As I informed the House a few moments ago, I met BALPA earlier this week. It has come forward with issues about laser pens. There is a bigger problem with laser pens, and much more evidence about the way in which they have been used. It is illegal to shine them in someone’s eyes, and there have been more prosecutions, but I am willing to take further action once we have reached agreement on the best way forward.

Mr Speaker, you may recall that this time last month, I asked the Minister of State, the hon. Member for Scarborough and Whitby (Mr Goodwill), when, after three years of working groups, we would be told what the Government were going to do about the danger of drones to civil aircraft. His answer, you will recall, left us none the wiser.

This week, things became even vaguer when the Minister appeared to say in a written answer that he is not even going to consult on anything until the European Aviation Safety Agency has decided what to do. That is all happening at a time of reports that drones might have hit a civil aircraft, and of drones being banned over London altogether when President Obama was in town. Other countries have already brought in registration schemes and other initiatives, so when are we going to see some clear proposals from the Government, without having to wait for a US President to come to town?

Part of the point was made by the hon. Gentleman in his question when he said, “it might have been”. Governments do not legislate on what might be; they act on what the dangers are. As I have said, we are in discussions with the airline pilots’ union BALPA, as well as the CAA, about the right way to develop this. If the hon. Gentleman is saying that all drones should be banned completely, I should point out that the Labour party never thought about when it was in office.

My hon. Friend has made the case for that road to me on many occasions, not least when I was in Cornwall and he took me around the area that we are talking about. The Government are making funds available through the local road fund for local schemes that support economic growth. It will be up to Cornwall Council to prepare and submit the bid for funding in the normal way, but Cornwall has a very successful history of obtaining funds through that grant, and I wish it well with that scheme.

The UK Airprox Board investigated 23 near misses between aircraft and drones in six months last year. Of those, 12 were deemed to involve a serious risk of collision. The British Airline Pilots Association wants the Government to run tests on what would happen if a drone were sucked into an engine or hit a windscreen, and the Government have had a working group on the matter since 2013. So why is it only this summer that Ministers will say anything? Should we not know by now what tests have already been done, what regulatory and other options are being considered and when Ministers expect any agreed option to be put into practice?

I am more than happy to meet my hon. Friend to discuss this. As I have said, a huge amount of investment is being made available to Highways England. I visited the site with my hon. Friend earlier this year, and it would open up a large area of potential development, which is very important for his constituency.

Over the summer, roads to the channel ports ground to a halt, lorry drivers who were stuck in their cabs needed emergency water to drink, and local businesses were hit as Kent villages near the motorway network were cut off. The Chancellor’s announcement of a new lorry park may be a step in the right direction, but it will not keep the traffic moving of itself and it falls well short of highways management road improvement works that local partners tell me are needed if Kent is going to be protected from similar snarl-ups in future. Does the Secretary of State consider his lorry park “job done”? If not, what else is he going to do before, rather than after, the people of the south-east go through the same thing again?

I do not regard it as “job done” but I regard it as a great step in the right direction to find that level of resources available to solve what was an unacceptable situation for people in Kent last summer. It is definitely a step in the right direction, but I will obviously keep every other option under review.

Motorists will not face any increase in taxes—we have made that fairly clear—but this is one of the issues that VW will have to address in due course.

Is not the reality, though, that Ministers’ statements are leaving motorists and people concerned about air quality none the wiser? Will the Secretary of State clear the air on one point, which is what happened at the EU Technical Committee yesterday? It was not just about setting a timetable for new cars to conform with existing emissions, was it? Did it not also involve an open-ended permission to breach those limits by 50%, and is not that what the UK representative voted for?

What was important yesterday is that we got agreement for real-world emissions testing right across the whole of Europe. That has been objected to in the past. We pressed for it in May, and I am very pleased that we achieved it yesterday. If the hon. Gentleman says that it is not as much as he would like or as fast as he would like, I would say that we have made more progress in six months of this new Conservative Government than was ever made by the previous Government.

This was the week in which Ministers boasted that they were going to cut red tape by replacing the counterpart driving licence with an online system. That is a good objective. The trouble is that the Driver and Vehicle Licensing Agency’s computer system has already crashed under the strain. Motorists who want to hire a car abroad now have to contact the DVLA online and obtain a code in order to access the same information that they would previously have had in their pocket, and if they do not hire the car within three days, they will have to go back to square one because the code will have expired. Mr Speaker, you could not make it up! Cutting red tape? It’s a mess, isn’t it?

