What the hon. Gentleman should be welcoming, as he always fails to do, is the vast investment that we are seeing on that railway line. He is now complaining about the upgrading of stock in the interim before the new IEP trains come in. I would have thought he would welcome that new service and also welcome the new service into London that will eventually serve Huddersfield.

The Secretary of State and I use the midland main line operated by East Midlands Trains to get to and from our constituencies. The high-speed 125 trains on that line are rapidly approaching the end of their operating life. Will he ensure that, with the new franchise, they are replaced with new rolling stock and not recycled second-hand rolling stock from other lines?

When we come to look at the franchise for the east midlands line, I am sure that is one of the many issues we will take into account. It is worth pointing out that since 2010 we have seen almost 5,000 new carriages for use in the UK’s railway network. That is one of the biggest ever upgrades of our railway stock. Like my hon. Friend, as a regular user of the east midlands line I also hope it will get new rolling stock in due course.

We have made money—£125 million—available to the Welsh Assembly. I have met Edwina Hart to discuss this programme, and I am also in regular contact with my right hon. Friend the Secretary of State for Wales. It is, however, for the Welsh Assembly to come forward with its plans.

I congratulate the Secretary of State on his confirmation that the midland main line will be electrified to Kettering by 2019. Will he assure the House that the lessons learned from the Great Western electrification will be applied to that line so that its electrification can be delivered quickly and efficiently?

The last time a major upgrade was done by the Labour party, it set out as a £2 billion scheme and ended as a £12 billion scheme—and then was, I think, scaled back to a £9 billion scheme. It would be wrong of me, therefore, to say exactly what the future course of action will be until I have Sir Peter Hendy’s report—he starts work today. However, I am committed to seeing the electrification as laid out, and to the 850 miles that we will be putting in place over this period of electrification, as opposed to the 10 miles of electrification that the last Labour Government put in place in their full 13 years.

Will the Secretary of State ensure that the pre-electrification line-speed improvements on the midland main line, which will be hugely welcomed and increase the number of trains out of St Pancras from five to six an hour, will have the knock-on effect of reinstating the half-hourly service northwards from Kettering which was taken away by the last Labour Government?

My hon. Friend has been forceful in that campaign, and I will certainly look at whether those opportunities will arise as a result of what I hope will be the increase in frequency of services between St Pancras and the midlands.

I accept that what passengers had to put up with earlier this year at London Bridge was unacceptable; I do not think anybody would argue with that for one second. I will certainly look at the right hon. Gentleman’s suggestions on how passenger services can be improved, but the refurbishment taking place at London Bridge means that passengers will see a hugely better-built station with more capacity. It will be a great enhancement to passenger services once it is finished, but I accept that some of the delays and the way in which information was given out was absolutely unacceptable, and both Network Rail and we have learned lessons from that incident.

A pause in the electrification project for the midland main line is not good news from my Kettering constituents, especially when the rate of return on the project is greater than that for the Great Western electrification, where all the delays and problems have occurred. What effect will that have, if any, on the timing of the franchise renewal for the midland main line? Given that my right hon. Friend has just told the House that better services can be achieved before electrification, will he do his best to reinstate either before or in the franchise renewal the half-hourly service north from Kettering, which was halved under the previous Labour Government?

I will certainly look at what my hon. Friend asks for and see if it is possible. The extended franchise that I have set out, and which we will look at, for East Midlands Trains is on target, but when we go out for re-franchising there will be an opportunity to look in greater detail at some of the improvements that my hon. Friend has just called for.

I referred at the start of my statement to the seven points being changed at King’s Cross and the amount of work that was being done. The work over the Christmas period amounted to a £200 million investment—by far the biggest investment in the railways over the Christmas period for many years.

Does my right hon. Friend agree that those Labour Members who are hostile to a privatised railway and yearn for a return to public sector railways need to be reminded that Network Rail is a public sector operator? Given that it is in the public sector, will he urgently review its governance structure, because the absurd sub-board of 30 to 50 supposedly independent members seems to be inadequately scrutinising the board of directors and the chief executive?

