Commons ChamberFollowing the disruption this week, we obviously need to look at and investigate that matter further. I am more than happy to meet my right hon. Friend and the relevant authorities to discuss what solutions there may be should it happen again in the future.
Local councils and parties up and down the east coast from Aberdeen and Edinburgh to London have come together in the Consortium of East Coast Main Line Authorities with a plan for comprehensive improvements to infrastructure and trains on the east coast main line. Will the Secretary of State look at those proposals? Does he accept that improvements to the east coast main line are an essential complement to High Speed 2, not an alternative?
I am certainly happy to look at the proposals. We are making huge progress with the IEP trains—we are making a dramatic increase in investment on that line—but I am always willing to look at reasonable proposals to improve services for our constituents.

Commons ChamberThere is a recommendation on the Crewe hub and I have not made a full decision on it yet. A consultation is going on about the Y section from Birmingham to Manchester and Birmingham to Leeds. It is important I do that properly, which is exactly what I will do.
The recommendation for the line to reach Crewe by 2026 is welcome, but does it allow for any possibility of the other sections of HS2 further north being completed earlier—and if not, why not? How does the Higgins study impact on the study being carried out by the UK and Scottish Governments to ensure that the benefits of HS2 reach Scotland as soon as possible?
The extension to Crewe will have a positive impact on Scotland. As I have said, trains will be able to continue running on, and the fact that they will go further up will have a positive benefit. That should reassure the hon. Gentleman.

I join my hon. Friend in saying that a number of people—and not only the ones he mentioned —have shown great stoicism in trying to make sure that services are provided, be they Network Rail staff, local authorities, the Environment Agency or the emergency services. A plethora of people have done fantastic work, and not just last night, which was when his constituency and his area of Shropshire were directly affected. Since Christmas a huge amount of work has been done by these emergency services, which have shown themselves to be right up to the task.
The incident at Dawlish highlights the problems that occur when no alternative rail route is available, and some of the disruption of the lines from England to Scotland in recent years has been exacerbated because of a lack of alternatives or because the available alternatives were not put into effect quickly. Clearly, one cannot build alternatives to cover every situation that might arise, but will the work on resilience—the word the Secretary of State is talking about—examine the possibility of making sure that it is much easier to use alternative routes when disruption occurs? Will there be an examination of the case for reopening currently closed lines to ensure that decent alternative routes are available?
Obviously, that is one thing we have got to look at in the long term. I am pleased to have been able to announce the reopening of several stations. There has been a huge change in the way people look at the rail service; they want a good reliable rail service, and that is important. We are seeing more people using the railways now than we have for a long time. In the past 20 years, the number of passengers has gone from 750 million to 1.5 billion, and there has also been a huge increase in freight on the railways, which we all welcome.

Commons ChamberFollowing my meeting with my hon. Friend and my hon. Friends the Members for Stroud (Neil Carmichael), for Gloucester (Richard Graham) and for Tewkesbury (Mr Robertson), I am pleased that he is moving in the right direction with that consensus, and I will certainly work with him to see whether we can get the long-term answer that he desires.
Tragically, it is not just in London that cyclists have been killed in accidents involving HGVs; there were two cases not so long ago in Edinburgh. Will the Minister ensure that his focus is not just concentrated on London, but looks at what can be done across the country, particularly in Scotland, where although spending is devolved, such legislation is still a reserved matter? Will he ensure that he works with the Scottish Government to ensure a similar focus on preventing the deaths of cyclists caused by HGVs?

Commons ChamberI will of course look at that important issue, as my right hon. Friend asks. Her constituency is very much affected by the entire road network around that area, and by the rail and airport expansion, so I will look seriously at the point she raises.
On the Network Rail statement, given the way in which responsibilities for rail services in Scotland are divided between the Scottish and UK Governments, how will responsibility for the net debt of £30 billion or its servicing be divided between those Governments?

Commons ChamberI announced last October the work that was already being commissioned by HS2 to take the link up to Scotland, and I am more than happy to have discussions with Scottish Ministers and the Scottish Government about that.
I suspect that even the Scottish National party does not expect the line to reach the constituency of the hon. Member for Na h-Eileanan an Iar (Mr MacNeil) any time soon, but I hope it will reach my constituency.
I would like to believe that it will not be next century and that my constituents will be able to benefit from the line as well. Clearly, they will benefit from faster services in so far as they can use the line further south, but we need to see work being done now and commitments made now to ensure that the further additions from HS2 do not start happening only in 2033.
The hon. Gentleman makes a fair point. As I announced last October, I have asked HS2 to start doing the work on that, and I hope to be in a position to say more about it in due course. I cannot give him a specific date at this stage because there are some very big issues to address.
I was saying that HS2 will bring about two thirds of the people in the north of England within two hours of London. Its purpose is not merely to keep pace with our competitors, although it is worth pointing out that Italy will soon have 926 miles of high-speed rail, whereas we have just 67 miles.

