One of the measures that we seek to take through the five-year AMP process is to get water companies to look 25 years ahead at their water demands. There is a need for new reservoirs. One could well be built in the upper reaches of the Thames, and I recently visited an existing reservoir in East Anglia that had been increased in size. This all has to be taken into account, particularly in determining how we encourage water companies to move water from one area to another to reflect demand.

My Lords, when Carsington reservoir opened in 1992, it initially met with great opposition, but it is now very much part of the landscape. It is well used and a great provider of natural resources for the people in the Midlands.

My Lords, we are. We want to encourage local food chains to operate more effectively; it is of course much healthier for the environment and the quality of the food is better. We want to disrupt highly centralised food chains where we can. We also want to make sure that we are encouraging as stable a food chain system as we can, because we rely on the just-in-time measures to get food from the field to the plate.

My Lords, we are seeing a rise in the number of farm shops up and down the country, but what is the department doing to ensure that large supermarkets sell British products?

The best pressure on supermarkets does not necessarily come from finger-wagging of the Government or measures from Ministers but from the customer. We must encourage people to shop locally; for example, if they are concerned about the effects of their diet on climate change, eating grass-fed, locally produced meat means they are probably doing more to help the environment than when buying products that have been brought from the other side of the world, under circumstances that are much below our standards in this country.

I was disappointed by the response of the Ramblers Association, an organisation for which I have a great regard. As set out in a Written Ministerial Statement of 2 December:

“We will also continue to pay for heritage, access and engagement through our existing schemes and we will consider how to maintain investment in these areas as part of future schemes.”—[Official Report, Commons, 2/12/21; col. 437WS.]


What we were talking about was the sustainable farming incentive, which is only one of three schemes. Of course, there are many other examples, such as the £500 million nature for climate fund and the £124 million announced for the net-zero community forests. I could go on, but I would incur the wrath of the House if I did.

My Lords, the Minister has just raised a number of schemes available to the public. I welcome the Government’s general direction but will my noble friend be careful to ensure that they do not overcomplicate those schemes and make them too complicated for people to have access to them?

My noble friend is absolutely right. One reason why we have done this iterative process, with tests and trials and piloting these different schemes, is because we want to make sure that they are brought in in as effective a way as possible. We have already reduced, with the sustainable farming incentive, the amount of guidance to make it as simple and clear as possible. Farmers should not be paying land agents huge amounts of money to do those schemes; they can do it themselves.

The withdrawal agreement and the political declaration on a future economic partnership set out the Prime Minister’s and the Government’s approach to trying to deal with issues relating to the Northern Ireland border, and I am sure that we have many days of discussion on those matters to look forward to.

Can my hon. Friend assure me that we will not be replacing one set of bureaucrats with another set of bureaucrats? How can we ensure that the right sort of assistance goes to the less favoured areas that are so important to our countryside?

My right hon. Friend makes a good point, but I can tell him that the Bill has important provisions that will enable us to strike down and improve some retained EU law, particularly in relation to the burden of administration. We are absolutely clear that we want a totally different culture in how we regulate farmers in the future. The Bill also enables us to target support at farmers who are delivering public goods, including those in severely disadvantaged areas.

Will the Secretary of State ensure that lessons are learned from last winter’s disruption to water supplies for many communities? One of the great problems last year was the inability of the water companies to communicate to local residents what was actually happening. Will the Secretary of State ensure that those lessons are learned, and that that is not repeated should such a circumstance happen this year?

My right hon. Friend makes a very important point. Earlier this year, the Minister responsible had two roundtables with water companies to make sure that appropriate lessons were learned. In particular, Members of this House from across the divide made it clear that Thames Water in particular needed to pull its socks up.

The Chair of the Select Committee on Health and Social Care makes an absolutely important point. I have had the opportunity to talk to Dame Sally Davies, who has written a brilliant short book about the vital importance of dealing with antimicrobial resistance. I should also pay tribute to Lord O’Neill, who led work under Prime Minister David Cameron on this. My hon. Friend is absolutely right to say that the Bill contains provisions to provide support and payments to farmers who take the appropriate animal health and welfare measures to ensure that we can fight the overuse of antibiotics, which is both a threat to human and animal health, and an environmental danger.

May I go back to the point made by my right hon. Friend the Member for Wokingham (John Redwood) about schedule 3, which gives specific powers to Wales? Is the Secretary of State telling the House that those specific powers are available to England as well?

