As we speak, the Marine Management Organisation within Defra is making a full assessment of the scale and volume of both sea-based and non-seaboard patrol and surveillance capability required after we leave the EU. This is the key point for us to focus on. The Ministry of Defence and other agencies are tracking this work, but it is important to remember that fisheries protection is multilayered. It is not just the Royal Navy that enforces protection. The Marine Management Organisation relies on a lot of other systems to do that very thing.

My Lords, I have just flown in from New York, having attended Trafalgar Night on board the “Queen Elizabeth”. It was a most splendid occasion. We entertained the seniors of both the United States Navy and their Marine Corps. They could not have emphasised more their pride in having us as an ally, and everybody in this House can be very proud of the professionalism of all our sailors on board that ship. But when I asked the head of their navy, “Could you remind me how many people you have?”, he said, “363,000”. What was very clear was that they would like us to have greater capability. Do the Government recognise that, to keep this valuable friendship with the Americans, greater capability must be provided by the Government?

My Lords, I am sure that my noble friend will know that the national shipbuilding strategy recognises the need for greater volume in the destroyer and frigate force. The Type 31e will enable us to grow the size of the frigate force.

I greatly respect the noble Lord’s point of view, but I humbly suggest that we should not get too distracted by percentages. We need to look at the threats and make sure that we have the right capabilities to deal with them. That work is ongoing through the modernising defence programme. We continue to have one of the largest defence budgets in the world, and it is growing by £1 billion a year.

My Lords, I have just come back from the conference in Portsmouth with the First Sea Lord yesterday. I have been to many of these and I found it inspiring because, for the first time, with all the younger officers there, the climate of interest in changing the culture and delivering that is dramatically different from what it has been during the last two or three years. It really was something you could capture. The Second Sea Lord, who has the responsibility of delivering the Type 31 ships, has no illusions as to what needs to be done. He made the point, which I totally agree with, that you have to make the best use of the money you have actually got and not just pile more money on top of it. We need more money in practice and perhaps the Minister would be kind enough to ask again because, over and above what is being done—I think they will deliver that on time—the key, as has just been said, is that we need it to enlarge the whole capability of our armed response.

My noble friend speaks with considerable authority on this matter. The modernising defence programme is about making our Armed Forces more capable, against the harder threats that we now face, and it is looking at how best we can use our growing budget to that effect.

My Lords, it has been made clear and is public knowledge that General Mattis has written to our Secretary of State, stating that as much as he is proud of the association with this country over hundreds of years, he has to say quite seriously that at least 2% is good enough for a regional ally, but certainly not as an ongoing partner in the rest the world. The shortages are so great. Do the Government feel that a lack of an ongoing association after the NATO meeting in a week’s time is in the best interests of this country?

My Lords, I hope my noble friend will appreciate that I cannot comment on a leaked letter. What I can say, I hope by way of reassurance, is that the United States has been, is and will remain this country’s closest ally. It is a vital partner in the NATO alliance. I am quite sure that the United States feels exactly the same way about the integral nature of the NATO partnership.

My Lords, the NSCR and the modernising defence programme that flows from it are intended to act a means of implementing the 2015 SDSR. It is the SDSR that we should take as the baseline for the work we are doing because we still believe that many of the headline findings of the SDSR are as valid today as they were then. We can have a sensible discussion about our defence needs but clearly, as the work proceeds, the Ministry of Defence will wish to consult closely with other government departments that have an interest in what we do.

I draw attention to the summary of the national defence strategy of the United States of America, which was released last week. If noble Lords have not seen it, it is by General Mattis. It is an extremely interesting document, down to earth and in spoken English, and I cannot recommend it more highly. I would like to plagiarise it and pinch some of his comments. I had the pleasure of joining the Secretary of State for breakfast last Wednesday, and I came away with the view that he is a man we should support foursquare, and parliamentarians from both Houses who are interested in defence—there are many of them, from all parties—should support him in every way possible. A key relationship for the future will be between Sir Mark, our national security adviser, and the Secretary of State, but I suggest that the fourth strand is the key strand. The last word of the fourth strand talks about strategic needs for the future. A combination of brains and innovation can deal with the first three; much of it is already known. I suggest, however, that the key date we have to consider is that of the next NATO summit which takes place on 11 and 12 July in Brussels. The right outcome to that will go down marvellously with our European friends, our American allies and, most importantly, the Commonwealth. If we walk in with empty words, they will forget us completely. When we walk in—this is the key—we need at least 3% for the future. We must have a greater presence, with many more people in the armed services. That way, when we go in to speak at that summit, the result should be, “The Brits have come back”. Does my noble friend the Minister agree with my last comment?

