption.] But they have now decided, I understand, not to vote on them, so perhaps we have to ask whether they do still command a majority in this House and whether they are trying to hide behind some other reason. [Interruption.] Keep shouting, keep shouting. You’re just embarrassing yourselves, quite honestly.
Absolutely given up governing. Mr Speaker is trying, I think, Madam Deputy Speaker—[Interruption.]
Order. It is so bad just to be shouting the shadow Leader of the House down. Right hon. and hon. Members should think about what they are doing in behaving like that. The shadow Leader of the House will be heard, and I am sure she is coming to the point of order that she wants me to rule on.
There are a large number of Opposition Members who want to express their view this evening by being able to vote for an amendment in their name. [Interruption.] Government Members are still shouting me down, Madam Deputy Speaker. They have an amendment in their name, which they clearly do not have the numbers to get through the House. It is astonishing that the Conservative party suddenly finds itself standing in defence of the Scottish National party—something I did not think I would see. If they have the numbers to command a majority in this House, they should vote for their amendment.
Mr Speaker had every right to let us have a say on our amendment this evening and to have the maximum number of options. The Leader of the House might want to consult the former Leader of the House, the right hon. Member for North East Somerset (Sir Jacob Rees-Mogg), who said that Mr Speaker had in fact taken the right decision in making sure that the maximum number of options were available to the House this evening.
Let me just confirm again that if the Government do not move their amendment, the other amendment and the main Question will be taken.
On a point of order, Madam Deputy Speaker. I wonder whether you could clarify for the House how we could get some transparency in relation to the questions that the Prime Minister failed to answer today about the Business Secretary’s dispute with the former chair of the Post Office, and about whose recollection of that meeting is in fact correct. Have we, as Members of the House, any recourse to the minutes of that meeting? The Business Secretary said that at no point was anyone told to delay compensation payments by an official, by a Minister or by any Government Department. What we have heard this morning—and the Prime Minister failed to answer during Prime Minister’s questions—does not clarify the matter for us. I do not know whether you could help to clarify it, Madam Deputy Speaker.
I thank the hon. Lady for her point of order. It really is not a matter for the Chair, but she has come in very quickly after Prime Minister’s questions to put her point on the record, and I know that it will have been heard by those on the Treasury Bench.

Commons ChamberIt was a privilege to be in the Chamber for those fantastic and wonderful tributes to our dear friend, Tony Lloyd. I gave my tribute last week, and I will feel ever in his shadow as his successor as the Member for Manchester Central.
Labour share the Government’s desire to see an Executive restored as soon as possible, and if extending the deadline for elections to be called is the best way to achieve that, which it seems to be, we will, of course, fully support that. However, can the Leader of the House provide any update on the talks with the Northern Ireland political parties to achieve restoration of the Executive? It has been some time since we had an update.
Can the Leader of the House say for how long the period for Executive formation will be extended? Indeed, can she say when the Bill will be published? Giving the House just one day’s notice to pass an entire Bill in a day is far from ideal, especially when its detail is still unknown. Can she outline the Government’s plans for timetabling the Bill in the Lords?
Finally, I welcome tomorrow’s debate on the situation in the Red sea, albeit that the debate has been shortened. Can the Leader of the House tell us when the wider debate on other matters relating to defence and security will now take place?
I thank the hon. Lady and the Opposition for their support in this matter. The Bill, which she will understand is a very short Bill, will be tabled today and published tomorrow. I recognise that is a short amount of time for the House, but it is a very short Bill, and I think the House will be able to cope with that situation. She will understand that the timetable for this matter is very important.
I will make sure that the Secretary of State for Northern Ireland has heard what the hon. Lady said about an update, and she will know that the Government remain firmly of the belief that a sitting Northern Ireland Executive would be best placed to act quickly and effectively to resolve issues for the people they serve, and that is our aim. I am sure the debate will allow some of those issues to be aired, although it is a very narrow Bill.
Timetabling in the Lords is a matter for their lordships. I will make further announcements on future business in the usual way.

