5. What steps his Department is taking to support the commercialisation of new discoveries in life sciences.

The UK life sciences sector employs 170,000 people with a turnover of £50 billion, but it is facing enormous challenges, which is why the Prime Minister launched an ambitious new life sciences strategy on Monday. That includes a £180 million catalyst fund to aid commercialisation of new discoveries. We have also improved the regime for clinical trials in the interests of patients and opened up the NHS to innovation.

I very much welcome the life sciences strategy published by the Government earlier this week. What plans does my right hon. Friend now have to support the development of geographic clusters that will foster collaboration between industry, the NHS and academia?

My hon. Friend has absolutely described what a cluster is; I congratulate her. We support them. They are important for innovation and growth. Indeed, in the proposals published today, we are talking about making it easier for groups of institutions to come together to bid for funding from research councils, and also our enlightened Treasury has agreed that in future there will not be VAT on cost-sharing arrangements in which groups of institutions come together to share services in the interests of efficiency.

T6. My right hon. Friend will be aware of the Wilson review on the collaboration between industry and universities. I am currently working on a project in the west midlands with local business leaders and universities. Will he meet industrialists and me when the report is competed next year?

I would be happy to meet my hon. Friend, because she is absolutely right that one of our priorities is to ensure that the strength of our research base is fed through into stronger support for business and greater business investment, and we look forward to Sir Tim Wilson’s report.

My right hon. Friend is introducing our side of the argument with great generosity of spirit, but does he not agree that the tone of the motion encourages an extremely unhealthy sense of victimhood among our young people? I will not pre-empt his speech by giving a long list of all that the Government are doing for young people, but we are doing a great deal and I trust that the Minister will give full voice to all that.

My hon. Friend is absolutely right. The debate is an opportunity for me and all Government Members to set out very clearly what we are trying to do with more apprenticeship places, 80,000 work experience places, and a funding system for universities—however controversial—that has been set up on a reliable basis for the future that will enable us to maintain the number of places to students. That adds up to more education and training places in total for young people than ever before. We are also making bold reforms on schools through free schools and the pupil premium, which will help children from low-income families, as well as through the spread of the academies programme and the arrival of university technical colleges. Going beyond education, we are also making bold reforms on housing with the new affordable homes programme bringing 170,000 new affordable homes by 2015. That all adds up to a programme that is absolutely aimed at ensuring that young people get a fair deal.

I am always in agreement with the Secretary of State. The position that he was describing related to options that would be necessary if the financial position was very different from the one that we estimated last autumn. On the basis of the evidence that we have, we do not believe that that will be the case.

Does my right hon. Friend agree that university costs should be looked at very closely, just as with every other kind of public sector institution? Lord Browne found that the average fee was £6,000 if one took into account efficiencies that universities could make in relation to what would be the break-even point compared with what they currently enjoy in terms of funding.

What I can guarantee is that we will place on universities an obligation to achieve the things that were previously being achieved by the kind of schemes that the hon. Gentleman described. That, we think, is the best place for the obligation to fall, and we are looking carefully at the best and most effective way in which that can be done, but it should be for individual universities to come up with their proposals for how they can best improve access.

I congratulate my right hon. Friends on achieving increased funding for the university sector while avoiding students having to pay anything up front and not having to start repaying their loans until they are almost on average earnings. I also welcome the impetus behind attracting students from poorer backgrounds. May I draw the attention of my right hon. Friend to the foundation course offered by King’s college London’s medical department, and the impact that that is having in getting poorer students in to study medicine? Could he comment further on initiatives to encourage universities to that course of action?

That is exactly the kind of initiative that we wish to encourage. It is obviously up to individual universities to come up with proposals that they wish to put forward, but I agree that that proposal is a very interesting model from which we can learn.
