Lords ChamberFirst, of course I appreciate the role of the right reverend Prelate with regard to the situation in Sudan. If I may say also, the noble Lord, Lord Collins, often raises this, and I know the right reverend Prelate is focused on this. We need to ensure that civil society and particularly the religious communities of Sudan also play a very active role in that regard. I look forward to hearing back from the right reverend Prelate if he does travel, with all the necessary caveats because of the situation in Sudan.
On security and the international force, the right reverend Prelate will be aware that the Government of Sudan previously ended the mandate of the Security Council on the UN mission. The current challenges within the Security Council are pretty polarised positions on a range of different conflicts. However, there is an active discussion taking place at the UN, and I believe there is another meeting taking place tomorrow. A return to the negotiating table with both the SAF and the RSF is required. That is what we are pressing for, and those who have influence, including the new special envoy, are focused on that. As I said earlier to the noble Lord, Lord Purvis, we are focused on getting the Jeddah talks resumed.
My Lords, what conversations are the Minister and the Government having with external actors, particularly the UAE, which are supporting the different sides? There are reports that a large amount of gold from the region is now being sold in Dubai and that the UAE is providing active support for the RSF. Are we making it very clear to the UAE that this does not help the situation and that it instead fuels conflict and potential genocide, as the right reverend Prelate suggested?
My Lords, as I already alluded to, we need all regional partners and those with influence over the two warring parties to focus on the importance of ending the conflict with immediate effect. The humanitarian consequences are dire. We have already heard references to Sudan being at the brink of famine. I previously went to Darfur in my capacity as the Prime Minister’s Special Representative on Preventing Sexual Violence in Conflict and was taken by the very dire situation then—and yet they were better times than what we currently confront.
On the influence of other partners, the UAE and a number of other countries have played a valid and vital role in the humanitarian effort, and the pledging conference was testament to that. Those who have influence over both sides need to ensure—as I said before; I cannot reiterate this enough—the importance of diplomacy. For any conflict around the world, the key element is to get the fighting to stop, the conflict to end and the political discussions under way.

I thank the noble Lord for sharing the second part of his Question; it is always good for a Minister to get early warning. The UK values the European Political Community as an important platform for co-ordination on European issues. The EPC enables European leaders to come together to tackle shared challenges, from the war in Ukraine to achieving energy security to tackling illegal migration. The UK has attended all three summits so far at Prime Minister level. We are continuing to consult partners about the UK EPC summit and will make an announcement in due course.
My Lords, I presume we are chairing this meeting as we are the host. Does that give us particular influence over the agenda? Does it imply that our Prime Minister and Foreign Secretary will be visiting some of our major partners in Europe in the coming months to ensure that the meeting goes well? If it is in May or June and it looks as if the Republicans are ahead in the US election campaign, this will clearly be one of the main multilateral fora for British foreign policy. What preparations to involve the country and inform the public will there also be beforehand?

Lords ChamberTo ask His Majesty’s Government what provision they are making in budgetary contingencies for future years for a United Kingdom contribution to post-conflict reconstruction of Ukraine.
My Lords, the United Kingdom and international partners are resolute and united in supporting Ukraine to rebuild and emerge from the war with a modernised economy resilient to Russian threats. The Ukraine Recovery Conference in London raised over $60 billion in international support, including multi-year commitments by the UK and others. We have allocated £395 million in bilateral assistance between 2023 and 2025, alongside up to $5 billion in fiscal support. Support for the year 2025-26 onwards will, of course, be confirmed after the spending review.
I hope that the Minister can confirm that the Treasury and the Foreign Office are very clear about the size and long-term nature of the commitment to rebuilding Ukraine. The Republicans in the US Congress, with whom many Conservatives are now very close, are saying that the United States does not really need to commit to supporting Ukraine. Many Conservatives who supported the leave campaign thought that we should not be paying into the European Union budget, much of which was going to the reconstruction and development of east European, formerly Soviet countries, which contributed to British security. To ensure that Conservatives in opposition do not attack whichever Government it is for raising public spending to support Ukraine long-term, can he reassure us that the Treasury has this publicly in the forward figures?
My Lords, the noble Lord knows that I respect him greatly, but I am surprised by both the tone and the substance of his question. This Government, together with the full support of His Majesty’s Opposition, have been resolute—and, indeed, there has been support from the Liberal Democrats and universal support for the action that we have taken, for the support that we have given and, of course, for the financial commitments that we have made on humanitarian assistance, economic support, financial support and defence spending.
I have just had a meeting with our outgoing ambassador, Melinda Simmons, and I pay tribute, and I am sure that all noble Lords join me in paying tribute, to her resilience. As a sign of affection and support between us and the Ukrainian people—it is perhaps a poignant and reflective moment, but an interesting one, which I think that we should recognise—on her departure, a beautiful gesture on their part was to name a specific pastry after Melinda and call it the Melinda pastry. That shows the strength of relationships that we have built.
I am proud and resolute in that support. The noble Lord talked about the US. There are many Republicans—and I am not there to comment on the Republicans and Democrats. One thing is clear, irrespective: we have seen strong support from across the United States. As the noble Lord knows, Secretary Blinken is currently in Ukraine. Our support is resolute, and this is across the piece, irrespective of change. From this country, from this House and from the other place, there is unity of purpose and unity of action—we stand with Ukraine.