I am very grateful to my noble friend for his support of this programme of work and for the support that he expressed for my right honourable friend. I can tell the House, having worked with my right honourable friend for a number of weeks now, that he is 110% behind our Armed Forces and will fight very hard to ensure that we have an outcome that is credible, sustainable and affordable, and in which everybody will have confidence. My noble friend is right in that a critical date this year is that of the NATO summit. I am sure that we will arrive at a position where our allies have as much confidence as we do, and it is very important that we work towards that date in our minds.

The noble Lord’s central point is, of course, quite correct. I agree with him that uncertainty in any context can be unsettling and damaging. The Government do not wish to prolong this exercise more than necessary. The review is still ongoing and Ministers will consider the conclusions in due course. Any decisions on whether, when or to what extent the conclusions of the work are made public will be made by Ministers separately.

My Lords, last Thursday in this House there was a defence debate which I had the honour to lead. The Thursday before there was a magnificent debate in the other House, supported by all Members on all sides of the House in a major way. During those debates, it became clear from those in this House and the other place who are much more experienced than me and who conduct themselves magnificently as a duty to the country, that there is grave disquiet among all Members of both Houses. My noble friend Lord Howe, who has great experience in this area and is always totally courteous, must be aware of this huge disquiet. Would he be prepared to ask the powers that be to allow this House to have a full day’s debate on the defence of the realm? The other House debated it for five and a half hours last week. This is a hugely important subject: none of us wants to live to regret not doing our duty.

My Lords, as my noble friend knows, this House returns to the subject of defence at regular intervals, but I will of course convey his request to the usual channels. I, for one, would be more than happy to take part in such a debate. I am of course aware of the disquiet to which he refers; I have been made aware of it across your Lordships’ House over many weeks. However, the exercise that we are doing is very important: it is to make sure that we have Armed Forces that are fit for the future, not the past.

May I be allowed to ask whether that includes breathing time?

My Lords, I am most grateful to have the opportunity to address this crucial subject in your Lordships’ House. In Her Majesty’s Loyal Address on 27 May 2015, the Queen used the word “re-engage”. I tried to find out who put that word in—No. 10, the Foreign Office or the palace? I never nailed it down.

That word says it all. We have been disengaging for years from many countries—and, crucially, from those of the Commonwealth. They are fast coming to the conclusion that we are becoming part of yesterday. We all know that to recover respect and standing is a hard hill to climb.

Early last year I, and others, called for a fully up-to-date SDSR, as it had become more than clear that not only had the world become a vastly more dangerous place but our withdrawal from the European Union—not Europe—added a major global dimension to our needs and responsibilities. Circumstances in 2018 are light years away from those in 2014-15.

As many of us who were involved at the time knew, the 2010 SDSR was, frankly, an unmitigated disaster from which the Ministry of Defence has still not fully recovered. The 2015 review was carried out in a much more professional way, the result of which substantially improved the hardware and kit for our armed services, but the financial resources needed were heavily under- estimated. Ministers are still instructed to keep to the government line—namely, the now famous “2% NATO”, and so on and so on—yet they must be more than aware of the lack of resources leading to the dangerous hollowing out that is taking place daily. This is known not just by our allies—in particular, the United States—but by our potential enemies.

What is most worrying is that our people and their families and, of course, all those involved in our defence industries are only too aware of our known weaknesses, and so increasingly are the public at large via the media in their many forms. Is it therefore a surprise that the quality of those we are trying to recruit is faltering? And worse, some of our best are leaving. I am sure that other noble and noble and gallant Lords will spell out those needs during this short debate.

The men and women who serve and wish to serve in our armed services are by far the key construct, and it is vital that they and their families are fully confident that the necessary resources will unquestionably be available so that not only can they fight to the best of their abilities but they are provided with the finest protection. Of course we accept that we are not trying to emulate our world role as it was in the Churchill days of the Second World War, but in the years to come we must have a fighting force of the necessary strength which will in itself be a deterrent—the finest equipped and the finest trained, led by forward-thinking, innovative leadership that can respond immediately to possible expected threats and, most of all, the unexpected. Our armed services have always played a key role in responding to catastrophic events that take place from time to time throughout the world.

