Commons ChamberI recognise the concern that my right hon. Friend has expressed in relation to this case. I was able on a number of occasions to raise the overall issue of Venezuela; I was recently also able to discuss it with the President of Colombia when he visited the United Kingdom. We are all concerned about the state that we see in Venezuela, about actions that have been taken in that country, and about the appalling circumstances and conditions in which so many Venezuelans find themselves living, which is why so many Venezuelans have been fleeing their country to neighbouring countries, putting a significant burden on those neighbouring countries.
It is good to hear the Prime Minister making it clear that there is no question of normalising relations with Russia while it remains in flagrant violation of the international norms that, as a permanent member of the Security Council, it is supposed to be at the forefront of upholding. Does it not gall her to see the man who is supposed to be the leader of the free world—the President of the United States—laughing and joking with this rogue President, Putin? Should not the UK be leading the charge to increase the pressure on Russia, potentially even through expelling its ambassador, while it enables atrocity after atrocity in Syria, gravely damaging the multilateral rule of law and order that is vital to ongoing peace and security in the world?
I think what is important for the United Kingdom is that we continue to take this strong position in relation to the activities of Russia. I have referenced a number of those already; I have not yet referenced in response to questions the actions that Russia took in Ukraine, which are matters that I also raised with President Putin.
It is important to look at the actions that the United States has taken. After the attack that took place in Salisbury, it expelled about 60 Russian officials. We saw a significant and unprecedented international response, but in fact the largest number of expulsions took place from the United States. Its actions, I think, have been important in this.

Commons ChamberToday marks two years since the Manchester Arena attack. It was a cowardly and sickening attack that deliberately targeted innocent and defenceless children. Members across the House will want to join me in sending my thoughts and prayers to the families and friends of all the victims. I am sure that Members will also want to join me in paying tribute to the emergency services for the immense bravery and courage they showed that night.
This morning, I had meetings with ministerial colleagues and others and, in addition to my duties in this House, I shall have further such meetings later today.
I know that the whole House will want to associate themselves with the Prime Minister’s words about the Manchester attack.
The Prime Minister may not have long left—good luck with those meetings later today—but she can act now against the return of banned chemical weapons. British experts are this morning investigating a suspected chlorine attack by al-Assad in Idlib. If it is proved, will she lead the international response against the return of this indiscriminate evil?
The hon. Gentleman is right to raise the issue of the evil that is the use of chemical weapons. We of course acted in Syria, with France and the United States, when we saw chemical weapons being used there. We of course suffered the use of chemical weapons here on the streets of the United Kingdom, and we made a robust response, supported by our international friends and allies. We condemn all use of chemical weapons. We are in close contact with the United States and are monitoring the situation closely, and if any use of chemical weapons is confirmed, we will respond appropriately. But our position is clear: we consider Assad incapable of delivering a lasting peace, and his regime lost its legitimacy due to its atrocities against its own Syrian people.

Commons ChamberIf the hon. Lady believes in trusting the people, she should trust the result of the 2014 Scottish referendum.
I implore the Prime Minister not to believe that she can run down the clock to the extent that she puts her deal back to the Commons with days to go and think that Members across the House will vote differently. If she takes it to the wire and makes it a choice between her deal or no deal, she will usher in a period of economic chaos and political damage that will give succour to the extreme fringes of our politics on the left and the right.
I want us to be able to leave the European Union in an orderly way. I want us to recognise the vote, to deliver on that Brexit and to do it in an orderly way, which, as I have said before, protects not only our Union, but jobs and livelihoods for people and our security. That is what I will continue to work for.