Lords ChamberTo ask His Majesty’s Government whether they remain committed to maintaining the quality of the components of the United Kingdom’s soft power, as listed in chapter 2 of the Integrated Review of Security, Defence, Development and Foreign Policy (CP 403), published on 16 March 2021.
My Lords, the Government remain absolutely committed to harnessing the range of UK influence to advance our interests overseas. The FCDO has demonstrated this through our continued support for the British Council and the BBC World Service, our flagship scholarship programmes engaging future generations of global leaders, our world-class diplomatic network and our role in supporting the international elements of major UK cultural events, such as Her late Majesty Queen Elizabeth’s Platinum Jubilee and the upcoming coronation of Their Majesties the King and Queen Consort.
My Lords, the previous Prime Minister but one used to talk about the UK as a soft power superpower. The integrated review listed: the BBC World Service in particular with its global reputation; UK universities and their immense attraction for overseas students; our strong and flourishing cultural sector; the British Council, as the Minister has mentioned; and our record as one of the world’s major and most skilled providers of overseas aid and development assistance. Which of those are the Government still as committed to as they were when the integrated review was agreed?
My Lords, we are committed to all of the above. The BBC World Service currently provides services in 42 languages to 365 million people. We have committed £94.4 million annually to the BBC through the spending review, an additional £4.1 million to the World Service to support Ukrainian and Russian language services in the light of Russia’s illegal war on Ukraine, and a further £1.44 million from the FCDO to support countering disinformation.
I use that as a specific example, but the noble Lord talked about all the areas. He will know from his involvement in education that the United Kingdom remains second only to the United States in terms of numbers of overseas students. That service has improved. My colleagues at the Home Office have extended someone’s ability to come to the UK not only to study but to work, which enhances both the reputation of the UK’s education offer and the abilities and skills of the individual coming. I would be happy to discuss that with the noble Lord.
Of course I accept that ODA has been cut from 0.7% to 0.5%; I hope we can return to 0.7% as soon as possible. Working within those parameters, we continue to prioritise important issues such as humanitarian support, as we have done recently in Turkey, to ensure that the agility and flexibility needed to respond to natural disasters is also met.

Lords ChamberMy Lords, with the implementation of our sanctions policy, we are acutely aware that there will be attempts to circumvent measures taken on both individuals and organisations. Of course, we work with our key partners, including the European Union, to ensure that once sanctions are imposed, they are applied universally. Georgia itself, as the right reverend Prelate will know, has applied to become a member of the European Union, and these kinds of things are also assessed in its reporting. Whether it is here in London or indeed in Tbilisi or elsewhere in the world, we must always remain vigilant towards those seeking to circumvent sanctions policy or, indeed, launder money or illicit finance.
My Lords, does the Minister accept that the Government should now make it clearer to the British public that the outcome of the Ukraine conflict has implications for the future of Georgia, Moldova and the various bubbling conflicts in the Balkans, where Russian influence in Serbia and Serbian Bosnia has been very strong? The larger implications of any sort of outcome in Ukraine are not really well understood by our own public. The Government need to lead in informing them.
The noble Lord has valuable insights on these matters and I agree with him. The situation in Transnistria and Moldova is of extreme concern to us, particularly with the Russian influence and presence there. Equally, with South Ossetia and Abkhazia, the influence remains very clear. We need an outcome where Russia withdraws from the occupied areas of Ukraine and where the breakaway republics are allowed to rejoin the sovereign territory of Georgia. Of course, regarding Transnistria—Moldova is a very small country; I have seen the challenges it faces quite directly in discussions that I have had—we need to ensure that Moldova is equally assured of its territorial sovereignty and integrity.

Lords ChamberTo ask Her Majesty’s Government what progress they made towards ensuring the transparency of beneficial ownership of offshore companies holding properties in the United Kingdom in the recent discussions between the Minister for Asia and the Middle East at the Foreign, Commonwealth and Development Office and the government of the British Virgin Islands.
My Lords, the 2022 economic crime Act creates a register of overseas entities that own properties in the UK. This will apply to legal entities from any overseas jurisdiction that own UK property, including those registered in the British Virgin Islands. The overseas territories already share confidential information on company beneficial ownership with UK law enforcement bodies, an arrangement that has enabled the UK’s first unexplained wealth order.
My Lords, it is four years since the passage of the Sanctions and Anti-Money Laundering Act required the overseas territories to open up their company registers. My understanding is that the British Virgin Islands, which has one of the largest sets of companies owning property in the UK—more than 20,000 properties—has been reluctant to open up its registers fully. One has to ask individually and know what one is looking for. Can the Minister explain what the relationship between the sovereign United Kingdom and these overseas territories is in this respect? Do we require them to accept our instructions, or do we ask them if they would mind?
My Lords, we have a very constructive relationship with our British Overseas Territories. We regard them very much as part of the British family, and we have a co-operative partnership with the British OTs. That is the way it should be. In terms of recent engagement, my right honourable friend the Minister for the Overseas Territories, Amanda Milling MP, discussed the BVI’s newly announced consultation on a publicly accessible register, to which it is, along with all the other overseas territories, totally committed, ensuring that there will be working registers by the end of 2023.