As recently endorsed by our Secretary of State for Defence, the right honourable Gavin Williamson, our Armed Forces should be the “best in the world”. Much needs to be changed if this goal is to be achieved, but many act as though we have all the time in the world—we need it like yesterday.

On Thursday of last week, 11 January, I went to the Commons to observe and listen to the Back-Bench defence debate led by Vernon Coaker, MP, the distinguished former shadow Secretary of State, who made an excellent opening speech and closed with passion. If you have not read it, it is a must. What is more, it is better to watch it live, as Hansard does not do justice to the experience of seeing the body language, the passion, the eloquence and the deep knowledge of the subject among our Members of Parliament. James Gray MP, chairman of the APPG for the Armed Forces, pointed out that in the past, there were five government-called debates on defence every year, and the House was packed.

What was also splendid was the non-partisan participation from all sides of the House, covering the whole of the United Kingdom: Labour, Conservative, SNP, and other MPs from Scotland, Wales and Northern Ireland et cetera. It was also clear that unless the right levels of resources were forthcoming, there was and would be grave disquiet behind the Government Benches. I am sorry to have to have to inform my noble friend the Minister that I would totally share that sentiment.

The debate lasted nearly five hours, and I only wish the public and the media were aware that they have such calibre of MPs trying to do their duty on behalf of the nation for the defence of the realm. They should be truly grateful for their efforts. I am sure my noble friend the Minister would strongly agree that this House, with all its knowledge, experience and wisdom, has the same unquestionable sense of duty.

It is has been known for at least three years that much greater resource was needed to support both present and future defence needs, taking account of course of the increasing roles of cyber, intelligence, technology et cetera. It was hoped much would result from the security review which was started by our National Security Adviser, Sir Mark Sedwill, last June. It consisted of 12 strands, but with only one strand covering the Ministry of Defence.

However, that review has to be fiscally neutral. It does not make sense. Surely, the outcome should be fully costed in order to decide the total resources needed to decide the way forward. I was a founder member of the Joint Committee on the National Security Strategy some 12 years ago, and we all agreed then that the National Security Council should be a key organisation for this country, but that it did not have the right structure to achieve this objective. I am afraid the jury is still out. It should be a strategic body and much more widely represented, with the direct involvement of the Chiefs of Staff with their own strategic input.

Dr Julian Lewis, the chairman of the Defence Select Committee, stated in the Commons debate that in times past, in particular during World War II and later, their strategic views were given direct to both Prime Ministers, Winston Churchill and then Clement Atlee. Sir Mark, as National Security Adviser, must be allowed to be more independent—to have more independence and therefore influence—more like his counterparts in the United States.

We are dangerously running out of time. I personally find most frustrating the length of time it takes for decisions to be made and implemented. If we were on a war footing, much of this bureaucratic baggage would immediately fall away. Many of us in both our Houses wish to see a properly funded foreign service delivering a clear long-term foreign policy, itemising both risks and opportunities. A proper defence review should clearly identify value for money, not just cost, and demonstrate clearly the financial resources needed for both our short-term and long-term needs in cash-flow terms.

As we speak, some £2 billion is most urgently needed just to complete the present programme. As Dr Lewis and many others in both Houses have stressed, and continue to stress, we should unquestionably allocate at least 3% of our GDP—which is still a low percentage in comparison with the past. Many billions would flow back into our own economy through sovereign purchases, and it will unquestionably be of economic benefit. This level of funding would send a powerful signal to our NATO allies and certainly help our negotiations with the European Union.

The First Lord of the Treasury is the Prime Minister, so surely the Treasury does not have the final word. Following her powerful speech at Lancaster House, I would like to think that the very strong views expressed in both Houses will convince the Prime Minister that she has the quality of support which would enable her words to become a reality.