Commons ChamberYes. My hon. Friend will not be surprised, given what he has heard me say from this Dispatch Box, that I entirely agree with him. I believe it is absolutely imperative that this House meets the decision taken by the British people in June 2016, that we deliver on the referendum and that we deliver Brexit for the British people. As I say, there is a danger that with a failure to agree a deal we could end up in a situation where we have no Brexit at all.
Jean-Claude Juncker was very clear in his press conference yesterday, sitting beside the Prime Minister, that this is the end of the road for negotiation—there is no further negotiation from here. Do the Government completely accept that, and therefore what happens if the motion is defeated tonight?
The hon. Gentleman is absolutely right; that is what Jean-Claude Juncker said in his press conference. It is what he had made clear to me and to Ministers. It is what other leaders have made clear as well. Tonight, Members of this House face a very clear choice: vote for and support this deal, in which case we leave the European Union with a deal—I will go on to explain why I think it is a good deal—or risk no deal or no Brexit. These are the options.

Commons ChamberI am very happy to say that, obviously, as my hon. Friend has said, we restated the commitment to ending HIV/AIDS, tuberculosis and malaria. The G20 is an important venue for doing that and, indeed, in one of his interventions at the summit, President Trump made reference to the need for the work that continues to be done in terms of HIV.
The Prime Minister understands the supreme importance of cross-border and national security. She also understands how difficult and how long a process it inevitably is to agree and ratify new treaties. Will she level with this House and the public that there is actually very little chance of being able to agree and then fully ratify a new security treaty by the end of the transition period?
I have a different opinion from the hon. Gentleman. We have a clear structure within the political declaration in relation to that. I simply say to him that the December joint report on withdrawal was 16 pages. Within less than a year, we have negotiated 585—nearly 590—pages of legal text. The political declaration is, I think, 26 pages. It is perfectly possible to negotiate on all aspects of that within the two years available.

Commons ChamberI am not able to give my hon. Friend immediate answers to all those questions, and particularly the questions around trialling and piloting. There are proposals that have been put forward to us. We will—first of all here in the UK—be looking at those proposals and the extent to which they deliver on what is necessary, and we will be speaking and have spoken with the European Commission about the possibility of being able, at an early stage, to discuss with it those alternative proposals.
The Prime Minister and at least one of her Cabinet Ministers have said that if the House rejects her deal, there is a chance of no Brexit at all. I wonder whether my right hon. Friend could spell out with greater clarity how this fear might be realised.
The hon. Gentleman will have heard a number of individuals around the House, including some of his colleagues on the Labour Benches, clearly expressing the view that they believe that remaining in the European Union is preferable to leaving it. I believe that it is important for us to deliver on the vote that the people took and to deliver Brexit.

Commons ChamberFirst, I did not say that it would be a minimum of £39 billion. The financial settlement that has been achieved in the withdrawal agreement is for £39 billion That £39 billion is less than half what a number of commentators and others were suggesting—including from the European Union—at the beginning of that negotiation.
It is right that there is a difference between the backstop and the extension of the implementation period, in that in the implementation period I think there would be an expectation of payments, and in the backstop there is no financial obligation. That is one of the reasons why it is not attractive to the European Union for us to be in the backstop. But the decision in relation to those, or, indeed, the alternative arrangements that are developed, would be a decision for the United Kingdom. It would be for the United Kingdom to determine which of those we wished to be in, were it necessary—as my hon. Friend knows, I want it not to be necessary—to cover an interim period before we were in the future relationship.
The Prime Minister says that she has changed the minds of EU countries on data sharing to enable continued security co-operation, but rather than any mention of the second generation Schengen information system, the strongest language in the declaration, in paragraph 87, is that:
“The Parties should consider further arrangements appropriate to the United Kingdom’s future status…such as exchange of information on wanted or missing persons…with the view to delivering capabilities that, in so far as is technically and legally possible, and considered necessary and in both Parties’ interests, approximate those enabled by relevant Union mechanisms.”
I put it to the Prime Minister that that tortuous, weak language suggests that we are not going to remain part of that incredibly important system to which we gained full access when she was Home Secretary.

