I am very grateful to the hon. Lady for her comments. Having worked in Northern Ireland and having so many friends in Northern Ireland, I can absolutely say that its position in the Union is very dear to me, and therefore it is of concern to me that there are people in Northern Ireland, particularly within the Unionist community, who feel heartsore about what they perceive to be the consequences of this deal. In every hour of every day ahead I will be doing everything that I can to provide reassurance and to ensure that we can put provisions in place that will make sure that people in Northern Ireland appreciate that we love them and want them to stay.

The shadow Minister cites Make UK, but it is clear that endless extensions are hugely damaging to its members’ interests. Is my right hon. Friend aware of any major business or organisation that is calling for yet more delays?

I do not know, Mr Speaker, whether you think the hon. Gentleman’s question is in order, but I will answer him none the less by pointing out what he should know—if he had read the judgment or listened to the judgment—that the court did not impugn the motives of the Government at all.

The main constitutional functions of this House are to choose and sustain the Government and to legislate. Since this Parliament seems incapable of doing either, is not the correct constitutional way forward a general election so that voters can decide between a Conservative Government to deliver on the Brexit referendum or one of the Opposition parties to overturn it?

My hon. Friend is completely right. It is quite extraordinary that the so-called party of the people absolutely refuses to trust the people. I urge them once again, as I think there is still time: if they want to go for a no confidence vote, now is the moment.

I am disappointed to hear that Brexit is being cited in these circumstances, because obviously it has not yet happened, and we enjoy the free flow of goods through the short straits and elsewhere. I would be interested to know further details, and I hope that I can put the hon. Lady’s constituent’s mind at rest; it is important that people have peace of mind when we are talking about these important issues. It is the case that appropriate steps have been taken to ensure that we have the maximum level of flow at the short straits. That is why I stressed earlier that business readiness is so important. If all businesses are ready, it means that flow for everyone is easier. It is also the case that the Department for Transport and the Department of Health and Social Care have put in place provision to ensure that there is additional freight capacity specifically for what are called category 1 goods, and those include the medicines that her constituents rely on.

What assessment has my right hon. Friend made of ferry and port capacity in the UK, and in EU ports, for transporting goods to and from the UK after we leave the European Union?

My hon. Friend makes a very good point. There are a number of ports through which companies in the UK and the EU can find alternative routes to the short straits to ensure their goods can find a way to market. The British Ports Association and others emphasise that there is significant additional capacity that can be utilised. It is the ingenuity of the private sector that will help us in government to ensure that trade and commerce succeed in the future.

It is very clearly our view that if an officer in any of the agencies or someone in the armed services is complying with the principles, they should not be at legal risk. I will take advice on the final question the right hon. Gentleman put to me and write to him. Clearly, issues to do with legislation will have to be a matter for the incoming Administration.

Does my right hon. Friend share my concern at the apparent lack of appropriate ministerial oversight in the early years of this century? What has been done to ensure that the intelligence agencies are properly accountable to Ministers?

It is clear that things did go wrong—and seriously wrong—in the aftermath of 9/11. What has happened since then is that we have given enhanced powers to the Intelligence and Security Committee, and we have established the independent commissioner on a statutory basis so that he is seen to be completely independent of the Government.

We can be proud of the Prime Minister’s driving the global agenda on climate change, but what discussions has she had with her counterparts about how they can follow Britain’s lead as the first major economy to commit to net zero carbon and help to reverse global warming?

I thank my hon. Friend for raising this issue. I encouraged not only leaders around the European Council table but other leaders when I spoke at the G20 summit at the end of last week to follow the UK’s lead. I am pleased to say that a number have already shown their willingness to do so. We will continue with the message that we can play our part, but it will be truly effective only if everybody around the world recognises the need to take action.

May I perhaps reassure the hon. Gentleman that, unlike a polar ice cap, on this issue I am not melting? [Laughter.] I did make the point to President Putin that liberal democracies have ensured greater prosperity and security for their people than any other system.

