All I can say in response is that we keep these issues under constant review. We believe the decisions we have taken this week are the right ones in the face of the evolving terrorist threat.
I thank the Secretary of State for his update. Many of my constituents work at National Air Traffic Services and my constituency is host to Southampton airport. How will the communications start in respect of journeys from regional airports?
It will be very much the responsibility of the airlines to explain this, and we will provide them with whatever support we can. I extend my thanks to all those people in the UK airlines, and indeed in international airlines, with whom my Department has been working in the past few days. They have been enormously helpful and co-operative on what is a difficult change for them, and we should all be grateful to them.

Commons ChamberIndeed. I know that my hon. Friend has been determined to push that argument, and rightly so, because that technology could make a difference to emissions. I absolutely support those who seek to transition vehicles to LPG, but the Government should not focus on one particular technology. We need to create the right environment for all technologies to compete to deliver the cleanest possible vehicles for the future, which is in all our interests.
I will talk about electric vehicles before turning to autonomous vehicles. The Bill creates the right environment for those markets to develop. We have a clear goal that by 2050 nearly all cars and vans should be emission-free, but we want to accelerate that transition. That will happen partly through giving financial help, through grants and the tax system, to motorists choosing a cleaner vehicle, and we are also supporting local authorities that provide incentives through free and cheap parking to those who move down the road towards acquiring a cleaner vehicle.
We have also helped develop a network of more than 11,000 public charge points in the UK; as I have said, significant funding is in place to allow more of them to be developed. We want the uptake in electric cars to continue, whether they be hydrogen fuel cell or battery powered, and for them to break into the mass market. The Bill introduces a number of new powers that will help make that possible. In particular, it enables common technical standards and better interoperability, and it will ensure that consumers have reliable information on the location and availability of charge points. We will also be able to accelerate the roll-out of electric vehicle infrastructure at key locations, such as motorway service areas and large fuel retailers, and make charge points ready for the needs of the marketplace.
Of course, we will then see further technological developments with hydrogen and, I suspect, and as my hon. Friend says, more developments on the LPG front. The Bill will create more of the necessary powers to drive forward the ambition of getting a much cleaner fleet of vehicles on our roads.
I welcome the Bill and the news that the registration rate of ultra-low-emission vehicles is rising rapidly. Two-tier local authorities can work better on issues relating to air quality and the Bill will enable them to reduce air pollution. Will the Secretary of State make a commitment that, where wider infrastructure investment is needed for roads such as the Botley bypass and the Chickenhall link road in my constituency—they are well known to the Department—it will come hand in hand with the Bill’s provisions?
Today is probably not a day for going into the detail of schemes, but I give my hon. Friend an assurance that we see easing congestion as part of the solution. Emissions are generated not just by dirty vehicles, but when cars are stuck in traffic jams or crawl along slowly for long periods. The Government’s investment in the road infrastructure will therefore ease emission problems in areas in which congestion is the principal cause.
I will talk briefly about automated vehicles. The Bill sets in motion the first steps towards the use of such vehicles on UK roads. They are a way to improve the situation regarding both congestion and air quality, because they will drive in a more efficient and effective way without creating the congestion to which human driving habits sometimes contribute. We will not wake up tomorrow to find a fleet of automated vehicles, but we will see rapid change. Technology will proceed step by step as our cars become more and more automated, and not too many years ahead the use of automated vehicles on our roads will start to become widespread. We will act to remove safely any obvious barriers to that happening.
We want journeys to be easier and more fuel efficient, and we want transport networks to be more accessible and responsive to the needs of those who use them. One part of achieving that is to deliver for the first time an insurance framework that makes it possible for automated vehicles to operate on our roads, and that is what the Bill does. You will know, Madam Deputy Speaker, that your insurance policy on your car is for you, the driver. It is not for the vehicle. The Bill will allow the creation of two-dimensional insurance policies that cover you when you are driving the vehicle and that cover the vehicle if it is being driven autonomously. That will make it possible to move towards a framework in which insurance companies can provide cover for the vehicles of the future.
The Government certainly think all the time about the impact of future technologies, of which there are many. We are a considerable number of years away from the situation the hon. Gentleman envisages, as most of the cars bought today will still be on the roads for a decade or more. It will probably not be an issue for this Parliament or the following one, but it will certainly be a genuine issue by the 2030s, and he is right to identify it as one.
We have of course seen throughout modern history how changes in technology alter ways of working—we will see more of that in the future. It is up to us as a society, and us in this Parliament and our successors, to make sure, none the less, that this country is a dynamic, entrepreneurial one that takes advantage of new technologies and creates job opportunities off the back of such changes. We are certainly doing that, and we will continue to do so. One of the ways in which the Bill will help is that if we set ourselves at the forefront of the development of such technology in this country, that will create a new generation of job opportunities that simply did not exist before.