Commons ChamberI mean a decision outside the GRU at a senior level in the Russian state.
The public need to see that their elected representatives accept the forensically reached conclusions of the police and the British security services over the lies and propaganda that will be pumped out by our enemies, so it is heartening that the overwhelming majority of speakers in this session have accepted that. The Prime Minister mentioned NATO. Does she agree that an attack by the Russian state on British soil using chemical weapons was sufficient to invoke article 5, had she wished to do so? Does she reserve the right to do that in future, if there is another act of aggression by the Russians?
The interpretation of matters in relation to article 5 obviously rests on matters of law, apart from anything else. The hon. Gentleman’s earlier point was important. It was about the ability of this House to show the public, the emergency services and our security services our support and to reassure them of our determination to get to the bottom of what happened in Salisbury. He is right to say that it has been forensic, painstaking work that has led to the police having the ability to identify these two individuals, and to making it possible for me to be clear that they were members of the GRU and linked to the Russian state. We should be eternally grateful to them for the service that they provide for us. We will continue to talk with NATO about the ways in which we can enhance NATO’s ability to deal with malign state activity of the variety of sorts that we now see today. When NATO was established, it was very much on the basis of what would now be seen as conventional warfare. Looking at the propaganda and the cyber-attacks that we see today—I understand that the propaganda has already started from the Russian state in relation to today’s statements—we need to ensure that NATO has the necessary capability to deal with them.

Commons ChamberI join my hon. Friend in commending the work that is done by all our dedicated staff in the national health service. They continue to do that wonderful work with considerable commitment and dedication. He is right to say that mental health is important. It has been overlooked for too long, and that is why this Government have been putting a focus on mental health. We have been doing more, but there is more to be done. We are putting more money in, and we have announced a new package of measures backed by £6 million in funding, which includes rapid access to mental health services and support for children and their whole families where there is a dependent drinker. Spending overall on mental health issues is at record levels and growing, with a planned record £11.86 billion for 2017-18, increasing by a further £1 billion by 2020-21. It is right that we put this important focus on mental health, and I thank my hon. Friend for raising this.
Like the hon. Gentleman, I believe that constituents deserve a rail service that provides for them and their needs. I recognise the problems that have been experienced on Northern, and of course on Govia Thameslink as well. We have given unprecedented powers and funding to Transport for the North, but the issue that he raises in relation to the World cup was one that affected other train services as well, because of the way in which many services operate, and their requirements for drivers and their relying on volunteers to turn up at weekends. This experience may very well be one that the train operators will want to look at, to ensure that in future they can provide the services that constituents need.

Commons ChamberI absolutely agree with my hon. Friend. Nobody should be in any doubt about the actions of Russia, and nobody should be supporting them. We should all recognise the role that Russia has played in backing the Syrian regime and in failing to guarantee that it was dismantling all its chemical weapons, and that it continues to play in vetoing action on the UN Security Council and in not encouraging the Syrian regime to come to a resolution of this conflict.
The UK should be proud of the role it has played in advancing the principle of intervention to prevent humanitarian catastrophe, and it would be shameful if that were abandoned now by people who in fact would not countenance intervention under any circumstances. But something else is necessary to enable humanitarian intervention in Syria, and that is the military’s guaranteeing the safety of aid convoys getting into besieged areas. It meets the Government’s test. Will she consider it?
We have, over the time of this conflict, looked several times at how we can ensure humanitarian access to those who need it in Syria. Our overriding consideration must be to ensure that, whatever decisions are taken and whatever access is given, it will genuinely work and provide that access. Unfortunately, of course, the Syrian regime and its backers have been preventing that humanitarian access so far, but we will continue to press for it.

Commons ChamberI agree with my hon. Friend. It is important that we show our unity across the House in standing up to the threat and behaviour of Russia.
The co-ordinated expulsions are welcome and highly significant, but will the Prime Minister be prepared to take further action if the Government conclude that Nikolai Glushkov was murdered with the involvement of the Russian Federation? That took place in London just eight days after the Skripal attack, in mysterious circumstances.
Obviously there is an ongoing police investigation into that individual’s death, and we await its result.

