Lords ChamberMy Lords, on my noble friend’s first point, the very fact that one commercial bid team has submitted a bid shows that it believes that there is a potential deal and it can deliver against requirement. We have always known that running a defence acquisition would be challenging, which is one reason for testing through the assessment phase whether it can be done. As for my noble friend’s second point, he is right to recognise the specific needs of defence acquisition and support personnel to match the professionally motivated defence industry. That is why we are very clear that, whatever option we choose, we will need to work with colleagues across relevant departments to put in place the necessary freedoms of operation to provide our Armed Forces with the right kit at the right time and deliver the best value for money for the taxpayer.
The only outside bidder left in this process is a consortium led by Bechtel, a company with a litany of mismanagement of public service contracts, from Iraq to Romania to the United States. In Boston, for instance, it was responsible for the Big Dig, a tunnel construction project that went $1 billion over budget—and two-thirds of the problem was down to its mistakes. Given its mismanagement of the Big Dig, if Bechtel gains control of our defence procurement, will not Britain’s defences end up in a big hole?
My Lords, the answer is no. The materiel acquisition partner’s team comprises Bechtel, as the noble Lord says, PricewaterhouseCoopers and PA Consulting, a consortium of world-class private sector businesses. The team has extensive experience of complex programme management; between them, they have delivered programmes to the United Kingdom, the United States and to 140 other countries around the world. Bechtel has ranked as the largest programme-managing engineering and construction company in the United States for the past 14 years. Specifically, MAP members have been involved in the Crossrail and High Speed 1 rail projects, as well as the Jubilee line, and in transforming major businesses in both public and private sectors.

To ask Her Majesty’s Government how many soldiers made redundant since the Strategic Defence Review have reached full pension age.
My Lords, no soldiers fall into this category as full pension rights are granted only at the completion of a full military career. Personnel within the last three years of their engagement were ineligible for consideration under the redundancy scheme. The redundancy scheme that we have implemented is designed to ensure that all those made redundant leave by 31 March 2015, and personnel requiring full pension rights by that date would therefore normally leave anyway.
My Lords, following our last exchange on this matter on 20 June, I received an e-mail from a 35 year-old soldier who joined the Army as a boy of 16. He served in Northern Ireland, Sierra Leone, Iraq and Afghanistan and was told that he had a future in the Army. Indeed, two months ago, he was promoted to WO2.
While he was convalescing following surgery, his wife attended an army wives’ event to discover by chance that he was to be made redundant; he had not been told. Further inquiries revealed that he was to be made redundant 24 days before he qualifies for full pension. He is set to lose £10,000 a year in pension. I am sure that the whole House will join me in wishing him well in his appeal against redundancy.
When he returns to his department this afternoon, will the Minister review the redundancy package and, if necessary, come back to the House and reassure us before we break next week that no soldier who is prepared to put his life on the line in defence of our country will be made redundant in this cheapskate sort of way in order that the Treasury can save what amounts to no more than a few bob in petty cash?
My Lords, I am sorry to disappoint the noble Lord, but we have no plans to review this. When selecting personnel of the Armed Forces for compulsory redundancy, no consideration was given to the proximity of the immediate pension point. I can tell the noble Lord that only 1.2% of those made redundant are close to their immediate pension point. As we reduce the size of the Armed Forces, our priority is to ensure that the services maintain the correct balance of those skills and experience across rank structures that are required to deliver operational capability now and in the future. That is what has determined our redundancy criteria.