I will move on to talk briefly about other aspects of the Bill. There are two key innovations in the aviation sector, which is crucial and a key part of our economy. Our air traffic control is provided under a licence held by NATS. It oversees 6,000 flights every day and develops innovative solutions that are used around the globe. It is essential that its licence is fit for purpose and that consumers are at the heart of the regulatory regime. The Bill will modernise the licensing framework for the UK’s en route air traffic control, which is currently undertaken by a subsidiary of NATS and overseen by the Civil Aviation Authority.
We propose to update the licensing framework in three ways. First, we will change the way in which licence conditions can be modified by the regulator. Currently, the CAA needs to get the agreement of NATS before it modifies the conditions. The Bill will give it more flexibility to make changes when they are necessary without going through a long negotiating process. The provisions will make sure that the CAA always acts solely in accordance with its duties while ensuring that the licence holder is also able to appeal modifications to the Competition and Markets Authority.
Secondly, the Bill clarifies the power to amend the length of the licence term. Currently, the licence termination period is 10 years, which sits uncomfortably alongside the average 15-year asset life of NATS investments. We think that exercising the power to extend the licence termination notice period will increase NATS’s finance ability, which in turn will lead to more efficient services being provided to users.
Thirdly, we are enhancing the enforcement regime, which is currently bureaucratic and inflexible. We will ensure that the CAA is accountable for enforcement decisions through appeal rights, but there will be a staggered approach to enforcement. Instead of having a situation in which there is no middle ground between serious action and a slap on the wrist, this will allow for a staged penalty regime that should give the CAA a clearer power to drive better performance in the management of our air traffic control systems.
The second aviation measure concerns consumer protection for holidaymakers. By its very nature, there are a number of risks in the holiday market. It is common for consumers to pay upfront on the promise of a holiday that might be many months away. As we have seen all too often, the financial stability of individual holiday providers can be shaky and sometimes the system lets down holidaymakers. In the rare event of a company failure, consumers may experience financial loss from a cancelled holiday or difficulties due to being stranded abroad. That is why the air travel organisers’ licence scheme was introduced back in the 1970s. It is the primary method by which the travel sector provides insolvency protection within our packaged travel regimes.
Madam Deputy Speaker, you will know that the way we book holidays is changing, so we need to adapt the schemes and regulations that protect people. The Bill will enable the ATOL scheme to respond to innovation in the travel sector, as well as enhancements to the UK and European consumer protection rules. It extends ATOL protection to a broader range of holidays and makes it easier for UK businesses to trade across borders, ensuring that the scheme remains fit for today’s world.
There are two or three final measures to explain to the House, first on vehicle testing. We already work in partnership with the private sector to deliver bus and lorry MOT tests at private sector sites. Such tests used to be delivered from Government sites. Of course, the testing of cars is done by private operators around the country. Through the Bill, we want to extend the partnership with the private sector to deliver specialist vehicle tests from those established or additional private sector sites, thus providing services that are convenient and local. The Government will benefit because we will not have to pay for the upkeep of Government sites. That will help to keep down the cost of vehicle tests, which will still be delivered by Government examiners who will travel to those private sites.
We will not compromise on vehicle safety and nor will we remove any Government sites from operations until a suitable private sector site has been established. Such private sector sites are inspected and appropriately approved. This partnership approach has worked well and has been popular with industry. We will introduce a statutory charge for the site owner to make for the use of their premises and equipment. It will be known as the pit fee, and it will be capped to avoid any unreasonable charges.
One of the highest profile issues that has faced the aviation transport sector, in particular over the past few months, is the misuse of laser pointers. The penultimate measure in the Bill should bolster safety across all transport modes and deal with the problem properly. Each year there are approximately 1,500 laser attacks on aircraft. Those incidents pose a threat to the safe operation of aircraft, risk causing eye damage to pilots, and put the lives of passengers and crew in danger. This is an issue for not just aircraft, but other modes of transport.
We will create an offence of dazzling or distracting the person in control of a vehicle. It will be triable either way, and will allow police to enter a private property for the purposes of arrest and to search for a laser pointer. It will be a clear deterrent to would-be offenders, with unlimited fines and a potential five-year jail sentence, sending a clear signal that using laser pointers in this manner will not be tolerated.
The act of shining or directing a laser at the eyes of a person in control of a vehicle that is covered by part 4 is a cause of great concern at Southampton airport, and its impact has been raised through consultative committees. The problem is particularly bad at regional airports. Many of my constituents work for NATS and report how dangerous these incidents are. They are also very concerned about drones. Is there scope to include the misuse of drones in this part of the Bill?
We are consulting on a new regime for drones, but the measures do not all have to go into primary legislation. I assure my hon. Friend that we are looking carefully at how to provide proper protection for airports and others from the use of drones in our society.

