I thank my right hon. and learned Friend for giving us a very good example of how antisemitism gets a hold. It starts with things like this, which might seem a reasonable thing for a venue to do but clearly is not. The way he sets it out illustrates why it is not. It is really disturbing and I hope that all Members recognise that this community is really under attack. We need to be absolutely unequivocal and say that we stand with them, and that we will do everything we can to protect them and call out antisemitism wherever it is.

This is Mental Health Awareness Week, and Bath Mind, a wonderful charity in my constituency that supports 6,000 people, is worried about the reform of personal independence payments, which may plunge thousands of families into destitution and homelessness—with the associated mental health impact—and affect the charity’s capacity to deliver services in the face of increased demand. May we have a debate in Government time about the PIP reforms and their impact on mental health?

As the hon. Lady will know, many of the reforms introduced by the Department for Work and Pensions to provide support have massively increased the number of people with a mental health condition or hidden disability who are able to access that support, and that is a good thing. However, I thank her for raising an important matter during an important week, and I will ensure that those in the DWP have heard what she has said.

On behalf of us all, I congratulate Ipswich Town on this huge achievement. It is great for the fans, but it will also be great for the whole of Ipswich, because these achievements bring economic and social progress, and many other things. I think that both our clubs being promoted is an excuse for a pint —I will stand him one. Seriously, congratulations to everyone there. I hope that what he says about Portsmouth comes to pass.

Requiring voter ID is an additional burden that prevents people from voting and an unnecessary barrier to our democratic process, especially for those in poorer communities, ethnic minorities and young people. In last year’s local elections, 14,000 people were prevented from voting because they did not have the right ID at the time. Can we please have a ministerial statement on the impact of the requirement for voter ID in this year’s local and regional elections?

The hon. Lady raises an important question. She knows that this issue is reviewed on a regular basis, and I will make sure the Cabinet Office has heard what she has had. Even people who were against bringing in this particular check to protect people’s votes recognise that, because progress had been made in cracking down on areas where fraud had been particularly prevalent, such as postal voting, it was anticipated that there would be more fraud in other areas. That was one reason why the check was introduced, but I will make sure the Cabinet Office has heard what she has asked.

I thank my hon. Friend for her work on this issue, which is of huge importance to her constituents, and for her diligence in consistently raising it with the Government. She will know that the next draft of the road investment strategy, covering 2025 to 2030, will be published shortly, and I will ensure that the Secretary of State for Transport has heard what she has said today. I also understand that the roads Minister, my hon. Friend the Member for Hexham (Guy Opperman), is happy to meet her to discuss these specific concerns.

First, I thank the Leader of the House for her kind words about Lord Stunell of Hazel Grove. We lost a wonderful friend and colleague, who, until the very end, campaigned for his community and called out injustices across the country. My sincere condolences go to his family at this time.

We Liberal Democrats have for many years called for tougher controls on UK exports of arms to ensure they are not used in human rights abuses. We have called for a presumption of denial to apply to countries whose Governments are listed in the Foreign Office’s annual “Human Rights and Democracy” report. A presumption of denial would mean that the default position of the UK Government is not to permit arms exports. For many years, the Foreign Office has listed human rights issues arising from action that the Israeli Government have carried out in the Occupied Palestinian Territories. In the light of a possibly imminent humanitarian catastrophe in Rafah, if the Israeli Government are carrying out their threat to attack, may we have an urgent debate in Government time about UK arms exports to the middle east?

I send our thoughts to all Liberal Democrats, who have lost a treasured member of their party. It is said of Andrew Stunell that he was the activists’ activist, and I know that he will be greatly missed.

On UK arms export control, the hon. Lady will know that we have stringent policies in this country and that the actions that are taken stemming from those policies are scrutinised by this House. We take this incredibly seriously. As for the specifics, I also point her to the fact that we have seen Israel have to defend itself against the most unwarranted and reckless attack from Iran. It is very important not only that we say that Israel has a right to defend itself, but, because it is one of our allies and partners, that we understand our obligations to enable it to do so. These are difficult matters and she will know that both the Government’s policy and the procedures in this House to scrutinise the actions that come from this policy are stringent indeed.

May I add my condolences to the family of Lord Field? He was an exceptional man and an outstanding politician, and I had the privilege of knowing him for two years while he was still a Member of Parliament.

Working or studying in other countries has wide-ranging benefits for young people. Perhaps the saddest outcome of Brexit is that the number of young people from the UK working and studying in EU countries, and the number of young people from the EU working and studying here, has dramatically reduced. In order to reverse this worrying trend, last week the EU proposed youth mobility visas, but the Government rejected them outright, even though they would have brought a wide-ranging and welcome boost to our economy—I mean that in good faith. Can we please have a statement from the Government on why that proposal was rejected outright and how they propose to boost youth mobility between EU countries and the UK?

I thank the hon. Lady for raising this issue. She will know that our approach has been to widen opportunities for our citizens and give them more choice about where they might want to study abroad. I think that the Secretary of State did put out a statement explaining why the scheme was not deemed to be in our interests, and it was due to the fact that it was not going to be reciprocal.

My hon. Friend is right that on 2 May, those in the east midlands will have the opportunity to ensure that that happens. My hon. Friend the Member for Mansfield (Ben Bradley)—that is not how his name will appear on the ballot paper—has helped to secure the biggest single devolved transport budget in the country. He has plans to invest that in road resurfacing and better bus and train routes, and he has a plan for how that will attract jobs and investment. In contrast, the Labour party has wasted £38 million of taxpayers’ money on its failed Robin Hood Energy scheme, and like other Labour local authorities, Nottingham City Council has declared itself bankrupt, which raises council tax and makes the hard-working people of Nottinghamshire pay for Labour’s failures. If my hon. Friend secured a debate on this topic, it would be well attended.

I add my sincere condolences to Mr Speaker and his family on the loss of his father.

A report from the Jo Cox Foundation called the abuse of MPs a “threat to democracy”. That applies to abuse of not just MPs, but elected members at all levels, particularly local councillors. According to the Local Government Association, 70% of councillors have had similar experiences to MPs. I had a meeting with the Bath and North East Somerset group leaders last week, at which I heard harrowing stories. We MPs now get extra security through Operation Bridger, but local councillors do not get the same protections. Is it not time that the Government put their mind to protecting elected members at all levels? May we have a statement on that, please?

