Commons ChamberI congratulate my right hon. Friend on this important update. He talked about clusters. He will know that one of the most important cyber-security clusters in the UK is in world-class Worcestershire. One business he has visited there, Titania security, told me it was benefiting from a wide range of Government help, including the apprenticeships scheme, research and development tax credits and help with exporting from UK Trade & Investment. Will he update the House on how his Department could work with the Department for Business, Innovation and Skills to ensure that our cyber-security industry is the most competitive in the world?
It is very competitive. I know that my hon. Friend has given enormous support to the cyber-cluster in Worcestershire. As a matter of historical accident almost, there are many such businesses in Great Malvern. When I visited in 2012, there were 40 or so cyber-companies; there are now more than 80. This is very fast growing. We help cyber-companies with exporting, and many of them are doing it. I visited Titania, in his constituency, and was hugely impressed by how many countries this relatively small company was selling its products to.

Commons ChamberI did indeed look into it. Paul Woolston is the chairman of the LEP, which has members from all the local authorities in the north-east. I think he is doing a very good job. I also raised this matter with my officials and I was assured that there were no questions at all to be addressed, but I will happily write to the hon. Gentleman about this.
The Worcestershire LEP has warmly welcomed the extra £7 million of investment that has been announced today, which will enable more than 600 apprenticeships to be created in our area. I am very grateful for that. All the south Worcestershire MPs recently joined Worcestershire county council in lobbying the Department for Transport for further investment in the southern link, and particularly in the dualling of Carrington bridge. We have had some positive commitments to work with the county on the southern link, but will my right hon. Friend meet us to discuss taking the matter further, and ensure that in future rounds of allocations from the local growth fund, which I am sure he will be championing at the Cabinet table, he will be as strong an advocate as he has been today?
I will indeed. There is no stronger advocate for Worcester than my hon. Friend. He will know that the agreement we have with the LEP mentions the importance of improving the capacity of that road, and there is a commitment from the Government to work with local leaders to advance that.

Commons ChamberOne part of responding to these very difficult events is to ensure that one has a clear and sound fiscal policy, and that has involved making reductions in public spending. I think we should make it clear to members of the public that after the next election there will be further reductions in spending and that they need to happen as part of a long-term economic plan. We have started to set out the steps we are going to take, and it is important that we do so because the alternative of simply putting up taxes would destroy the recovery that is now gathering pace.
I commend the Prime Minister’s leadership on international tax transparency and his earlier answer on the extractives industry transparency initiative. Let me draw his attention to the recent inquiry by the Business, Innovation and Skills Committee into the extractive industries, which found that the previous Government’s launch of the EITI but refusal to have Britain sign up to it discouraged many of the developing countries that would have benefited most from signing up. Since he has now reversed that policy and signed the UK up to the EITI, may I recommend that he take up the Select Committee’s recommendation that the UK should become a beacon of best practice and promote it using our soft power around the world?
I will certainly look at that report. I am convinced that it was the right thing to do. It is no good preaching to others about transparency unless we are prepared to put it in place ourselves, which is why I reversed the policy we inherited. Many countries have discovered mineral wealth but found it to be a curse rather than a blessing, and greater transparency is one of the key ways of ensuring that some of the poorest people can benefit from the resources their countries have.

