Commons ChamberI am very grateful to the hon. Lady; as always, I take my hat off to her for the very practical experience that she brings to the House, given that she worked so avidly in domestic abuse refuges before she entered this place and given all the work she has done since then.
I had a confirmatory conversation only yesterday with a very senior member of the team of my right hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson) who told me that they are delighted to support these measures and to make progress. I should say, by the way, that I have not declared for either candidate, so I am coming to this with genuinely clean hands. I feel obliged to point out that my right hon. Friend did some pretty impressive work drawing up a violence against women and girls strategy as Mayor of London, so that bodes very well. I am also conscious of the great work that the Foreign Secretary has done in his role at the Foreign Office and when he was at the Department of Health and Social Care to ensure that the wishes of women are met. I have great confidence that the message from this statement will have got through loud and clear that this House will make sure that it gives as much commitment to this agenda as we all have so far.
I pay tribute to the many campaigners who have brought us to this day, many of whom are survivors of abuse themselves, and I thank them for opening my eyes to the issue. To build on what the Minister has already said about the need for public awareness, will she commit the Government to a public awareness-raising campaign so that the men who perpetrate these crimes—an overwhelming majority of perpetrators are men—know that they face severe sanctions and, perhaps most importantly, so that the people suffering in abusive relationships know that what is happening is wrong, that there is a way out and that if they take those steps people will be there to help them, backed up by the full force of the British law?
I thank the hon. Gentleman, who has been a strong advocate on this agenda. Through him, I also thank the survivors who I have met who perhaps do not dwell publicly on their own experiences, but whose accounts I have listened to very carefully and taken to heart.
We have already funded a campaign for teenagers called Disrespect NoBody, which we believe has had some success in spreading the message. Relationships education in schools will also very much be about teaching people what a healthy relationship looks like. I take the hon. Gentleman’s point about a public awareness campaign. If I may, I will take that away and have a think about it because I do not want to make any promises that I cannot follow up with spending.

Commons ChamberI would be delighted to commend the centre. It was a pleasure to visit the Copeland hub—a great example of multi-agency working, which, as everyone in the House knows, is essential if we are to tackle this pernicious crime of domestic abuse effectively across our country.
It is great news that the Bill is going to be published tomorrow—real credit to the Minister personally for sticking with this. Can she confirm that she has listened to the survivors of abuse, particularly of emotional and economic abuse, through the draft process and strengthened the final Bill as a result?
Very much so, and may I thank the hon. Gentleman, too, for all his work and his lobbying of me to support and protect victims of domestic abuse? I must also record my thanks to the Joint Committee —a brilliant Committee of parliamentarians from both Houses who scrutinised the draft Bill in great detail, heard lots of evidence from incredibly important stakeholders and produced a report, to which we will publish a response tomorrow alongside the Bill.

In relation to online sales, it will be a combination of the police and trading standards. Retailers are not supposed to be selling knives to under-18s; that is the law at the moment. We therefore see the measures in this announcement as merely solidifying that commitment in a way that will bring about results.
There will be £20 million a year for the very welcome youth endowment fund, but the Minister knows that far more than that has been cut from local authority budgets, while four billion quid is being made available in three months to slosh up the wall for a no-deal Brexit that the Government have the power unilaterally to stop. I welcome the Minister’s focus on prevention, but do she and the Government not accept that we are a world away from the kind of investment that would be needed to take away the market for drugs and that, unless we can take away that market for drugs in Barrow and other areas, our young people are going to continue to carry knives, be stabbed and be enslaved by these evil drug gangs?
Let me say what a pleasure it was to visit Cumbria on Thursday. I made only a fleeting visit through the hon. Gentleman’s constituency on my way to Copeland, where I discovered the great work that the Copeland hub is doing to bring together all the agencies involved in helping young people, and tackling antisocial behaviour and other types of crime.
I hear what the hon. Gentleman says about money for Brexit; that is a debate for other times. I very much hope that we can count on his support tomorrow for the police settlement, which will see up to £970 million more being invested in policing nationally—something that his local crime commissioner welcomes.