The hon. Lady raises a very important matter. She will know that the defending democracy taskforce, headed by the Minister for Security, is looking at these issues, and is, in some cases, providing support to councillors or councils across the country. The Secretary of State for Science, Innovation and Technology also met Mr Speaker and me earlier this week about online abuse that hon. Members face. There needs to be more focus on what platforms are doing, their stated responsibilities, and whether they are living up to them. I will ensure that that Secretary of State and the Minister for Security have heard what the hon. Lady has said today.

It is sometimes said that in response to questions I refer the hon. Member to the answer I gave some moments ago, but my hon. Friend could stand up every week and refer me to the question he asked the week before. He is assiduous in his campaigning to highlight the failures of his local authority, and I expect to see him doing exactly the same thing next week.

Passengers must feel confident when making train journeys. In the last two weeks alone, there were major cancellations on South Western Railway, as well as mass delays on Southern and Thameslink. At the same time, rail fares rose by nearly 5% on Sunday. Everybody is paying more for less. Is it not high time we had a debate in Government time on how we can support our crumbling rail infrastructure?

The hon. Lady will know that the Department has made recent announcements on considerable uplifts to rail infrastructure. There have been particular issues with the service provided by South Western Railway and the quality of its rolling stock. The next Transport questions will not be for some time, so I will raise the hon. Lady’s concerns with the Secretary of State and ask that his officials get in touch with her.

I join my hon. Friend in the praise that he heaps on his healthcare professionals, in particular at the Queen’s Hospital in his constituency. He may be aware that the Secretary of State’s predecessor did a piece of work to ensure that we were able to compare the performance of different trusts and different hospitals across the whole UK, so that we can identify where more assistance is needed or whether there are issues with performance and so forth. I will ensure that the Secretary of State hears what my hon. Friend has said today. Again, he may raise it directly with the Front-Bench team on 5 March at Question Time.

For some time now, I have been in support of a safeguarded assisted dying law for mentally-competent terminally-ill adults with a life expectancy prognosis of six months. I was not always of that opinion—I have had to go on a journey—but have concluded that the evidence is overwhelming that that would be a step in the right direction, and public opinion is now very much in favour of a change in the law. I recognise that there are considerable concerns on the opposite side of the argument, but in the light of the news that the Isle of Man and Jersey are considering a change in the law, is it not time that we in this House have a fresh look at the matter, with a debate in Government time?

I am sure that I speak on behalf of all in the House when I say how sorry we are to hear that my right hon. Friend is having to endure the abuse that she has described. As I said at the start of my statement, this House will never kowtow to extremists or intimidation, and right hon. and hon. Members take their responsibilities in this place and to their constituents extremely seriously.

I thank my right hon. Friend for her very helpful suggestion, and I will certainly look at that. Let me just say, however, that while we can update practices and do other things in this place to help members of the public understand what is actually going on and draw clarity in relation to what our proceedings are focused on and what we are voting on and why, we are all obliged to act with honour and integrity and to support democracy in this place. I have no jurisdiction over Opposition attack ads, and if there is any reflection to be done following the last 24 hours, I ask the Opposition to reflect on that.

May I add my thanks to the security services who are working so hard and effectively to keep us all safe? They did sterling work at a community meeting that I held last week in my constituency, and I thank them very much for that.

As the Leader of the House will know, I am a member of the Restoration and Renewal Programme Board. We all love this magnificent place of work and appreciate being able to work in this wonderful Palace of Westminster, but the structure of the place is not in a good way. As has been said during the programme board’s meetings, it needs open heart surgery. [Interruption.] I am talking about the structure of this place. For much of last year, my colleagues on the board and I were working hard to identify a shortlist of options for delivering restoration and renewal that we felt would command the support of Members throughout the House. Given all the work we have put in, it is frustrating that we are still no closer to making progress. We need to maintain momentum and get on with R&R. When and how will Members be updated on the various options and proposals so that we can move forward and restore the building? This is important work that needs to be done to keep us and everyone who works here safe.

I thank the hon. Lady and all those who have been serving on both the programme board and the client board. The House will be pleased to know that great progress has been made. We have been able to get some real grip and granularity into the programme, and we also have a number of projects that we can get on with while we are looking at decant options and other things that will take more time. She knows that the next client board meeting will be on Monday and will look to take some of those decisions, but this House needs to be sighted on programmes that are going forward and on the options, and it must have a say in those too.

I thank my right hon. Friend for what she has just said and for her ongoing work to keep our eyes focused on those individuals. Yesterday marked four months that they have been in captivity.

This week, I met Annabel, who is helping the Sharabi family, who lost multiple members of their family in the 7 October attack. Very sadly, the family recently confirmed that another relative, Yossi, who was taken hostage, has been murdered. Yossi was described as a pillar of their family; he was also a football fan, and a supporter of Manchester United. The family are hoping that Eli Sharabi, who was also taken hostage, will be returned to them, and that eventually Yossi’s body will be returned to them so that they can bury him. Sadly, Eli’s ordeal will not end there, as his wife and two daughters were among those murdered in the attack, which I do not think he will know yet.

I thank all those working to bring the hostages home, and all Members working to keep the spotlight on these individuals and to resolve the tragedy continuing to unfold in Gaza. I will ensure that the Foreign Office has heard what my right hon. Friend has said today and that this House is kept informed.

May I also wish His Majesty the King a speedy recovery? He was brave to share his health news—he has shown his own vulnerability and humanity, and I am sure people across the nation will thank him for that.

The household support fund provides grants to households struggling to make ends meet, but local authorities still do not know whether funding will continue past the end of March. More than 100 organisations have warned that there will be devastating consequences if the fund is not extended. Can we have a statement to clarify the future of the household support fund?

I thank the hon. Lady for her words about His Majesty the King. Many Members will know the merits of the household support fund, which was given to local authorities to provide them with the flexibility to respond to particular situations where people have fallen through the cracks for other types of support. That is why we have provided the fund. It is still in operation, and I know the Department for Levelling Up, Housing and Communities and the Treasury will want to ensure that Members are given good notice about what will follow. I shall ensure that both those Departments have heard what the hon. Lady has said today.

I thank my right hon. Friend for her question and remind the House that we had an urgent question on that matter on Monday. We are rolling out the single largest expansion in childcare in England’s history, ensuring that working parents receive 30 hours of free childcare a week, starting at nine months and going all the way up to their child starting school. She will know that we have increased hourly funding rates with a £204 million cash boost this year and more than £400 million next year to support the childcare sector to deliver this, but I know that hon. Members will want to follow that progress very carefully.

