Lords ChamberPerhaps I may come back to what the noble Lord, Lord Browne, said at the end of his speech. Having his amendment in the Bill would bind the Scottish Parliament to its vote for the whole of this exercise. That is the most important part of this whole business. I cannot for the life of me see why the Government cannot accept it.
Before the Minister replies, to qualify what the noble and learned Lord, Lord Cameron of Lochbroom, asked, will the Minister be specific and say whether the empty space could include a tax on Sassenachs who own cottages, a window tax or a land tax?
