Lords ChamberAs I indicated to the noble and gallant Lord, the current level of F35s is 26; by 2025, there will be a further 22, bringing the flight up to 48. The intention is to buy a further tranche of additional F35B aircraft, which has been announced and will bring the UK total fleet up to 74 aircraft.
My Lords, does my noble friend agree that, as the present economic crisis was triggered, and indeed largely caused, by Putin’s invasion of Ukraine, additional military expenditure, especially in as far as it helps expedite the expulsion of Russian troops from the territory of Ukraine, is part of dealing with the economic crisis?
As my noble friend will be aware, the integrated review absolutely and sharply identified the principal threat as far as the UK is concerned as being Russia. That has now manifested itself in an ugly and defined shape. He will be aware that the spending review accorded to the Ministry of Defence a record-busting extra £24 billion over the course of this Parliament. That is indicative of the Government’s commitment to defence. Obviously, with the new Prime Minister and, I have to say, a very determined Secretary of State for Defence, I am sure that the future significance—as my noble friend has indicated—of our defence capability will be constantly highlighted.

Lords ChamberWith all respect to the noble Lord, I do not recognise what he describes. I think we are all united in support, admiration and respect for what our troops did, as the noble Lord, Lord Browne, said, within the NATO operation in Afghanistan. We owe a huge debt of gratitude to the people who served in Afghanistan—150,000 of them—in particular the 457 who lost their lives and those who sustained life-changing injuries. They have achieved improvements and change in Afghanistan that would not otherwise have been possible and I think we should celebrate that.
My Lords, does the Minister accept the warning from the Times in its “remembering 9/11” leader on Saturday, which concluded:
“America’s wars helped to radicalise a generation of Islamists, whose poisonous ideology has spread across the Middle East to Africa, from where new terrorist franchises plot fresh attacks on the West”?
How are the Government planning to protect our country from the terrorist threat of this poisonous ideology?

Lords ChamberThat was indeed a very sad outcome. It is one we remain mindful of, and that we cannot and will not forget. The answer to the noble Lord’s question is probably best explained by returning to the role of the United Nations, because this is what we are part of. The United Kingdom believes in peacekeeping as a way to stabilise and contain conflict. Our contribution to MINUSMA, alongside our enduring commitment to the United Nations’ peacekeeping operation in, for example, Cyprus, and the staff officers we have employed in other operations, is the UK playing its part in a multinational effort to contain the worst consequences of violent conflict and to help build confidence in the political processes.
As I said, we constantly assess and after 18 months we will review this mission. We will analyse what has been happening and assess our role as a contributor to the mission. The noble Lord is right to be alert to what we must always be on our guard against. We want to be very sure that our presence is positive and that the contribution we make makes a difference to providing a more positive future for Mali. That is something we will constantly keep under consideration.
My Lords, I echo the apprehension of the noble Lord, Lord Hain. We have sent only some 300 of our elite soldiers to fight against the Islamist terrorists in Mali. We must remember that it took more than three years and massive military support to subdue the Islamic State in Syria and Iraq when it sprang into action in April 2014. We must also remember that the French have been battling against the Islamists who seek to overthrow the secular Government in Mali since September 2013. Can we be sure that, if necessary, the British will add to their commitment and their force to see that this job is done at least in the case of Mali? Africa is now a big target of the Islamic State, which would put paid to the hopes of the African people.
The last part of my noble friend’s question encapsulates why the United Nations is there and why we are proud to make to our contribution to that mission. Our force may be 300, but that is part of a force of thousands, reflected by the other contributors to the mission. My noble friend is quite correct: there is a challenge—we do not diminish that—but it is best addressed in partnership with like-minded nations working together. Acting under the umbrella of the United Nations is a constructive and positive way in which to do that.

Lords ChamberThe noble Lord will be aware that there has been a lot of support across the Chamber for the Government’s approach to the international aid budget. The commitment that we have made of 0.7% of GDP is for the duration of this Parliament, and the Government take that undertaking very seriously. While I cannot commit beyond this Parliament, I am sure that it will remain very much on the radar screen.
My Lords, do the Government recognise that, in the context of the Chinese collaboration in this big Russian exercise, relations between China and Russia will be a crucial component of world stability in the future? The great difference between China and Russia is that China has a considerable entrepreneurial streak, which Russia conspicuously lacks. China is unlikely to have forgotten the way in which Russia left it in the lurch when suddenly, in July 1960, it unilaterally withdrew from China all its experts, on whom China had become rather dependent.