To ask Her Majesty’s Government what are the implications of the most recently announced redundancies in the British Army for the United Kingdom’s defence capabilities.
My Lords, the Chief of the General Staff and his team assess that the size and the structure of the Army set out in Future Army 2020 will deliver the level of capability agreed in the October 2010 SDSR and the associated national security strategy. The Army’s element of the Armed Forces redundancy programme is a consequence of the size of the Army being delivered under Future Army 2020 and as such there are no implications for the UK’s defence capabilities.
My Lords:
“There’s never been a better time to be a soldier, to get qualified and have a career”.
That is on the Army website at this minute. It further states that,
“there will be even more opportunities for people who want to enjoy the challenges that come with being a soldier”.
That is a sham. If there were any justice the Government would be prosecuted for issuing a misleading prospectus. The Minister is well regarded in this House, deservedly so, and perhaps he is here with a heavy heart today, but how much longer will the Government go on sacking highly trained, highly skilled, highly motivated soldiers who have been trained at great expense to the taxpayer and have served our country well, and, at the same time, spend an absolute fortune on advertising for, recruiting and training their replacements? It is a total waste of taxpayers’ money and is harming our defence capability.
My Lords, no Government likes making these kinds of redundancies. While reduced recruiting and fewer extensions of service will account for some reductions, a redundancy programme is needed to ensure that the right balance of skills is maintained.

Lords ChamberMy Lords, a year ago next Tuesday, the Prime Minister stood up to address the National Assembly for Wales in Cardiff and said he wanted to record his gratitude to the brave Welsh regiments. He went on to say:
“From the trenches of Northern France to the mountains of South Korea they have fought and died in defence of our nation and our values”.
He concluded by saying,
“I will always be an advocate for this country and everything it has to offer”.
Wales can offer no greater sacrifice than the lives of her young men in defence of our country as we have seen in Afghanistan. With the Prime Minister’s words fresh in my mind—and perhaps more in despair than in hope of an answer—what more could we have done in Wales to protect the Welsh regiments from these government cuts, short of threatening a referendum on independence?
My Lords, I share the noble Lord’s respect for the Welsh regiments. The CGS, supported by his command team, has made very hard choices in deciding where reductions are made to bring the Army size down to 82,000, and the Army has rigorously applied a set of criteria to make these difficult decisions. They were based on capability, recruiting demography both now and in the future, appropriate national representation and solutions that do not undermine regimental principles, established in the last round of changes in 2004. Previous mergers and deletions were also taken into account, to ensure that decisions were seen as fair by as many people as possible.

Lords ChamberThe noble and gallant Lord makes a very important point. I am very much in listening mode today, but it is my understanding that initially the Treasury is sympathetic and that the chiefs will have a great deal of power on their budget.
My Lords, I certainly welcome the Statement, and anything that improves the operational efficiency of the department is to be most welcomed. I well remember when I was a Minister in the department discovering by chance that I had not seen a report meant for my attention. When I asked my officials about it, they were surprised that I knew of it and I subsequently discovered that the Army, Navy, Air Force and the Civil Service were all looking at the report separately rather than collectively, and were going to make separate submissions to me. I thought that that was somewhat inefficient but it was the norm rather than the exception.
What precise steps will the Government put in hand to ensure that the implementation and outcomes of the recommendation of the noble Lord, Lord Levene, are closely monitored? Without monitoring implementation outcomes, the efficiencies that are being sought will simply not be achieved.
My Lords, the noble Lord makes an important point about the monitoring of implementation. I have quite a lot of briefing on that with which I will not tire the House, but I assure him that we will take that very seriously. We want it to succeed; we will monitor it and watch it very closely.

Lords ChamberMy Lords, my noble friend makes a very good point and I am certainly not at all happy to be a Minister in this very difficult financial environment. Honouring the covenant does not necessarily mean having to spend large amounts of money. Ensuring that service personnel, their families and veterans are treated fairly can often be about adapting existing policies where the particular needs of the service community have not previously been taken account of. Many of the commitments in the covenant are being led by other government departments and will not rely on the defence budget.
My noble friend made a very good point about the homeless. We take the issue of former personnel who find themselves without a home very seriously. Research carried out specifically in London shows that the proportion of veterans among the homeless population has fallen dramatically over the last 10 years.
My Lords, I greatly welcome the Statement and look forward to many of its proposals becoming law. I want to ask the Minister about our 5.5 million veterans, many of whom feel that when they take off their uniform Britain forgets them. Can the Minister tell us precisely what benefits veterans will get from the veterans’ card? Further, as there are so many veterans’ charities—doing wonderful work that perhaps we as a country ought to be doing—many veterans do not know where to turn when they are in difficulty. What progress has been made by Veterans UK in its ambition to become the number one point of contact for ex-service men and women who need help?

