Taxis have been, and almost certainly still are, the trafficking method of choice of abusers and exploiters across the north. I welcome the Secretary of State’s strong words on taxi regulation, and I welcome this very robust statement. May I urge him and his Department to look at every taxi licensing authority across the north and make sure they are doing exactly the right thing?

My hon. Friend makes a very reasonable point, and I am particularly irked by the way in which taxis were used. A point has been made about putting in place new measures, but the regulations are pretty clear and straightforward. What we wanted was to see these regulations used. I wonder if I might answer my hon. Friend’s question in a slightly different way: I think lots of lessons will come out of this, and I will ensure that they are all learned very quickly by authorities that license taxis.

There are two funds, which add up to just a smidgen over £2 billion. The co-operation of the Department of Health, and the move in which local authorities with social services departments will now have an opportunity to influence the local health scene, represent a considerable change of which Joseph Chamberlain would have been proud. This will put local authorities in their rightful place of being able to co-ordinate a vital part of public health provision.

May I ask the Secretary of State how he has dealt with the mess that he inherited from the previous Government around concessionary bus travel, which is so important for communities in North Yorkshire?

It has been a most dreadful experience, with the moves from the districts to the counties. One of the principal problems has been that a number of district authorities put in more money than the Government were actually giving them. At some point, some of that money was passported across to the counties, so that the districts registered a loss. I have tried to help by adopting a broad-brush approach of putting additional money into districts that are faced with a big loss in their spending power, but this is only a provisional assessment, and I will be listening carefully to what local authorities have to say on this issue.

Of course, we will be bringing those regeneration projects closer to the decisions, so I hope that the hon. Lady will have a big say on them. We are kind of hoping that we will be able to involve the private sector so that we are not just moving one amount of public money across to another receiver of such money.

T4. Many of my constituents continue to be concerned that despite the exciting moves to localise planning decisions, developers and councils still will not listen to them. What reassurance can Ministers give to local communities that they are really back in the driving seat?