On 5 January, Bath received a red flood alert warning, the highest alert warning, which means risk to life. Fortunately, thanks to good management by local agencies and the council, no life was lost, but the damage was still substantial. Yet my council was told that it was not eligible for funding through the flood recovery framework, because not enough properties were flooded internally. That is no comfort to flood victims or to the council, because the clean-up operation and the repair to external damage are still very substantial. My council has still not received any information from the Government. May we have a statement on why certain council areas are excluded from the funding through the framework, what the thinking is behind that, how they can be supported, and what else the Government can do to help councils that have been substantially damaged by flooding?

The hon. Lady’s question affords me the opportunity, on behalf of us all, to thank all those emergency services and others who have been working to protect our communities through snow, floods and high winds in the past few weeks. I am sorry to hear that she has not had information through from the relevant Department. I did write last week on a similar matter about eligibility criteria, and I will make sure that she gets a copy of that answer from the Department. As departmental questions are a couple of months away, I will raise the issue with the Secretary of State.

I thank my hon. Friend for her question. The powers and privileges of this House are necessary to enable Parliament to function freely and fully, and it is vital that Select Committees are able to obtain full and accurate evidence from witnesses as part of their inquiries. That is critical. The powers available to this House and Select Committees have been under continual review, and they have been investigated numerous times in the past decades. It is, of course, very frustrating when witnesses do not co-operate with Select Committees, and the Government support this House in asserting its powers to ensure that it can scrutinise effectively.

May I say how sad we on the Liberal Democrat Benches are that Tony Lloyd has passed away? I was a councillor in Rochdale when Tony became the first police and crime commissioner in Greater Manchester. He was such a decent man, and a sincere politician and public servant.

Warm and comfortable homes are crucial to reach net zero and reduce energy bills. People should be encouraged to invest in energy-saving measures, but a complicated certification landscape means that it is difficult to find qualified and reliable installers. A review of this issue has been recommended by the Competition and Markets Authority and supported by Which? Can we please have a debate in Government time on consumer protections in the green heating and insulation sector?

I thank the hon. Lady for her very important question. The Competition and Markets Authority is doing important work in a number of areas, and that is one of them. We have had announcements on petrol retail, for example, in the last week. I shall certainly make sure that the Secretary of State has heard her concerns about that particular area.

My hon. Friend will have heard that expression of support for her Bill from Members in all parts of the House. I congratulate her on her diligence: I know that she has been working with the Cabinet Office for several years to ensure that any impediment to her Bill’s progress is dealt with. It is a very narrow Bill, which does not deal with any other issues such as inheritance.

I will certainly ensure that the relevant Minister at the Cabinet Office is aware that the Bill is on the Order Paper. I know that my hon. Friend is having discussions with many Ministers about it, and if I can facilitate any of those conversations, I stand ready to do so.

More than 10 hospitality venues close each day in the UK. Before Christmas, I visited the wonderful Abbey deli in Bath to hear about the challenges that hospitality businesses face in my constituency. I was told that one solution might be a sliding scale of VAT, which could result in both more tax revenue for the Government and higher profits for small businesses. Can we have a statement from the relevant Minister on what the Government will do to support hospitality businesses in 2024?

The hon. Lady raises an important issue. She will know that the Treasury, in particular, has been very concerned about this sector, to which it provided particular support through the pandemic years. Since then, it has continued to support the sector through rates relief and so forth. I fully appreciate that VAT thresholds are a particular problem for these types of businesses, and I will make sure that my right hon. Friend the Chancellor has heard what she says. The hon. Lady is a very experienced parliamentarian, and she will know what she can do as we approach the Budget to ensure that these issues are addressed.

I am sure that the whole House will join my hon. Friend in congratulating the Red Bull team. We should be proud that this country is the home of motor sport. It is not just the many businesses in his local area, but the incredible supply chain across the whole of the UK. He will know how to apply for a debate. I am sure that many Members would wish to attend. I shall borrow from the legendary Murray Walker in saying that the request for a debate on this very important topic is go, go, go!

Moles, Bath’s wonderful grassroots music venue, was sadly forced to close its doors last week. It was an incubator for many new talents and gave many household names their first chance on stage. Without grassroots venues, there will be no music industry. More than 100 small music venues were forced to close their doors in the UK last year due to cost pressures that they could not meet. Can we have a debate in Government time about the importance of our small music venues?

I am very sorry to hear about that, and I am sure the hon. Lady speaks for many of her constituents who will miss that facility. We have managed to get a lot of organisations through the terrible few years that we have had, particularly with the pandemic, but we need to build back what we have lost and organisations that are fragile. She will know that the next questions to the Secretary of State for Culture, Media and Sport are on 11 January. I know that my right hon. and learned Friend is very much looking at ensuring that we are disbursing all the available support right across the country, and that it reaches every constituency. I encourage the hon. Lady to raise the matter with her then.

I thank my hon. Friend for all he is doing in the wake of these tragic incidents. I will make sure the Home Secretary has heard his concerns about the action that his local police may or may not be taking. This kind of antisocial behaviour causes misery for many people, which is why, through our antisocial behaviour action plan, we have committed £160 million to help local authorities make high streets, footpaths and so on much safer for their communities. The police have powers to deal with these situations, and we expect them to be used.

This weekend marks small business Saturday, and I look forward to visiting our wonderful Christmas market in Bath, which brings in £50 million for the local area. Anyone who has not been to Bath at Christmas should please come. It is absolutely magical.

I am pleased that footfall in Bath is above pre-pandemic levels. However, many UK businesses are struggling to recover. This year has seen the most company insolvencies since 2009, and the autumn statement offered no energy support for businesses. Can we have a ministerial statement on what the Government will do to stop businesses closing this winter?

I thank the hon. Lady for the advert for small business Saturday; I am sure that all Members of this House will be involved in it, celebrating the incredible entrepreneurial organisations and individuals in their constituencies. A number of measures were set out in the autumn statement to help our high streets and, in particular, the hospitality, retail and leisure sectors. We recognise that they are the backbone of this economy and they are often the focal point for many other services and social interactions in our communities. They should be treasured and I hope that everyone does that this Saturday.