My hon. Friend makes interesting points that are worthy of a longer debate rather than just a very short answer. The truth is that Network Rail was reclassified last September when it came on to the public books. What I felt then was the most important thing, and still do, is that the work being done as a result of the huge investment that is going in to make the railway both safer and a better system should go on with minimal disruption. The executive board he mentions is not of the size he suggests, and it is a way of trying to involve the general public as well. But the points he makes concern issues I will certainly look at.

I completely agree with the hon. Lady about the prospects for looking across the piece at not only rail but roads, which is indeed one of the things that One North is looking at. I hope that we shall have its interim report by the end of March. It looks not only at what we have set out in relation to HS3, but at other interconnectivities between the northern powerhouse.

The next time my right hon. Friend is on the fast train to his Derbyshire constituency and sails through Kettering station without stopping, would he be kind enough to reflect on the fact that, with improved line speeds and electrification to the Midland main line, it might be possible to reinstate a half-hourly service northward from Kettering, which was lost under the previous Government?

I am very interested in the points my hon. Friend makes, one of which relates to the whole question of capacity on the railways. That is one of the principal reasons for developing HS2. He is right that ultimately that will allow more opportunities to provide more local services, as well as the services he wants for his constituents.

Rail journeys have increased from 750 million to 1.6 billion and jobs on the railway are increasing, yet all Labour can do is start saying that somehow jobs will be cut. More services will be operating on that line than ever before, and that will mean more jobs.

I have two points for the hon. Lady. First, congested traffic causes more air pollution than traffic that is managing to move along. Secondly, the Government are investing over £500 million in ultra-low emission vehicles and encouraging their roll-out. We are also seeing car companies investing substantial sums of money in new technology.

I welcome the completely new money being put into a new junction 10A on the A14 at Kettering and praise the Under-Secretary of State, my hon. Friend the Member for Scarborough and Whitby (Mr Goodwill), for visiting the site. The new junction will unlock millions of pounds of new private sector investment in Kettering. Without that announcement, traffic in Kettering would have been in grave danger of grinding to a complete halt.

As I have said, some of the top fares will be reduced by 10% in May. Moreover, if passengers buy tickets in advance, they can obtain some very good deals.

Will the Secretary of State confirm that he has announced extra investment in our railways, extra services, extra trains, extra seats, and British-built trains for British passengers? Does he share my dismay at the economic illiteracy of Opposition Members, given that this is a good deal for passengers, a good deal for everyone who wants our economy to improve and a good deal for taxpayers, who will receive £3.5 billion back from these companies?

I understand very much the case that the hon. Lady makes for the services in Bolton, and I am keen to see those services improved and increased. As a result of the huge amount of money we are spending on investment in the railway sector, her constituents will get a far better railway in the future than they had under the previous Government.

The Transport Secretary will know that the midland main line runs diesel services through Kettering to his constituency in Derbyshire. He will also know that all too often those services are disrupted because the overhead line south of Bedford, which is used by First Capital Connect and Thameslink services, has gone out of commission. I echo the point about the resilience of the overhead lines. Will the Transport Secretary assure us that Network Rail realises that point and will put more investment into ensuring those lines stay up?

I am very pleased to say that the Government will be electrifying the whole of the line to Sheffield, which has been called for for a very long time. The electrification of our railways—we are committed to electrifying more than 800 miles in the next control period between 2014 and 2019—is very important for the long-term future of the railways in this country.

The hon. Lady says that her constituents rely on the underground, but I have yet to hear any Opposition Member condemn the strike action that is causing suffering to many millions of people in London and surrounding areas. It is all very well calling for extra capacity on the railways and the underground, but if strike action means that people cannot use them, it is ineffective.

I certainly commend Manchester Airports Group for how they have taken over Stansted and I hope that they will continue the public engagement with people from around the area. At the moment, it is estimated that there is room for growth at Stansted without any extra runway capacity. My hon. Friend makes the point about how important airports are for jobs and for giving people opportunities.

Given the crucial role that Network Rail plays in the provision of Britain’s transport infrastructure, not least at the moment through the necessary but highly disruptive work in Kettering in preparation for the welcome electrification of the midland main line, does my right hon. Friend think that it is as efficient as it might be in providing Britain’s railway infrastructure and does he regard its extraordinary and expensive corporate structure as fit for purpose?