Commons ChamberI can give that assurance to my hon. Friend. I suggest to those who wish to travel to Russia that they check the Foreign Office advice. My understanding is that the travel advice has not changed, but of course people should check that before they leave.
This is a day for the House to speak as one for the nation. The Prime Minister will be reassured to hear that a clear majority of Labour MPs, alongside the leaders of every other party, support her firm stance. Does she realise that this situation will probably get more difficult before it gets better, and is she prepared to stay the course and face down this international bully and wrecker of liberty and the rule of law across the world?
I thank the hon. Gentleman for his remarks—he made a strong statement on Monday in the House as well—and assure him that I and the Government will stay the course. As I said in my statement, we recognise that there might be further Russian provocation. If there is, we have further measures we can deploy, but it is important—and we will encourage our international allies to do this too—that we recognise that this is an important moment to stand up and say to Russia, “No, you cannot do this!”

Commons ChamberI am grateful to my right hon. Friend, a supporter of the Magnitsky law, for highlighting the point I was trying to make earlier, which is that if amendments are to be added to legislation, we need to ensure they are workable. We need to get the amendments right. On his point about our allies, he is absolutely right: we should point out to people that this could have happened anywhere, in any provincial town or city like Salisbury.
The level of resilience voiced by the Prime Minister today has been many years in coming, but it is hugely welcome—indeed, it would put our national security at significant risk if we were led by anyone who did not understand the gravity of the threat that Russia poses to this nation. She mentioned our NATO allies and that she will come forward with measures on Wednesday. Will she confirm that our NATO allies and the potential for a collective response is in her thinking?
I thank the hon. Gentleman for his comments. He is absolutely right: it is imperative that in this country we recognise the nature of the threat and actions Russia has taken through a wide range of means. I am also clear that, as we consider what further actions need to be taken, we must ensure they are robust, clearly defend our values here in the UK and send a clear message to those who would seek to undermine them.

Commons ChamberMy hon. Friend has raised an important issue that is of concern to a number of organisations and Members of Parliament, and I should be happy to meet her to discuss it. The Cabinet Office has been working with the relevant Department—now called the Department of Health and Social Care—to try to resolve it, and measures have been taken to defer the implementation of certain aspects. However, we continue to work on it, and are happy to look into it further.
No one has been charged over Poppi Worthington’s death, although the 13-month-old was probably anally penetrated in the hours before her death at home. Poppi was not known to social services, despite a staggeringly troubled family history. Will the Prime Minister respond to our cross-party calls for a public inquiry, so that we can learn lessons from this and make children safer throughout the country?
Everyone in the country who is aware of the horrific abuse that was carried out has been shocked and appalled by it, and, obviously, by the tragic circumstances of Poppi’s death. I am sure that all Members will join me in offering condolences.
I understand that the Crown Prosecution Service has announced that it is considering the coroner’s decision in liaison with the Cumbria constabulary. I think it right for us to allow that process to continue and to await the outcome before deciding whether any further action is needed. However, I assure the hon. Gentleman that I—along with, I think, all other Members—am well apprised of the significance of the issue and how appalling this tragedy was, and of the need for us to ensure not only that there is justice but that lessons are learnt.

Commons ChamberI recognise the concern raised when the TTIP arrangements were being discussed and negotiated. I assure the hon. Gentleman that as we look to negotiate a trade deal with the United States, we will want to negotiate a deal that is in the United Kingdom’s best interests.
For all the progress against Daesh, hundreds of thousands of civilians in Syria remain under siege from the evil al-Assad Government. Will the Prime Minister look again at securing multilateral agreement to get aid into those besieged towns and cities?
The hon. Gentleman has raised an important issue; we regularly discuss with our coalition partners and others the possibility of getting that aid in. As he will know, there have been some attempts to ensure that aid can get through to those besieged civilians, but they have not always—[Interruption.] He says, “Try again”; I have to say that we do regularly raise this issue. The best answer is to find a solution to the situation in Syria that leads to a stable Syria in which those civilians are no longer being besieged.