The simple fact is that people do not have to do that online; they can phone. There was a problem on the first morning of the new system, but since then it has been operating successfully.

I know that the hon. Gentleman has met the Minister responsible for roads, my hon. Friend the Member for Scarborough and Whitby (Mr Goodwill), to make that point, which has been made to me, too, by other people in Eastbourne. However, there is some controversy, not least because the hon. Member for Lewes (Norman Baker) has a different view on the matter.

Traffic jams cost UK motorists 30 hours each last year and were often made worse by a £10 billion backlog in the road repair programme. As local road maintenance was cut by nearly a sixth between 2010 and 2013, is the Secretary of State surprised that the Chancellor’s announcement yesterday of a pothole challenge competition hardly has many motorists shouting “bingo” today?

I am sorry that the hon. Gentleman makes such a point, because I do not know whether he can get the shadow Chancellor to commit to investments such as those we are putting into this country’s road infrastructure. As I understand it, he is not allowed to make any commitments whatsoever. I am very glad not only that the Chancellor yesterday announced an extra £200 million to invest in our roads but that later today I will announce the allocation of the £140 million that I announced a few weeks ago to all local authorities. I hope that they will use the £140 million along with the £200 million announced yesterday to make significant improvements to our roads.

Indeed it is. The Secretary of State says that the debate is synthetic, but the anger of my constituents and many others at the performance of London Midland in the past year is not synthetic. He has recently dumped the deal with London Midland. The good news is that that provides some pre-concessions to passengers, but it is also said that he has not actioned a break clause in the contract. That could have happened at the end of this year, but it has been extended to 2015. It is also unclear what milestones and review mechanisms will be in place to hold London Midland to its word. Will he clarify whether his measures give London Midland more of a free rein or whether he will introduce a measure that forces it to do what it says it will do?

The Under-Secretary of State for Transport, my hon. Friend the Member for Lewes (Norman Baker), has made a statement on that, in which he also outlined some of the requirements we expect of London Midland. He and I will be watching the performance of that franchise very carefully. It is important that we give passengers the service they rightly expect and demand. We have put in place a number of measures that will cost London Midland considerable money to put into operation, and I expect it to do so.

I am conscious of the time—time moves on when I am continually trying to help colleagues to understand where their policies have gone wrong in the past. We are looking at ways to improve our railway services. As I have said, the Labour party, which is in control in Wales, has kept exactly the same flexibility on rail fares that the UK Government have retained.

In 10 years, the Labour Government electrified only 10 miles of railways; this Government will electrify 850 miles, including the midland main line, for which my hon. Friend the Member for Loughborough (Nicky Morgan), the Whip, who is sitting on the Front Bench, has campaigned so hard.

I am very pleased to hear that my hon. Friend’s station is being improved. I should like to point out that Derby station is being improved as well, but that was agreed some time before I arrived at the Department. On his request for further services to Stafford station, which I know well, I will certainly try to ensure that when the enhanced services are negotiated, Stafford also gets the benefit.

The Secretary of State mentioned the Brown review on more generalised lessons for franchising. Is he aware that some urgent lessons need to be learned and acted on straight away, particularly regarding routes to and from the west coast main line? I refer, of course, to the literally hundreds of train services that have been delayed or subject to cancellation by London Midland. The Secretary of State says that his officials are in daily contact on this. What are they doing? Will the problem be resolved? How did we get to the situation whereby London Midland appears not to have forward planned its driver requirements? What penalties are available to him and his Department?

I thought that it was a utopia under the previous Government and that nothing ever went wrong, but my hon. Friend is right to say that the only time a rail franchise collapsed was under the previous Government. The Opposition seem to have forgotten that today in their attacks on me. I hope that we can learn the lessons and move on and that this will not lead to too long a delay in any of the other franchises.

The west coast main line is obviously important to my constituents in Birmingham, but I am worried about the knock-on effects of this fiasco on other franchises coming up for renewal. I draw the Secretary of State’s attention to London Midland and the countless delays there have already been in the west midlands because of driver shortages. There is no long-term thinking on planning for new stations and ticket office hours are being cut, and that is because it is not looking at the long term. What impact will this fiasco have on trying to give passengers in the west midlands the kind of service they deserve?

I want all taxpayers and passengers to get the kind of service they deserve. There have been some specific cases of cancellations on the line, as the hon. Gentleman has just mentioned. I hope that the company will put that right and train more drivers, which I think it is in the process of doing.