Commons ChamberI thank the Leader of the House for updating the House on the business for Thursday, and for advance sight of it. It is good to see her announcing a change in business as a statement, rather than a point of order, and I know that Members will appreciate that proper approach.
There have long been serious concerns about the activities of Hizb ut-Tahrir, which have been exacerbated in the light of Hamas’s barbaric terrorist attack on Israel on 7 October. It is right that the Government have looked at the evidence and intelligence on the threat posed by the group, and Labour supports the decision to proscribe it.
I also welcome the fact that urgent time has been found to debate the order this week. Those who incite violence and promote or glorify terrorism have no place on Britain’s streets. In that context, what progress has been made on proscribing the Islamic Revolutionary Guard Corps, either via a statutory instrument, as the Government are using this week for Hizb ut-Tahrir, or by a new process to deal with hostile state actors for which there is wide cross-party support in this House?
Finally, I have to say that when I was first notified of an emergency business statement today, I did wonder whether the Government were having a rethink about their Safety of Rwanda (Asylum and Immigration) Bill in the face of the usual infighting and chaos. Can the Leader of the House take this opportunity to confirm that, whether the Bill is or is not amended in Committee today or tomorrow, there will still be, as programmed, Third Reading at the end of tomorrow’s business? There has been some suggestion that the Government may still table their own amendments and push Third Reading back to another day. Would that not be further proof of the Prime Minister’s weakness and the fact that, when it comes to governing, they are just making it up as they go along?

On a point of order, Madam Deputy Speaker. Have you been given notice of any oral statement by the Home Secretary today, given that he signed a treaty with Rwanda yesterday? As you are aware, the Government have repeatedly made major announcements outside this House and have not been forthcoming in bringing forward opportunities for Members to scrutinise them here. I note that the Home Secretary was in fact in his place for Prime Minister’s questions today, so he would have been able to give an oral statement. Can you also confirm that statements can be made at any time during the day, and have you been given notice of whether one will be made later today?
I thank the hon. Lady for her point of order, and for giving me notice of it. As she knows, the Speaker has been very clear on the importance of Ministers making statements first to this House. I can confirm that it is possible for a statement to be made at an unusual time—in other words, not straight after questions, as would be the norm. The Government would need to notify the Speaker of their wish to do so, and if that does happen later today, I am sure the whole House will be notified in good time.

Commons ChamberThis week’s whole sorry saga has raised serious questions about the Government’s role in upholding BBC impartiality. They have their fingerprints all over it. It is no wonder the Secretary of State has gone AWOL. First, it exposed how susceptible the BBC leadership is to Government pressure. After days of holding off, the BBC capitulated to a Tory cancel campaign, orchestrated by Ministers and Conservative Members with their friends in the press, and took Mr Lineker off air. These are the same voices, by the way, who claim to be the champions of free speech. What changed? Can the Minister tell us what contact she or any member of the Government had with any BBC executives or board members during this time? What does she think it looks like to the outside world when a much-loved sports presenter is taken off air for tweeting something that the Government do not like? It sounds more like Putin’s Russia to me.
Secondly, the Government have seriously damaged the BBC’s reputation by appointing a chair who is embroiled in the personal finances of the Prime Minister who gave him the job. No doubt the Minister will tell the House that that is under investigation, but it is an investigation that I instigated, not her. Her boss is the only person with any power to fire the BBC chair. Does she agree that he is now completely unable to carry out his role of providing confidence, credibility and independence? What is she doing to put this right?
Finally, the Government have pursued a deliberate strategy of undermining the BBC in order to keep it over a barrel to get themselves more favourable coverage. That was on full display overnight and I am sure it will be on full display here today. They threaten the licence fee, cut the BBC’s funding and undermine its credibility, all in pursuit of keeping their foot on the BBC’s throat. Will the Minister today finally call off the dogs behind her and stand up for the BBC’s independence from the Government?

I assume that her point of order relates to something that happened in the urgent question, so the Minister for Media, Data and Digital Infrastructure might like to stay for it.
On a point of order, Madam Deputy Speaker. Could you advise me on whether you have received notice that there will be a statement tomorrow? If not, what advice would you give the House about the very important White Paper, given that we are expecting Prorogation today, that the business will fall very early, and that there will be very little opportunity for statements and oral interrogation?
I thank the hon. Lady for that point of order. My understanding, from what the Minister said, was that there had been a plan to make a statement tomorrow to coincide with the publishing of the White Paper. Obviously, if tomorrow is a sitting day, it is possible to have urgent questions or statements. Does the Minister want to add anything to that?