We are used to statements from European institutions that their decisions are not reviewable, including the European Parliament insisting it would block any nominee for European President who was not one of the Spitzenkandidaten. Does the Prime Minister expect the European Parliament to veto the nominee—or might it just decide that compromise is possible where circumstances dictate?

I sincerely hope that, after considerable discussion and consultation with the European Parliament, the European Parliament will feel able to accept the package of nominees for top jobs. Of course, the Parliament will be voting on the President of the Parliament as well. But there was considerable discussion with the European Parliament as part of the process, so I hope that it would feel able to accept this set of nominees, notwithstanding, of course, that none of them was one of the Spitzenkandidaten who were put forward.

As said previously, the Government complied with all legal obligations and followed an almost identical process to what happened for previous European parliamentary elections. The requirement to make this declaration is part of European law, and we have to share such declarations before polling day. Again, while people may not like the outcome of those elections, I suggest they are better engaging with what voters said than trying to argue the process.

Will the Minister confirm that the UC1 form is not some arbitrary requirement, as has been suggested, but a core requirement of European law that is required of all European member states and has not been changed since previous elections?

I thank my hon. Friend for his question. He is right to say that this is a requirement that applied in 2009 and 2014, and there is a requirement under European law for us to have a declaration supplied to other member states about their citizens voting in this country to prevent double voting. It is interesting that those who are usually great fans of following European law did not want to follow this particular piece of it.

That is exactly what we are doing. We are having talks in a positive, constructive atmosphere, looking at things in detail. We have both started and, as I have said, there is a lot that we agree on. There are some differences between us, but we are working to see whether we can find agreement on them. The hon. Lady talks about bringing the country together. I think a first step in bringing the country together is being able to bring this House together to find a deal so that we can deliver Brexit.

My right hon. Friend is aware of my view of a lengthy extension, but the extension period that she has negotiated ends if an agreement is ratified. What guarantees has she secured that the European Parliament will ratify any agreement in a timely manner without unnecessary delay?

It is clear that what has been agreed, as I understand it, is that there is a process by which the European Parliament, as I indicated earlier, would be able to ratify prior to the United Kingdom ratifying. Of course, that ratification could be subject to us then ratifying to enable the whole process to be completed.

The hon. Gentleman raises a very important issue. He mentioned the number of his constituents who are living with dementia. Across all our constituencies, there are increasing numbers of people living with the condition. That is why we have committed to delivering our dementia 2020 challenge in full. The challenge supports research into dementia, which he specifically mentioned. The UK research community is playing a significant role in the global effort to find a cure or a major disease-modifying treatment by 2025. We have committed to double spending on dementia research by 2020—the equivalent of around £60 million per annum—and we are on track to meet that commitment. As he referenced, much of this investment is for research to better understand the nature of dementia, to inform the development of future treatments and to find ways to prevent the onset of the condition. Preventing the condition is of course the best route to take. Meanwhile, we look to provide better treatment for those with the condition.

Thirty years ago, Margaret Thatcher told the UN General Assembly that the threat from global warming needed an equivalent response from the whole world. What progress is being made on reducing greenhouse gas emissions that contribute towards man-made climate change?

I am very grateful to my hon. Friend for raising this very important issue. He has also reminded people that it was a Conservative Prime Minister who was one of the first world leaders to raise the issue of climate change and to put it on the international agenda. He asked about some of the changes that have taken place. Between 2010 and 2017, we reduced the UK’s domestic greenhouse gas emissions by 23%; in 2018, nearly 50% of UK electricity came from low-carbon sources; and UK CO₂ emissions have fallen for six years in a row. That is just a few of our achievements. That is our record as a Government. But of course we continue to work internationally to help to deal with this issue, and that is why we believe it is so important to adhere to and remain part of the Paris climate change agreement.

In both the work we do through the ILO and some new work we are doing to support trade unions in developing countries, that absolutely needs to be at the heart of the agenda. Of course, the work that my right hon. Friend the Prime Minister has led internationally on modern slavery absolutely requires this issue to be at the heart of what we do.

The UK has been one of the biggest donors to the Education Cannot Wait fund since it was set up in 2016. What plans does the Minister have to replenish the ECW, and to maintain UK leadership for children in crises?