Commons ChamberI was slightly surprised to hear the hon. Gentleman talk about the role of the Leader of the House as not being a top job; of course, he has the Scottish National party equivalent of that job, so I take it that he is, in fact, a junior member of his Front-Bench team.
On departmental questions, the hon. Gentleman knows that the Government are in the middle of a process of restructuring. We will make further information available shortly, and the House authorities will set out plans for a revised schedule for parliamentary questions. That is inevitable, and it will be in place for the start of the September sittings. As it stands, next week has a fairly routine collection of oral questions and I do not think there is any need for change there.
On Trident, the hon. Gentleman and his party have been very clear about their views. I am delighted to say that a large number of Labour Members will support us on Monday, and I am grateful to them for their support. What puzzles me is this: the SNP is vigorously opposed to Trident, but are SNP Members actually arguing that the Rosyth facility should be transferred south of the border? Are they suggesting that? Are they suggesting that the facilities in Scotland that provide jobs for people in Scotland should be transferred south of the border? [Interruption.] Are they or are they not suggesting that? I suspect that a lot of people who work in the nuclear sector in Scotland and who support those submarines would be deeply distressed if their jobs disappeared.
The Labour Front Bench is an issue on which the hon. Gentleman and I can clearly agree. It is an extraordinary situation to see multi-tasking and to see people who resigned from the Labour Front Bench 26 years ago making a comeback, as the hon. Member for Newport West (Paul Flynn) has done. It will be fascinating to see over the next few weeks whether they will be able to get their act back together again or whether this shambles is going to continue for month after month.
One of the reasons why many people voted for Brexit was that they believed it would provide this country and our communities with more opportunity to shape their own futures. May we have a debate, in turn, on a regional strategy for transport infrastructure to sit alongside other provisions such as health and education, so that any additional housing can be sustainable?
My hon. Friend has made a similar point before, and I know she feels strongly about the devolution of powers to the regions. I am absolutely certain that, as we leave the European Union, there will be more opportunity for that to take place. Ironically, I suspect there will be more powers heading for Scotland, as well as for Wales and Northern Ireland. The point that she makes is a good one. The Secretary of State for Communities and Local Government will be in his place to answer questions on Monday, and my hon. Friend might like to bring the subject to the Floor of the House through an Adjournment debate.

Commons ChamberThe right hon. Gentleman and I will have the opportunity to debate these matters in my constituency shortly, and I am grateful to him for taking part in that debate. It is of course a lively discussion across our society, and one on which, no doubt, the people will reach their decision on 23 June.
Local parish councils are invaluable for bringing together communities, and for representing communities at that very local level. May we have a debate on the rare but concerning occasions when one person sits on multiple parish councils as well as on district or borough councils, thereby reducing broad and effective participation on those local parish councils?