My right hon. and learned Friend the Culture Secretary discussed the lighting of the arch with the Football Association at the time and expressed her disappointment about how it approached that situation. As was announced in the autumn statement, we are making further funds available to combat the rise in antisemitism. We are also repeating the £3 million uplift to the Community Security Trust to fund its critical work, to ensure that that work is able to continue and to meet the unfortunate demand. However, my right hon. and learned Friend makes a very good point. Whatever businesses or organisations we are involved in, we can all make a difference by calling things out, while also, critically, showing support to particular communities. I think his point was well made.

May we have a debate on improving road safety? I recently met a community speedwatch group in Bath, a bunch of highly dedicated and motivated people who stand for hours in all weathers, facing abuse. They have caught 80,000 speeding vehicles, yet they see very little result for their hard work. Speeding kills: a third of road fatalities are down to speeding. Would Road Safety Week not be a perfect opportunity for such a debate to show that the Government really take the issue of road safety seriously?

I thank the hon. Lady for raising this—very sadly—timely question given the events of this week. As she knows, speeding is a critical issue and one of the biggest killers globally, affecting many countries. As well as measures we take at home, she knows that we make a big contribution to reducing the number of deaths on the road elsewhere. It is an excellent topic for a debate. I will download her interest to the Secretary of State, and I am sure that if she applied for a debate, it would be well attended.

Air pollution is an invisible killer. Over 40,000 people in the UK die each year as a consequence of dirty air. The clean air zone introduced in Bath by the Liberal Democrat-run council has reduced nitrogen dioxide by over a quarter, which is an impressive achievement, saving lives. Can we have a debate in Government time about the importance of clean air and what the Government can do to support local councils?

The hon. Lady raises a very important point. She will know that this has been a focus for the Government; they have identified zones around the country that need improvement and ensured that local authorities can put measures in place to address these matters. This is an area where we can benefit from sharing best practice across the country. It is important that we do these things while still enabling economic growth to flourish, as we know we can. I am sure I speak for all Members of the House by thanking the hon. Gentleman for enabling us all to send our thanks to the Royal British Legion and its army of volunteers who assist all year round, not just during the poppy campaign. If we were to have a debate, it would be well attended and very long, because the work it does is tremendously diverse, helping families as well as veterans and serving members of the armed forces.

This summer I welcomed to Parliament teachers from Oldfield Park Infant School and Twerton Infant School. They told me how they were struggling with staff shortages, underfunding and an increasingly unmanageable workload. In the south-west, teacher vacancies have risen by 175% in the last five years. So far, the Government have committed only to a fraction of the recommended £15 billion needed for catch-up education. Can we have a debate in Government time to get to the bottom of the considerable underfunding of schools?

As the hon. Lady knows, we have protected the schools budget and increased the number of teachers substantially—I think we have an additional 30,000 since 2010. Clearly, recruitment is an issue in certain parts of the country. There have been a number of campaigns through local authorities to attract teachers from particular disciplines into areas that do not have enough of them. I will write to the Secretary of State on the hon. Lady’s behalf and ask her whether she and her Department could share some best practice with the hon. Lady and her local authority.

I thank my right hon. Friend for raising that important point. There are two issues. One is the Ofcom code and certain broadcasters’ adherence to it. The guidance for that code says:

“Broadcasters should have regard to the list of proscribed terror groups or organisations in the UK”,

which is incredibly important. It is also critical that reporters, sometimes stationed in very stressful environments, report facts as facts and that those things that are not facts—things that have not been verified or are lines to take from terrorist organisations—should not be treated as facts. The BBC does focus on these things to a very large degree, but we know that sometimes it does not get things right, as we saw recently with its code of conduct surrounding the Gary Lineker situation. I am sure that it will want to kick the tyres on this and ensure that anyone listening to a BBC outlet is being given the best possible information.

On behalf of the Liberal Democrats, I echo what has been said this morning about the terrible conflict in Israel and Palestine and repeat what my hon. Friend the Member for Oxford West and Abingdon (Layla Moran) said: peace is now more difficult than war, so the global community has to come together and press for peace.

Many of my constituents have written to me in dismay about seasonal variations in train fares. For example, during recess, Great Western was charging £46 for a peak return from Bath to London on 17 November. For the same journey on 30 November, the cost has shot up to £94—more than double. May we have a statement from the rail Minister on why such large variations in prices are allowed and what the Government can do to make train prices more transparent?

Conversion therapy is an appalling and most cruel practice that is essentially aimed at changing who a person is. In the past five years, the Government have promised again and again to bring forward draft proposals to ban conversion therapy, but so far nothing has come forward. Time is running out. Can the Leader of the House update us on whether draft proposals for a full ban on conversion therapy will come to the House before the next King’s Speech?

Osteoporosis affects about 15% of the UK population, especially women. Early diagnosis is vital and could lead to many thousands of preventable deaths. The Royal Osteoporosis Society is based in Bath, and I am sure the Leader of the House and everybody here will join me in congratulating it on its excellent work. The Royal United Hospital in Bath has a specialist fracture clinic, but only half of NHS England trusts provide such clinics. Can we have a debate in the House on support for fracture liaison services and on people living with osteoporosis?

I thank the hon. Lady for raising this issue and for the work going on in her constituency on this important matter. The next questions to the Secretary of State for Health and Social Care will be on 17 October, and I will therefore draw to his attention the good best practice in her constituency. Osteoporosis and brittle bones are a key cause of fractures. If we could reduce pressure on the NHS by making sure we alleviate those conditions, that would be good too.

My Bath constituency has a vibrant night-time economy. More than 1 in 10 workers across the south-west work regularly on night shifts, but the health and wellbeing impacts of night-time working cost the UK economy and businesses over £50 billion a year because of absence, fatigue and lower productivity. My local hospital, the Royal United Hospital, has now agreed to look into support services for their night-time shift workers. Can we have a debate in Government time to discuss the challenges and health impacts of night-time working, and how we can support these vital working people?

I think it is well understood that getting enough sleep and not having sleep stress is incredibly important to people’s personal health and wellbeing. We know that the pattern and lifestyle of shift workers in particular makes them vulnerable to certain health conditions. This would be an excellent topic for a debate. The hon. For some time, we have been promised a transport Bill in this parliamentary session to establish Great British Railways. The Bill is ready to go, it is short and, unusually, it is unlikely to be controversial, so it will not take much parliamentary time. We are consistently rising early, so why the delay? Can the Leader of the House confirm that it is the Prime Minister who is blocking the Bill? If that is so, can she ensure that the Prime Minister himself comes to the Chamber to explain why he is blocking a Bill that, unusually, will get widespread support in this House?

