Commons ChamberMay I ask the Minister for Universities and Science what progress has been made in expanding the scholarship scheme for university students, particularly to help with the cost of living rather than the cost of fees?
We continue to provide support to students. The national scholarship programme has been shown to have less effect on young people choosing to go to university than some of the other support that is available through maintenance and student access programmes. We continue to work on the agenda set out by my right hon. Friend, ensuring that as many young people as possible from disadvantaged backgrounds apply to university.

When I visited Liverpool to do some work for the Government on access to education, I was clear that one thing that students there wanted was the opportunity for scholarships to help with living costs. Will the Minister update us on the roll-out of the scholarship programme for young people from deprived backgrounds in Liverpool and elsewhere?
We have been able to help people from deprived areas in Liverpool and across the country through the fact that the combination of the value of the maintenance grant and the maintenance loan is higher now for people from poorer backgrounds applying to university than it ever was before.

Commons ChamberLet us be clear. The student control system that we inherited involved allocating a fixed number of student places to every university in England. We do not believe that that is the right way of ensuring competition and choice in our education. That is why we are introducing new flexibilities, so that universities that succeed in attracting more students can take on more students.
The Government are right to be encouraged by the fact that we have seen the highest ever number of applicants this year from Wales, Scotland, Northern Ireland, the EU and outside the EU, and the third highest ever from England, particularly from disadvantaged backgrounds. Will Ministers continue to focus on those from disadvantaged backgrounds and on young men, of whom there appear to be relatively smaller numbers of applicants, compared with young women? I am sure we need both to feel encouraged to go to universities in equal measure.

Commons ChamberIt was an operational decision by the UK Border Agency, for whom the matter is very clear. Highly trusted status, which is enjoyed by individual universities, is highly prized and brings heavy responsibilities. UKBA’s assessment, independently made, was that London Met was not meeting the responsibilities that it needed to in order to have highly trusted status. In those circumstances, it was unable to advise Ministers that the situation should be allowed to continue. That is the background to the decision, but we are focusing on ensuring the best possible support for legitimate overseas students as constructively as we can.
Does the Minister agree that we need to persuade everybody to get the message across not only that there are no fees to be paid up front or while at university, but that there are still places available not just for first-time, 18-year-old students but for more mature students? We should also encourage people to consider university not as the only option in the weeks ahead but as one option.
My right hon. Friend is absolutely right, and that leads me to my next point.
Another feature of our reforms is that we have done everything to encourage students from the widest possible range of backgrounds to continue to apply for university. I remind the House of the figures, which the Opposition spokesman carefully ignored in her lengthy speech. The percentage of applications to university by young people has indeed fallen—I accept that—to 31.6% from 32.6% last year. Last year’s rate was the highest on record, and this year’s is the second-highest on record. It is a higher rate of university applications than in any year when the Labour party was in government. I believe that that is because we have successfully communicated to young people that they will not have to pay up front to go to university. Of course, we are also increasing maintenance support for students at university this year. The maintenance grant and support for bursaries are going up. That is why we still have record rates of application to university, and we should celebrate and remember that fact.

Commons ChamberThat is absolutely correct, and often even the most disadvantaged young people have high ambitions, but they do not know the route to achieve them. That is one of the crucial things that information, advice and guidance can secure, including advice and guidance on the key A-levels that will be needed if they wish to study at university.
I thank the Government for the work done so far. May I encourage Ministers to keep pressing so that all youngsters at school have guaranteed face-to-face careers advice and guidance, and all school leavers and older people have access to careers advice and guidance in their local colleges? The Association of Colleges is very keen on schools and colleges being a place where such information can be provided to all in the community, of all ages.
I thank my right hon. Friend for his very important work in that area. The Department for Education will publish statutory guidance for schools very soon, and it will make it clear that schools cannot discharge their duty simply by relying on in-house support or by signposting to a website. My right hon. Friend is absolutely right as well about the importance of face-to-face guidance.

Commons ChamberOur reforms will ensure that universities are well financed, and that there is more funding available for access than ever before. Perhaps the hon. Lady would explain to the House why she proposes to double fees and, at the same time, reduce the funding available for scholarships and access money.
T2. It is clear to me that the more young people and adults hear the actual facts about the funding for universities, the more likely they are to apply. Given that there are five weeks left before the conventional cut-off date for applications, will the Minister tell the House what the Government propose to do to make sure that young people and adults, whether full or part-time students, understand the benefits of applying to university.
I thank my right hon. Friend for the excellent work that he has done on this important subject. I can report to the House that 90% of schools and colleges have been visited by graduates explaining the facts of the system. In addition, they are reaching out to parents evenings. Every hon. Member has received a copy of the DVD that has gone to every school with the information that shows that no student has to pay up front to go to university.
OFFA is considering proposals from universities to improve access to their institutions, which is what they will have to do if they wish to charge fees above £6,000. The conclusions will be announced in the next fortnight, and I very much hope and am confident that they will show how it is possible to deliver wider access while maintaining high academic standards.
I welcome the White Paper and, particularly, the additional money announced for those dental and medical students who will start their courses next year. May I assume that Ministers are clear that the White Paper’s two key effects will be increased access at decreased costs for students and, particularly, that students will have the power to influence their courses and the quality of their teaching? It would be helpful if the Minister were to explain how they will be able to do so, and that there will be plenty of time for students and universities to respond to the White Paper before the announcements are finalised in policy.
I pay tribute to the right hon. Gentleman for his very constructive engagement in this very important area. At the university of Loughborough, I sat in on a fascinating meeting in which students gave their feedback on their academic programme that year, raising with the academic staff issues such as the right balance between essays and lab work and the extent to which there should be continuous assessment during the year and final exams. We want to see more of that; we want universities to provide such information on their websites; and, yes, we believe that if students are concerned about the quality of academic standards and work at a university, they should have the opportunity to raise that with the Quality Assurance Agency.

Commons ChamberThe crucial decisions will be taken by students. It will be the universities that win the students that also win the funding that comes with the students. It is right that we must expect a diversity of responses from universities. When it comes to individual departments, universities will wish to consider whether they have a single charge at an agreed rate across all their departments or whether they want to propose different charges for different departments. That will be a decision for them.
Can the Minister tell the House which categories of future part-time or full-time students in Southwark and everywhere else in England will be financially better off under these proposals than under the current arrangements?
We believe that people will be assisted in several ways. The increase in the maintenance grant for the poorest students at university is a clear gain for them—an improvement in the current system. In fact, we believe that more than half a million students will be eligible to get more non-repayable grant for living costs than they do now. We believe that about a quarter of graduates will contribute less than they do now, and indeed around half will have some of the balance written off. We have tried to rise to the challenge of ensuring that this is a progressive settlement.
The hon. Gentleman asked about part-timers. We estimate that about 60,000 part-timers are currently eligible for a tuition grant, and under our proposals about 150,000 may be eligible for loans on a more extensive basis than at present.