Commons ChamberMy hon. Friend has made an important and very good point, and I join him in that encouragement. The vast majority of Members of the House would probably not have had the skills that would have enabled them to act in that way, and it is a very good message that perhaps more of us should go out and acquire those skills.
A key aim of any terrorist is to exploit the completely natural and inevitable sense of public interest, grief and sympathy in order to sow disunity, disruption and fear beyond the physical act of terror itself. May I ask the Prime Minister to build on her commendable words about the resolution of the British people? Does she think that we should also take time to reflect, both in the Chamber and outside—and that includes the media—on how we can balance the public interest and people’s feelings of grief with seeking not to give the oxygen of publicity to whatever cause a terrorist seeks to promote?
The question of the oxygen of publicity is obviously important, and I think we should all reflect on the point that the hon. Gentleman has made. He referred to the actions of the media. We have talked about a number of people who were caught up in what happened yesterday, but we should not forget that many journalists were caught up too, either on the periphery of the parliamentary estate or within the estate, and continued to do their best to do their job in reporting faithfully what was happening. However, I agree with the hon. Gentleman that how these matters are addressed and reported is an important consideration. We want to ensure that it is not possible for people to use such actions either to encourage others or to try to sow division.

Friend in commending and thanking not only all those who worked so hard to restore the bridge at Tadcaster, but the people of Tadcaster, who have had to put up with disruption and inconvenience for such a long time. I am sure that those people will all welcome the return of the bridge, and we commend all those who have ensured that that has happened.
The news revealed yesterday that Toshiba is reviewing its investment in the Moorside nuclear power plant, which puts a huge question mark over not only 21,000 jobs in Cumbria but the future of our nation’s energy security. What will the Prime Minister do personally to ensure that the deal stays on track?
I assure the hon. Gentleman that both the Business Secretary and I have involvement in a number of deals and possible deals around the nuclear industry. We are keen to ensure that those jobs are brought to the United Kingdom and that such deals are kept on track. I assure him of the Government’s commitment.

Commons ChamberMy hon. Friend raises an important issue, which was of course alluded to earlier in this session of Prime Minister’s questions. We are investing more in mental health than ever before—we are spending a record £11.4 billion a year—and it was of course the Conservative-led Government that introduced parity of esteem between mental and physical health, but as I said earlier, there is more for us to do in ensuring that appropriate care is available for people. I cited an example earlier of where I saw excellent work being done to provide care and support for people in the community, which was relieving pressure on accident and emergency, but also ensuring that people were getting the best possible care for them, and that is obviously what we want to see.
The problems that are facing the health service in Cumbria are widely recognised, and I do understand the concerns of local people about the services that will be available for them. We have put robust national support in place to address some of the long-standing challenges in Cumbria, and we are developing a lasting plan to deliver the high-quality, sustainable services that patients rightly expect.
The hon. Gentleman is right that these specific decisions are being taken locally, and no final decisions have been taken. I recognise the concern that he has raised previously, particularly about services at West Cumberland hospital. There will be considerable involvement in taking those decisions, but as I say, we do recognise the local concerns about some of the long-standing challenges for health service provision in Cumbria.

Commons ChamberMy right hon. Friend is absolutely right. The extra investment that we will be putting into research and development is a crucial part of our long-term task of ensuring that we have the economy and the growth and prosperity that we need in this country. The new funds will help to put us at the cutting edge of scientific discovery. That is already happening. I visited the Wellcome Genome Campus in Cambridge on Monday and saw for myself the really exciting and transformational work that is being done, and it is coming out of the knowledge base and the scientific research of the United Kingdom. We want to see more of that, which is why we will be investing in it.
The hon. Gentleman is right to raise the issue of the appalling atrocities that are taking place in Aleppo, and it is right that we, along with our international allies, should be doing all that we can to try to bring this to a stop. He will recognise that the issue of who hosts sporting events is not in the Government’s remit. What is in the Government’s remit and what we are doing, as I say, is working with our international allies to put more pressure on Russia to stop the appalling atrocities—the appalling attacks—that are taking place in Aleppo. What we want to see is an agreement for a political transition to a Syria without President Assad.

