Q4. Does the Prime Minister welcome last Friday’s vote to give the British people a say on their relationship with Europe—a vote with a stark contrast, in that those in the Labour party chose to stay away and squabble with themselves over fixing within the unions?

I congratulate my hon. Friend the Member for Stockton South (James Wharton) on how he presented his Bill on a referendum in the European Union. There was unanimous support on this side of the House from the Conservative party. What was noticeable is that although there was a 19-page briefing from the Labour party—like every other bit of paper nowadays, we find it lying around the House of Commons—Labour Members could not make up their mind which way to vote.

As I said earlier, I rule absolutely nothing out. We have got to get to the bottom of this. But to be fair, this is not the Metropolitan police investigating the Metropolitan police. Two inquiries are under way. One is led by Mark Ellison QC, who played a very major role in prosecuting some of those responsible and who met the Home Secretary today, and the second is led by the chief constable of Derbyshire police force. We need to make sure that they have all the powers and everything that they need. But as I said very clearly, if we need to go further to get to the truth, we will.

Q14. As the spending round is published, will the Prime Minister assure the House that Her Majesty’s Revenue and Customs will be given the resources to clamp down on tax avoidance, such as the £700,000 avoided by the Labour party?

My hon. Friend makes a very good point. I said that I would mention this at every Prime Minister’s questions; I have already managed to get it in once and it is a great pleasure to get it in again. They owe £700,000 of tax that could be going into schools or hospitals. It is about time they realised what hypocrites they are and paid up the money.

The hon. Gentleman will have to await the outcome of the important negotiations on the justice and home affairs issues. Clearly, it is important to ensure that we work together with international partners to ensure that people face justice.

Following the dreadful events in Woolwich, there has been an outpouring of support for our armed forces. Is the Prime Minister aware that on 29 June, Nottingham will play host to Armed Forces day? I am wearing a ribbon as part of Radio Nottingham’s campaign to add to the profile of Armed Forces day. Would the Prime Minister like to join that campaign?

I will certainly join that campaign. Armed Forces day is a really good initiative and I have been to the last few events—one of them in Plymouth and one in Edinburgh. I am sure that Nottingham will do an absolutely splendid job of celebrating our armed forces and all they do for our country. The day is a really good opportunity for communities to come together and say a very big thank you.

Once again, the right hon. Gentleman has nothing to say about the deficit, nothing to say about welfare, and nothing to say about growth. Now he is going to make a speech tomorrow, which he kindly invites me to, but if there are not any policies, what would be the point of coming? Let me refer him to his policy guru, the hon. Member for Dagenham and Rainham (Jon Cruddas), who is responsible for Labour’s manifesto. He says:

“Simply opposing the cuts without an alternative is no good,”.

That is right; the whole Opposition Front Bench is no good.

Q2. The welfare state and the NHS are there to support our constituents when they fall on difficult times. Will the Prime Minister assure the House that the Government will not allow them to be abused by illegal immigrants and foreign nationals who come here as benefit tourists?

My hon. Friend makes a very important point. Britain has always been an open and welcoming economy, but it is not right if our systems are being abused. That is why yesterday I chaired a committee meeting in Whitehall, which my hon. Friend the Minister for Immigration is leading, where we are going to look at every single one of our systems—housing, health, benefits—and make sure that we are not a soft touch for those who want to come here. It is vital that we get this right. Many parts of our current arrangements simply do not pass a simple common-sense test in terms of access to housing, access to the health service and access to justice, and other things that should be the right of all British citizens but are not the right of anyone who just chooses to come here.

That is not the case at all. By bringing different benefits together, universal credit means that people will always be better off in work and will always be better off by working extra hours. That is what we are doing. Labour had 13 years to sort out these poverty traps and it completely failed.

My constituent, Yogi Papi Depass, is currently stuck in Cuba, despite having a British passport. I wonder whether the Prime Minister could encourage the Cuban authorities to look at this matter with compassion and speed to get Yogi back home for Christmas with his family.

I quite understand why my hon. Friend raises that case. Yoandry Depass was born in Cuba. He entered the UK and obtained a British passport in 1997. We are in regular contact with the Cuban authorities, and they have advised Mr Depass that he should expect to receive his Cuban passport this week, which will enable him to travel. Ultimately, the decision rests with the Cuban authorities, but British embassy consular officials will continue to assist him and we will keep in touch with my hon. Friend.

I strongly support British Aerospace and all that it does. It is an extraordinarily strong British company. It has the full backing of the British Government and an enormous order book from us in terms of the strategic defence review. It also has massive backing from us in selling Hawk aircraft, Typhoons and Eurofighters all over the world to countries that need them. Clearly at Brough there have been issues and difficulties. That is why we have put in an enterprise zone, and we will do everything we can to help those people and help that company.

Q11. Does the Prime Minister share my belief, and until recently the belief of the Leader of the Opposition, that now is not the time to strike, before negotiations have been completed?

My hon. Friend makes a very good point. Just in case anyone did not get it the first time, let me say it again:

“These strikes are wrong at a time when negotiations are…going on”.

Negotiations are going on, so the Leader of the Opposition should think the strikes are wrong. He does not think that they are wrong, because he is in the pocket of the trade union leaders.

I will certainly look at what the hon. Gentleman says, but I looked at that decision in some detail at the time, having known well the Forensic Science Service from when I worked at the Home Office many years ago. The evidence was pretty overwhelming that the model was not working and that change was needed. That is what has happened. Sometimes it is better to make that change rather than endlessly review it.

The Prime Minister inherited a welfare system in which families were able to claim £2,000 a week in housing benefit, and in which some working families were worse off than those who were on benefits. What can he do to help those hard-working families in Sherwood who get out of bed and work hard because of their self-pride and responsibility?

My hon. Friend speaks for millions in the country when he says that what people want is a welfare system that helps people who want to put in, work hard and do the right thing. What we are doing, first, is putting in place a cap so that we do not have those absurd amounts of money in housing benefit going to individual families—as he says, sometimes, it is £2,000 a week. Secondly, universal credit will ensure that it is always worth while people working and always worth while working a little harder. Let us see whether the Labour party, after a decade of giving people something for nothing, are prepared to back that by voting for the tough caps in the Welfare Reform Bill.

I know that the right hon. Gentleman takes this extremely seriously, as do I. I have seen the letter that he has written to the Education Secretary, who I am sure would be happy to meet him to discuss this. Basically, what is happening is that we are seeing per-pupil funding that is not being cut, and on top of that we are going to see the £2.5 billion of the pupil premium. That will mean overall that the education budget rises by £3.6 billion across this Parliament. That is a substantial funding increase. I am sure that the pupil premium will have the positive effect that the right hon. Gentleman wants and that I want, but I am also sure that he can look at the detail of it with the Education Secretary.

Q14. I have recently been meeting many charities in my constituency, such as Rumbles catering project and Indigo Children, many of which have expressed concern at the reduction of local authority funding and the time lag between the opening of the big society bank. Can the Prime Minister assure me that that big fund will be quick and easy for those charities to access?

Yes, I can. The point that my hon. Friend raises is exactly why we are introducing a £100 million transition fund to help charities that might be affected by difficult decisions by local authorities to help them through that time. That is exactly why we are doing it, and I expect that we would have the support of the whole House in doing so.