Lords ChamberI am concerned purely with immigration and the movement of people across borders. I want to make the border of the island of Britain the border between Britain and the island of Ireland.
My Lords, your Lordships are going to have to tolerate AP Herbert’s elderly hypochondriac. I thank my noble friend Lord Marlesford for highlighting this issue. The Government are committed to ensuring that the common travel area with Ireland and the Crown dependencies is maintained. The common travel area has special importance to many of the people of these islands going about their daily lives. Importantly, maintaining the common travel area protects the ability of British and Irish citizens to move without hindrance across the border between Northern Ireland and Ireland, recognising the symbolic significance of this in the implementation of the Belfast Good Friday agreement, and removes the need for immigration controls on journeys from Ireland to the UK.
The common travel area with Ireland was formed many years ago, long before either the UK or Ireland were members of the EU. It is reflected in each state’s application of national immigration policy and provided for by bilateral agreements and arrangements. The common travel area arrangements are recognised in European Union law, confirming that the UK and Ireland can continue to work together to make arrangements for the movement of people between our states. Let me reassure my noble friend Lord Marlesford that the Government are committed to maintaining these arrangements. The common travel area has proven to be resilient over the years, withstanding legal challenges and new policy and political developments. It has been staunchly protected by all its members. Both the UK Government and the Irish Government are firmly committed to protecting and maintaining co-operation as part of the common travel area arrangements.
The Government have endeavoured to set out, from the Prime Minister’s Article 50 letter and her Florence speech to our position paper in August, that preserving these arrangements and the unique relationship between the UK and Ireland is a priority for the negotiations. Perhaps I may remind noble Lords that, importantly, paragraph 54 of the December joint report includes recognition from the EU that the common travel area with Ireland is protected after the UK has left the EU. As with all the commitments made in the December joint report, we are determined to ensure that this is turned into legally binding text in the withdrawal agreement. To reiterate, the withdrawal agreement and implementation Bill will implement the major elements of the withdrawal agreement, including the protection of all the Northern Ireland and Ireland commitments in the joint report. All of that is of course a matter for the future Bill rather than the one that we have before us.
As well as the clear commitment of this Government to maintain the common travel area, I am also clear that these arrangements can be maintained after the UK has left the EU. The UK’s approach to the common travel area is provided for by primary legislation in the Immigration Act 1971. Our approach to arrivals in the UK from within the common travel area is distinct from our membership of the EU and will therefore be unaffected by the UK’s exit. The high level of collaboration with Ireland on border security, on strengthening the external border of the common travel area and on promoting legitimate travel within this special travel area can continue. In these circumstances, I suggest that the amendment moved by my noble friend is unnecessary and I hope that, with my explanation, he will feel able to withdraw it.
I thank the Minister for her comments, which are what I very much expected. The simple fact is that a solution has not yet been produced to avoid having any sort of hard border between Northern Ireland and the Republic of Ireland. What I was seeking, as far as the movement of people is concerned, is to make it possible to allow the situation to remain as it is. We are not talking about the impact of leaving the EU; we are talking about national security and the present unsatisfactory position that it appears is going to cause further problems as a result of leaving the EU. However, the hour is late and I am sure that we shall return to these matters. I beg leave to withdraw the amendment.

My Lords, the serious point is that a devastating natural disaster has occurred in the Caribbean, affecting many hundreds of thousands of people. Those of us who have watched the footage on television must be appalled at the impact on people and their lives. It is important that we pay tribute to everybody who has been involved in responding to this extraordinary situation but do so with willingness, commitment and a resolve to get things better as quickly as possible.
My Lords, obviously resources are an important aspect of this problem. To what extent are the costs of deploying HMS “Ocean” in similar circumstances—for emergency aid—repaid to the MoD from the aid budget?
I do not have a specific breakdown on that issue. I undertake to write to my noble friend if I can elicit more information.

Lords ChamberThe noble Baroness raises an important point. Again, there are a range of initiatives and endeavours that the UK Government want to pursue, but the prerequisite for that is that we enter a more stable situation in Syria. That is why the deal between the United States, Russia and the regime is so important. We hope that will facilitate a greater opportunity for engagement and the provision of help.
My Lords, while it is now clear that Bashar Assad cannot have a long-term future as President of Syria, will the Government do everything they can to ensure that when there is a change of regime the new Government is also secular, and that the one thing that is guarded against is the encouragement of Islamists, resulting in another theocratic Government in the Middle East, which would be the ultimate victory for IS?