Commons ChamberMy hon. Friend is absolutely right that there are lessons. Some people suggest to us that we should actually be removing our nuclear deterrent. This has been a vital part of our national security and defence for nearly half a century now, and it would be quite wrong for us to go down that particular path.
I offer the Prime Minister many congratulations on her election. Will she be reassured that whatever she is about to hear from our Front Benchers, it remains steadfastly Labour party policy to renew the deterrent while other countries have the capacity to threaten the United Kingdom, and that many of my colleagues will do the right thing for the long-term security of our nation and vote to complete the programme that we ourselves started in government?
I commend the hon. Gentleman for the words that he has just spoken. He is absolutely right. The national interest is clear. The manifesto on which Labour Members of Parliament stood for the general election last year said that Britain must remain
“committed to a minimum, credible, independent nuclear capability, delivered through a Continuous At-Sea Deterrent.”
I welcome the commitment that he and, I am sure, many of his colleagues will be giving tonight to that nuclear deterrent by joining Government Members of Parliament in voting for this motion.

Commons ChamberI understand my hon. Friend’s comments. The Jewish community in the UK has seen an increase in the number of anti-Semitic incidents over the last couple of years. That is a great cause of concern for us, and the Government are working in several ways to ensure a proper response to those incidents and to send out the message collectively—it is important that the House sends it, as the Prime Minister has done in the last few days—that we condemn anti-Semitic incidents. The Jewish members of our community are as much a part of our British community as are the Muslim, Hindu, Sikh and Christian members and those members who are of no faith. We are one community and must do everything we can to stop these terrible anti-Semitic incidents.
Further to an earlier question, does the Home Secretary accept that the best people to make the point that Daesh is perverting the true faith of Islam are not herself, the Prime Minister or any non-Muslims, but any and all Muslim groups here and abroad who reject violent jihadism? Is she prepared to make the sometimes difficult calls to empower and back groups here and potentially regimes abroad who do that, even if they might not accord with all the liberal, secular and democratic values we rightly hold dear in this place?
The Government work with those who wish to send that message to counter the narrative of the perverted Islam that comes from the ideology that underpins this terrorism. We do that through a variety of community groups in the UK. As I indicated in response to my hon. Friend the Member for Gillingham and Rainham (Rehman Chishti), many imams in the UK and around the world—I have met some of them—are actively working to spread a different theological message. That is important work.