My right hon. Friend is very knowledgeable on those subjects. I can tell him that that argument has been put forward to me by other quarters, but I have looked at it and there is no impediment to the outside and the inside of the tower being done at the same time. I know that I speak for Mr Speaker and others when I say that we want the work to be done well, with the least disruption, while also ensuring that there is value for money for the taxpayer.

Supporting the Privileges Committee report on Boris Johnson earlier this week, the Leader of the House said

“the integrity of our institutions matter.”—[Official Report, 19 June 2023; Vol. 734, c. 585.]

Mr Johnson’s actions were not right, and they were not honourable. The Leader of the House is also Lord President of the Privy Council, so can we have a statement from her, in that role, on whether she would recommend that Boris Johnson be stripped of his title as a right hon. Privy Counsellor?

I understand why the hon. Lady and Members are exercised about this matter and cross at the former Member for Uxbridge and South Ruislip and former Prime Minister. As a matter of information, such a thing would be advice from the Prime Minister given to the King, and I would prefer His Majesty to be kept out of such matters. The threshold, for people who have been booted off the Privy Council previously—for example, having committed financial fraud—is much higher than the situation we were discussing on Monday. I understand where she is coming from and her motivation, and the integrity of all these systems is very important, as I said on Monday, but I do not think it is an appropriate course of action in this instance.

May I start by thanking my hon. Friend for all the work she did on the Public Bill Committee, which completed its consideration of the Bill on 23 May? The Government are looking at how we can quickly achieve the objective she is focused on. Will the Leader of the House join me in expressing our deepest condolences to the family and friends of the 16-year-old boy who was fatally stabbed in Bath last weekend? He is the second young victim in Bath of this awful crime within six weeks. Will she confirm that here in Parliament we will do our utmost to get to the root causes of why young people are carrying knives, and that we will be working in our communities with all stakeholders and police forces across the country to erase this blight on our communities?

I am sure that I speak for the whole House in saying that we all send our condolences. Such an appalling attack is an absolute tragedy. The hon. Lady will know that this issue has been a focus of the Home Secretary. I thank all Members of the House who have been campaigning on it—most recently, my hon. Friend the Member for Southend West (Anna Firth) raised the matter of how people can get the particularly brutal and unpleasant knives. This is an important matter for us all in this place, although that will be no comfort to the families who have had to endure these appalling tragedies.

The Government have excluded NHS contractors from the latest pay award given to NHS workers. NHS contractors in my Bath constituency will miss out on £2,000, on average. Can we have a statement from the relevant Minister on why healthcare contractors have been excluded from the pay uplift?

The loss of the former Member for Redditch is keenly felt across the House and, although I did not know her personally, as I only entered Parliament in 2017, I send condolences to her family on behalf of the Liberal Democrats.

It is incredibly disappointing to hear from the Bath Interfaith Group that the Government are removing funding for the Inter Faith Network. This comes just a few weeks after the King included “all faiths” as part of his coronation. At a time when polarisation and division are rife, we must support the Inter Faith Network to promote understanding, co-operation and good relations between all faiths. Can we have a debate in Government time on the efforts to promote interfaith relations?

People have been made sick after swimming in raw sewage. It is a serious and disgusting stain on our country, yet the Environment Secretary blames “misinformation” for the scandal. May we have a debate in Government time, led by the Environment Secretary, on the alleged misinformation of sewage reporting, including why thousands of sewage monitors are broken?

When we came into office, just 6% of storm overflows were monitored. That figure is now 100%. But I know that there are issues, which are different in different areas, with the monitoring systems.

I thank my hon. Friend for raising that important point, and I am glad that Vahid Beheshti is recovering and regaining his strength. His protest was not just about what was happening in Iran, important though that is; it was also about the increasing intimidation of and threats to murder individuals who are in the UK. That should concern us. Such threats have been made against Vahid Beheshti and others supporting his protest, and the message we should all send from this place, today and every day, is that our eyes are on those people. We will ensure that they have the right to protest and get across their point of view about what is happening in Iran.

Lady will have heard today’s announcement from Water UK about the £10 billion that is being invested by 2030 to stop storm overflows, and it also announced some additional measures to improve monitoring. This is an ongoing situation, and we have a clear, funded plan to end storm overflows. That is incredibly important to our coastal communities, and we need to stick to those facts.

I thank my hon. Friend for his kind remarks regarding myself. He will know that the Foreign Secretary has recently set out his approach on China, and he knows how to apply for a debate on such a matter. I know the issue is of immense concern to Members from all parts of the House. While we know why we need to have that relationship and why it is incredibly important, given the size of the economy and our supply chains, it is important that we raise the ongoing breaches and abuses of human rights, as well as the matter he raises that concerns him directly. Foreign Office questions are a little way off, so I will make sure that the Foreign Secretary has heard what he has said today.

May I put on the record my admiration for the role that the right hon. Lady played during the King’s coronation? She was magnificent and represented us beautifully.

Many of my constituents have written to me with concerns about unsuitable living conditions in properties owned and run by Sanctuary. My casework team has written to Sanctuary many times and I wrote to the chief executive six weeks ago, but there has been no response. I know that many other MPs and councils have raised concerns about the unresponsiveness of that organisation. Can we have a debate about the responsiveness of social housing providers, who do, after all, provide a very important public service?

I thank the hon. Lady for her remarks. The moral of the story is that when the chief execs of such social housing providers receive letters from Members of Parliament, they would do well to reply to them in good time, otherwise Members of Parliament will come to the Floor of the House and name the social housing provider, and the Leader of the House of Commons will be forced to write to the Secretary of State for Levelling Up, Housing and Communities to make sure that they have heard Members’ concerns. I wish the hon. Lady well and we stand ready to assist her in getting the matter resolved for her constituents.

My hon. Friend will not have long to wait to raise this with the Foreign Secretary, as the next Foreign, Commonwealth and Development Office questions are on 2 May. I am pleased he was able to attend the event he mentioned, and Parliament will have an inward visit from Armenia in the not-too-distant future. Not a week goes by without high-profile allegations of workplace sexual harassment hitting the headlines, of which the CBI is just the latest example. My private Member’s Bill to protect workers from harassment and sexual harassment in the workplace has cross-party and, crucially, Government support. It has passed all its Commons stages, and it was expected to pass through the House of Lords unopposed. However, three rebels have tabled amendments and the Bill is now stuck in the other place. The Government have assured me of their continued support, and they are working hard to find a solution. If a solution to the impasse is found, we will need a small amount of extra time in this place to resolve the Bill’s remaining stages. Will the Leader of the House and the Government Whips support me in finding that extra time so that this important Bill to protect workers from harassment and sexual harassment in the workplace can pass into law?