I am grateful for the opportunity to speak in this debate. May I begin by endorsing what the Secretary of State said about my hon. Friend the Minister for Agriculture, Fisheries and Food, who is widely respected and has overseen this subject during our five years in government? I realise that for him and for the Secretary of State, withdrawal from the European community will give them the power so importantly contained in the Bill, which frees us from the common agricultural policy. Although I personally thought that we should remain in the European Union, I well understand the desire in the agricultural industry to put the Bill on the statute book and to see how the future will be laid out.

It is worth bearing in mind the reason why our countryside is so attractive and visited by many people, particularly in my constituency and the Peak district: it has been farmed and looked after by our farmers for generations. I hope that the Minister of State can speak in his winding-up speech about the importance that we place on food production. Some of the less favoured areas in my constituency cannot be easily farmed without some form of support. That is very important indeed, and I wonder why we have not copied what is available in schedule 3 to Wales so that it is available to England.

Replacing the current system, which pays farmers according to the total land farmed, rather than a specific public benefit, is very important indeed. At the present moment in time, the top 10% of recipients receive almost 50% of payments, while the bottom 20% receive just 2%, which does not reflect the farming or agricultural good provided by many smallholdings and small farms in the uplands. I very much want that to be encouraged.

A lot has changed in agriculture over the past few years. I remember thinking that the foot-and-mouth crisis would be a big problem for me, as I had a large agricultural constituency. In fact, it was the tourism industry, which is important in the Derbyshire dales, that suffered the most. A third of total farm business comes from farm diversification. Rural tourism provides £90 billion a year to the UK economy. There are opportunities, and we need to support our farms.

The Bill has been welcomed by a number of organisations, but I hope that we do not somehow replace a Brussels bureaucracy with a bureaucracy that is even more constraining for farmers and the way they farm. I am pretty sure that the Secretary of State would not want that. However, I fear that some of the bodies that he works with and some of the Government bodies responsible for countryside issues may take a different view, so I look forward to his ensuring that there is an iron rod to tackle how regulations are imposed on agriculture, so that we let British farmers get on with farming.

I truly hope that if SNP MPs are listening to the industry, they will introduce a schedule to the Bill as it progresses.

The north-east of Scotland is a traditional area of agriculture, with high organic matter. Leaving the EU is a massive change, but it is also a huge opportunity. I welcome the fact that the Bill addresses retiring farmers, something I am not planning to do for a long time. It is disappointing that the Scottish Government’s right to buy has undermined the rented market in Scotland and young entrants are not getting in because there is no access. Yet again, the Scottish Government are neglecting the farming community. I hope that the Bill will encourage new entrants. I applaud my right hon. Friend the Member for Newbury (Richard Benyon), who is no longer in his place, for his recognition of young farmers.

I would like to highlight the 2016 ADAS consultation on public money for public goods. It raised a few issues of which we have to be very conscious. It recognised that Brexit is an opportunity to address these issues. It defined public goods as consumed by society as a whole, not necessarily by individual consumers. It draws a contrast between food and energy as private goods. If we create a differential, an environmental or standards cost, ADAS recognised that this could risk the competitiveness of UK producers. I would therefore like clarity from the Minister on who compensates or buys the public good when we set higher standards. It is not that I want to drop standards; I just want to understand who compensates farmers.

ADAS was very clear that moving to public money for public goods would be radical and would need testing. I welcome the fact that there is a transition period, because we have to check its efficacy during adoption. Modern productive agriculture does not have to undermine the environment; it goes hand-in-hand with the environment. Many Members have reminded us that every acre of this island and this Union has been created and shaped by agriculture in some way.

The good farmers of Gordon stand ready, with the opportunity of Brexit when we negotiate our free trade deals, to grow more malting barley for export to the rest of the world. The Bill must accommodate productive farming. I echo the words of my hon. Friend the Member for St Ives (Derek Thomas). We need access to labour for our factories, our abattoirs, our fish processing factories and our food factories. That is very important. I want to see the back of one-size-fits-all EU interference. I want to see the UK internal market protected. Most of all, I want to see a Scottish schedule in the Bill.

I recognise that this is a challenge, and that is why the Government are addressing it so clearly. The clean air strategy has come out, and the issue that UNICEF refers to is particulate matter. Under current EU rules, we are not in any way breaching the levels set out, but we have recognised that we have to take action. Some 40% of particulate matter comes from domestic burning, which is why we will be consulting on measures later this summer.