Commons ChamberWell, I have to say that the hon. Lady would be supporting the Government whatever their position was. I thank her for the intervention, however, because it does make an important point. The Prime Minister, as a former Home Secretary, does understand the threat, so the fact that the Government are doing the wrong thing because of party interest is shameful.
I thank all Members across the House for their passionate and heartfelt views on these important topics. I welcome the indication from the shadow Minister that the Bill continues to have the support of the Opposition.
The first duty of Government is to keep the public safe. That is why we have brought the Bill forward, to give the police and other agencies the powers they need to tackle serious violence and crime. But it is the definition of democracy that Government must meet that duty in ways that are effective but also proportionate. We have some of the strongest gun laws in the world, particularly for rapid-fire rifles. My hon. Friend the Member for Wycombe (Mr Baker) has indicated that his amendment is intended to be probing. However, those rifles remain in the Bill because we are concerned that they can discharge rounds at a rate that brings them much closer to self-loading rifles, which are already prohibited for civilian ownership under section 5 of the Firearms Act 1968. Indeed, that appears to be one of the selling points for such rifles. We have therefore included them in the Bill, because we are of the view that the indiscriminate use of rapid-firing rifles, including lever-action rifles, is such that they should be prohibited in the same way as other full-bore, self-loading rifles. I understand that my hon. Friend the Member for Wycombe has raised the interests of disabled shooters. Of course that is part of our assessment, but we are satisfied that there are other rifles that those with disabilities can use if they are prevented from using these rifles.
Let me move on to air rifles. I know that the hon. Member for Bristol South (Karin Smyth) and the right hon. Member for Delyn (David Hanson) have run long campaigns on air rifles. I hope that they both know that we have conducted this review following the coroner’s report into the terrible and very sad death of Benjamin Wragge, a 13-year-old boy who was shot accidentally with an air weapon in 2016. As I said in Committee, we received more than 50,000 representations from members of the public, and the issues raised by the new clauses tabled by the hon. Lady and the right hon. Gentleman will be considered in that specialist review, which will be published shortly. I therefore ask them not to press their new clauses to a vote.
I want to make a small point that might assist the right hon. Member for Delyn in deciding whether to press new clause 19 to a vote. The new clause refers to trigger guards, rather than trigger locks. I understand that he wants to look at locks. At the moment, air weapons are fitted with trigger guards. But I am happy to have a conversation with him, and with any other Member, about the applicability of locks as part of the review process.
On Government amendments 26 to 55, I recognise the very, very strong feelings across the House. I spoke at the beginning about the balancing act—indeed, it is a discussion we had constantly in Committee—between effectiveness and proportionality. We saw that today, let alone on Second Reading and in Committee, in relation to clauses 30 and 31. The clauses were included in the Bill to strengthen the controls on high muzzle energy rifles. They are currently controlled under general licensing arrangements. The effect of the clauses would be to subject those rifles to the more rigorous controls provided by section 5 of the 1968 Act. This was because our law enforcement colleagues have concerns as to the potential effect if these rifles fall into the wrong hands. Our strong gun laws mean that those who shoot in the countryside or at ranges have met the standards expected in firearms licensing and by their local police force.

Commons ChamberThe Minister might be aware that I have raised with her colleague, the Minister for Policing and the Fire Service, the fact that if the child protection information sharing project were able to keep details of vulnerable mothers-to-be as well as of children, Poppi Worthington would have been known to social services before she died. Has the Minister had time to consider this shortcoming, and will she put it right?
I would be happy to meet the hon. Gentleman to discuss that important point. We are clear that there needs to be better information sharing between the various agencies involved, to prevent very sad cases such as the one that he has raised.

