When the Secretary of State is looking at Network North, which I do welcome—I thank him very much for the A582 benefit in the Ribble Valley constituency of Mr Deputy Speaker; he will be delighted with that name-check—may I encourage him to think about the structure for funding other opportunities? There is a gap in the market between very large rail schemes and those extremely small rail schemes that are too small for local councils to deliver, such as at Midge Hall in my constituency, where the trains stop at a platform and we have the nonsense of customers not being able to get on or off. Does he agree that we could look at such improvement schemes in Network North?

The hon. Lady speaks with passion and partisanship in not mentioning my hon. Friend the Member for Don Valley (Nick Fletcher). I think she is a little late to the party; even a cursory glance at my hon. Friend’s social media feed will show that he is on day 105 of his campaign to save Doncaster airport. He has met a series of different parties, and it is slightly beneath the hon. Lady not to recognise his efforts to protect his local community.

Baroness Vere, the aviation Minister, met Peel on 19 October, and it assures her that it is open to meeting potential investors. The Secretary of State has met Peel twice. The implication that we are not doing everything to find a solution for regional airports, which we recognise are incredibly important, is not correct.

I am sure that the Civil Contingencies Act will come up in other questions, so let me allude to it briefly. The Civil Contingencies Act is for absolute emergencies only. Even one of the operators at the airport has written to the Prime Minister to explain that it can still find contingency efforts elsewhere, so the threshold for the last Labour Government’s legislation has nowhere near been met.

I thank the Chair of the Select Committee for the question. As I do not have the aviation portfolio, I will not commit from the Dispatch Box to things that are not exactly accurate; I will ask Baroness Vere to write to him with the specifics of the technical assistance. I do know that there have repeated meetings at a number of levels. When it comes to regional airports, he makes a good point. As I outlined in my opening remarks, in Manchester, Liverpool and the Tees Valley, among others, local authorities are investing to support a commercial solution. That option is available to the South Yorkshire mayoral combined authority and to Doncaster Council in this case.

I welcome the Minister’s statement today. I have many serving and former prison officers in my constituency, and I hear from them at first hand about that sinking feeling when they say goodbye to somebody and then all too soon say hello to them again. These measures to address the revolving door for prisoners are vital.

I also thank the Minister for her time on another matter, which is the proposed new prison on the site of HMP Garth and HMP Wymott between Croston and Leyland. I can see my right hon. and learned Friend the Member for South Swindon (Robert Buckland) in his place, and I have also spoken to him about this—thank you very much, sir. Residents there understand that the planning process is under way, but can the Minister join me in urging the planning authority, Chorley Borough Council, to consider carefully its representations on the correct infrastructure for the site—it has no bus services at the moment—and on maintaining the environment and watching flooding?

It is a pleasure to follow the hon. Member for Paisley and Renfrewshire North (Gavin Newlands), who speaks with such passion about regional airports and their importance. As Members can hear, I, too, am a user of regional airports, not least the fantastic Manchester airport, Liverpool John Lennon airport, and, I confess, Glasgow and Edinburgh airports as well. When a flight is offered with the options of those airports or Heathrow, the choice is clear for someone who is based in the north-west: off you pop to wonderful Scotland and say hi to our friends there.

I will speak to two dry-sounding but important measures in this statutory instrument. The first is extending duty-free sales to UK residents who visit the EU. For the first time in 20 years, we can have EU duty-free on our holidays. I will touch directly on the point that the hon. Gentleman has just made about supporting regional airports. In the last 20 years, who has not wandered through an airport at 3 o’clock in the morning ready to go on holiday and sighed at the duty-free, thinking that it would be a wonderful thing to clink on to the plane with, so that we were all prepared at the other end when we got to the apartment in Greece, Spain or any of the other wonderful holiday destinations that we share and visit with our friends in Europe? Great news: this is now possible. The opportunity to do a little bit of duty-free shopping will not only make a long wait for a flight at 3, 4, 5 or 6 in the morning more interesting, but it will also mean that we can directly support our local airports, which employ people and provide jobs, careers, lifestyles and communities for so many around Manchester, Liverpool and beyond. What else can I say?

What does this measure really mean? It means the return of personal allowances, which will be roughly quadrupled. In short, it means the return of the booze cruise, a long-lost institution that our proud nation has not been able to engage in. It may astonish Members to realise that when I was a child, there was much planning in our family for the biannual trip to France to get some wonderful wine, sparkling wine and beer. It was a military logistical operation, with months of planning, including considerations as deep as how many adults we could fit in the car, which of the smaller adults to fit the acquired goods around, and whether a Ford Sierra or a Ford Orion should be used to maintain the optimal packing-to-adult ratio.

It is a bit of fun, and everybody must drink responsibly, but I massively welcome this. It will give those of us in the north the opportunity to make that six-hour journey down to Dover, go over on the ferry and see some of France, and use our personal allowances to sample something that is not available in the UK and bring it back, while having a bit of fun on a trip for the family. That is all encapsulated in quite a dry SI. I will not trouble the House longer, but the return of the booze cruise is here, and I say “Cheers!” to that.

My sincere apologies, Madam Deputy Speaker. That was newbie mistake No. 473. I commend the hon. Gentleman for his concern for the LGBT community, but surely one of the best things we can do is invite the Commonwealth of Nations to this functioning democracy and show everybody that love does nobody any harm, and they can then take those examples back to their communities.