Lords ChamberMy Lords, I can certainly speak for the United Kingdom Government. For example, through Operation Orbital we were providing defence support directly to Ukraine immediately after the occupation of Crimea. We have a long-standing relationship with Ukraine: indeed, President Zelensky and Foreign Minister Kuleba have talked of the strong support they have received from the United Kingdom over a number of years. However, I acknowledge that when there is a crisis of the magnitude we now see in Ukraine, with the sovereignty of Ukraine being directly usurped by Russia, it is right that we, the Europeans, and all international partners look to do what we are doing, and do more. There is more still to be done.
My Lords, I think that everyone in this House would like to compliment the Minister on the enormously valuable work he has done and continues to do on this; we all appreciate it. However, can he take back to his colleagues that saying all the time that we are leading on this and leading on that is not the right tone? To say that we are working with others, we are co-operating, we are in solidarity with our partners and allies would be much more constructive in the current context.
Can I also ask about the domestic dimension of sanctions? I was very struck by the paragraph in the Intelligence and Security Committee’s Russia report which said that the penetration of British society and politics by wealthy Russians resident in London has gone so far that it is now in some ways difficult to untangle. We must now see what we can do to untangle that. Can we be assured that the Government will not only do their best to untangle it, but report to Parliament on what they are doing?
My Lords, on the noble Lord’s second question, perhaps I can answer it with his first suggestion. To untangle such challenges we must work together, which is exactly what we are doing. We are working here in the United Kingdom and with key partners to negate the negative influence of Russian money and illicit finance in the United Kingdom and more broadly. As he will have seen from the sanctions we have introduced, they are reflective of that very objective. I am sure he will find that, as further legislation comes forward, further sanctions are applied and we have discussions on the economic crime Bill, we can untangle some of those issues.
On the issue of leadership, I have served with the noble Lord in government and I am sure he agrees that there are times when the United Kingdom leads the way, and I am proud of that. The richness of our history, our experience and our expertise reflects that. It is that leadership which also leads to enhanced partnerships, and that is exactly the approach we have adopted in this crisis.

Lords ChamberMy Lords, as the noble Lord knows, on the central point of Ukraine joining NATO, it is first and foremost a defensive alliance. A country can make an application and it is considered by all members of NATO. No country should be told specifically that it cannot be a member of a particular alliance; it is very much for Ukraine to request its membership and for members of NATO to decide.
My Lords, the presentation in Washington has often been—as I have seen in recent days—that the United Kingdom has only really acted under American pressure. That does not look good in Washington. Can the Minister reassure us that that was not the case? While we are tackling this issue, late as we are to it, can the Government ensure that we take a broader attitude to the question of Russian influence within the British elite, which the ISC Russia report flagged up three years ago? We need now to deal with not just the immediate question of the Ukraine crisis; there is a much broader question. Lastly, have the Government done any impact assessment of, for example, the implications for the property market in London and the south-east of imposing sanctions?
On the noble Lord’s last point, I suppose I should declare an interest: I am a property owner in London and the south-east. In all seriousness, without going into too much detail, as I said—and I know that the noble Lord, Lord Purvis, had to leave, but I recognise the courtesy extended by his note to me—we are looking at the broader impact, as the noble Lord indicated.
On the issue of engagement in Washington, I assure the House that we have been engaging on the front foot. Let us not forget that we have been engaging on this issue longer than the current US Administration. We have always made the case as strong partners of Ukraine—one can ask Ministers present and past in the Ukrainian Government. I have sat with a number of them at the United Nations who have indicated their strong support, not through us asking them, but quite genuinely, for the leadership the United Kingdom has showed in solidarity, support and friendship for Ukraine.

Lords ChamberMy Lords, as I have already said, on the issue of the debt, we continue to explore options to resolve this case at the earliest opportunity, but that is all that I can say at this point.
My Lords, do the Government have a coherent policy towards dual nationals? Do we know how many dual nationals there are with a British nationality, and which other countries it is most commonly shared with? Do the Government have a clear policy towards the right of protection that we offer when they are back in their other countries of nationality? Do we intend allowing them to vote both in Britain and in their other country of nationality, regardless of where they are resident—for example, under the forthcoming EI Bill? Will the Government issue a White Paper on this?
My Lords, I think that I followed the train of the noble Lord’s question. He will be aware that Iran does not recognise dual nationalities. We are aware of all dual nationals, including those who hold more than two nationalities. As I said earlier, we do not go into the numbers, to protect those who are being held.

Lords ChamberMy Lords, as I have already said in response to an earlier question, we are working very closely with the Church of England. We have set up a specific fund that helps to support UK citizens and are working with partner organisations, of which the Church of England is one, on the programme that the noble Lord has raised. I will write to him on the specifics of that.
My Lords, I want to press the Minister on reciprocity. There are expatriate communities in this country that also have religious services—the Swedish Church in London, in which I have sung, and other Lutherans; French and Polish congregations; Jewish congregations with visitors from the continent—so there are clear mutual interests. Are we negotiating on the basis of reciprocity or are we asking for greater freedom of access for UK citizens in the EU than for EU citizens in the UK?
My Lords, the noble Lord raises an important issue on reciprocal arrangements. There are a whole range of areas where we have seen reciprocal arrangements put in place. The whole purpose of the Specialised Committee on Citizens’ Rights, which is supported both by the UK and by the EU—officials are meeting regularly—is to unlock those very issues that can provide for the kind of access that he is suggesting.

Lords ChamberTo ask Her Majesty’s Government what plans they have to conduct their diplomatic relations with the Government of the United States on the basis of sovereign equality.
My Lords, we look forward to deepening the close alliance between our two sovereign nations. At the G7 meeting on 19 February we welcomed President Biden’s reaffirmation of the centrality of the transatlantic partnership in dealing with the challenges the world faces. We will work closely with the Biden Administration through our presidency of the G7 and COP 26 this year. With so many commonalities between us, we are confident that the UK/US relationship will continue to prosper and strengthen.
My Lords, the noble Lord, Lord Frost, the Prime Minister and others have declared that sovereign equality is a vital principle for becoming global Britain once more. I assume it ought to apply to all relations with other countries, which suggests we should renegotiate some of the structurally unequal aspects of the US/UK relationship, such as the status of US bases in Britain and the arrangements on extradition. Or do we need an alternative concept for the US/UK special relationship: sovereign dependence?
My Lords, our partnership with the US reflects some of the points that the noble Lord has raised and yes, that includes defence and security. The bases in the United Kingdom underline the importance of not just the UK/US relationship but of our working together in partnership to strengthen institutions such as NATO.

