Lords ChamberMy Lords, the weakness of developing countries’ health systems is one of the biggest risks of the global impact and spread of Covid-19. Equitable, resilient and sustainable systems for health are the foundation for meeting all health needs and preparedness for future health threats. Working towards universal health coverage is more important than ever, given the increased barriers to, and needs for, accessible healthcare. The Government will continue to support access to universal health coverage.
My Lords, when, as we all hope, a vaccine to deal with this scourge becomes available, what plans are in place to ensure that adequate supplies of the vaccine are getting to the most needy in the Third World?
My Lords, a globally accessible and affordable vaccine is, of course, needed to end the pandemic; we are working very closely with organisations such as the Coalition for Epidemic Preparedness Innovations and Gavi. The noble Lord will know that recently we hosted the Gavi replenishment conference. We will work with the WHO on its ACT Accelerator and with partners across the globe to make sure that, if and when a vaccine is found, it is accessible to all.

Lords ChamberI agree with the noble Baroness that the passenger services provided to many parts of the railway system last year were not acceptable. We are working hard to improve them. I know that passengers who have experienced significant delays will be frustrated with rising fares, but we need to be fair to taxpayers as well as passengers; unlike the special compensation scheme we have introduced, which is funded by industry, it would be down to taxpayers to make up the amount if we froze fares. We think that introducing compensation schemes funded by the franchise companies is the best way to target those most affected.
My Lords, I declare an interest as living in west Cumbria, where the problems we have been hearing about are acute. Does the Minister agree that at the heart of this ongoing story there is an issue about the safety and care of passengers in a one-person operated rail system?
My Lords, passenger safety is our top priority. Driver-controlled operation is safe, and more than 50% of all rail journeys in the UK are made on driver-controlled trains. On the specific issue in question, the Transport Secretary has offered guarantees of employment to members who currently fulfil the role of a second person on the train—that is beyond the length of the franchise.

Lords ChamberMy Lords, the train operating companies are providing the bus replacement systems. I very much hope that they will be sufficient for those passengers who wish to travel. It is something that we are keeping a close eye on. The performance of those buses will form part of our regular updates from train operating companies.
My Lords, I am another resident of Cumbria. Does the Minister accept that it is not simply this crisis with which the public has been confronted, but the appalling record of industrial relations in Northern? Pain upon pain has been ladled out to the long-suffering traveller. Can she give an assurance that any comprehensive inquiry that takes place will look at the issue of industrial relations within its remit? Perhaps I may also ask the noble Baroness whether the Government are honestly taking full account of the outstanding success of the east coast line under public ownership. Why on earth can it not be recognised that there are areas of public service in the United Kingdom where what we need is an overriding culture throughout the organisation of service to the public, not simply profit-making?
My Lords, I agree entirely that the railways need to provide a service for the public and not be focused purely on profit-making. On the east coast line, a subject raised by the noble Lord, under public ownership the line contributed less to the taxpayer than it does currently. It is still a successful railway, with 92% customer satisfaction. Recently we set out a way forward through an operator of last resort ahead of the East Coast Partnership, and we think that that will be a success.
On industrial relations, I mentioned earlier the issue around working on rest days which has been a problem as regards training new drivers, which is part of the problem. The inquiry will look at what went wrong, why this has happened and what lessons we need to learn for the future. It will not look directly at industrial relations, but if it turns out that they were one of the causes, the inquiry will highlight that.

Lords ChamberMy Lords, I would absolutely love to look forward. As I set out, we are making improvements within the department. There was, obviously, a problem; the franchises failed and we are learning those lessons. We are introducing measures to deter overbidding and looking at our financial modelling and stress testing. We hope that, with this added testing, we will be able to forecast and exclude bids which are likely to default. We are continuously improving our risk-assessment process to reduce the likelihood of overbidding in the future. As I said, we are working with Network Rail to ensure that it devolves its services and performs better in future.
My Lords, I declare an interest as a regular passenger on Virgin west coast, a not infrequent user of east coast and someone who, from time to time, has to make use of the services from St Pancras. What has been sadly lacking in these exchanges is a tribute to the staff: the train drivers, train staff, platform staff, clerks and people operating the signal system, without whom the railways simply would not operate. We are blessed with an incredibly committed and, on the whole, cheerful staff who make sure the railways are a success. Do all these shenanigans, uncertainty and financial confusion give them the kind of support and structure they deserve? They are about serving the nation, not making profits. In that sense, will the Minister please accept that we have heard enough about the private sector being the right way to deliver public services? Look at the prisons, the probation service, and now the railways. Where is the practical, pragmatic evidence that what the Government claim is true, as distinct from ideological fulfilment?
I am pleased that the noble Lord’s experience of staff on the trains is positive. He is absolutely right to say that they are committed. When we are making decisions about future franchises, we are also trying to provide consistency and structure for them, so that they have the security of knowing that the services will continue. I am afraid that I do not agree with the noble Lord on privatisation. I have spoken before about the amount of investment it has brought in. Passenger numbers have doubled; we have one of the highest satisfaction levels and safest networks in Europe. New trains would not have been delivered without private investment from rail franchising. Some 7,000 new carriages will be introduced to the rail network between now and 2021.

Lords ChamberIn the Government’s concern for the future, are they taking seriously the lessons to be learned from recent investment? I am a regular user of west coast rail services. How can we justify the level of expenditure in the new signalling system on the west coast, when delay after delay still occurs because of signal failure? What are we learning about quality of investment? On Cumbria, and the frequently loose talk about the north, specifically, what are the Government’s plans for Cumbria—west Cumbria in particular—and for real improvement in the communications between Newcastle and Carlisle?
On the West Coast Partnership, I understand that passengers are benefiting from its new technology. Obviously, we want to see improvements in the passenger experience on the west coast services. On the detailed question on Newcastle and Cumbria, I am afraid I will have to get back to the noble Lord.