Commons ChamberIn my time as Justice Secretary I was involved in discussions on a number of such cases, and we introduced measures to tighten the law. We also started a broader review of the laws on motoring, precisely to see whether further steps needed to be taken in tragic cases of this kind. The Lord Chancellor will be here next Tuesday, and from past experience of constituency matters, I encourage the hon. Gentleman to use the Adjournment debate system to bring a Minister to the House, go through the case in detail, and look for changes that can make a difference to families who have been through the most terrible situations.
Local councils must help to maintain trust in politics by openly discussing and transparently agreeing their budget, and by explaining the savings, efficiencies and programmes that they will undertake. Does the Leader of the House agree that councils such as Eastleigh Borough Council must lead the way, because it is struggling to explain openly its future budgets to the public? May we have a debate on open and balanced council budget setting, so that MPs can highlight the importance of vital local decisions and how they must be clearly and roundly understood by residents?
My hon. Friend makes an important point. There is a curious irony, given who controls her borough council. The Liberal Democrats argue for openness, but do not necessarily deliver it when in power. I am sure that if the decisions they take are as opaque as she is suggesting, they will not be holding that power for very much longer. It is of course important that local government is transparent, explains the decisions it takes and sets out why, when it has had to take difficult decisions, it has chosen that route rather than any other.

Commons ChamberOne thing we are going to have to do is learn lessons from the flooding, and issues have arisen. For example, mobile phone networks have come down in areas of the country because key parts have been affected by the floods. These things are already being looked at carefully in the Cabinet Office and in government. We had the debate yesterday and there will be further opportunities to discuss this issue in future, but I assure the hon. Lady that work is taking place to make sure that lessons arising from the most recent floods are learned and that we do everything we can to protect our critical national infrastructure—she is right.
May we have a debate on the effect of air pollution on health and the action needed to deal with it? About 7 million people world wide are dying each year because of the effects of air pollution, and locally we face terrible consequences arising from standing traffic, including in my constituency.

Commons ChamberThe hon. Gentleman is in his characteristically flamboyant form. Whether that is because he had an abstemious night or because he has been tasting quite a lot of single malts I do not know, but I wish him and all his colleagues a very happy festive period, and I hope that they will have a relaxing and enjoyable time.
I must say to the hon. Gentleman, however, that our nation will not be taken out of Europe against its will. His nation and my nation are the same thing. Let me remind him that if he had had his way—and he did not, because the Scottish people voted to remain part of the United Kingdom—the Scottish Government would now be at the doors of Westminster with a begging bowl, because the collapse in the oil price would have shot their financial plans to pieces. I think that the Scottish people made an eminently sensible decision, and one that has proved remarkably prescient. Let me say again that our nation will decide our future in the European Union.
The hon. Gentleman said that fracking would desecrate some of our finest areas. That is nonsense. Fracking is a technology that has existed in the oil and gas industry for years. It has been used in oil exploration in the south-east of England, in some very attractive parts of the country, and people did not notice it for decades. I do not believe—and nor is it the Government’s intention—that taking advantage of shale gas, which is an important resource for the future, will in any way desecrate the finest areas in the country.
The hon. Gentleman asked whether a Treasury Minister would appear before the Scottish Affairs Committee. Questions to the Secretary of State for Scotland will take place during the first week after the Christmas recess, and he will be able to ask questions then. However, as the Chair of the Committee, he will know that if a Minister is asked to appear before a Select Committee, it would be almost unprecedented for the Minister to say no, so I suggest that he simply extend the invitation.
The hon. Gentleman also mentioned Scottish politics. It is true that the Scottish National party had a very good year, but it is also true that the Conservative party came within a whisker of being the second party at Westminster in Scotland. Our goal is to be the second party of Scotland at Holyrood next year, and I wish all my Conservative colleagues well for the campaigns that they will be fighting in the coming months.
Unlike the shadow Leader of the House, the hon. Gentleman dropped a “Star Wars” joke into his speech. I must say to him that, although I have yet to see its members in action, MP4 strikes me as being a class above that famous band in the bar in the movie. However, I was a little disappointed that the shadow Leader of the House did not want to tell any “Star Wars” jokes, because during the last few days a number of people have described him to me—very unfairly, in my view—as the Jar Jar Binks of the Labour party.