I congratulate the Leader of the House on her excellent response to the hon. Member for North West Leicestershire (Andrew Bridgen). She was absolutely right.

The Prime Minister has boasted that 500 new dentists are practising in the NHS because of Government reforms. In reality, over 500 dentists are doing just one NHS check-up a year. The British Dental Association has described official data on NHS dentistry as a work of pure fiction; it also says that the Government have never attempted to collect data on the workload of NHS dentists or how much time they spend on private and NHS patients. Can we have a statement from the relevant Minister to explain why the Government are not collecting that important data in the middle of an NHS dentistry crisis?

The hon. Lady will know that that is a huge focus for the Department. The Secretary of State is collecting more data and using it in a way we had not done previously. As I announced in the business statement, on Thursday 27 April we will have a general debate, thanks to the Backbench Business Committee, on progress on reforms to NHS dentistry. The hon. Lady will know that we have brought forward new money and that contract reforms and many other things are under way, not just to deal with the immediate situation, which has arisen in part because of treatment backlogs, but to make the right provision and have the right number of dental schools around the country to ensure a pipeline and a strong workforce in future.

I congratulate my hon. Friend on her work, which is a clear example of her wanting to respond to the concerns of her constituents. The report she published is timely, given that we have just published our antisocial behaviour plan. It will introduce tougher punishments, cracking down in particular on illegal drugs; increase police and uniformed presence; and introduce higher fines and some new tools to enable law enforcement to have a good programme to crack down on antisocial behaviour. She is right that there are additional challenges in London, with crimes rates higher under the Mayor of London’s scheme, but I am certain that her plan will help her constituents.

I, too, wish everybody across the House a happy Easter recess, including those who have local elections in their patch. Happy door-knocking!

Opening a new oilfield at Rosebank would fly in the face of the UK’s climate commitments. It would produce 200 million tonnes of carbon dioxide and most of the oil will be destined for export, so it would not even contribute to the UK’s energy security. Despite that, The Times reports today that Rosebank will clear a major regulatory hurdle today. Can the Government please be open and transparent about this? Will the Department for Energy Security and Net Zero make a statement to the House about the progress of the application, including how it would sit alongside the UK’s climate commitments?

I encourage the hon. Lady to make use of the next available questions, which are on 18 April. She will know that we have published a new strategy on energy security. We are looking to meet our net zero commitments as well as to ensure that the nation is as resilient as possible. That includes a greater focus on nuclear power. I encourage her to look at that very detailed document, which sets out how we will achieve those twin objectives.

My hon. Friend has been a Minister, and a very good one at that, so he knows that we work with wonderful people in many Government Departments, who are diligent and determined to deliver for the Government of the day. I am pleased to have the opportunity to put on record our gratitude to them. As Ministers, we need to take responsibility for what happens in our areas. We need to explain our policies and motivate the people who we work with, whether they are in the civil service or other organisations that we work with. Where there are obstructions to that happening, clearly there is a civil service code and it needs to be dealt with. I repeat that the Home Secretary has distanced herself from those sorts of comments. The public want us in this place to focus on the matter at hand, which is stopping the dangerous and horrific trade in human beings.

My Liberal Democrat council in Bath has put together a climate and ecological emergency action plan to protect nearly 11,000 hectares of land for nature by 2030. In contrast, the Conservative Government have been happy to let many environmental targets go that would halt nature’s decline by 2030. The Ecology Bill is a private Member’s Bill going through the House of Lords, but there will not be time to debate it in this House, because it will go to the back of the queue. It has significant cross-party support and would set legally binding targets to halt and reverse biodiversity decline by 2030. Will the Leader of the House support a debate in Government time on that important Bill?

According to figures from the Office for National Statistics, the UK lost 370,000 businesses last year—that is a very big number. Many of those businesses went under because they were unable to cope with the rise in energy costs. In Bath, our business sector is rebounding well, with last year’s Christmas market raising £50 million for the local economy; however, it is extremely worrying that the Government are planning to jeopardise that recovery through cutting business energy support by 85% in April. Can we have a debate in Government time about this emerging national crisis?

I thank the hon. Lady for raising that. Our business sector is incredibly resilient. We obviously supported businesses through the energy bill relief scheme, and as she will know, we are bringing in the energy bills discount scheme from April this year for the following 12 months. She will also know that the Budget is coming up, and I know that the Chancellor will be wanting to support local businesses in many ways. I encourage the hon. Lady to make representations to the Chancellor before the Budget.

I will tackle my hon. Friend on the last point he makes. We have put through a huge amount of useful legislation, and he will know that we have plans to bring forward some really critical Bills to receive Royal Assent, we hope, before the summer recess. I am all in favour of innovation, so I shall certainly look at what my hon. Friend suggests. It is actually a refreshing change to have my hon. Friend complain about there not being enough legislation, as his usual default setting is to try to prevent any from going through at all.

Over 1 million households in England are currently stuck on social housing waiting lists. Thanks to my Liberal Democrat council, Bath is now building the first new council housing in 30 years, but clearly a lot more needs to be done to reduce the unacceptably long social housing waiting lists. Last year, 14,000 social homes were lost nationally, and the Government have failed to set targets to replace them. Can we have a statement from the relevant Minister on how the Government intend to tackle this real crisis in social housing?

The hon. Lady will know that we have been investing in social housing and removing some of the obstacles that have prevented developments going ahead. We have had the largest social housing programmes we have seen in this country in recent years. I congratulate her and her constituency on getting some developments moving, and I shall make sure that the Secretary of State for Levelling Up, Housing and Communities has heard her concerns.

Whatever the motivations for this new policy that some councils are adopting, the lives of the hard-working people of this country are complicated enough, especially at the moment when we are trying to boost the local economy and to enable tradesmen and sole traders to boost their income. It is right that people raise concerns about this kind of policy, and where such policies are brought forward, local communities ought to be properly consulted.

The prepayment meter scandal this winter was entirely avoidable. I have been contacted since the summer by Bath constituents with heartbreaking stories of confusion and hardship. According to Citizens Advice, 3.2 million people were left in the cold and dark after running out of credit. Can we have a statement from the relevant Minister about when the Government knew about the scale of the forced installation of prepayment meters, what they did about it, and why they are still opposed to an outright ban?