As I announced in my statement, Network Rail has been reclassified and is charged with some important projects. My hon. Friend refers to the electrification of the line that serves both his constituency and mine, but I would also point out the big infrastructure jobs that Network Rail has undertaken, such as the closure for six weeks in the summer of Nottingham station and the complete resignalling in that area. That project came in under budget. The projects are very big and, obviously, certain consequences will flow from the changes. It is vital that there is no question but that the huge investment we have committed to Network Rail will be delivered over the next five years.

There is a problem, but we are investing record amounts in the rail industry. Over the next five years, Network Rail will invest some £38 billion in the railway network. Those are very significant investments that are bringing on new rolling stock and better capacity and efficiency to try to help people who are suffering. I do accept, particularly where there is overcrowding, that we need to try to do more to help those consumers.

T2. The electrification of the midland main line through Kettering is extremely welcome, but the immediate consequence for Kettering residents is the complete closure of the Pytchley Road bridge as it is changed to accommodate the new overhead wires. That means that the main access route into Kettering from the south will be completely closed for three months over the Christmas period. Will the Secretary of State ensure that Network Rail completes this job on time by the end of February 2014?

I well understand the concerns raised by my hon. Friend. This is one of the problems when major work is done on the railways. As he may have heard earlier, I travelled in the cab of one of those trains on Monday to see some of the work that is already ongoing in preparation for the electrification of the whole line. There will be some disruption—that is unavoidable. Nottingham station was closed for five weeks over the summer, but the whole job was done on time and it actually came in £5 million below budget.

I want the ticketing review to address several issues. The Minister of State, Department for Transport, my right hon. Friend the Member for Chelmsford (Mr Burns), and I will look at that situation, but I also want passengers to have more clarity about how they can take advantage of some of the cheaper fares that exist.

Will the Secretary of State look at the cost of rail travel per mile? He will know that, compared with other lines, his and my line—the midland main line, which goes through Kettering—is very expensive for rail travel per mile.

My hon. Friend is right to say that I know that line particularly well, and I often ask questions about it to find out what is happening over the whole rail network. However, I should point out to him that cheap deals on that particular line can be found.

I fear that the hon. Gentleman is taking me out of context. What I said was that my main concern is the service to the passenger, which I care very much about and want to see improve. The location of the headquarters will be up to the individual franchisees when they put their case forward, and they may make strong representations.

The Secretary of State and I, and our constituents, use the midland main line. Will he confirm when the franchise is up for renewal, and will he allow prospective bidders to come forward with proposals for new electric trains, instead of the Department insisting that they use recycled trains from other lines?

The date of the new contract for East Midlands will be mid-way through 2017, and a direct-operated tender deal will come to fruition in 2015. I hope my hon. Friend accepts that the fact that electrification of that line is included in next set of Network Rail works shows our commitment to it. I know how important—

Whenever and from wherever construction starts, and whatever configuration High Speed 2 takes, will the Secretary of State ensure that this is a British railway, with the trains built in Britain, the tracks built in Britain, all the equipment coming from British firms, and British workers and British firms building the railway?

I am determined, by the long-term nature of the notice we are giving, that British companies will be able to compete and win the business that will be available, and will go out to tender in the usual way. From what I have seen of British engineering, I believe it is well able to compete with anywhere else in the world.

I am not responsible for the personnel decisions of Virgin trains, but I am sure that the hon. Gentleman will make representations to the company. I hope he welcomes the fact that I have announced today the completion of 106 new Pendolinos and the hourly service to Glasgow, which are substantial improvements in this service for people in Scotland.

May I praise my right hon. Friend for launching these inquiries so soon after he took office? However, while Parliament holds Ministers to account, who holds the Sir Humphreys to account? There is a stink about this process among the permanent secretariat in our civil service. What has happened to the previous permanent secretary in the Department—is he or she still in the civil service? Is the current permanent secretary going to take any responsibility?

My hon. Friend says that Parliament holds Ministers to account. In fact, it is not only Parliament that holds Ministers to account, because that also happens through the Select Committee procedures, on which I will certainly not lecture my hon. Friend, and that applies to permanent secretaries and officials as well. There will undoubtedly be other reports not only by the Transport Committee but by other Select Committees and by the National Audit Office. Various reports will come out on this subject.