Lords ChamberMy Lords, the EU’s representation and that of EU member states is very much a matter for the European Union and those member states.
My Lords, I follow on from the question asked by the noble Lord, Lord Robathan. We have talked about the importance of sovereign equality in our relations with the European Union, so do we intend to accept that our representation in Brussels should be reduced both in status and in size? As a point of comparison, the United States regards its representation in Brussels as one of its most important; it is also one of its largest. Do we not think that ours should be similar?
My Lords, I agree with the noble Lord. I am sure that he will recognise, from his time as a Minister at what was the Foreign and Commonwealth Office, the appointment of the new ambassador to the Permanent Mission at the European Union, who is a very capable official and acts at a very senior level. Indeed, he was centrally involved in the discussions on the new agreement that we have reached with our European Union friends.

Lords ChamberMy Lords, I believe that I have already addressed, in part, the issues of human rights and sanctions, and of course I will be talking to the noble Lord as we bring forward some of the broader sanction applications. On the report, we have acted. I have already alluded to legislation, and we continue to step up our activity, both domestically and internationally, to tackle illicit finance. The National Crime Agency has increased the number of investigations into corrupt leads and, among other things, the UK has used existing immigration powers in dozens of cases relating to hostile state activity. We will also review all tier 1 investor visas granted before 5 April 2015.
My Lords, we all recognise that the UK, as a democracy, is far more open to Russian influence than Russia is to British. Does the Minister agree that Russian interference, including finance in British politics, is at least as severe a threat to UK sovereignty as the European Court of Justice? Does he accept that the Government’s response to the ISC report is widely considered to have been “defensive and uninformative”? Can the Government assure us that they are working actively to tighten the law on foreign agents in British politics, on financial contributions from abroad to political parties and on espionage?
My Lords, I can give the noble Lord that assurance. On the question of interference in elections, he will be aware that various legal matters are already under way, so I cannot speak specifically to those. On the other matters that he raised, I have already said that we are acting, and will be responding, and have already taken steps, as our response to the ISC report has demonstrated.

Lords ChamberTo ask Her Majesty’s Government what assessment they have made of the role of the BBC in their international soft power strategy.
My Lords, the BBC plays an important role in promoting our values globally through its independent and impartial broadcasting. It is a central part of British soft power and influence. The role of soft power is being considered as part of the integrated review of security, defence, development and foreign policy. This will be informed by the conclusions of the cross-government work already undertaken on our strategic approach to this area.
My Lords, what steps are the Government taking to co-ordinate their domestic approach to the BBC with their international soft power strategy? Does the Minister not consider that the repeated criticism of the BBC by Ministers, including the Prime Minister, and the right-wing press weakens the standing of the BBC and its reputation abroad?
My Lords, as I already said in my original Answer, we recognise as a Government the important role the BBC plays and continue to support its work around the world. Since 2016, the Government have invested heavily in the BBC, with over £370 million of funding. We continue to recognise the important role it plays on the world stage.

Lords ChamberMy Lords, I assure the noble Lord that the UN arms embargo on Libya needs to be respected. We take very seriously any reports of breaches of the embargo. They are considered by the UN sanctions committee, of which the UK is a member.
My Lords, the Government now have some hundreds of British troops in other parts of the Sahel working closely with the French in combating tribal warfare and Islamic extremism. How far does the conflict in Libya, with the explosion in the number of weapons there, spill over to the rest of the Sahel? Do we share the view of the French and the UAE that the Muslim Brotherhood is promoting extremism which may also spill over into the rest of the Sahel?
My Lords, as the noble Lord knows well, Islamist extremism is a scourge of not just that region but globally, and we should take all the steps necessary to ensure that it does not add to an already very long and bloody conflict in Libya.

Lords ChamberFirst, I agree with my noble friend that Her Majesty’s Government do not and will not seek to be associated with any terrorist organisation. We condemn all acts of terrorism, wherever perpetrated and whoever the perpetrator. On my noble friend’s specific question about proscribing this organisation, I have already said what our view of the organisation is. If it meets the requirements of the criteria for proscribing an organisation, I am sure it will be looked at at the appropriate time.
Can the Minister confirm how far British forces are able to operate autonomously in the Gulf? I have been led to understand that the evacuation of British forces on the ground in Iraq depends on American support. I note that the air officer commanding is embedded in a US airbase and I understand that British ships are part of the US-led task force. Are we, in effect, embedded in whatever the Americans do, or can we take back control, to coin a phrase?
The noble Lord will know from his time at the Foreign Office that we work closely with our allies, and the United States is a key ally in our operations in Iraq. I am not going to go into any particular measures that have been taken, suffice to say that we and the US have made it clear to Iraq that the gains made on the ground have been achieved because of the operations of both US and UK forces, as well as other personnel. We hope that, through discussions, the stability that has been achieved will continue.

Lords ChamberAs the noble Lord will be aware, both Russia and China continue to recognise the Maduro regime. In terms of the justification for what Russia has done, as I have alluded to, Russia has a long-standing commitment to sharing military deployments and is claiming that this is part of that. We recognise that the situation in Venezuela tells a different story, and that is why it is important that we increase our diplomatic efforts, broaden international alliances in the region through the Lima Group and add our efforts to ensuring that we isolate those who are responsible. To Maduro there is a simple message: “Step aside. The people of Venezuela demand it; the people of the world demand it”. I hope our Russian and Chinese colleagues are listening very carefully. We continue to work bilaterally and through international organisations to deliver just that message.
My Lords, I am glad that ratcheting up diplomatic efforts is going well with our European partners. Has the Foreign Office done sufficient work yet on how we will replace that European diplomatic network if we crash out of the EU without a deal within the next 10 days?
My Lords, I can speak directly to that: we continue to work with European partners. Last week, I was at the United Nations, where we were working hand in glove with both Germany and France on important issues, including the promotion of women in peace-keeping. We will continue to strengthen those international alliances. I want to be absolutely clear that, notwithstanding our departure from the European Union, we remain part of Europe. Our European alliances are important, and we continue to strengthen and collaborate on them. The Iran nuclear deal and the nuclear proliferation deal are recent examples of how European partners continue to work together. We are beyond Brexit when it comes to international co-operation—that will continue internationally and with our European partners.

