Of course, that will be our aim. As I said, we want to see more projects consented to and we will try to get the balance right. We will certainly learn the lessons from this round. It is obviously disappointing that we did not attract bids this time, but the offshore wind industry has been a tremendous success for the UK. We have by far the largest capacity in Europe. We have the largest offshore wind farm in the world, the second largest, the third largest and the fourth largest. One reason that developers were unable to proceed this time was pressure in the supply chain. There is pressure in the supply chain because every other country in Europe wants to copy our example, because they can see the success we have made of the offshore wind allocation rounds through the contracts for difference price system. Most other European countries are trying to adopt the same model; they are a long way behind us but trying to adopt the same model now. Of course, that brings pressure in the supply chain, which, adding in the Covid pressures as well, contributes to the increase in costs that industry is experiencing.

My Lords, is it not the case that wind-generating facilities in the North Sea tend to cause mayhem with the wild bird population? Can anything be done about that?

My noble friend certainly highlights a concern, but lots of protections are built in and lots of environmental regulations need to be adhered to when these projects are consented to and all the matters are gone into fully, in both environmental and regulatory permitting. Every energy source has its drawbacks. Those who are against nuclear would point to its drawbacks; with coal-fired power stations, there are obviously drawbacks; gas-fired power stations have their drawbacks. There has been an increase in new solar farms being developed in the UK. I can assure noble Lords that, from my postbag, lots of people write in to complain about those as well. We have to get generation capacity and electricity supplies from somewhere. No system is absolutely perfect but offshore wind is certainly one of the best.

The noble Lord is tempting me down a path down which I cannot go. The United States is a valued trade partner and a large source of inward investment in the UK. UK and US officials work closely together to protect against any hostile foreign investment that threatens our shared security. We have a shared interest in keeping important defence suppliers in safe hands.

My Lords, can my noble friend confirm that the nuclear warheads fitted to our Trident missiles, which form such an essential part of our continuous at-sea deterrence posture, have been, and always will be, manufactured in the United Kingdom, and that if Scotland chooses to leave the United Kingdom, Faslane and Coulport will have to be shut?

I can indeed reassure my noble friend that the UK’s replacement warhead will be designed and manufactured in the United Kingdom. While work continues with US counterparts to ensure that the UK replacement warhead remains compatible with the Trident missile system, the requirements, design and manufacture of the warheads are sovereign to each nation.

The Prime Minister has appeared numerous times in the House of Commons and will be doing so later this week, but she has other matters to attend to as well. In response to the question put by the noble Baroness, no, I will not rule out the fact that there could be no deal. No deal is the absence of a deal. If the Labour Party is really serious about avoiding no deal, there is a deal on the table for it to vote for.

My Lords, as chairman of the Secondary Legislation Scrutiny Committee, perhaps I may say that we fully accept the challenge which the Government are facing in this matter and we will do our duty as required.

I thank my noble friend for his extremely constructive attitude. It allows me to come back to a point raised by the noble Baroness which I did not answer. She said that there are 600 SIs to table. That is the total that will be required, and the figure has been revised down from our original estimate of between 800 and 1,000. We have already tabled more than 50% of them. The rest will be tabled in due course to allow for proper parliamentary scrutiny using the sifting committee chaired by the noble Lord.

As someone who uses regional airports regularly, the issue of air passenger duty is, of course, high on my agenda. I am sure the noble Lord will understand that, as a Minister only a couple of weeks into his appointment, were I to start rewriting the Chancellor’s Budget proposals at this stage I would not last very long.

My Lords, when the time comes to repatriate the regulation of civil aviation, will that be vested in a revitalised Civil Aviation Authority, as in the past, or left to the European Aerospace Agency?

The whole issue of Brexit and how liberalised air transport will go forward will be the subject of negotiation. We want to ensure seamless access to European air transport matters, and I am sure the European aviation industry will want to access UK policy, too.