Commons ChamberThat may be true, but it must be said that without the American intervention from the air, the chances are that ISIS would now be in control of Baghdad. They had to be stopped militarily and one function of the air attacks is to deprive them of their use of heavy weaponry, to give those who are opposed to them a better chance of defeating them. It is necessary, therefore, it seems to me, to provide an opportunity for the ground forces to get their act together and take them on, and if what we are doing can weaken their opponents during that time, that is all the better.
The effort that everyone agrees is necessary—to encourage political activity, to effect political reconciliation, to bring people together, to unite the people of Iraq against their common enemy—can be successful only if we help the Iraqis to keep the common enemy at bay until they have got themselves sorted out. That is why, on balance, I shall support the motion.
The point that the right hon. Gentleman rightly made about the brutality of ISIS, especially towards women, could apply equally to other organisations, such as Boko Haram in northern Nigeria. Does he agree that that determination to support the moderates against the extremists and to use all our soft power needs to be looked at far more widely than the middle east alone?
It is certainly true that part of our tradition—which we sometimes fall short of, and have done in the past—is to promote decency and democracy worldwide. We have an obligation to help all those countries who are trying to maintain democracy or to establish it in the face of extremism. But in this case there was not just the possibility but the likelihood that Iraq as a sovereign state would disappear, and unless we keep up the pressure, there is still a possibility of its disappearing.
However, I am concerned about the ease with which, when some people talk, they slip seamlessly from Iraq to Syria. In Iraq, there are two existing groups fighting on the same side against ISIS. They hope to get further military support on the ground to help them. That is fairly straightforward. But when people talk about getting involved in Syria, they are talking about sending young people from our country to a place where they will not have the faintest idea who they are supposed to be fighting, and people who they might have been allied with this week become enemies next week, or this week’s enemies become allies next week. We owe it to our people, if we are going to send them abroad on our behalf and risk their lives, to try to ensure that they are faced with a fairly straightforward function in war. War is nasty and complex enough as it is without pushing them into somewhere like Syria.
When I first entered the House, they used to talk about senior figures. People talk about senior figures now, but when I first entered the House “senior figures” included Denis Healey and one or two others. They had a bit of a down on sending young people to war, and that was because they had been sent. We should always remember to be very, very careful about sending anybody else’s children to fight for us, particularly if we try to send them in a cause that is not clear, and against an enemy that cannot be easily identified.

Commons ChamberWe have a new set of Commissioners, so may I put on the record my gratitude to Neelie Kroes, who was the Commissioner I worked with most closely under the previous Commission, but who has now retired? I always enjoy meeting European Commissioners, and I also enjoy the fact that so much of the innovation that this Government come up with is now being copied by our European partners.
3. What recent assessment he has made of the competitiveness of the UK as a place to do business.
Last week, the World Economic Forum released its annual assessment of international competitiveness. The UK rose in the rankings to ninth place, and in relation to the responsibilities of my Department, to fourth place for labour markets and to second in the world for technological readiness and innovation. This is further evidence that our economic policies are delivering a more competitive economy. We are delivering on our commitment to make Britain the best place in the world to start and grow a business.
I am grateful to the Secretary of State for that answer. I congratulate him and the Department on that progress. This Government have put making the UK the best place in the world to start a business right at the heart of that strategy, and businesses in Worcester are embracing that challenge. Does my right hon. Friend agree that it is a huge achievement that, since 2010, about 2,800 new businesses have been started in Worcester?
And not only in Worcester. Indeed, one of the most rapidly growing programmes, operating through the British business bank, is the start-up loans scheme. My hon. Friend may be aware that approximately 19,000 start-up loans have now been made, with a value of over £100 million.

Commons ChamberOur response has been very clear to the Israelis: they have to obey the norms of international law, act proportionately, exercise restraint and avoid civilian casualties.
I am sure that everyone in the House wants an end to rocket attacks, but on Friday I met literally hundreds of my constituents—people from mosques, churches, and people of no religion at all—who had taken to the streets of Worcester because of their deep concern about the humanitarian situation in Gaza. May I urge the Prime Minister, on their behalf and mine, to use every diplomatic tool in the box to impress on both sides in this conflict the need to bring about a ceasefire, come to the table and work towards a long-term peace?
That is absolutely what we are doing. In particular, we are pushing this Egyptian ceasefire plan, to which others are prepared to sign up. We need Hamas to sign up to it, too. When we get to the talks process, we need to press Hamas to accept the Quartet principles, which include Israel’s right to exist. It is difficult to negotiate with an organisation that does not accept that the country with which we are negotiating has any right to exist.