Lords ChamberMy Lords, I join in the condemnation of what has happened and the way it has been covered up by the Saudis for the first two weeks. I congratulate the Government on the withdrawal of Liam Fox’s participation in the forthcoming investment conference—although it seemed unfortunate that it was not announced earlier. We waited until a number of other Governments and companies had announced their withdrawal before finally we withdrew too.
We on these Benches recognise the importance of our relationship with Saudi Arabia and with the other Gulf states, although I recall that one of the many tensions inside the coalition was that many of us on the Liberal Democrat side felt that some of our Conservative colleagues were too close, personally and politically, to the Gulf autocracies and the Saudi royal family, and too hostile to Iran. We need as a Government to maintain a balance in Middle East politics which does not entirely follow the hard Saudi line and cut the Iranian Government out, complicated although that is.
I join the Lord, Lord Collins, in remarking that indirect involvement in the Yemen war by supporting Saudi armed forces and supplying weapons for delivery in Yemen has to some extent compromised our position in international relations. We talk about the importance of our economic relationship, but that relationship is overwhelmingly dependent on arms sales. The long-term question hanging over that is: who is dependent on whom when you have that sort of one-sided relationship?
I welcome and support the Government’s announcement of their joint position with the French and German Governments. Clearly, British influence is maximised when we work with others. I see from the Financial Times this morning that the German Government have announced a suspension of arms sales. Have we discussed parallel action with them, and have the British Government yet considered whether they should join the Germans in suspending arms sales until this is sorted out?
There is a slightly surreal element in hearing day by day, as we did yesterday in the Prime Minister’s Statement, the Government reporting with strong approval that we have achieved a joint agreement with our French and German allies on this, that or the other—the Prime Minister’s Statement did that in two places—while at the same time the Foreign Secretary describes the European Union as like the Soviet Union, from which we must escape, and a number of Conservative Ministers, and more Conservative MPs, regard the European Union as fundamentally hostile to Britain.
How one has a foreign policy with any degree of coherence when such contradictions are deeply embedded is a little beyond my understanding. The incoherence of British policy on the Middle East is only part of the incoherence of British foreign policy as a whole. The alternative—following the US lead, rather than co-operating with our European partners—seems to us on these Benches even more doubtful under President Trump, in particular given some of the close links between the Trump family and the Saudi Arabian royal family.
This was an attack on a journalist, as the Minister said. There are many other attacks on journalists in the world and, sadly, there have been three murderous attacks on journalists that I can think of in three different European Union member countries in the past two years. I hope that the Government, in their commitment to a free media and a free press, will attempt to maintain our standards on issues arising from other attacks on journalists around the world. I remind the Minister—I am sure that he is aware—that in a campaign speech in the west of the United States last week, President Trump praised a Congressman who had violently assaulted a British Guardian journalist at one of his meetings. Encouragement of violence against journalists by the American President is extremely dangerous to democracy. Are the British Government considering making that point at the highest possible level in the US Administration?
I thank both noble Lords for their statements. I appreciate that Members of this House, and of the other place, stand together in solidarity to ensure that the tragic victim of this murder ultimately sees true justice, and in condolence and support for his family and friends. Noble Lords will appreciate that recent events are moving very quickly. The noble Lord, Lord Collins, referred to the statement made earlier today by President Erdogan of Turkey, in which he revealed some further information about their investigation. The full report has yet to be released, but I assure the noble Lord and your Lordships’ House that we fully support the Turkish investigation into this case. In the representations made by my right honourable friend the Foreign Secretary, our ambassador to Riyadh and others, we have consistently reminded the Saudi administration—at the highest level—of the need for their full co-operation with the investigation by the Turkish authorities. We continue to follow that very closely.
Having heard and read the statement this morning, I share the deep concerns expressed by the noble Lord, Lord Collins—and, I am sure, felt by every Member of your Lordships’ House—about the detail of what is unravelling. There has to be credibility in the Saudi statement. Looking back at the accounts over recent weeks, what started as a denial translated into an accidental attack when a fight ensued. The Saudi Foreign Minister has now admitted that it was a “murder”—that is his word. It is appropriate that we see the Turkish investigation present its full results.
In response to the points made about the UK’s position, I reiterate the point made by the Foreign Secretary. We are looking carefully at the full outcomes and there will be consequences once the report is released. The noble Lords, Lord Collins and Lord Wallace, rightly raised the issue of arms sales. In my capacity as Human Rights Minister, I have spoken from the Dispatch Box about the situation in Yemen. I am taking a close look at arms sales generally and drawing the attention of colleagues in the Foreign Office to the issue. The United Kingdom Government will look at all the response options currently available. Members in the other place raised the issue of the Magnitsky clauses in the Sanctions and Anti-Money Laundering Bill. Noble Lords will know why we cannot enact these mechanisms until we leave the European Union. Both noble Lords mentioned sanctions policy and working with our European partners. I assure them that this is under discussion.
The noble Lord, Lord Wallace, raised the issue of working with EU partners. I reiterate the point made by my right honourable friend the Prime Minister. Practical progress is being made with our EU partners on our leaving the EU, but it is important to underline the importance of that relationship. Notwithstanding our differences in certain parts of the negotiation, we have stood firm when it matters. The noble Lord—and all noble Lords—will recall the time of the Iran nuclear deal, when Chancellor Merkel, Prime Minister May and President Macron issued a joint statement. It was entirely appropriate on the grave matter of the murder of Jamal Khashoggi, and we have again stood firm with Germany and France and issued a joint statement. That underlines the strength of our relationship with our European Union partners, notwithstanding our withdrawal from the EU.
The noble Lord, Lord Wallace, also rightly raised the issue of strategic partnership. We share much with Saudi Arabia: trade, defence and security, and intelligence. Much of that has also helped us to maintain a level of safety and security on our streets. However, the UK takes great pride in human rights, particularly the defence of journalists and their right to report freely and to criticise Governments and individuals within Governments. It is right that we stand up for those rights wherever they may be usurped. I assure noble Lords that that remains a key priority in my portfolio as Minister for Human Rights.

