My Lords, on targeted sanctions, the oligarchs who make up the inner circle around Putin, and the huge number of people who have property here, have almost invariably made their money by nefarious means—they must have done, because 30 years ago there was no private capital in Russia. Could my noble friend the Minister give us an update on how many oligarchs are having their property—and whatever else—put into suspension so that we can confiscate and use it to rebuild Ukraine?

My Lords, we had a good discussion on morality yesterday. As I said then, and shall say now, I think it is not moral to not do everything you can to prevent people drowning at sea or being delivered into the hands of criminals; I do not find that moral at all. On alternative humanitarian corridors, we have provided resettlement schemes for our Afghan, Ukrainian, Syrian and Hong Kong friends who are fleeing regimes which put them in danger. They are the sorts of things that we are doing. There are safe and legal routes. It is perfectly legitimate to say that we should widen the safe and legal route so that literally anyone can come here, but we have to tailor our hospitality and our refuge to the people who need it most, and that is what we are doing. However, I will not let this go by without thanking the Church for the work it does in supporting those in need.

My Lords, I object to pretty much everything that the noble Lord has just said. Using what happened to the Jews in the 1930s and 1940s as a reason to undermine and criticise the Government for everything really diminishes what the Jews went through, so I hope that this House does not deploy that any further. There are no pseudo crocodile tears from me or my right honourable friend the Home Secretary. It is a very desperate situation, and it is a global problem that requires a global response.

Can my noble friend tell the House whether there is any truth in the extraordinary story that is currently running in the newspapers that the Democratic Administration of President Biden are negotiating with Spain to take Spanish-speaking illegal migrants from central America away from the United States.? Is that true?

The additional safeguards, beyond those in the European arrest warrant framework decision, make clear that a person cannot be surrendered if their fundamental rights are at risk—which might include things such as political views, sexual orientation, race and religion—if extradition would be disproportionate or if they are likely to face long periods of pre-trial detention.

My Lords, the late, lamented European arrest warrant certainly brought benefits in cross-border justice, but there is a presumption that the rule of law is the same in all EU states, which it is not. Could my noble friend look at political interference and corruption in any extradition or asylum case, particularly in the case of Alexander Adamescu, a German national fighting extradition to Romania under some very dubious circumstances?

The noble Lord makes a good point. There were 20,223 fixed penalty notices in England and Wales between the end of March and the middle of October. The most important point that the noble Lord makes is that individual responsibility will be crucial to tackling the virus. Like him, I have seen irresponsible behaviour, and while the healthy ones among us will be okay as a result of it, our grannies and those who are medically vulnerable may not be.

My Lords, I have a high regard for my noble friend, so I hope that she does not take this personally. If restrictions such as the ones we are seeing at the moment are still in place at Christmas, a family of six have their elderly grandmother to Christmas lunch, and the police knock on the door and start fining them, would that be a desirable aspect of the free society in which we have grown up?

We live in unique times. We are asking people to do things that are completely contrary to how this country usually operates. It is amazing that people have complied as much as they have, but it always comes back to the balance between people’s health and the economic devastation that having people confined to their homes will cause.

I say to the noble Baroness that this is key to the success of the police. As I said to the noble Lord, Lord Paddick, the college has reviewed and applied positive action—not positive discrimination but positive action—to the senior national assessment centre and strategic command course for chief officer candidates. However, it also has training in inclusion and diversity at every level now in the police force.

My Lords, I recall the Brixton riots of 1981 and I regret to say that there was then shocking and very real racism evident and open among some—some—of the police officers there. But since then, over the last four decades, huge progress has been made and I suggest that most people would wish to congratulate the Metropolitan Police on that. I am sure my noble friend will agree that discrimination is unacceptable, be it against black, Asian or indeed white people. Will she ensure that recruitment and promotion policies are entirely transparent, so that we can all see that they are fair and non-discriminatory?

I agree with my noble friend on the positive trend of diversity within the police forces. During the lockdown I think that the police have, in the main, behaved incredibly reasonably in engaging with the public. However, on increasing diversity, training at every level will absolutely be given to police officers and that disparity as people get more senior in the police force will be addressed.

I am glad that the noble Lord raises this because we need to see this in the broader context of historical abuse against children, of which there have been 11,346 non-recent allegations; that is a significant number. In total, 4,024 convictions have resulted from this. It has most definitely been something worth pursuing.

My Lords, following the shocking episode of the police being misguided—shall we say?—in their actions, does Her Majesty’s Government have any position on those who used hysteria in the media or online, or indeed used parliamentary privilege, to destroy the reputations of decent public servants alive and dead who are unable to defend themselves?