I am grateful to my hon. Friend for securing this important debate. On youth enterprise, does she agree that schemes such as Young Enterprise have inspired many students over the years? However, it is vital to get entrepreneurs into schools. The entrepreneur Neil Westwood, who founded Magic Whiteboard and got funding from “Dragons’ Den”, goes into local schools in Worcester to give talks and inspire young people about what they can achieve by setting out on their own. Does she agree that that is a good model for others to consider?
I certainly do. It is incredibly important to have good role models available for young people. After all, by 2018 there will be more entrepreneurs in our labour market than public sector workers. Self-employment, entrepreneurship and micro-business are an exciting tectonic shift in our economy, and I am confident, from what I have seen with my own eyes, that young people will be at its heart.
I also contributed, as a commissioner, to the Industry and Parliament Trust’s recent report on youth skills. Local and regional policy is beginning to emerge through local enterprise partnerships. I particularly commend the detailed work done on skills by my LEP, New Anglia.
Policy is one thing, but local success does not rely on policy. It needs good leadership and a will to succeed, and it needs business, the community and parliamentarians to work together to help young people. I offer the example of Norwich for Jobs, a project that I founded. We set out in January 2015 to halve our city’s youth unemployment in two years. That meant reducing the rate of jobseeker’s allowance claimants from 2,000 down to 1,000. I am delighted to report that we have virtually achieved that, early. We expect new figures tomorrow to show that the youth unemployment rate in our city has dipped under 1,000. We have done it by asking businesses in our city to pledge to take on a young person. They sign a formal pledge and commit to a number of opportunities that they can provide over the months to come. We then connect young people with those opportunities through the jobcentre.
Essentially, we have focused the city community on a common goal. We have tried to provide a common platform for the many organisations that help young people in Norwich, and sought to work together to share intelligence and get young people into work with the employers who are making that commitment. In order to do that, I brought together a steering group, to which I pay tribute. It included Jobcentre Plus, City College Norwich, Norfolk chamber of commerce, the regional media group Archant—it runs information about the campaign in the Norwich Evening News and the Eastern Daily Press—and scores of employers, led by Howes Percival, a local law firm. The employers that have signed up range from tiny firms such as our one-man-band plumber, who is now a two-person band with an apprentice who does his books and social media, to large local firms such as the independent Norwich retailer Jarrold, which took on the 1,000th young person in our scheme.
National and international chains have got involved too, including Marks and Spencer and KLM Engineering. In all cases, we are seeking additionality, to use the technical term—the extra jobs or opportunities that those firms could pledge on top of their existing programmes. All those firms know the benefit of taking on a young person. They are securing the future of their business and helping the community at the same time.
We count against the Office for National Statistics figures every month, using a measure of the young people attending Norwich jobcentre. That allows us to cover the travel-to-work area. We track the paid opportunities that are offered—jobs and apprenticeships—but we also encourage the soft opportunities such as work experience and mentoring. So far, there has been a commitment to provide 1,098 jobs and apprenticeships, with 1,032 young people going into paid work as a result. I stress that we believe in good faith that this activity is all additional, because we are counting against the opportunities offered. We also know that the total Norwich register has dropped and we review on-flow and off-flow every month.
We have had the benefit of a superb employers’ panel, as well as a young people’s panel, to advise us, and we will work closely in the months ahead with our partners’ panel, which is made up of all the organisations that are often more specialist in terms of getting harder-to-help young people into work. We have enjoyed praise from His Royal Highness Prince Edward, the Prime Minister, the Chancellor, Ministers and the Bishop of Norwich. We know that we have achieved a good thing but we are not complacent because there is so much more to do.
I will sum up my contribution, to allow other hon. Members to contribute. Youth unemployment is one of the most important social and economic issues of our time, and we can do things about it locally. This process is about the many individuals who are looking for the job they ardently need in order to secure that all-important first chance to take home a pay packet and to gain experience. Their families, their communities, local businesses and parliamentarians can step up to help. Although we want this debate to touch on education, welfare and enterprise policies, we hope that it will focus on constituency best practice, including pop-up job shops, social networks and local campaigns. We hope that hon. Members will share the good work being done in their locality and learn from others, so that each hon. Member leaves with a set of actions for the summer recess when the latest school, college and university leavers look for their own place in the world of which they can be proud.

I thank the Minister for investing tens of millions of pounds in unlocking the economic potential of world-class Worcestershire, particularly through skills and transport improvements such as the Worcestershire Parkway station and the Southern link in Worcester. I give him particular thanks for the fact that the money is coming to Worcester rather than going to Wichita, as some Opposition Front Benchers have suggested.
It is indeed. One of the great advantages of travelling around the country negotiating these deals is that one has the chance to meet people in the places they represent. There is no substitute for having a bit of local knowledge.