Commons ChamberThese reforms to the arrangements in London are supported by all the key bodies, including the authority itself.
The vast majority of police officers and police staff discharge their duties with integrity and professionalism, upholding the best traditions of policing in this country. But where the actions of a minority fall short of the high standards that the public are entitled to expect, there need to be arrangements in place so that the conduct in question can be properly looked into and the matter resolved in a timely and proportionate manner.
In the previous Parliament we took steps to improve standards of police integrity and to strengthen the police disciplinary system. Disciplinary hearings are now held in public and overseen by an independent legally qualified chair. Police officers who are dismissed now have their name held on a “struck off” register so that they cannot join another force. Where corruption is involved, officers can for the first time be prosecuted for a specific offence of police corruption, and the Independent Police Complaints Commission is being beefed up to take on all serious and sensitive cases.
However, there are still significant shortcomings in the current system: indeed, almost three quarters of people complaining to the police are not satisfied with how their complaint is handled. The current arrangements are seen by the police and the public alike as being too complex, too adversarial, too drawn out and lacking sufficient independence from the police. So the provisions in part 2 will build on the reforms that we have already introduced and make the police complaints and discipline systems simpler, more transparent and more robust.
I appreciate the Home Secretary giving way. Is she as concerned as I am about the length of delay in the disciplinary process and transparency about the failings in relation to Poppi Worthington’s death in Cumbria? What will the Bill do to speed up the process and increase transparency in such circumstances?
The hon. Gentleman is right to raise a case about which many people were deeply concerned to see what had happened and how it was handled. I understand that there is an issue for the IPCC in relation to a possible inquest, and the interaction between the IPCC and the inquest. These are challenges that we need to consider very carefully to ensure that the proper process can take place in a timely fashion, and that people do not find that these processes appear to be dragged out for a significant time. There are genuine issues sometimes in relation to inquests and IPCC investigations that have to be properly dealt with and addressed, but I know that everybody was concerned about the appalling case that the hon. Gentleman referred to, and he is right to raise it, as I know he has done previously in this House.
Part 2 builds on the reforms in relation to police complaints and disciplinary systems, and the changes will ensure we can strip away much of the system’s restrictive bureaucracy, remove the opaque categorisation for handling complaints and streamline the complex appeals process by replacing the existing five avenues of appeal with a single review of the outcome of the complaint.
The police will be given a new duty to resolve complaints in a reasonable and proportionate manner, while also having greater flexibility in how they meet that duty. We are also injecting greater independence into the system by strengthening PCCs’ oversight role and making them the appellate body for those appeals currently heard by chief constables. It will also be open to PCCs to take on responsibility for other aspects of the complaints-handling process, including the recording of complaints and keeping complainants informed of progress.
The Bill will create a system of “super-complaints”. These are complaints that can be brought by a designated organisation, such as a charity or advocacy body, on a particular issue, which might relate, for example, to a pattern of policing that could undermine legitimacy. This will enable national or cross-force issues to be examined by the inspectorate, the IPCC or the College of Policing, as appropriate.
Part 2 strengthens the protections for police whistle- blowers by enabling their concerns to be investigated by the IPCC, while protecting their identity so that they have the confidence to come forward without fear of jeopardising their own careers. It also enhances public confidence in the police disciplinary system, including by ensuring that disciplinary action can continue against officers after they have resigned or retired, and by placing the police “struck off” list on a statutory footing to ensure that no one dismissed from one police force can be re-employed by another. Taken together, these reforms represent a fundamental overhaul of the police complaints and disciplinary systems.
In addition, part 2 includes provisions to increase the powers and independence of the IPCC. However, we also need to ensure that the body charged with overseeing the system as a whole is itself organised in such a way as to best equip it to efficiently and effectively discharge its enhanced role.
Following an independent review by Sheila Drew Smith and our recent consultation on changes to the governance of the IPCC, I have concluded that the existing commission model, with commissioners having operational responsibilities, is no longer suitable to oversee the expanding organisation in the new system. At a time when the IPCC is growing as an organisation to take on all serious and sensitive cases, it needs to be more streamlined, more responsive to the public and better able to cope with the cases it is taking on. I therefore intend to bring forward amendments to the Bill to provide for a new governance model.
The reformed organisation will be headed by a director general, appointed by Her Majesty the Queen. The director general will have ultimate responsibility for individual case working decisions, including in respect of the investigation of the most serious and sensitive allegations involving the police. Corporate governance will be provided by a board comprising a majority of non-executive directors, appointed by the Home Secretary, which will have oversight of the overall running of the organisation. It follows that as, under the new governance model, there will be no commissioners, we cannot continue with the name “Independent Police Complaints Commission”. The reformed organisation will instead be known as the Office for Police Conduct.
I should add that the IPCC is supportive of the need for reform, and I am grateful for the input and co-operation of the current chair and chief executive during the development of these proposals.

Commons ChamberIn respect of anyone who is a matter of interest to the police, law enforcement or security agencies, a number of powers and measures are available. For those planning or seeking to undertake terrorist attacks, of course, we have strong counter-terrorism legislation here in the United Kingdom, and I think everyone would agree that the best place for a terrorist is, after prosecution, behind bars.
Does the Home Secretary understand that the Prime Minister will not get a consensus for increased military intervention unless and until he comes to the public and to this House with a plan involving increased diplomatic, development and military options? When can we see some leadership? The right hon. Lady says that the UK will stand with France. When will this happen?
I find the hon. Gentleman’s question a little confusing: we do stand with France and we have stood alongside France. We have been providing France with assistance and co-operation in these matters, and we continue to do so. The hon. Gentleman mentions the issue of whether the UK will take part in military action in Syria. The Prime Minister has been very clear that if and when he comes to this House in relation to such matters, it will be on the basis of a consensus.