My Lords, I think it is important to say, as we have said before, that false accusations devastate the lives of those against whom they are meted out, but let us also look at some of the remedies. Carl Beech was sentenced to 18 years in prison. That does not take away from the devastation that has been caused by false allegations, but I go back to the point that there have been thousands upon thousands of non-recent allegations of child sexual abuse, many thousands of the perpetrators of which have now been convicted.

My Lords, the beneficiaries of this should be the people of the UK. It seeks to replicate many of the operational capabilities in the European arrest warrant, while containing safeguards.

My Lords, is it not the case that not all European arrest warrants are the same? A European arrest warrant from France or Germany, with whom we share the same respect for the rule of law, is one thing, but a European arrest warrant from one or two other countries—here I particularly mention Romania—is not the same because often political interference has taken place in the judicial system.

My noble friend makes a very good point about political interference. In fact, that is one of the safeguards within what we are seeking. He is right to make the point that not all EU states are the same.

My Lords, does my noble friend agree that, whatever position one might take on capital punishment, the good people of the United Kingdom will be bemused by the sensibilities being shown at the moment? Any obstruction put in the way of the prosecution of these murdering terrorists by the British Government would not be understood.

I most certainly agree with my noble friend that bringing the perpetrators of such heinous crimes to justice is absolutely paramount. However, I reiterate the Government’s position: we oppose the death penalty in all cases.

It is a sad thing to say, but because there has been a previous attack I think the whole system has operated far more smoothly this time. The noble Baroness is right to point out that any delays could be life-threatening to the people involved. There is a number to ring. I understand that the hospital is the one the Skripals were in, so there is experience of dealing with this. I assume that what the noble Baroness requests is happening and that the whole process will run a lot more smoothly this time.

My Lords, after the Salisbury attack the response of our allies, NATO and the international community was very heartening. Notwithstanding the successful football tournament going on in Russia at the moment, can my noble friend reassure the House that the initial response of our allies, whatever the circumstances of this incident, remains steadfast and determined and shows solidarity with the British people on this?

I can confirm, as my right honourable friend the Home Secretary confirmed this morning, that a number of international engagement opportunities are coming up. Let us not forget that we are at the beginning of an investigation, but of course there will be opportunities for international engagement as time goes forward. I fully expect that our international partners will stand with us this time, as they did last time.

Again, we need to establish the facts of this case. The police have not reached any conclusions; there is an ongoing investigation and clearly any actions against this country by other states will be dealt with in the strongest possible terms.

My Lords, I note what the noble Lord says but, of course, it is not a question simply of the number of cutters and RIBs that we have in the sea. We are heavily reliant on the most effective method of border control: namely, the multiagency, intelligence-led information that we have. We deploy on the back of that intelligence and risk assessment. That is the most effective way of manning certainly our maritime borders.

My Lords, given what the noble Lord, Lord Wallace, has just said, would my noble friend the Minister confirm that it was a very good thing that we did not join the Schengen agreement when it came out, and that there were people in this country who wanted to join Schengen to show up their European credentials?

My Lords, the UK is looking to identify how best we can support Malta at this time. We have not received any requests for UK officers to support the investigation into the murder of Daphne Caruana Galizia. Should a request be received, the Government would of course consider it.

My Lords, the United Kingdom has a very historic relationship with Malta, which is of course a member of the Commonwealth and the EU. After her murder, Ms Galizia’s son said the state in Malta had become “indistinguishable from organised crime”. She was investigating corruption at the highest level, probably involving the Mafia, who may have been the people who killed her. Therefore, could Her Majesty’s Government encourage the involvement of Europol, as it is important for all of Europe that the rule of law is observed, and seen to be observed, throughout the continent?

My noble friend is absolutely right that we have a long-standing and close relationship with Malta. We have offered some initial advice to the Maltese and are considering with them how we can support the investigation in the long term.

My Lords, I have not detected any more of an appetite for national identity cards since the Brexit discussions began. The Government will certainly have to think about identity post Brexit, but that will be the subject of discussions and negotiations.

My Lords, those such as me who used to oppose identity cards have actually changed their minds. Time has moved on and the changes in IT and terrorism are so important. When the world changes, we should change too.

My Lords, as I have just said, the How to Rent guide will be available to every single new tenant. It was produced on 1 October to capture the student tenants to whom the noble Lord referred. The campaigns that have been run have reached literally millions of people.

My Lords, given the myriad sources of information to which she referred, does my noble friend the Minister think that landlords and, indeed, tenants have an individual responsibility to find out this information? Having let a property as a landlord last month, I assure the House that the information was staring me in the face.