Commons ChamberI will ensure that the Minister hears the hon. Lady’s concerns. As I said at the beginning, national security is very much at the forefront. I will ask the Minister to write to her on that point.
Can the Minister tell me, or get her colleague to write to me on, the proportion of the 850 individuals who are no longer deemed to be of national security concern and whether any of them have been tried? It is quite possible for them to go over and commit crimes, find out it is all terrible, and come back and no longer be of security concern, but they still need to be held accountable for their actions while they were over there.
I am told that a significant proportion of the 850, minus the more than 15% of those who have been killed in the region, are assessed as no longer being of national security concern. Again, I will ensure that the Minister responds to the hon. Gentleman’s comments.
We have been equally clear that anybody who does return will be investigated by the police to determine whether they have committed criminal offences or pose a risk to national security. Whenever possible, British nationals fighting for Daesh should be brought to justice either in the UK or in the region. Where there is evidence, the Crown Prosecution Service will seek to prosecute these individuals. Of that, the House can be completely certain.
Indeed, the police and Crown Prosecution Service have already investigated and prosecuted a number who have returned. For example, last month an individual was sentenced to 10 years after being found guilty of possessing an AK47 gun, receiving £2,000 for terrorist purposes and membership of Daesh. That conviction demonstrated our ability and commitment to work with our international partners to use evidence from the conflict area to support a successful prosecution.
Of course, prosecution decisions must be taken independently by the police and the Crown Prosecution Service where there is evidence. As hon. Members have identified, given the nature of this conflict, it is not always possible to gather sufficient evidence to seek prosecution. However, in these cases I can reassure the House that this Government and the police have a range of tools and powers to manage the threat returners may pose, and we are using them. For example, we can use the royal prerogative to cancel British passports where they are at risk of being misused.
On the point that my hon. Friend the Member for Filton and Bradley Stoke (Jack Lopresti) raised about banning people from the country, the Home Secretary may deprive a person of their British citizenship where satisfied that doing so is conducive to the public good. That may only happen, however, if the person would not be left stateless as a result. That is in line with our commitments under international law, as a signatory of the 1961 UN convention on the reduction of statelessness. We can remove passports where someone is of dual nationality, but we have to abide by the law when it comes to citizens who have only a British passport.
We can impose travel restrictions for individuals subject to terrorism prevention and investigation measures, subjecting them to a range of conditions. We can also use temporary exclusion orders to prevent individuals who are suspected of involvement with terrorism from returning to the UK, except where they do so in a strictly controlled way, and to place in-country conditions upon return, including regular reporting to a police station.
The hon. Member for Barrow and Furness raised Australian exclusion zones. My right hon. Friend the Security Minister, following a meeting with his Australian counterpart last year, instructed officials to examine the Australian legislation and assess its usefulness in a UK context. As with all our counter-terrorism legislation, that option is kept under review. We are not aware of any prosecutions of Australian nationals as a result of criminalising travel to specific areas of Syria or elsewhere. The complexity of that legislation was perhaps demonstrated when, last November, the Australian Foreign Ministry revoked the declaration of Al Raqqa province as an area where travel was not permitted for Australian citizens. That decision reflected the fluidity of the situation on the ground in that conflict zone and the difficulty in maintaining an effective and proportionate travel ban in such circumstances. The whole of Syria remains a do-not-travel destination under Australia’s travel advice, as is the case with our own Foreign and Commonwealth Office, but it is kept under review, in line with all other counter-terrorism legislation.
I know that the hon. Member for Barrow and Furness understands, as other hon. Members do, that when it comes to matters of national security we cannot reveal how we are managing certain operations or cases, or we risk undermining this critical work. That means, I suspect, that I cannot answer some of the questions he has posed today, but I can reassure the House that the figures covering the use of these powers will be shared in the annual update to the Government’s transparency report on disruptive and investigatory powers.
The key question is whether that update will match those, without naming names, to the 850 who were known to have travelled to Iraq and Syria. That information is missing at the moment, and the House deserves to hear it.
I thank the hon. Gentleman. I will ensure that my right hon. Friend the Security Minister considers that, as well as the five questions that the hon. Gentleman posed in his speech.
Before I finish, I would like to discuss the deportation of suspected Daesh fighters to the UK from Turkey or other countries, as it is obviously a matter of interest to Members across the House. Because Governments do not necessarily disclose whether they have any security or terrorism concerns regarding individuals they deport, it is not possible to provide a figure for how many may have been deported to the UK due to suspicions around Daesh membership. However, the hon. Gentleman should be in no doubt that where we have security concerns regarding any individual being deported to the UK, their case will be treated with the utmost attention and determination. We have done, and we will continue to work extremely closely with the deporting country to manage that return, share any evidence that might be available, investigate the individual upon return and mitigate any threat they may pose through the powers I have mentioned previously.
I have listened to the thoughtful and well argued contributions from Members on both sides of the House this evening and I recognise the attention that this issue rightly receives from Parliament and the wider public. I can assure the House that the Government treat this issue with as much attention and commitment as possible, to ensure that we continue to do everything we can to keep this country safe.