I know that this is an issue of concern to many Members across the House. Certainly we have seen, from the volume of warrants being issued at magistrates courts, that it has affected a large number of people. Anticipating that hon. Members would want to be able to provide good advice and support to their constituents who may have wrongly been put on a prepayment meter, I have already raised the issue with the relevant Department and asked it to put together a “Dear colleague” letter, so that where we find that vulnerable individuals have been forced on to prepayment meters, Members have the right information to ensure that the situation can be rectified swiftly. I shall make sure that the Secretary of State for Energy Security and Net Zero has heard the hon. Lady’s comments today.

The decision to allow Bristol airport’s expansion flies in the face of local democracy and action on net zero. The expansion will produce an extra 1 million tonnes of carbon dioxide emissions per year, double what is currently emitted by the rest of Bristol’s transport. The Government’s planning rules have allowed this to happen, putting airport expansion ahead of net zero, although the Climate Change Committee recommended no net expansion of airport capacity. May we have a debate in Government time on how expanding airports such as Bristol accords with the UK’s net zero targets?

The hon. Lady has raised a matter that is clearly very important to her constituents. In all decisions such as this, we have to balance economic growth, and the ability to make the transition to a higher-wage economy and level up the country, with the legally binding net zero targets to which we are committed. I think that this matter has been largely dealt with at a local level, but I shall ensure that the relevant Department is aware of the hon. Lady’s concerns.

I thank my hon. Friend. I reassure him that, even if it is a lone campaign, I am certainly up for having an able deputy, and there would be no more able deputy than him. I am not motivated solely by the fact that it would prevent him from asking business questions.

My hon. Friend raises one of the most pressing issues, which I think all Members of this House are concerned about. We have to stop this racket in human traffic. I can tell him that he will not have long to wait for a piece of legislation that will give us the powers we need to resolve the issue. The Home Secretary and the Prime Minister have been working extremely hard on it, the Parliamentary Business and Legislation Cabinet Committee has had many meetings on the Bill, including this week, and my hon. Friend will not have long to wait for it.

May I wish everybody across the House a happy new year? I am so proud of my Bath constituents’ ties to Ukraine. Local fundraising meant that we were able to send 13 generators to the city of Oleksandriia—we received a moving message back from the Mayor of Oleksandriia this week—and we have welcomed 267 refugees into our local authority area with open arms. Unfortunately, Ukrainian refugees still face considerable bureaucratic difficulties. Registering their car in the UK and then reversing the process on their return to Ukraine is proving especially complex and costly. There are already car registration exemptions for overseas students and overseas workers on fixed contracts. Can we please have a statement from the relevant Minister in the Department for Transport on whether the exemption can be extended to Ukrainian refugees?

May I join the hon. Lady and thank all her constituents, and everyone across this country who is doing so much to support the brave fight of the Ukrainian people, including taking in refugees? People over the Christmas period will have been making extra efforts to have two Christmases in their households to ensure that the Orthodox calendar is acknowledged. I suggest, if she is content, that I write to the relevant Departments. At this point, with refugees usually having been here since May, there will be all sorts of issues coming up because they will be thinking about spending more time here perhaps than they did when they moved, including registering cars and so forth. I will write to her on that matter and see whether there is something we can do to scoop up all those issues, as well as the specifics she raises.

May I, too, pay respect to the survivors of the holocaust who came to Parliament this morning? Although I was not alive at the time, the shame will never leave me that these atrocities were committed by the country of my origin.

I refer to my entry in the Register of Members’ Financial Interests as I ask this question. The ban on no-fault evictions is long overdue and I am pleased that the Government are committed to ending them. But the illegal eviction law must be reformed at the same time, otherwise we risk frustrated landlords taking unjustified actions to evict their tenants via that way. The current law on illegal evictions is incredibly difficult to understand and is rarely enforced. It needs to change at the same time and I hope that the Government will engage with the lawyers and organisations that are raising this concern. In the meantime, will the Leader of the House indicate when we can expect the renters’ reform Bill, which was promised by the end of the year?

I recently met the Bath Philharmonia, an orchestra who work closely with young carers and who have been campaigning for a long time about the barriers preventing young people from engaging with music. Music is such a powerful tool that can be so healing for everybody, and particularly for young carers. Will the Government mention young carers in their plan for music education, and can we have a statement about that? So far, young carers are completely left out of that plan.

I thank the hon. Lady for raising that. It sounds like a wonderful organisation and, having been a young carer myself, I know how healing it is, as she says, to be able to take part in the arts. I would certainly want that experience to be available to everyone in that situation. Grid infrastructure is now the biggest issue holding back renewable energy development in the UK. Despite this, the Government are stalling on plans to reform Ofgem’s remit to allow for pre-emptive investment in grid infrastructure. Will the Leader of the House make time for a debate on the Government’s plans for Ofgem’s remit?

I put on record my thanks to all of my hon. Friend’s constituents who are volunteering for the friends organisation. This is a service that not only is very welcome but can help improve patient outcomes, hospital visiting and so forth. Ten years of service is a tremendous achievement. Many people are being left with no choice but to suffer against their wishes towards the end of their lives. Office of Health Economics figures show that every year 6,400 terminally ill patients in hospices suffer horrendous deaths. Many of my constituents have told me they want to see a fair and free debate on assisted dying. In nearly three years, the issue has only been debated once. Will the Leader of the House make time in Government time for a debate on assisted dying?

These matters have always been a free vote. I know over the last few years the House has had several large debates on this issue, including in Westminster Hall. I know that many all-party parliamentary groups in the House are looking at the question from all sides. I encourage the hon. I have learned something from that episode because we did have a debate and, actually, what people wanted was a statement. It is proper that the Chancellor sets out his statement. All Members of this House will have the ability to question him. If there is appetite for a debate, and my right hon. Friend makes a good case for one, it should be after people have seen the accompanying documents and assessments, which will be of most help to this House. However, I have raised this matter and, if colleagues agree with him, I would urge them to make representations to that effect.

When he was Chancellor, the Prime Minister announced that the UK would commit £100 million to the Taskforce on Access to Climate Finance, to make it

“quicker and easier for developing countries to access the finance they need”

to address the climate emergency. With COP27 taking place next week, can we have an urgent statement from the Government about progress on that pledge?