On a different subject, President Trump—I reiterate President Trump, not Trump—released the US national security strategy just before the Christmas break. As usual, television, radio and other media immediately panned it in a most superficial way. Later that afternoon, I discussed the release and the document itself with a very senior officer in the Department of Defense and we both agreed that it was not only a most interesting document but the declaration of a confident country— I stress the word “confident”. It is a country that is further strengthening its already extraordinary economy and which, not surprisingly, puts “America first” but, unlike President Obama who was becoming increasingly isolationist, intends to return to its former world role of defending and protecting western values throughout the world. It is totally understandable that the President considers it only fair that the rest of us share the bill.

Our relationship with the United States through history—our key military ally, our expectation to be major trading partners and our shared culture—is unique. Therefore, I find it extraordinary that the Government, despite the degree of anti-feeling, were not more robust months ago to warmly invite the President of the United States of America to visit the United Kingdom. Historically, this country was famous for its realpolitik; both Germany and France, who are not known lovers of the United States, are more than prepared to use it to the full. Personal views should play no part whatever.

Today, sadly, this country could not release a national security strategy with the same confidence of that of the United States but, with powerful leadership and the support of parliamentarians, that day can come. We will have done our duty.

The Government have not reached the point where they are thinking of doing anything along the lines the noble Lord suggested. I am well aware of the press reports to which he refers. I must emphasise again that they are speculation. Ministers have not had a formal set of options presented to them, and that is the point at which there will be a decision-making process. Until then, I fear that I cannot comment on any speculation.

My Lords, I welcome the Statement, particularly the last words, “deliver the right capabilities”, and the word “ensure”. We may at last have a Defence Secretary who will fight our corner. When we talk about threats, many of those who are much more knowledgeable than me through their days in defence will say that it is the unknown threats that we have to be prepared for. The known threats are much more straightforward; the unknown requires a different capability entirely.

The debate in the Commons last Thursday was one of the finest debates I have come across since I have been in Parliament. If any noble Lord has not read it, you should. This coming Thursday, we will have our own debate, as some noble Lords will be more than aware. When will the Government come to a viewpoint and state the way forward? Will it be in March or April, because time is not on our side?

My Lords, my noble friend is absolutely right that there is no merit in delaying the announcement on this subject longer than we need to, but I am glad that he picked up the tone and tenor of the Statement. The main purpose of the review is to ensure that we have a full suite of national security capabilities, from hard power to soft power, to achieve the security goals, the economic goals—the goals that depend on our national influence around the world—set in the 2015 strategy and in the context of our exit from the European Union.

My Lords, I hope that my speech last night in the debate on the Royal Marines settled many concerns. The idea that the Government are going to abolish the Royal Marines or give up our amphibious capability is, frankly, ridiculous. I hope that I was able to settle that point.

My Lords, the defence of the realm is the number one responsibility of government, yet during the Budget there was not a single word about defence. Does that help morale? Will the Minister also comment on the fact that the retention rate of some of our best people is worsening nearly every week?

My Lords, my noble friend has a deep knowledge of all these matters, in particular on the personnel front. There is no denying that recruitment and retention are currently a challenge, as they always are when the economy is growing and there is a demographic shortage of young people. That is precisely why we have to focus on the things that matter to those thinking of joining the Armed Forces and the offer that we make to them, not only in terms of pay but in modernising the lived experience of service personnel—that is where the covenant comes in—and in the Armed Forces family strategy.

My Lords, I thank the noble Lord, Lord Soley, for initiating this most timely debate. I thought his speech was one of the most brilliant encapsulations of what is necessary today.

I think it is today that the cream of the international one-star military officers are attending a strategic forum held each year by the Royal College of Defence Studies, based in Belgrave Square, where they study for a whole year. I have had the pleasure of being present at these forums several times, and many of these young officers have risen to the very top of their countries’ command structures. For me, the most interesting aspect was that many were prepared to ask the most pointed and radical questions of the three-star and four-star officers addressing them, including His Majesty King Abdullah of Jordan. I can say with great pride that many of these officers have trained at Dartmouth, Sandhurst and Cranwell and have always looked up and respected this country for having one of the world’s finest powerful armed services of the highest moral standing.

The questions are always totally polite but heavily loaded, just like in this House. The NATO 2%, quoted often and sometimes in a rather triumphant manner, seems to include everything but the proverbial “kitchen sink”. To complete the present programme, an extra £2 billion per annum is needed now, and that does not include our expanded role following Brexit.

