Of course I will work with my hon. Friend. He referred to one part of the managed motorway scheme that was delivered on time and on budget. Another part is about to start, which I hope is delivered on time and on budget, with as little disruption as possible. As a member of the Transport Committee, the way my hon. Friend has addressed the importance of transport infrastructure shows that he understands what is needed in his area for the economy to prosper.

I join right hon. and hon. Friends from West Sussex in welcoming today’s announcement about £350 million to upgrade the A27. That will enhance the whole county economy and reverse the cancellation of some of the plans by the previous Labour Government. I thank the Secretary of State for upgrades that have already been delivered to the A23. Will he consider resurfacing parts of the M23 to reduce the impact of noise on constituents in neighbourhoods in Crawley that border that part of the motorway?

A sizeable amount of money has been made available in the next road investment programme for resurfacing roads—it has been estimated that we will be able to resurface something like 80%—and I will obviously look at my hon. Friend’s representations.

I understand what the hon. Lady says. As I said just before this statement, I have had a meeting with all the coach operators, and they have agreed to put on extra services. Those services are available and a lot more are being laid on. They are seeing a rise in patronage, and their prices are very competitive indeed.

I welcome the additional support the Government are giving for extra flights between London Gatwick and Newquay Cornwall airports. I also welcome the fact that, since 2010, £11.7 million has been spent on the Upper River Mole protection scheme, which has certainly helped my constituency over the past couple of months. Last night, there were some concerns that groundwater levels in this unprecedented weather were causing some disruption to the London to Brighton main rail line. Will my right hon. Friend assure me that the Department for Transport will work on the important interchange between Gatwick airport and the rail route coming into London?

I can assure my hon. Friend that we are keeping a close eye, both with Network Rail and all the other services involved, on water levels. As I said earlier in my statement, the levels are considerably higher than they have been for some time. The point that he makes about Brighton and the line from Gatwick to Brighton is an important one. We are monitoring that closely.

I am sorry that the hon. Gentleman seems to be having second thoughts. The mayor of Liverpool is certainly not having second thoughts and is a big supporter of the project. The truth is that once the high-speed line goes to Manchester, it will then go on to Liverpool. That will be very important for Liverpool, but it will also get the benefits from phase 1. Parts of Kent that are not served by the line benefit from the capacity and the trains.

T5. I am extremely grateful to have got here, having been stuck outside Clapham Junction station. May I seek assurances from the Department that it will work closely with major transport infrastructure such as Gatwick airport and those who operate the M23 and the London to Brighton rail line to ensure that there is winter preparedness?

I very much welcome my right hon. Friend’s statement. Thameslink and Southern Railway recently announced new rolling stock to operate from the four stations within my constituency. Can he assure me that the changes to rail franchising announced today will not affect the delivery of that rolling stock?

It certainly should not affect the delivery of the new trains. I know of no reason why it should and if I am wrong, I will obviously write to my hon. Friend.

As I said earlier, some of my discussions with various bodies have been curtailed until the route is announced, but those conversations should start in earnest as a result of today’s announcement.

I commend my right hon. Friend for his statement. He is right about how important connectivity with the London hub airport will be when the issue of the hub is determined. Will cognisance also be taken, however, of the importance of linkage with major international gateways to the south of London, such as Gatwick airport and the Gatwick Express?

My hon. Friend is right. We cannot look at these things singly, but must consider how they impact not only on Heathrow airport but on other airports and availability to constituents who wish to use those services.

I am not accusing the noble Lord of misleading anybody; I am informing the House of what he did as Secretary of State. He may have wished his changes to last longer, but they did not and were solely for that one year. Indeed, when the 5% flexibility was introduced in 2004 it led to some increases of 11% under the previous Labour Government in 2009 alone. That flexibility was suspended for one year—an election year.

However, that is not Labour policy now. How do we know? Well, let us look at Wales where this year under the Labour devolved Administration fares went up by RPI plus 1%, with flexibility of 5%.

My right hon. Friend is right. Labour says it has changed its policy on fare flexibility, but in Wales, where it is in charge of the devolved Administration, it has agreed flexibility of up to 5% on train fares.

Indeed; I am grateful to my hon. Friend. I hope no Welsh Labour MPs support the motion tabled by the shadow Secretary of State. If they do, not only will they back up my argument that we are having a synthetic debate introduced by an Opposition who have synthetic policies on transport costs, but they will not mean what they say. When Labour is in a position to change the rules, it does not do so. In Wales, it has accepted the flexibility it believes it needs to provide a proper service; the Labour Government in Wales have acted in exactly the same way as the UK Government.
