Lords ChamberThe Bill will create a regulatory framework which applies to all platforms whatever their size in relation to illegal online abuse and, particularly for the largest platforms, to harmful but legal content. We fully expect that racism and racist abuse will be a priority category. In terms of sanctions, there are fines of up to 10% of global turnover, blocking of sites and, indeed, potentially criminal sanctions for the leadership of those businesses.
My Lords, I too thank the England team and its manager Gareth Southgate for providing so much joy for millions during the Euro football championship. Does the Minister agree with me that not only must the deluge of racist abuse towards black players be condemned and perpetrators brought to justice but it should not be fuelled in the first place by politicians, some of whom, if we are honest, in effect encouraged fans to boo the national team—a brilliant team that took a collective stand in taking the knee against the very racism that the black players were subject to after Sunday’s defeat?
I absolutely agree with the noble Lord about the appalling deluge of abuse that the players suffered. I have already, in response to the noble Lord, Lord Coaker, set out exactly what the Prime Minister has said on this matter. The other thing that is very clear is that there is a yawning gap between what social media companies say they do on their sites and what all our experiences are—including, particularly in this case, the players affected.

Lords ChamberMy noble friend is absolutely right. There is plenty of room for more women of extraordinary talent and contribution to be represented in that way. Indeed, more broadly, we welcome the recent decision by English Heritage to unveil the portrait of Sara Forbes Bonetta during this Black History Month.
My Lords, assessment of our statues in England is not a culture war, as some would like to say, but rather an honest appraisal about who we put on a pedestal to be revered. While we understand that no one is perfect, and this is not an attempt to rewrite history, rather to better understand it, some statues would be better placed in a museum with their full context explained, rather than showcased in a grandiose way. Therefore, will Her Majesty’s Government create a task force on historical statues that will assess the actions of people honoured and decide what to do with their statues?
I am not aware that there are plans for a task force as the noble Lord suggests, but I am happy to take that back to the department. Obviously, move versus remove versus retain and explain has been carefully considered. Our view is that retain and explain is the best approach. My right honourable friend the Secretary of State will shortly have an online round table to discuss many of these issues with key stakeholders and arm’s-length bodies.

Lords ChamberMy Lords, does the Minister agree that the tackling of racial abuse in the Premiership and the persistent racial disparities within the Premier League is moving painfully slowly? One third of Premiership footballers are non-white—in old money, black—yet we have only one black manager, Nuno Espírito Santo of Wolverhampton Wanderers. I am not sure if there are any Wolverhampton fans here. If so, sorry about last night. I am not sure if there are any assistant coaches, chief executives or board members of colour. Can the Minister pledge to convene a meeting with the necessary actors, including the police, to encourage, and where possible demand, a comprehensive programme to tackle the scourge of racism and close the racial disparities? The beautiful game must confront and deal with this ugly racism.
I thank the noble Lord for his question. He raises important points about diversity across all levels and all roles within the game. For the benefit of Chelsea fans, yesterday I met Paul Elliott, who I gather was a former captain of Chelsea, who now chairs the Inclusion Advisory Board for the FA. He felt more confident about the progress that is being made, particularly in relation to coaches. I thank the noble Baroness, Lady Bull, who is not in her place, for sending me research on the importance of this point. Sport England is investing £2 million a year into the FA to support its work in ensuring that the coaching workforce is more diverse. The board of the FA contains four women and two people of colour, so it is trying to lead from the front.