Lords ChamberThat is a very important question and I assure the noble Lord that that will happen both in terms of ministerial engagement and with officials. We are currently setting up the structures on a cross-departmental basis. There is already strong working between DfID and the Foreign Office. But I want to extend that further from a local government perspective in terms of the initiatives domestically and in education. In that regard, I shall be meeting my noble friends Lord Bourne and Lord Bates later today to discuss the framework. That ministerial engagement will happen on a regular basis.
My Lords, in congratulating the noble Lord, I also recognise the excellent work that his predecessors, including the noble Baronesses, Lady Warsi and Lady Anelay, from this House have done on inter-faith relations. I am glad that he recognises the links between the domestic agenda and the international agenda. Does he see part of his role to explain to significant foreign Governments the extent to which what happens in their countries spills over within Britain, whether it be the actions of fundamentalist Christian groups in the United States or fundamentalist Muslim groups in Pakistan, Saudi Arabia and elsewhere?
The noble Lord speaks from his own wide experience and I pay tribute to his work during the coalition Government in this respect. He is of course right. I join in his acknowledgement of the role that both my predecessors, my noble friends Lady Anelay and Lady Warsi, played in strengthening this role. We should be proud of the fact that we in the UK have incredible diversity of communities, of faith and of those with no faith. That is not something that we hold back from. It is an incredible strength that we have in our incredible nation and we need to protect it.
It is right that we raise these important issues bilaterally with Governments elsewhere. But I also believe, as I said in my original Answer, that working with colleagues across your Lordships’ House and in the other place, strengthening the role of civil society and of faith players in what we do domestically and internationally, will be a vital part of how we can strengthen and consolidate our position on standing up for all beliefs and none, not just in the UK but around the world.

Lords ChamberI agree with the noble Lord that what is required is a comprehensive settlement that has all partners around the table. I thank Her Majesty’s Opposition for also alluding to that. The need for the Geneva talks to succeed is important, because everyone is represented there. On his other point, again I agree totally with the noble Lord. We must ensure accountability for those who are perpetuating these crimes. As I have said before and say again, let us not forget who began this civil war and who has committed the atrocities that we currently see to their greatest extent in Syria. To accept that this person somehow has a future unifying role and representative voice—of course I refer to Bashar al-Assad—is not something I subscribe to. It is important that we see the transition we all desire in Syria.
My Lords, we know that there are a number of militant groups active in Idlib, and that there have been recent reports of unexplained violence—car bombings and so on—within Idlib. Are the Government talking to some of those in the Gulf who have previously sponsored these groups, and to other Middle East countries, about what we do about the future of those militants now holed up in Idlib as part of moving towards a settlement? We know that, as with the remnants of al-Qaeda, those people are not going to change their mind very easily, and they have to be dealt with and resettled somewhere.
As the noble Lord will know, one of the major extremist terrorist groups that has been operating in Syria is Daesh. In that regard, the universal coalition against Daesh of 70-plus countries has seen the defeat of that particular organisation. That sets the precedent for how you can defeat extremist and terrorist voices. I assure the noble Lord that we are speaking to all players within and across the region to ensure that we can reach the settlement that we all want to see.

Lords ChamberMy Lords, as the noble Lord is aware, reforms have been initiated by His Royal Highness the Crown Prince. He is right to raise the important issue of human rights. On the issue of Yemen, we will continue to push for a political settlement with all the influence we have, both through international forums and directly and bilaterally with the Kingdom of Saudi Arabia. On the general issue of human rights, we should look at the record of the Crown Prince. While there are, of course, many areas still to focus on, we must look at the starting point. Some of the announcements that have been made on issues of greater gender equality may, from our perspective, seem like a small step forward. But if we look at the recent history of the Kingdom of Saudi Arabia the reforms we have seen on women’s rights in particular, both in terms of driving and attending sports events, are a positive step forward.
Another area of reform on which I have been encouraged is greater expression and freedom of religion and belief. As the noble Lord may be aware, on the Crown Prince’s visit to the United Kingdom he stopped in Egypt. Another area we have often discussed at the Dispatch Box is the plight of Coptic Christians in Egypt, and I was heartened that during the Crown Prince’s visit he visited the Pope of the Coptic Church and actually did so in the cathedral. We believe these are positive steps forward, especially if looked at through the lens of Saudi society. We will therefore continue to work on a strong bilateral basis to ensure that many of the issues the noble Lord and I have discussed before will continue to be raised, including the important issue of human rights. Because of our relationship with the Kingdom of Saudi Arabia I believe we will be able to see further movement in that respect.
My Lords, I recognise that our leaving the European Union makes Saudi Arabia even more important as a partner than it has been up to now, and also more important as an export market. However, can we have an assurance, first, that the closeness of our military relationship will not either implicate us in what is happening in Yemen or prevent us from making the necessary criticisms of the mistakes that the Saudis appear to be making there? Secondly, since many wealthy Saudis and members of the royal family have homes and investments in Britain, can we have an assurance that in the fight against corruption we will assist with transparency and that, when it comes to the likely applications for asylum in Britain from some of those who have fallen out, they are taken one by one and fairly? I appreciate that that is a very delicate area. Lastly, will the Minister tell us how we will help with the process of social reform? We have all learned that revolution is much worse than evolution. If the Saudis are just starting on a very long and painful process of evolution, how are we going to assist in that?