International Women’s Day will be on 8 March 2016, and the theme will be “make it happen”. Will the Leader of the House offer us a chance to focus on opportunities to secure more female representation in the House of Commons—and, of course, all the other Parliaments around the world—on that day, and perhaps allow a debate on the subject shortly beforehand, or even on the day itself?
My hon. Friend makes an important point, and getting a much better gender balance in this House has been, should be, and will continue to be a priority. I am delighted to see a really good intake of new women Members of Parliament on both sides of the House. The House is a better place for it, and long may that continue.
On the question of International Women’s Day, there was of course a debate on International Men’s Day and I think it would be entirely appropriate if there was one on International Women’s Day. The man who will help in taking the decision on that is of course sitting opposite, the hon. Member for Gateshead (Ian Mearns), and will be noting this. The most interesting debate might be one between my hon. Friends the Members for Eastleigh (Mims Davies) and for Shipley (Philip Davies)—a combined debate, perhaps.

Commons ChamberI probably cannot, because I do not have the time to give to the hon. Lady, but I can tell her that we set up the Backbench Business Committee precisely for these purposes. It can allocate time for when we return in the autumn, and this is precisely the kind of thing for which that debating time should be used. I hope that she will approach the hon. Member for Gateshead (Ian Mearns), who now chairs the Committee, and put on his agenda the fact that the House would very much welcome the opportunity to debate this matter.
Those who serve in our armed forces are true heroes and great heroines, and they deserve the grateful thanks of this House and this nation. Will my right hon. Friend answer the call of constituents of mine such as Laurie Loveless for a debate on instituting a national defence medal for those who give long service to our armed forces?
My hon. Friend makes an interesting point. That is not an idea that I have heard before, but it is an intriguing request. She is absolutely right to say that those who serve our country do us all an enormous service. They are heroic in what they do and in the sacrifices that they sometimes make. There will be Defence questions on Monday, and I suggest that if she puts her point to Ministers at that time, they will be interested to hear it.

Commons ChamberMany local authorities have followed the spirit of the Localism Act 2011 by responding to the need for neighbourhood and local plans, but there are unlikely to be neighbourhood or local plans in my constituency of Eastleigh until November next year. May I call for a debate on the failure of local government correctly to create local plans and properly to protect the plans for their communities?
I have an awful lot of sympathy with what my hon. Friend says, and I hope that she will continue to do an effective job in holding Eastleigh Borough Council’s feet to the fire over this issue. It is absolutely shocking that only about one in five local authorities have updated their local plans since the new guidelines came into effect, and that a majority of councils still do not have a plan. It is not possible for them to provide proper protection for the areas they represent without getting on and delivering the plans that will give local people the control they need.

Gentleman for his diligence in promoting the great town of Dudley and the black country, which is a fine part of this country with a great heritage, some great businesses and some great communities. However, I suspect that if we ended up having a debate about alternative venues for the House, we would probably find 650 different arguments being made.
Southampton airport is in my constituency. Aircrew on planes from all airports are rightly suitably trained for any emergency, but recently a 47-year-old woman died on a plane heading to Europe. Will my right hon. Friend allow time for a debate on the availability of suitable equipment on aeroplanes, particularly defibrillators, for use in times of need and to prevent diversions?
My hon. Friend makes an important point, and I pay tribute to Southampton airport. Many years ago, long before I was a Member of this place, I was involved in organising the launch event for the terminal building, so I know it well and it is a fine asset to the area around her constituency. I am sure that Transport Ministers will have noted what she said, but it is important that she uses the platform that she has as a Member of Parliament to make the point to the airlines. Influencing outside organisations to change the way they operate is one of the things that MPs can do.