Commons ChamberThat is not the case—Directly Operated Railways is not a company in its own right; it is a company owned by the Department for Transport. We will certainly be able to see how the companies are doing. The process will be open. I have already seen reports, although I have not had it confirmed, that Virgin will put in a bid for the east coast main line, and a lot of people were very happy with the service they received on the west coast main line.
On that very point, given that Directly Operated Railways is owned by the Department for Transport, surely the Secretary of State could instruct Directly Operated Railways to put in a public sector comparative bid so that we can judge who will provide best value for money and best value for the customers.
I would just point out to the hon. Gentleman, who has been in the House some time, that he was very happy to support a Government whose Secretary of State said:
“I do not believe that it would be in the public interest for us to have a nationalised train operating company indefinitely”. —[Official Report, House of Lords, 1 July 2009; Vol. 712, c. 232.]

Commons ChamberI am determined, by the long-term nature of the notice we are giving, that British companies will be able to compete and win the business that will be available, and will go out to tender in the usual way. From what I have seen of British engineering, I believe it is well able to compete with anywhere else in the world.
The publication today states that the Government have been working productively with the Scottish Government on this issue for two years, yet after two years the only firm commitment we have is for a further study into high-speed rail to Scotland, followed by identification of a remit for further work. That does not sound like very high-speed decision making to me. Why will the Government not commit themselves now to extending high-speed rail to Scotland, and start preparing the route now to make sure it actually happens?
I gently say to the hon. Gentleman, because he is bringing a chord of disharmony into what so far has been a fairly harmonious occasion, that we have made more progress on high-speed rail in two years than the previous Government did in 13.

Commons ChamberI am pleased that my hon. Friend welcomes the transparency that I have demonstrated today. I hope I do not have to do it too often.
Edinburgh is served by both the west coast main line and the east coast main line services, and between the two there have been three occasions in recent years when the franchise process has gone wrong. Given that the Government will have to sort out the franchise system, not just for the west coast main line, would it not make sense now to decide to keep services on the east coast main line operated by the current operator and allow it to get the benefits of closer co-operation with Network Rail, rather than force it to go through a franchise process again?
The hon. Gentleman is jumping to too many conclusions at the start. When the previous Government brought in Directly Operated Railways to run the east coast main line, they made it very clear that they would want to move to a franchise process and re-let the franchise, and that is certainly the position that this Government take.

Commons ChamberA number of opportunities will become available as a result of HS2. We expect there to be 9,000 jobs during construction and 1,500 permanent operational jobs, as well as a huge amount of regeneration in the areas served by HS2.
HS2 is important to Scotland as well as those places south of the border mentioned by the Secretary of State. Will he update us on what discussions he has had with the Scottish Government on the plans for HS2 to provide benefits to Scotland as well?
I am due to meet Scottish Ministers in the not-too-distant future, and I have had one phone conversation with the First Minister. Last week I announced that we will undertake a study to take HS2 further north into Scotland.

Commons ChamberI had better be a bit careful, or we might get into a bidding auction. There are a number of places to which people want extra services. That shows that the railways are now held in high esteem by all, and it is very much my intention to try to provide the services that people wish for.
It will be some years before we know the identity of the long-term operator of the west coast main line. How can anyone have any confidence in the bids for the east coast main line franchise when we have no idea of the long-term plans of the long-term operator of its main competitor on the west coast? Is not that why we should keep the east coast main line directly operated for a good few years—preferably indefinitely?
That is not what the last Secretary of State who sat in the Cabinet for the Labour party said, and it is not what I want to happen.

Commons ChamberI am grateful to my hon. Friend. I intend to come to that point later in my speech, as he can well imagine.
It is a great privilege to serve as a Secretary of State in this Government, and it is a task that I am incredibly proud to perform. I should like to take this opportunity to pay tribute to the diligence and skill of my predecessor, my right hon. Friend the Member for Putney (Justine Greening). She gave the go-ahead for the high-speed rail link—a new national rail network that will be crucial for keeping Britain moving and vital for growing our economy.
As a regular rail user myself, I know how concerned people are about rail fares. That is a fact that I fully understand and take seriously, but to do justice to this debate, it is vital to grasp the wider challenges that the Government face if we are to make our railways more efficient, more effective and more affordable. From day one in office, our priority has been to tackle the fiscal deficit that we inherited, and to put in place measures to rebalance our economy, get people back to work and boost growth.
The railways have, and will continue to have, a crucial role to play in that process. Not only do they provide the arteries through which the lifeblood of commerce flows, connecting key cities and markets, and linking communities with jobs but they receive a significant amount of funding from the state—more than £3 billion a year. It was absolutely clear when the coalition came to power in 2010 that the level of taxpayer and fare payer support for the railways had soared under the last Government, yet passengers had seen little reward for that investment. In short, the railways were providing poor value for money. We did not inherit just a budget deficit; we also inherited an infrastructure deficit—one that, left unaddressed, would mean a long-term drag on our economy. This infrastructure deficit was particularly acute on the railways.
The Secretary of State mentioned that he was a regular rail user—I presume on the west coast main line, with which he will be familiar in any event. He said that the money invested by the last Labour Government did not lead to any obvious benefits for passengers. How does he think the investment in the west coast main line was paid for?
I am talking about the overall structure. My train service is East Midlands Trains, not the west coast main line. I look forward to gaining more knowledge of many more railway lines in due course.