The future of food production has to be at the heart of DEFRA’s work. That is why I am very pleased that, in conversations I have been having over the past two weeks with our lead non-executive director, Henry Dimbleby, he says he is drawing up plans to envisage how a food strategy can operate across Government. I look forward to updating colleagues on the progress of that work.

I very much welcome the appointment of Julian Glover to do a review of national parks. Will my right hon. Friend say when he expects that review to report? Does he agree that it is very important that national parks are not held back to become museums, but become thriving places for people to invest and develop houses in the right places?

I am grateful for my right hon. Friend’s comments. He is absolutely right; Julian Glover is an outstanding individual who I know will conduct a superb piece of work, which we expect to publish in the latter half of next year. My right hon. Friend is also right to say that the reason our national parks are so successful is that they are not museums; they are active, working places, and individuals make sure that they are places of beauty that draw so many visitors, but are also places of food production and economic activity.

I am sure that the hon. Lady will be aware that the possibility of moving out of London has been considered. The joint Commission that was set up through both Houses looked at that matter and dismissed it as a proposal. The sponsor body and the delivery authority will have responsibility for making sure that the costs of the project are kept to a minimum while delivering a prestigious project on a world heritage building.

Is that not exactly the point? This is a world heritage building and if it was in the ownership of any individual, the state would require them to keep it up to a certain standard. That is exactly what we have to do as the owners of this building.

We have already seen formidable action to embrace the opportunities that a deposit return scheme would provide and to ensure that we deal with the environmental damage the hon. Lady mentioned. I should take this opportunity to say that it is not just the Treasury that recognises the importance of acting, but our colleagues in the Scottish and Welsh Governments, with whom we have had collaborative successful discussions as well.

That is a good try, but the hon. Gentleman knows that the stark contrast between the constructive approach of the Labour Administration in Cardiff and the obstructive approach of the nationalist Administration in Holyrood does not redound to the credit of the Scottish National party. The truth is that the SNP has only one policy, which is separation. Everything else is tactics and they are prepared to throw Scottish farmers under the bus—[Interruption]—or, indeed, the bandwagon in their desperate desire to elevate the destruction of the United Kingdom above the creation of wealth for the people of Scotland.

The Department is currently recruiting Secretary of State-appointed members for five national parks, including the Peak District. The full criteria have been published as part of the recruitment process. In 2018, these include a commitment to the statutory purpose of the national parks, an understanding of farming or environmental land management, an ability to champion national parks and an ability to provide advice and challenge.

National parks play an important role in protecting our areas of outstanding natural beauty, but they are excluded from any of the Government housing targets. That means ever-increasing house prices in those areas. Will any future appointments have this as part of their criteria, to ensure that we see some limited development in every village?

One of the criteria involves providing advice and challenge. It is important that we continue to build new homes right across the country, but we need to balance that with maintaining the protection of our most beautiful landscapes. My right hon. Friend might be aware that there is to be a national parks review, and I will certainly draw his concerns to the reviewer’s attention.

Is my hon. Friend aware that in Ashbourne over the past four days, tens of thousands of plastic bottles of water have been handed out by Severn Trent because of its failure to reconnect the water supply? At the moment, the compensation level is £30 a day, which is woefully inadequate. Will she look at the specific case surrounding Ashbourne?

As I announced to the House the other day, I have asked Ofwat to undertake a review. I have also encouraged water companies to improve the compensation that they could discretionally offer. I expect that Severn Trent is already responding to the call from my right hon. Friend.

6. What estimate the Electoral Commission has made of its annual spending on compliance measures for political parties.

The Electoral Commission has a statutory duty to monitor the political finance rules and take all reasonable steps to secure compliance with them. The amount of money spent on compliance measures fluctuates and tends to intensify around electoral events. The full range of this activity includes creating comprehensive guidance for parties, campaigners and candidates; engaging with parties directly; monitoring campaign activity; checking and publishing financial returns from parties; and the enforcement of the rules. In the 2017-18 financial year, the commission’s budget for its political finance and regulation directorate is £2.66 million.

I am grateful to the hon. Lady for that answer. Will she make the point to the Electoral Commission on our behalf that it is all very well to put these substantial extra compliance costs on to the political parties, but the commission is fully funded by the taxpayer, while political parties have to raise their own finances?

I am sure that officials from the Electoral Commission will have heard the right hon. Gentleman’s comments. The commission provides year-round advice and regularly engages with political parties, as he doubtless knows from his many meetings with the commission in his previous role as Chairman of his party. I am sure that it would welcome the opportunity to discuss any such suggestions with him again.