I will write to the Treasury to make sure it has heard the hon. Lady’s request. The UK has achieved much that we should celebrate, not just in our domestic agenda but in our global leadership. More than 190 countries agreed to ditch coal, and leaders representing 90% of the planet’s forests agreed to halt deforestation. Those are just some of the things that our leadership has enabled.

I fully understand why my hon. Friend is so annoyed at this situation. I will certainly write to the Home Office to make it aware of this. One of the benefits of the representation we have in this House is that good practice can be shared. If he were to apply for a debate, we could see what other forces do and how they ensure that the 20,000 new officers that we are putting in to frontline policing are able to serve their communities and are not stuck behind a desk doing admin.

May I also welcome the right hon. Lady back to her place? A bit of continuity is very welcome. Voices, a local charity in my constituency, has highlighted the devastating impact that the cost of living is having on women suffering from domestic abuse. A third of respondents to a Women’s Aid survey said that they found it impossible or very hard to leave their abuser. Could we have a debate in Government time on this unique problem that the cost of living crisis is posing for women suffering domestic abuse? I know the Leader of the House will say that I should apply for a Backbench Business debate, but showing Government support on this important issue would be very welcome.

I thank the hon. Lady for raising this important issue. This has been a priority for the Government. Most recently—last week, in fact—we announced that we were opening up further legal aid access to victims of domestic abuse so that they can get support and representation. I shall write to the Home Office and encourage my right hon. Friend the Home Secretary to write to the hon. Lady in detail.

Yes, I am afraid that is the latest wheeze from the SNP to risk jobs and burn taxpayers’ money. Let us not forget that this is the party that, during the pandemic, hired a testing firm at a cost of £10 million that promptly furloughed all its staff. In fairness to them, they did try to guarantee some jobs: they paid a company to the tune of £5 million per job and then failed to secure any of those jobs. Audit Scotland said of the Scottish Government that it had no framework for dealing with the private sector. Most spectacularly, the Scottish Government paid the cost of 24 ferries for just two vessels.

MPs should be allowed to vote according to their judgment and without being harassed or bullied. Can the Leader of the House clarify what happened in the No Lobby, according to her observations? Does she agree that yesterday’s events cast a very bad light on the professionalism of our Parliament?

I agree with the hon. Lady: as I set out in my earlier remarks, we have a way of organising ourselves in this place, but we are elected by our constituents to look after their interests and the interests of this country. I was in the Lobby last night and did not see any of what has been reported, but there are processes for reporting and for looking at such things. I am sure she will have heard Mr Speaker’s statement earlier today; I think he is right and that is the right approach.

I thank my hon. Friend for the amusing but serious point that he raises. It is very important that councillors, in particular those drawing a salary and expenses for their work, are there with their communities—although, with my experience of living in a Labour-controlled council area, I often understand why people would want to move away.

The Climate Change Committee has said that before the Government lift the moratorium on fracking, they must conduct

“an in-depth independent review of the evidence”

of its climate impact. When will the Government do that review, and will it be followed by a statement in this House?

I am sure that the Department will update the House on developments with regard to our energy policy and fracking. Our policy is based on evidence, and several reassurances have been given by the Prime Minister and Departments that fracking will not proceed without local consent.

I thank my right hon. Friend for raising that. We have all seen reported in the news the sad sight of the tensions, particularly in Leicester—a city that does not have a history of that nature; it has a reputation for being a harmonious place. She can apply for debates in the normal way. The policing issues are a local matter, but I know that the Home Secretary is being kept informed. All that, of course, has played out against the backdrop of national unity, which makes the events even more sad.

I join hon. Members on both sides of the House in congratulating everybody who contributed to the outstanding arrangement of events in this House following Her late Majesty’s death.

Parents on universal credit who are full-time carers for children with life-limiting or life-threatening conditions rely on a series of additional benefits that stop immediately if a child sadly dies. That places a heavy financial burden and hardship on parents who are already suffering from extreme stress and grief, as happened to one of my constituents. Will the Government make time for a debate to discuss bereavement support for parents who have been full-time carers for children with life-limiting or life-threatening conditions?

I thank the hon. Lady for her kind remarks about staff and others who enabled those amazing events to occur in the last few weeks and for raising this incredibly important issue. She will know that the new Secretary of State for Work and Pensions has held that portfolio in the Department and was concerned with all aspects of bereavement and ensuring that the welfare system supports people at the right time and is considerate of the grief that they are experiencing. I will raise the hon. Lady’s remarks with the Secretary of State and make sure that she has heard them, and the hon. Lady can also raise the issue at the next Question Time that arises.

I thank my hon. Friend and fellow Hampshire colleague for his kind remarks. He will know that the Department for Transport has been reviewing the progress of that work, and it is right that we look at the genuine concerns that have been raised about that new technology. The Department will continue its plan as outlined, but I will raise the matter on his behalf with the new Secretary of State, because clearly his constituents and local business want some certainty on the timeframe.

Park home residents in Bath face soaring bills because their pitch fees are linked to the retail price index rather than the lower consumer price index. The previous Government committed to changing pitch fees in England if parliamentary time allowed. Will the Leader of the House confirm that that is still the case?

The debate is an opportunity for all Members to raise their specific concerns. Many Members will have been talking to their constituents about particular things that they want to see. It is an opportunity for them to raise those issues tomorrow. Clearly, those opening and closing the debate will be putting forward measures that the Government want to bring forward. It will not be the only opportunity for the House to scrutinise the measures, but that is the purpose of the debate tomorrow.

I also welcome the right hon. Lady to her new role and echo her words about her predecessor, the right hon. Member for Sherwood (Mark Spencer).

I understand from my Whip that the business of this week and the following week had been agreed with both leadership candidates during the summer break, but we have seen a lot of chopping and changing this week. That does not inspire confidence in where the Government are going and the certainty of all of us in this place about the agenda. Will the Leader of the House assure us that, under her leadership, we will see no more chopping and changing of the business of the House?

I will say two things. First, I very much understand my role as being hon. Members’ representative in Government, and I will do everything in my power—I hope Members have confidence in how I have conducted myself prior to this role—to work in a constructive, positive way and with all the courtesies that the House would expect.

I also have a role in this Government to ensure that Whitehall and we in this place move at the speed at which our constituents need us to. I therefore make no apology for bringing forward tomorrow’s debate. It is important that Members of the House are able to raise these important issues, and I will do everything I can to give as much notice as I can of any changes to our legislative programme.
