I certainly agree with my hon. Friend, and I draw his and the council’s attention to the publication, two weeks ago, of the national planning policy framework, which sets out the importance of making sure that all such plans are founded on the principles of sustainable development. Of course, the Government want to encourage every local authority to focus on land of the least environmental quality, and that, of course, includes brownfield sites.
In Newcastle, which is right next to the constituency of the hon. Member for Hexham (Guy Opperman), 99% of empty homes are in private landlords’ hands, so why are the Government increasing from six months to two years the amount of time that a property has to stand empty before the council can issue an order to bring it back into use?
A high proportion of the 280,000 long- term empty homes are indeed in the private sector. That is why we have provided funding to support bringing them back into use for social homes, and a second round of funding where there are clusters of empty homes, which will be helpful in those areas. As for the orders that the hon. Lady referred to, only about 50 homes in the whole country have been subject to that procedure in five years. It is not a very effective measure, but it should be a back-stop, which is why we have put in place a new two-year limit.
Your Homes Newcastle tells me that of the 4,000 properties standing empty across the city, 99% are in the private sector. Private landlords often prefer to let them stand empty rather than let them to local families at lower rates than they have demanded from students. Constituents raise this with me all the time; how do I explain to them why the Government have decided to extend to two years the period before which local authorities can take action?
The system for empty dwellings management orders remains in place and they can be brought into effect after two years, but there has been limited use of them so far. However, there are other incentives and penalties that we believe will be more effective more quickly. There is certainly an incentive for local authorities to work hard to bring empty homes into use because they will get a new homes bonus for that. If the consultation we are carrying out moves ahead in the right direction, the empty homes premium will be a strong incentive for home owners to bring their homes into use rather than paying that premium.

An equality impact assessment on the completion of the working neighbourhoods fund has been carried out and published on the Department’s website.
The Minister’s answer gives me no assurance whatsoever. The working neighbourhoods fund funds a project in my constituency called Newcastle Futures, which has supported more than 6,000 people into work and training since it was set up in 2007. That is 6,000 lives changed for the better. Now Newcastle Futures fears for its future. What assurance can the Minister give that such important projects will continue to support people into work and training?
For every pound going to the richest authority, £4.80 goes to Newcastle. It is for Newcastle to take those decisions. However, I also want to draw the hon. Lady’s attention to last week’s announcement about the formation of the local enterprise partnership, which covers Newcastle and provides the authority with a chance of accessing regeneration funding.
