Grand CommitteeMay I just respond to the Minister? The Government are quite wrong. This is the second occasion on which they have sought to curtail debate, but that is not their role. Members are entitled to take part in the debate as widely as they need to or want to. The Government should stop trying to intervene and control the timetable of this Committee by telling people not to speak.
My Lords, I think that the noble Lord is misinterpreting the rules of Committee. The Minister speaking does not curtail debate in any way; it merely gives us a bit of information on which we can base our further debate.