Lords ChamberWe have mentioned Bahrain, but I have been focused personally on the issue of human rights defenders, particularly in the area of press freedoms, in another country, which is Turkey. I can reassure the noble Lord that we have been working very closely with organisations such as Amnesty International to ensure that the important principle of press freedom is very clearly understood as part of the human rights priorities that the UK Government articulate across the world.
My Lords, Bahrain is the major British base in the Gulf now. The Government of Bahrain have paid for the expansion of that base. I must say that I think it is a rather odd relationship, which makes Britain, in many ways, dependent on the Government of Bahrain. How far does that inhibit our Government in criticising the Government of Bahrain for the way they treat the majority of their population?
We have, as the noble Lord knows, a range of relationships and we build alliances. On Bahrain, I think that relationship is strong. Yes, we do have a defence alliance with Bahrain, and it is an ally in the Gulf, but because of the strength of that relationship we are not deterred from raising the issues of human rights, whatever the abuses may be, candidly, very clearly and in a very honest manner with our Bahraini counterparts.

Lords ChamberThe noble Lord may well be aware—I have already alluded to it—of a recent bilateral meeting between our Prime Minister and the Georgian Prime Minister. We continue to support Georgian efforts within Georgia itself on the specific issues he raised on enhancing and securing the democracy that is currently in play. We want to further ensure its sustainability. Indeed, we are providing additional funding in the region of £5.5 million to support it. We stand behind Georgian integrity. We make that point to the Georgians bilaterally and we have made it clear in our interactions with the Russians. We continue to do it through all international engagement, including in the EU.
My Lords, does the Minister recall how much British policy towards Georgia in the 26 years since it became independent has been closely co-ordinated with other EU member states? I recall, on one visit to Tbilisi, being invited by the British ambassador to sit in on one of these meetings in which EU ambassadors were drafting a joint report. I know that they had joint meetings with local Russian representatives, with the OSCE and with the Georgian Government. When will the Government explain to Parliament how they will organise continuing co-ordination with our European partners, with whom we share very common interests in this area, after we leave the European Union?
As the noble Lord will be aware from his own experience, it is not just our relationship through the EU. That will remain important once we leave the EU, but those relationships continue through other fora as well, such as membership of NATO—there are alliances there—and through the Security Council. France is a notable and permanent member and we can have candid discussions with other permanent members, such as Russia, which has a key influence in Georgia. I assure the noble Lord—indeed, the whole House—that we will continue to strengthen our international relationships, not just in Georgia. Where we need to work constructively, progressively and proactively with European partners we will continue to do so.

Lords ChamberMy Lords, I draw attention not to myself but, in looking to my right and around this Chamber, I am sure that all noble Lords would acknowledge the tremendous service to this Government that my predecessors have given as Ministers of State in the Foreign Office. My noble friends Lord Howell, Lady Warsi and Lady Anelay are examples of how the voice of the Foreign Office is heard not just in this House but across—oh! The noble Baroness, Lady Chakrabarti, is perhaps casting aspersions on my performance; that remains to be seen.
The noble Lord raises an important point about international issues. I draw his attention and that of my noble friend to the statement given by Ambassador Rycroft at the United Nations, where we stood side by side with other European nations to make clear our position on the issue of east Jerusalem. I understand that that question was raised here. We remain consistent with all Governments in saying that we need a two-state solution where the capital of Jerusalem is shared by both states. That point has been made consistently by all Governments of all sides. We should focus on challenges facing the Foreign Office such as retaining the nuclear deal with Iran. The Foreign Secretary has led the way in ensuring that balance, communication and contact is retained on an international front on that very important issue.
My Lords, the Israeli press comment on the recent visit was rather critical, and I have seen many other critical comments on the Foreign Secretary’s performance in other foreign media over the last year. Can the Minister try to redress the balance by telling us about the Foreign Secretary’s close, mutually confident relationships with any particular senior Ministers of foreign Governments?
If I started talking about the Foreign Secretary’s close and constructive relationships—there are many I could name—I fear it would take us beyond the 30-minute limit. We shall be coming to the subject later, but I can say briefly that the Foreign Secretary has just returned from a very important and constructive visit to Iran and the Middle East, where I am sure noble Lords will agree that we have important relationships. He is leading from the front in ensuring that those relationships are not just sustained but strengthened.

Lords ChamberLet me assure the noble Lord that we continue to partake in discussions about this. I agree with his points about the cornerstone of the alliance and particularly the work of NATO to ensure not just peace and security across Europe but its benefits further afield as well. It is essential that, as the United Kingdom leaves the European Union, whatever partnership its remaining members choose to take forward, opportunities remain for co-operation directly with NATO of which the United Kingdom is an important and pivotal part.
My Lords, does the Minister recall the position paper published only a couple of months ago on our constructive and useful co-operation with the EU in foreign policy and defence during the last 40 years, which left open the question of how we shall continue it? Does this development not make it more urgent for the Government to spell out how they will do this? Does he not agree that the Foreign Secretary’s response that we welcome it, we wish to co-operate and our relationship will be like that of a flying buttress to a cathedral—a very overused phrase intended to confuse us all—was inadequate?
My right honourable friend the Foreign Secretary was reiterating the importance of our continued relationship with the European Union while we remain a member of it, but also that we want a different but strong partnership with it once we leave. That includes these two important areas of defence and security, which we have just touched on and in which the UK has led the way. We are making our view known that an option should remain within Permanent Structured Cooperation in those areas of defence and security for third countries to join at an appropriate time for whatever projects are perceived to be of mutual importance to both—be it NATO and, say, this new organisation, in whatever shape or form it takes. This would allow the UK to continue to co-operate with European partners after we leave the EU.

