I thank the noble Lord for his support for the Government’s position regarding the boats. On the seizure of Russian assets, I am afraid I am not more aware of the discussions than he will be from having read in the papers about what is going on at a very high level among the international community. I am sure that as soon as there is more to say on the subject, we will be back at the Dispatch Box.

Having listened to the conversation, I think the enthusiasm in your Lordships’ House to support Ukraine in any way that we can is highly commendable. After two and a half years of conflict, there is a now a highly mature system of gifting in kind from the UK to Ukraine based not on—dare I say?—bright ideas of what we think we have that they want but on what they need and what they request. If we simply start gifting everything that we think they want, rather than what they actually ask for, we are in danger of overburdening them with all sorts of kit they know not what to do with.

My noble friend makes an extremely good point. If there is a genuine request from the Ukrainian authorities to provide them with boats, we will absolutely look at it, and we will find the appropriate vehicles.

My Lords, I have not read that article. My right honourable friend James Heappey noted in the other place that it would have been more difficult to bring these people back to the UK had it not been for the support of the Government of Pakistan. We continue to co-operate closely in our efforts to bring out many thousands more, and no one with UK sponsorship has been deported. I am obviously not qualified to comment on other deportations, and I do not recognise the general’s remarks, but I will look into them.

My Lords, I declare my interest as a member of the UK Armed Forces who served in Afghanistan. I recognise my noble friend’s efforts—he understands the challenge. The moral case for why we should support those who supported the UK Armed Forces in Afghanistan is clear to all noble Lords but, like others, I am concerned about the speed with which we are acting. It is urgent that we act faster. Aside from our moral obligation to these people, there is also a practical consideration: every time the UK Armed Forces serve overseas, we absolutely rely on the co-operation of national armed forces and civilians. If we are not seen as a trusted partner, that will make this very difficult in future.

I entirely agree with my noble friend that we have a moral obligation to deliver for these people. As he will be aware, this situation is about making sure that there are flights and accommodation available, and so on. As I said in an earlier answer, we are working at pace; flights arrived last week and will arrive this week. Things are happening fast.

My Lords, I declare an interest as someone who will be hosting a Ukrainian family for consecutive Christmases in our family home with my wife, and they are very welcome. It does, however, raise a medium-term problem: like many Ukrainian families, they came here on a three-year visa, and after 20 months, they are understandably thinking about what comes next. Our Ukrainians are happily settled here, working and contributing to the economy, and, if I am honest, probably do not want to go home, like many. President Zelensky desperately wants them to go home and contribute to the reconstruction of Ukraine. What will the approach of the Government to them be as they come towards the end of their three-year visa?

I commend my noble friend for his generosity in hosting the Ukrainian family and I associate myself with the remarks on how they are needed back in Ukraine—they will be needed when the reconstruction efforts in that country commence. Regarding what the Government are planning for the Ukrainian visa system, I do not have that information to hand but will come back to the House as and when it is available.

My Lords, the Hong Kong Military Service Corps Association has been running this campaign since 2012. Of course, the noble Baroness’s party was part of the Government for part of that time.

On ARAP, we are continuing to support the movement of eligible people out of Afghanistan and into the safety of third countries ahead of onward movement to the UK. That work is ongoing. There are currently just over 1,150 cases in third countries, of which a significant proportion are in Pakistan, being looked after by the British high commission in Islamabad. I very much hope that that fact, and the lack of availability of appropriate housing, are taken into account during the debates on forthcoming Bills.

My Lords, it is right that we should congratulate those who have driven this forward. It is nearly 35 years since my noble friend and I served together in Hong Kong, he as an inspector in the Royal Hong Kong Police and I as an officer in the Queen’s Gurkha Engineers. We served with these volunteers, and I am delighted by today’s news.

To answer the noble Baroness’s question on why this is finally being done today, the drive of my noble friend has pushed it through. The House should congratulate him on making sure that it has happened. I ask my noble friend one further question: how many are we anticipating will apply, and can we ensure that it is done as quickly as possible?

My Lords, Russia is isolated and lacks any meaningful international alliances. If there has been one misstep by President Putin in recent weeks, it is probably blaming, or seeking to blame, NATO aggression. It has unified NATO members. However, NATO is not the only western alliance. There is also the informal military alliance of the Northern Group, which includes non-NATO members such as Sweden and Finland, which I see the Secretary of State for Defence has visited in recent weeks. Can my noble friend update me on what conversations there have been with those countries in trying to deter the Russian threat?

I am afraid that I cannot update my noble friend on that specific question but he is right to point out that NATO is a defensive alliance. Its purpose is to protect member states and every country that joins undertakes to uphold its principles and policies. That includes the commitment that the alliance does not seek confrontation and poses no threat to Russia, as reaffirmed at the Brussels summit.
