Commons ChamberI congratulate my right hon. Friend on his campaigning zeal and vigour on this issue, which is well placed. I look forward to seeing his charter just as much as I hope that Harlow Council will. He will know that local councils have the enforcement responsibility so it is for them to best address his question, but I confirm that parking in a disabled space without a valid disabled person’s badge is defined as a higher-level parking contravention in the relevant regulations. I hope that helps him and me to work together to get the best for disabled people in Harlow in the future.
We met a whole host of organisations, from Citizens Advice to Age UK, BBC and ITV as well as utilities, banks and local authorities, all of whom will try to assist with the process over and above what the Government are already doing. But, much as I said to my hon. Friend the Member for South Basildon and East Thurrock (Stephen Metcalfe), there is a role for Bedfordshire county council to play, which I believe is the hon. Member’s local authority—[Interruption.]. Well, his local authority can play a role in identifying and supporting people from the local area and getting them to claim.

Commons ChamberLike many MPs, I have heard from many constituents who are dreading the day, in less than a month from now, when they will lose the uplift they are relying on to feed themselves and their families and to pay their bills. The £20 a week is the difference between them holding their heads above water or not. The people who have written to me—some single parents, some living with a disability, but all struggling to manage despite working long hours—struggled to make ends meet even before the pandemic struck.
Analysis by Centrepoint shows that the cutting of benefits next month will hit young people the hardest. The charity has warned that there will be more homelessness when people will have to choose between eating, paying their rent, feeding themselves or feeding their children. It is truly shocking that so many people in the UK and in my constituency are grappling with the reality of these cruel choices every day.
A single mother wrote to me to say:
“It cannot be right for the Government to take away £20 a week from the precarious incomes of families like mine. Instead, it should keep it and ensure that families on legacy benefits are no longer excluded…While I realise some of these measures have to stop now life is returning to normal for many people, there will still be a high number of people like me who will be left struggling to get by. I am very stressed about the prospect of facing a financial crisis and possibly even destitution and homelessness due to this cliff edge in support.”
When the Chancellor announced uplifts to universal credit and working tax credit in March 2020, it was an admission that welfare levels were not adequate to protect families from poverty after a decade of cuts and freezes. In Great Britain, 4.3 million children are living in poverty. That is a shameful number, and I fear that sometimes we do not visualise the trauma, pain and everyday struggles behind such numbers—parents whose bank accounts are emptied on payday, once bills and rent or mortgage costs are covered, leaving the long month ahead over which to stretch the pittance left to cover all other costs.
I would like to know which living costs are going down to mitigate the loss of the uplifts, because we are all experiencing the costs of this Government’s policies. Prices are going up. Food retailers are fighting to keep their prices down as far as possible, but mounting pressures from rising commodity and shipping costs, as well as Brexit-related red tape, mean that their efforts will not be sustainable for much longer, and food price rises are here to stay.
The cut to universal credit and working tax credits will be the biggest overnight cut to the basic rate of social security since the foundation of the modern welfare state. Cutting them now, when all other Government support nets that were introduced to help us through the pandemic are also ending, and when some of the poorest in society will disproportionately bear the Government’s new tax levy, is illogical and will be unnecessarily devastating to many of my constituents. It is short-sighted and should be reversed.

Commons ChamberThe most recent statistics, released last week, show that 140,000 households with children have had their benefit capped. The proportion capped remains low by comparison with the overall universal credit case load. New and existing claimants can benefit from a nine-month grace period when their benefit will not be capped if they have a sustained work history, and exemptions of course also remain in place for vulnerable claimants. Since the introduction of the cap, 190,000 households are no longer capped under such benefits and nearly 80,000 are no longer capped under UC.
The number of households with children receiving universal credit who are subject to the benefit cap in my Bedford and Kempston constituency rose by a staggering 186% between January and May this year, so will the Minister guarantee that the £20 UC uplift will reach the families who need it?
My understanding is that 460 households with children were subject to the UC cap in the Bedford local authority area. I am conscious that that is a higher number than the hon. Gentleman may wish, but I point out to him that we can also make the effort to encourage people to go for vacancies, so that they can start to earn more money, which at some point triggers a removal of the benefit cap.

Commons ChamberIndeed, my right hon. Friend, a former Secretary of State for Education—a notable one at that—is right to put his finger on this and say that it is a comprehensive approach. I am aware that some of the best courses have included the whole family, which ensures that we can help them build that sustainable and resilient future. They also include some basic elements as well as some really sophisticated ways to try to improve these enriching activities, which I am sure they will enjoy.
I have had many heartfelt letters from directors of small and medium-sized enterprises who have received no financial assistance from the Chancellor, despite running successful businesses. Many have no idea how they will make ends meet for their families this Christmas—the families that this Government have forgotten about. Universal credit is not the answer. When will the Government do the right thing and support these businesses through the crisis, so that they can be there to support the economic recovery?
The Chancellor has appeared before this House on several occasions, as have other Treasury Ministers, setting out how we are supporting self-employed people. I am very conscious that there is access to help, whether it is through business loans, or, for those people who do not have savings that are not business assets, universal credit, but one thing about this particular scheme is that it will be for local councils to identify and decide who is eligible for support. I am conscious that the hon. Gentleman wishes to see other elements, but this is a comprehensive package from which many of the people he refers to may well benefit.