Commons ChamberThe British Government’s view, like that of the rest of the EU, the G7 and America, is that what happened in Crimea is illegal and wrong. One cannot individually and unilaterally redraw the boundaries of a nation state, and that needs to be properly addressed. As for my hon. Friend’s other remarks about ensuring that we stand up strongly for the Ukrainian people’s right to choose their future, I absolutely agree.
I commend the Prime Minister for first putting and then keeping tax transparency at the heart of the G7/G8 agenda. The Business, Innovation and Skills Committee will soon conclude an inquiry into UK extractive industries and our position around the world. May I urge the Prime Minister to stress that it is in the interests of international NGOs based in this country and those of the UK’s extractive industries for the UK to keep playing a leading role on transparency?
I absolutely agree with my hon. Friend. It is not only in our interests because we want a world where we do not have poor countries exploited by individuals or companies with corrupt payments, and it all being done in a totally shady and underhand way; it is also in our interests, as a country whose companies do not behave like that, to try to raise the level of every country and every company in the world. It is absolutely the right agenda and we should keep at it.

Commons ChamberIt is a pleasure to follow the hon. Member for Newcastle upon Tyne Central (Chi Onwurah), who made it very clear that apartheid was a personal attack on many people. I cannot claim her level of personal involvement in the anti-apartheid campaign, but I want to speak in this debate for two reasons: the first a constituency reason and the second a family one.
The battle to overcome apartheid had some unlikely heroes and we have heard a great deal today about the most inspirational of all. Another inspirational figure to whom this House recently paid tribute was the Capetonian, England and Worcestershire cricketer, Basil D’Oliveira, who lived in my constituency for many years. His role in showing the cricketing world the unreasonable nature of apartheid and South Africa’s colour bar and in helping to strengthen the sporting embargo against apartheid has been well documented. He was no active political campaigner, but in many ways his quiet dignity was a greater challenge to the regime at that time than a more outspoken approach would have been.
It is typical of the great Madiba’s generosity of spirit that he personally invited D’Oliveira to have lunch with him in 1996 during a coaching trip to South Africa. At the end of their time together he rose from his chair, hugged Basil D’Oliveira and said:
“Thanks for coming, Basil…You must go home now. You’ve done your bit.”
While some in the Anti-Apartheid Movement were critical of Basil D’Oliveira for not being more outspoken and not publicly backing boycotts of South Africa, Mandela—ever one to recognise the bravery and dignity of others—gave him the full credit for doing his bit.
Basil himself described their meeting as
“one of the greatest days of my life”,
adding:
“He’s just a marvellous man and I’ve always thought a lot of him, read a lot about him and now I’ve actually met him—brilliant, absolutely brilliant, and to come back to the new South Africa has been absolutely marvellous.”
It was one of my greatest honours as Worcester’s MP to be at last January’s memorial service for Basil D’Oliveira and to be able to offer my condolences to his family, who live to this day in Worcester. I am sure that they, along with thousands of my other constituents, will be mourning the loss of Nelson Mandela.
As I said, the second reason I wanted to speak today was due to a family connection. My wife Charlotte was born in South Africa and spent the early years of her life there. Her father, Professor Jeremy Keenan, was a university lecturer at Witwatersrand, and to an outsider it might have appeared that they were among the comfortable white beneficiaries of the apartheid system. In fact, he spent years working with the ANC, travelling into the townships and homelands and using his privileged access as an anthropologist to document the appalling treatment of black people under apartheid, the pass laws and the use of control mechanisms, then passing on the information to his contacts in the ANC. While in South Africa, he wanted to dedicate a book that he had written about the Tuareg to Mandela, but under the laws of the day he could not have it published with a mention of that man’s name. He gave his dedication indirectly by speaking about the fact that his son was
“born in a land where drought is also not unheard of and where elders also live on islands”.
My father-in-law and his family had to leave South Africa in a hurry in 1987 when the Government of P. W. Botha cracked down hard on those suspected of supporting Mandela and his allies. The information he had gathered was to be compiled in a book that would have been called “Dying for Change”, but at the time the South African authorities were able to suppress such publications, and only now are the full details emerging. Other people engaged in shining a light on the regime or passing information to the ANC were murdered, and both he and his family suffered threats and intimidation from the security services, including multiple break-ins, and having their pets poisoned and the brakes on their cars tampered with.
Last year, I was able to travel to South Africa and join my father-in-law on his first visit to that beautiful country since the end of apartheid. We saw a country that still faces great challenges, in which there are still vast inequalities, but most of all we saw a country at peace with itself and a country in which young people of all colours and backgrounds can live with hope for the future. That is the legacy of Mandela. As Rabbi Sacks said of him,
“He permanently enlarged the horizon of human hope.”
There can be no more fitting epitaph than that.
