My Lords, we believe that the framework we have put forward is consistent with the Act of Union in its fullest sense. In my personal opinion as a unionist, that is a vital text. On the noble Baroness’s specific questions about how we will take this forward and what action might be taken, I will write to her, if she will allow me, as part of the ongoing discussion. If there are any worthwhile observations, I will put that in the Library.

My Lords, I think that was mildly away from the subject of the Question, but I always note when a former Sea Lord is against the building of a ship.

My Lords, does my noble friend agree that as people in the years to come look back on this extraordinary and glorious reign, they are likely to subscribe to it all manner of suitable loving and respectful epithets, and it might perhaps be wrong to single out any one term?

I agree. Is it possible to agree with what both my noble friends said? I believe it is. The Queen’s reign provokes so many positive reflections, and I hope they will last. Her illustrious great-grandfather, King Edward VII, was known as “the Peacemaker” for his efforts to prevent war in Europe. Sadly, four years after his death, the Great War broke out.

As I have already said, the Government are grateful to the RAF Benevolent Fund and are considering that research. The NHS long-term plan is addressing provision for those who have gambling problems, and we will continue to work to ensure that we detect and support problems where they arise. In that respect, I am on all fours with every noble Lord who has contributed so far.

I commend the Government for establishing a review of the treatment of LGBT veterans who served in our Armed Forces between 1967 and 2000, when many were disciplined, dismissed and humiliated for homosexual conduct which was perfectly legal in civilian life. Can my noble friend assure these veterans that, when the review is completed, it will be followed by action to address the suffering and hardship that they endured?

I pay tribute to my noble friend and others on all Benches who have campaigned on this matter. I am pleased to tell him that setting up this process is not the end; the end is the action that follows. We are committed to taking tangible action, where appropriate, to redress past wrongs. To do this in a meaningful way, we have to fully understand the impact that the historic ban still has today, and the independent review will help to do that.

Yes, we should always seek to be better prepared for everything in life. When we have the inquiry, I have no doubt there will be lessons to be learned by this Government, and I agree with the noble Baroness that the Houses of Parliament and the whole community will want to learn every lesson.

My Lords, I have indicated that the Government do not see attractions in producing a single national electoral register or centralised database. It is one of the aspects of our position that we should not move forward to automatic registration, and there are others. I have to disappoint the noble Lord on that score.

My Lords, I too welcome the news that my noble friend has given us. Would it not help to reverse the rather worrying trend in recent years that has seen the number of 16 and 17 year-olds on the registers, in readiness to vote at 18, fall by some 20%? Has any recent assessment been made of the effectiveness of the work done by electoral registration officers in schools, where Northern Ireland has had particularly marked success?

My Lords, my noble friend raises an important point and we will certainly look at the Northern Ireland example. As he and the House may know, we have been working to try to encourage enrolment through the universities, and an evaluation will be published today of Cabinet Office work looking at the effectiveness of the student electoral registration condition. These are all important areas where we need to continue to work.

My Lords, we have moved from “what if?” through to “what now?” to “what then?” The fact is that a decision was made by the British people to leave the EU customs territory and the single market, and we must proceed having accepted that solution.

Will the Government follow the precedent they set after our formal withdrawal from the EU with regard to the transition period and lay down with the EU a firm deadline for the reform of the protocol as a stage towards its replacement by arrangements that are capable of commanding the confidence of our fellow country men and women in Northern Ireland, as the protocol patently cannot?

My Lords, I will not anticipate from this Dispatch Box what might be the progress of negotiations. I take note of the point made by my noble friend, given his great experience. In the first instance, my right honourable friend the Chancellor of the Duchy of Lancaster and Maroš Šefčovič must get together to address, we hope, the substantial range of points set out in the Chancellor’s letter.

If it were characterised in that way, I do not think it would help. There is certainly no intention to suppress the report; it will be published, as I have told the House. The Government have been involved in constructive discussions with the devolved Administrations on how we secure continuing intergovernmental relations and good institutions to provide for that. I hope to be able to advise the House further on this shortly.

The BBC, funded by the United Kingdom taxpayer, has reduced the exposure of UK Ministers to television and radio audiences in Scotland, Wales and Northern Ireland but has greatly increased the exposure of Ministers of the devolved Administrations. This strengthens the perception of separateness and has contributed to a diminution of a feeling of Britishness and an increase in support for independence. Does the Minister not agree that in all parts of the UK much more airtime should be given to UK Ministers, and will he ensure that the incoming chairman and director-general of the BBC will correct the current harmful balance?

My Lords, I am not going to issue directions to anyone in terms of the BBC but I will say that some people have certainly found aspects of the coverage confusing and, indeed, perhaps not as optimistic as it might be in certain circumstances. I believe that the nation needs optimism and hope; there should be more emphasis on the joint efforts of the National Health Service, the British Army and other armed services and volunteers right across this country, which deserve the fullest exposure, publicity and support.

I strongly support what my noble friend said and pay tribute to her work in fighting international injustice. Anyone who read my right honourable friend the Foreign Secretary’s Statement to the other place on 12 January in response to human rights violations in Xinjiang against the Uighur people will understand this country’s resolve. We call on other nations to show the same resolve on this deeply troubling question.

My Lords, I have not seen my noble friend Lord Grimstone’s remarks in context, so I will respond to the noble Lord by letter.

Can the Minister, who throughout his career has been a powerful advocate for the union, agree that a strengthening of it is the cardinal requirement at this moment? Does he think that the recommendations of the Dunlop report will help to secure that great objective?

My Lords, I cannot anticipate the detailed response to the Dunlop report. I commend both my noble friends Lord Lexden and Lord Dunlop for their commitment to the union. I hope that the package of measures in the intergovernmental review, and in response to the Dunlop review and other work, will make very clear this Government’s commitment to sustaining our vital and precious union.

My Lords, I very much welcome seeing my noble friend here today. People should behave responsibly. The Government have been very clear that some of these large gatherings were undesirable and unacceptable. I repeat the point I made about social distancing, but I also say that over the weekend, when there were many dire predictions, the overwhelming majority of people in this country behaved with the common sense, dignity and decency I always expect from my fellow countrymen and women.