I have been involved in international business for most of my working life. I bring that up because I think it might possibly help in our deliberations. In the international commercial world, one is up against some of the finest brainpower and the finest in technology every day of the week, and training is at the highest level. In this ever-changing world, though, innovation is crucial. If you do not innovate, you are dead in the water; indeed, you can raise capital to expand and retain your competitive edge only if you allow radical thinking its head and are always reinventing and ditching outdated ideas. Through the ages, and certainly since the Industrial Revolution, this has been the formula that has been the key to improving the lot of humanity worldwide in most fields of endeavour.

I bring these views to your Lordships’ attention because I strongly suggest that they can be applied to the present position of the Armed Forces. My personal view, as I have said before, is that we are at a crossroads and, sadly, we are moving quite fast down the wrong road. Although it is not surprising that most democratic countries reduce their armed forces after major conflict, accompanied by heavy reductions in their budgets, over a period of years inertia sets in, creating a creeping bureaucracy, and in time the senior thinking can easily become wedded more to yesterday than to tomorrow. Further, lack of money causes the three services understandably to protect their own endeavours rather than pull together.

Are we attracting our finest young people today, or are the Armed Forces their third choice because other careers look a lot more attractive? Is the ethos to serve as great as ever?

Most spheres of activity of endeavour of a global nature fall when they go below a critical mass, and then rapidly go into a decline from which it is very difficult to climb back and which damages reputation. Radical thinking, innovation and making the best use of assets, which I illustrated is vital in the commercial world, does not seem to have been sufficiently fast-tracked in the Ministry of Defence. If we went on a war footing tomorrow—or, worse, experienced a military catastrophe—I am sure the transformation would be immediate.

So what should be the way forward? We as a nation are most fortunate in having such a splendid body of people ready to serve our country in such a special way, and we must give them the resources to be powerful enough to have the right deterrent. Both Russia and China, possible adversaries, are steaming ahead of us on many fronts. Together with our key ally, the United States of America, we must be seen to maintain our role as a serious hard power. I hope the Minister will take back the message that further funding is essential now, not tomorrow. Defence of the realm is, after all, our primary responsibility.

My Lords, thank you for allowing me to join in the debate at this time; I realise that I have only four minutes. I asked the noble Earl yesterday why we are having a Bill at all. I understand that there was a time when it was considered unnecessary. As several noble Lords said, if, in effect, the Bill had just been to give help to women joining the armed services, nobody would have been at all surprised, and it would have made a great deal of sense.

We want still to be considered the finest fighting force in the world. In this country, total public support for the armed services covenant is hugely important—and the X factor. They are special. Why? Because the armed services are totally different from any other organisation in this country. The people who join have a special ethos. In this day and age, we increasingly have to look at how we are regarded in other parts of the world. Russia, China or any of the other major countries have a highly trained, professional, full-time military, and that is what we are up against.

The term, “part-time”, has been commented on by many noble and gallant Lords. It is interesting that they are concerned about how the armed services will be considered in years to come. Regardless of Brexit, our friends in Europe—I use the word “friends”—are without doubt very interested that we should continue to be by far the most powerful hard power. Eastern European countries would unquestionably like that. The feeling is exactly the same in Washington. One of our problems in years to come will be that gradually and publicly, somehow or other, the background of the armed services will be considered to have changed.

People keep using the term “being modernised”. In a large number of major companies, including my own in the past, huge numbers of colleagues serve abroad. They are away for weeks at a time, on ships, or whatever. I question the idea that their home life is being interfered with, but it is very important that we have the finest professional armed services in the world. That is what young people want to be part of.

I cannot resist the chance of saying that one of our problems is that we do not have enough money. The armed services are being continually hollowed out. There is plenty of evidence of that. We are told that a number of our best people are leaving the armed services. I would like some detail on exactly the sort of people who are leaving and why. I am not saying that I disagree or do not trust that it is happening, but I want to know who is moving, and into which areas. I have contacts with quite a number of such people and it seems to be lack of morale in the longer term. We need more money, and to pay highly skilled people to do the job.

My final point is that we cannot compare this with the reserves. There are certain elements of the reserves which are tremendous because they have specialised skills, but the idea of saying one can slip into one or the other is not on. If we are to retain the ethos and the standing of our armed services in the world, we have to think so carefully about what we are doing. We may live to regret it for a long time.