Lords ChamberI agree with the noble Lord, most certainly on his final point—the Government, as he knows, take very seriously the need to hold them to account. Just to put this in context, the number quoted also includes the families. The deal was known to the SDF, in particular, and was a local tribal deal. The purpose behind the evacuation was to minimise the loss of civilian lives in the fall of Raqqa, particularly those of women and young children. To track Daesh fighters we are continuing to use all agencies on the ground and to work with the coalition of 73 countries, including several neighbouring countries, to ensure that those who are seeking to leave the conflict zone in Syria and in Iraq are held accountable locally. If foreign fighters seek to return to the UK, there is due process in place to ensure that they are held to account for their crimes abroad.
The Minister will have heard the noble Earl, Lord Courtown, say 10 minutes ago that we continue to play a pivotal role in operations against Daesh. The presence of coalition aircraft over the convoy, as reported on BBC News, suggests that at least some leading members of the coalition knew what was going on and, perhaps, must have been involved in the conflict. Is he saying that we were not playing a pivotal role in this?
My noble friend made the point that we continue to be at the heart and centre of the fight against Daesh in both Syria and Iraq. I think that some of the media reports were speculative. However, to put the noble Lord’s question into context, the deal was not not known to people as there were two press releases at the time highlighting that the evacuation was taking place. It was not a question of not knowing. We continue to monitor all aspects of any Daesh fighters fleeing from the territory. We continue to monitor their movements very closely.

Lords ChamberIt was on 31 October last year—so just a tad over a year ago—when 224 lives were lost. The Government were right to take the view to suspend flights in light of the incident that occurred, but it is also right that we should await the formal reports of the investigations. However, we are not just taking a step back. More than any other nation, we are working on the ground together with the Egyptian authorities to ensure that we improve security and can resume flights, as soon as we are assured of the sustainable nature of their security arrangements.
My Lords, British tourists also go to the upper Nile valley and to the Sinai when visiting Egypt. There have been a number of incidents involving terrorists in both those areas over the years. Are the British Government working closely with the Egyptians to ensure that tourism can safely be encouraged in those regions as well?
The safety and security of our citizens is paramount in our mind. The noble Lord is quite right to point out other areas. The short answer to the noble Lord is yes. We work together with Egypt and other countries around the world to ensure that the international global connectivity that aviation provides is safe and secure for everyone.

To ask Her Majesty’s Government what progress has been made by the review into funding for extremist interpretations of Islam within the United Kingdom, including from overseas sources, announced by the Prime Minister on 2 December 2015 with the declared intention that it would report by the spring of 2016.
My Lords, the review into the funding of extremist interpretations of Islamic ideology, including funds that come from overseas, has made good progress. Analysts from across government are working on the review, led by the extremism analysis unit. It will report to the Prime Minister and the Home Secretary in the spring of this year.
My Lords, we understand that the Charities Commission has been doing some work on domestic sources, looking particularly at the role of Muslim charities. Foreign funding is entirely legitimate but it should be transparent, whether it comes from government or private sources. We have indications that some Governments have been supporting Muslim education in this country, but of course it should be directed to legitimate ends and not to the support of extremist versions of Islam.
I totally agree with the noble Lord that any source of funding that seeks to divide or disrupt what we have here in the United Kingdom should be looked upon, and the full force of the law for anyone seeking to create such divisions will be imposed. The noble Lord mentioned the review by the Charities Commission. That is very much factored into the review that is currently being carried out and I am speaking to colleagues in the Cabinet Office very closely on this subject.

Lords ChamberMy noble friend raises another important point about the relationship with airlines. I assure him that we work very closely with all international partners and, where we can, we share important information with the airlines. They play an important role in areas such as advance passenger information, which in the UK is also shared with, for example, the Border Force.
My Lords, does this scrutiny extend to private airports and heliports? I was looking at the Channel Islands, for example, as a place which, formally speaking, is within our borders. Some months ago I looked at the helicopters flown between Brecqhou and Monaco. I am not aware that the Guernsey police ever visit Brecqhou, for example, but when passengers arrive there—it may just be the Barclay brothers and nobody else—there are no border controls. Do we make sure that private flights are covered? A considerable number of these come in and out of the United Kingdom, both to the mainland and to the Crown dependencies.
The noble Lord raises an important point about private flights. I assure him that security arrangements are in place at those airports. I will write to him on the specific airports that he mentioned.

Lords ChamberI will certainly take back the particular lines that the noble Lord mentioned. On authorities that are collaborating, TransNorth, for example, is a great collaboration of local authorities. We hope that such collaborations, by bringing local authorities together, demonstrate what the acute need is for given regions across the country.
My Lords, is the noble Lord aware that one evening last year I watched on the London evening news the announcement that the “clapped-out trains” from Thameslink were going to be replaced by brand new stock? The next evening, watching the Yorkshire evening news, I learned that the northern electricals, which may or may not be introduced on the TransPennine line, will be supplied by “refurbished Thameslink stock”. Is the northern powerhouse to be built on hand-me-downs from London, or on something rather better than that?
I think the noble Lord is being a bit disingenuous: he was part of the Government when elements of the northern powerhouse were addressed. He knows full well that the northern powerhouse is alive and well. Indeed, apart from the £38 billion the Government will invest in rail, we are getting HS2.
