Commons ChamberI am going to do it again. The shadow Chancellor has just said “That was a compliment.”
Let me say to the hon. Member for Eltham (Clive Efford)—who has been present for all the exchanges—that it is not my hon. Friend the Member for Richmond Park who has changed his position on the question of Heathrow, but the right hon. Member for Tooting (Sadiq Khan), who, when he was a transport Minister, said that he was firmly in favour of its expansion. As for the date of the mayoral election, if we had initially wanted to put off the decision until after the election, we would have simply said that there would be no decision for 12 months, and would then have considered it for 12 months. The fact is that we are making progress. It is important that we make more progress by 2030, and that is what we shall do.
No matter how skilfully the Secretary of State tries to pretend otherwise, we all know that this rather grubby little announcement—if I may say so—is all about trying to get the Conservative party and my hon. Friend the Member for Richmond Park (Zac Goldsmith) over next May, and to cross that particular line. This is no way for the Government to make decisions and announcements. They talk about the northern powerhouse as if they really believed in it—which, indeed, I am sure that they do—and the Secretary of State must know that expanding Heathrow is essential for the northern powerhouse, so will he please act in the national interest rather than just making a grubby little announcement to benefit London and our excellent mayoral candidate?
I am glad that my hon. Friend is showing support for the northern powerhouse. It is very important to me and very important to the Government, and we are backing it with huge amounts of investment in electrification and new train services. The two new franchises that were announced last week will have a very beneficial effect on transport connectivity between our major cities in the north. That is vital, as is getting the whole question of future aviation capacity right.

Commons ChamberI want to see an expansion and a widening of services to all our constituents, which is why the Government are supporting record transport investment in this Parliament.
There are swathes of motorway that are under a 50 mph restriction. There is a 20 mile stretch of a 50 mph zone on the M62 and M60, with people working on a very, very small section of that road. Will the Minister tell the Highways Agency that the work should be done for the convenience of the road user and not of the agency?

Commons ChamberA collapsed wall is blocking one lane of an already congested road through the centre of Shipley. That wall is owned by Network Rail. My constituents have been waiting for months for it to be repaired by Network Rail, but it keeps delaying and we now face a further three-month delay before the wall is fixed. Will the Minister get Network Rail to pull its finger out and get that wall repaired straightaway?

Thank you, Mr Speaker. As the Secretary of State knows, I have long lobbied for additional railway services on the east coast line to Shipley and Bradford, so I very much welcome his statement today. Will he confirm exactly how many additional services there will be to Shipley and Bradford, when they will come on track and what can be done to try to speed up the process?
I am very happy to write to my hon. Friend with the exact details of how many extra services there will be. There will be a great increase, with six services overall to Shipley—in 2018-19, I think—as a result of the new intercity express programme trains that will serve the line. I am happy to provide my hon. Friend with more information in due course.

Commons ChamberWhat we have set out to do is match, where we possibly can, the growing passenger capacity with the availability of the railway network. As I have pointed out, a huge amount of new rolling stock is coming on line in the next few years. I therefore hope that we will be able to relieve some of the initial problems that the hon. Lady has mentioned.
I hope the Secretary of State will agree that Northern Rail has some of the worst rolling stock in the country on its lines, and I hope that that is something he will address. I hope he will also agree that the Airedale and Wharfedale lines are some of the most congested on the railway network and that they need additional capacity. What is he doing to provide better and longer trains on those lines?
I think I have just been setting out in the answers we have given the huge amount of investment that we are making in the new rolling stock that are coming on to our railways. I hope my hon. Friend’s frustration will not continue in the longer term.

Commons ChamberAs the hon. Gentleman will know, because he was very much involved when Hitachi won the intercity express programme order, there is a standstill period of an extra 10 days. What I announced along with the Mayor of London this morning was the preferred bidder. That process has to be gone through and it is right that it should be gone through. It all goes to show that Hitachi is investing in the hon. Gentleman’s constituency. I was up there a few weeks ago, and Hitachi has a huge order and is determined to win more, not only in the United Kingdom but across Europe.
The only direct trains from Shipley to King's Cross are at 6.36 and 7.17 in the morning and the only direct train back is at 6.33 in the evening—all at peak times. When the east coast line is refranchised, may we have more direct trains to Shipley and at off-peak times so that my constituents can benefit from lower fares?
As my hon. Friend knows, the invitations to tender for services on the east coast line are being dealt with by the Department. I am sure that the people who monitor these sessions will take on board his recommendation.