Lords ChamberMy Lords, like other noble Lords, I associate myself with the remark that the Minister has made concerning those who have given their lives or been injured in the defence of our country. Our thoughts and prayers are with them and their families.
The National Security Council was supposed to be at the heart of our defence strategic planning. On Monday the Government confirmed that they wanted to see a no-fly zone established over Libya, but on Tuesday they confirmed that 11,000 of our service personnel were to be made redundant. If this is the quality of our strategic planning, would it not be better to keep the troops and sack the National Security Council?
Absolutely not, my Lords. We are reshaping our Royal Air Force to be configured for Future Force 2020. It makes sense that we reduce the number of pilots only if we are reducing the number of planes. On the question of a no-fly zone in Libya, no decisions have yet been taken.

Lords ChamberMy Lords, on the point about the drip-drip, my noble friend’s suggestion is excellent and I will take it back to the department. On the extra money post-2015, the Prime Minister is on record as saying that he understands that we will need substantial sums post-2015 to make Vision 2020 work.
My Lords, I think that the Minister has understood the mood of the House perfectly well, and I congratulate him on reminding us before he repeated the Statement of the sacrifices that are being made by British servicemen in defence of our freedom. On our Armed Forces, I have always taken the view that our most valuable assets are not pieces of kit and platforms but our service men and women. The Minister said that the Secretary of State had ordered an inquiry into this debacle. Can he tell the House that there will be a further Statement following the completion of that inquiry?
My Lords, unfortunately I cannot give the noble Lord that assurance. One of these matters is for the Army and one is for the Royal Air Force. They are conducting internal inquiries, and we will make a decision depending on what they come up with. The investigation into the Army leak will report very quickly—within a maximum of two weeks, and, I hope, within a matter of days.

Lords ChamberMy Lords, we will have another defence review in 2015. Of course, the Prime Minister has said that there will need to be real-terms growth in the defence budget in the years beyond the current spending review to make Future Force 2020 affordable.
In a report published last month, the Public Accounts Committee in the other place concluded that the Ministry of Defence had failed to identify core spending priorities. This must have an adverse effect on procurement. When do the Government expect to develop and implement such a strategy?
My Lords, my party was not in government for most of the time with which that report was involved, but I point out that we now have a Permanent Secretary who is proving to be a rigorous accounting officer. She has a very good working relationship with the Secretary of State and the Chief of the Defence Staff and is determined to get on top of the MoD’s financial situation.

Lords ChamberMy Lords, it is far too early to be that specific; the treaties were signed only this afternoon. However, all our weapons will need to be replaced at some point. The Typhoon and the Rafale will need to be replaced. There are huge areas where we can co-operate with the French. We start off with the UAVs.
My Lords, I entirely endorse the comments by my noble friend on the Front Bench that Parliament should be the first body to be told of an important matter such as this, and it is not sufficient for the Minister simply to say that it was trailed by the Prime Minister in the other place yesterday.
However, I certainly welcome the progress that is being made in closer co-operation with our French neighbours. They are our closest neighbour, a good ally and, now that they have rejoined NATO, there is a great opportunity for us to work more closely together. In President Sarkozy we have the first President at the Elysée palace in my lifetime who does not have a problem with the British-American special relationship, and that is good. However, if closer co-operation with our French neighbours is to succeed, three elements are necessary. There must be political buy-in, military buy-in and a buy-in from the defence industries. There will certainly be a political buy-in, and I know that my colleague on the other side, the noble Lord, Lord Lee of Trafford, with whom I was recently at a meeting in Paris, agrees. I am also certain that there will be a buy-in from the defence industries. However, after St Malo, we saw that there was not always buy-in from the military. What steps will be taken to ensure that we get a military buy-in to this progress?
My Lords, a big effort will be made to get a lot more of our troops to learn French, which will be a good start. I meet a lot of French officers, sailors and air men and women in a lot of different ways, and they tend to speak brilliant English. I welcome anything that gets France back closer into NATO. As the noble Lord said, President Sarkozy has been very brave in bringing France back to the centre of NATO and I will encourage anything to see that that continues.
