My Lords, I am very happy for you to return to England as soon as possible. I have one simple question for the Government. It seems from some references in the Leader of the House’s Statement in the other place that he is inventing a new polity—a place called England and Wales. What is the constitutional basis of this place, if it ever existed in history, which I doubt, being a sort of cultural historian? Since devolution, it is very clear that every piece of legislation which appears before this House, or indeed within the devolved Parliaments, is defined according to its competence and its territorial application. Therefore, there is no place called England and Wales. Legislation is either for the United Kingdom, for England, for Northern Ireland or for Scotland. The Government must be clear about that. I do not wish to go back to the Tudor period.

My Lords, later today there will be a Statement, which will constitute the first part of the timetable, and I hope that many noble Lords will be here to listen to my noble and learned friend the other Lord Wallace repeat it. Therefore, the timetable is already under way; we are observing it and intend to continue to observe it. However, we are conscious that any form of substantial devolution which will include the regions within England will necessarily take longer. Perhaps I may repeat what the noble Lord, Lord McConnell, said. Part of what we all have to understand is that one of the many things that drove the Scottish yes vote was a sense of disillusion with London as the centre and with Westminster itself. All of us in all parties need to take account of that, think it through and adjust to it on a non-partisan basis.

My Lords, I do not speak for him in this House but the First Minister of Wales, the right honourable Carwyn Jones, has consistently called for a proper constitutional convention. Will the Government now heed his call?

I am not fully aware of exactly what happened in that case, and I am fully prepared to write to the noble Lord if I can get some further information. Of course, if special advisers operate beyond what the Minister has asked them to do, they must take responsibility as the Minister requires.

My Lords, will the Minister address himself to the Question put so succinctly by the noble Lord? Should there not be, outside of government, a way of dealing with complaints against Ministers, which is equal to how Members are dealt with in this House and in the other place?