Commons ChamberThe sell-off of Channel 4 is an important matter for Parliament, yet instead of a statement we had announcement by tweet during recess, and now we hear that a White Paper is to be published tomorrow, when we will not be here and there will not be an opportunity for statements. Where is the Secretary of State to defend her policy today? It is a pattern, and it is a disgrace. Nothing screams rudderless Government like fixating on the governance of Channel 4 while people’s energy bills are going through the roof. It did not even make the list of pretty bad ideas discussed at yesterday’s Cabinet.
Why sell off Channel 4, and why now? Is it because there is an overwhelming clamour from the public? The Government still have not published the 60,000 consultation responses, but my understanding is that the vast majority were against any sale. Is it to help level up the country? Given that Channel 4 commissions half its budget outside London, creating a pipeline of talent across the nations and regions, and stimulating the creative economy in places such as Leeds, Glasgow and Bristol, of course it is not. Is it to create more British jobs in our world-leading creative industries? The Minister and I both know that the likely buyers are going to be the big US media companies, looking for a shop window for their own content. That will mean fewer British-made programmes for British audiences and fewer British jobs. Any UK bidder could lead to less competition, and of course they would be looking at economies of scale.
Is it to support the independent production sector? Channel 4 is currently, uniquely, a publisher-broadcaster, allowing start-ups and independents to retain the value of their own programmes, helping them grow and export. No buyer is going to continue with that model. That is why the UK independent production sector is so overwhelmingly against the sell-off. Or is it to save the Treasury money? I know that the Secretary of State was a bit confused about this in front of the Select Committee, but Channel 4 does not cost the taxpayer a single penny. Indeed, its profits are all reinvested in British jobs and programming.
The Secretary of State says the sell-off is needed to help Channel 4 compete with the likes of Netflix and Amazon. The truth is it will be gobbled up by them. She says the sell-off will generate a pot of up to £1 billion for her to dish out in grants, but Channel 4 already invests that amount here, commercially, each and every year. She says she will protect the essence of Channel 4 in a new remit, but I thought that was the straitjacket she wanted to free it from. The truth is that the sell-off just does not stack up, and the Secretary of State is running scared of Parliament. In fact, it is going to clog up Parliament for months to come because she has no mandate to do it and there is widespread opposition to it on her own Benches.
I can only conclude that this is a deliberate distraction from partygate, a vendetta against Channel 4 news coverage, or another act of cultural vandalism. Channel 4 is a great British asset, owned by the public, that does not cost them a penny. It commissions award-winning British programmes owned by the small independent sector. That is why Margaret Thatcher invented it, and that is why the Government are wrong to sell it off.
I really do need to remind both Front Benchers that in an urgent question the Minister has three minutes, the shadow Minister has two minutes, and the SNP spokesperson has one minute. [Interruption.] No—if it is a statement, it is different. I call Minister Lopez.

Commons ChamberOn a point of order, Madam Deputy Speaker. During Prime Minister’s questions today, the Prime Minister claimed that
“last night our friends in the European Union voted to approve our Brexit deal, which he opposed.”
That is totally incorrect. You will remember, Madam Deputy Speaker, that in an extraordinary sitting of this House of Commons on 30 December 2020, the Leader of the Opposition and the whole Labour party voted for the Brexit deal agreed by the Government and the EU. As limited as it was, we backed it and avoided a no-deal scenario. Do you agree, Madam Deputy Speaker, that it is vital that the Prime Minister returns to the House today to swiftly correct the record?
I am grateful to the hon. Lady for her point of order. I hope she will appreciate that it is not really a point of order for me, but I am sure that the Treasury Bench will have heard what she has said and will report it back in the usual way, through the usual channels. The hon. Lady has obviously also placed it on the record by raising the point of order in the way that she has.
We will have a short two-minute suspension for cleaning before the next business.