Commons ChamberI fully accept the hon. Gentleman’s point. I know that the investigatory teams are aware of the importance of meeting Lord Justice Goldring’s timetable in relation to the support they are giving him as coroner. Indeed, up to now they have met all his deadlines. They are clear that, in order for him to do his job, any requests put to them should be dealt with in the timetable that he has set.
The Home Secretary has made a welcome commitment to look again at the issue of the police withholding evidence. Does she not agree, however, that the fact that the notebooks, and other alarming acts, have only just been uncovered, despite all the previous investigations over many years, shows that the current system of police accountability and scrutiny is not fit for purpose, despite having been strengthened? She must know that she would get support from right across the House if she were to announce a radical overhaul of the system.
I recognise the hon. Gentleman’s concern about this matter, but the Government have already acted in a number of ways in relation to this question. We have enhanced the powers of the IPCC to deal with these issues, and we will be giving it more resources to enable it to investigate all serious and sensitive complaints against the police itself, rather than passing them back to police forces. That is an important change. Also, I have already announced to the House a number of steps that are being taken in relation to the wider question of police integrity. The findings of the Hillsborough panel have raised a very real question in people’s minds about police integrity, and I welcome the steps by the College of Policing to introduce a code of ethics. A number of steps are being taken to improve that issue, so that people will feel that they can have full confidence in the police. The vast majority of police officers work day in, day out for our protection and to cut crime, and they work honestly and with integrity. However, when there are those who do not, it taints the picture that people have of the others. It is our duty to encourage and enhance people’s confidence in their police.

May I suggest that if the Home Secretary wants to avoid being asked the same question again and again, she might answer it at the first time of asking? She has repeatedly said she is clear that the deadline was 16 April. She has not said, however, whether she was made aware that there could be uncertainty about that in the European Court. Was she made aware of that?

Commons ChamberI am not aware that there was a Guardian dossier. There was information that was generally available to the public, as I understand it. There is an issue here about the role of the Home Office that Opposition Members sometimes fail to grasp. It is not the job of politicians to tell the police who to investigate or arrest. It would be a very sorry day for our police and our democracy if we ever went down that road.
Did the Home Secretary raise any concerns to anyone about bringing Andy Coulson into the heart of Government and, if not, does she now regret that failure to speak up?
I have made clear the difference between the Metropolitan police and the Government. The Prime Minister has answered the point about Andy Coulson. He did that last week and he made it absolutely clear that he gave Andy Coulson a second chance. That did not work out and Andy Coulson resigned again.

Is she really entirely satisfied that everything is as it should have been, or is she determined not to have a view?

Commons ChamberI am grateful to my hon. Friend for raising that issue. I am currently looking into those matters, and there is considerable benefit in greater collaboration between forces on protective services. As I said earlier, forces have been willing to support Cumbria constabulary, but there is a longer-term issue concerning protective services. My hon. Friend spoke of force mergers, and we were quite clear about opposing the attempts to merge forces. Some forces might look for voluntary mergers, and I would be willing to look at that, provided that it is the will of the local community. That is absolutely crucial.
I thank the right hon. Lady for her tribute to the Cumbrian people. Speaking as a new Cumbrian MP, and as a constituency neighbour of my hon. Friend the Member for Copeland (Mr Reed), I must say that her words will be very much appreciated up there. I also associate myself with her tribute, and that of my right hon. Friend the Member for Kingston upon Hull West and Hessle (Alan Johnson), to the work of emergency services.
At a time like this, and after seeing the tragedy that unfolded, we in the House feel the acute limitations of government, and the right hon. Lady is absolutely right that there must be a period of reflection, and indeed grief. However, will she assure us that in the Government’s consideration of the issue they will look not only at firearms legislation but at the capacity, such as there is, to review community mental health services in order to understand how an apparently reserved member of the community suddenly snapped and became capable of such evil deeds?
I am grateful to the hon. Gentleman for his remarks. The issue of mental health capacity might come out more fully as a result of the investigation, but as yet we cannot say exactly what caused that individual to undertake those actions. We must ensure that we know the full facts before we jump to conclusions. All I would say is that all parts of the House have for some time recognised the necessity for a wider debate about mental health in our society. As for the actions that could or should be taken as a result of what has happened, when we know the full facts we will genuinely look at this issue with a view to taking what action is necessary.
