I can hardly wait, Mr Speaker. Last week, the Prime Minister’s Holocaust Commission published its recommendations to ensure that the memory of the holocaust is preserved. The Government will commit £50 million to the creation of the national memorial, the learning centre and the endowment fund. My Department will sponsor the new Holocaust Memorial Foundation, which will take forward those recommendations. Its first task will be to undertake an urgent programme to record and preserve the testimony of British holocaust survivors and liberators. It is our collective responsibility to educate future generations about the horrors of the holocaust and never to forget why we need to challenge and combat the forces of hate.
May I associate myself with the Secretary of State’s remarks on the holocaust memorial, which is fundamentally important? Will he confirm that, in 2015-16, Brent’s core funding will be cut by 14% and its revenue support grant by 28%? Will he also confirm that the reason why his Department curiously refers to Brent’s spending power is that it includes £23 million of money that Brent council does not receive and has no power over, and that doing so gives him the singular advantage of allowing him falsely to claim that Brent is being cut by only 1.8%?
We moved over to looking at the spending power of authorities at the urging of the Local Government Association, the Labour party and the local government unit. They considered it to be a fairer way of measuring, and I think that they were right. It is fairer, because it is frankly pointless just to measure the amount of money coming from the Government. It is better to get a rounded position. That is why we have been able to ensure that services have been protected, that the level of satisfaction with local government has never been higher, and that reserves have never been higher.

Commons ChamberWell, as we leave behind the ghost of Stanley Baldwin bequeathed to us by the Labour Front Bench, the figures demonstrate that we are really starting to move. The hon. Gentleman should be rejoicing in the fact that our policies are working.
In the 2005 manifesto, the previous Labour Government pledged that there would be 1 million more home owners. In reality, home ownership fell by more than 250,000. Yet the aspiration of home ownership has returned. According to the Bank of England, mortgages to first-time buyers are at their highest level. Both the Council for Mortgage Lenders and the Halifax report the same. Thanks to the action taken to tackle the deficit, we have kept interest rates down. The number of repossessions is at its lowest level for five years and continues to fall. The Bank of England reports that the number of new mortgage arrears cases is at its lowest quarterly level since its records began.
Will the Secretary of State acknowledge that of the 20 local authorities with the worst repossession record for mortgages, 17 are in London? Although he may not wish to address the problems of London, they are substantial and need his attention.
I have looked most carefully at the figures. It is not a surprise that the number of repossessions is dropping, and that is something about which we should be pleased. Mortgage approvals are at their highest level for six years. The Mortgage Advice Bureau notes that the number of mortgage products available to house buyers has surpassed the 10,000 mark, and cites Government action as the cause.
We are taking action to help those with small deposits. Since April, under the Help to Buy equity loan scheme, there have been more than 20,000 reservations for new build homes, supporting house building and first-time buyers. Over 90% of the 1,200 house builders registered under the scheme are small to medium-sized developers.
The Help to Buy mortgage guarantee scheme has had a further 6,000 applications in the first month, helping hard-working families. The average house price guaranteed under the scheme is just under £160,000.

Surely, that must have stuck in the Secretary of State’s craw just as much as it did in mine.

The hon. Gentleman has a long and distinguished record of supporting localism. What we are doing passes the power to local people. We will ensure that a rigorous auditor is appointed and that there is rotation of auditors so that no cosy relations are built up. Auditors will have a responsibility for public probity and if a member of the public is unhappy about how their council is operating and has reason to believe that what it is doing is financially inappropriate, they will be able to report that directly. In addition to that, we will ensure that the ombudsman’s powers are increased and made legally binding.
The Secretary of State has said that he expects the costs to the public purse to go down as a result of abolition. Will he undertake to publish each year the actual costs of the arrangements with the private sector? Will he also ensure that there is a method whereby constituents can see comparability across the audits conducted for each area?
I am delighted to tell the hon. Gentleman that I can do better than that. We will ensure that all local authorities—and, indeed, my Department—will publish every single item of expenditure over and above £500. Members of the public will have a very clear idea where their money is being spent. That is not in any way meant to replace the auditing function. The cost of the auditing function will be made available to the public. There will be no hiding place for the Government; £50 million a year—at a Conservative estimate, if you’ll pardon the pun—will be saved for the public.
Of course, the main proposals will be in the localism Bill, which we hope to bring before the House this calendar year. We will, of course, also look carefully at planning guidance, but as I am sure that you will appreciate, Mr Speaker, I want to try to tackle the issues together in one go, rather than in a piecemeal way.
