Lords ChamberThe noble Baroness will understand that in FE there is no pay review body in the same way as in schools. The Government were pleased to be able to fund the 5.5% pay increase for schoolteachers. The noble Baroness is right that, although we recognise the enormous contribution of FE staff, we were not able to match the pay for FE teachers on that occasion. This week, we have for the first time extended the retention incentive to teachers in the first years of their careers in FE. Applications for that opened on Monday, and lots of FE teachers have already applied for that. In our discussions on the spending review, we are thinking about and arguing hard for the support that further education needs and deserves, as the noble Baroness rightly said.
Could this mission to promote equal opportunity in schools include much greater encouragement of teaching financial literacy in schools, in line with several ideas put forward by Members of your Lordships’ House?
Having spent 11 years teaching economics and business studies— I am not sure my personal financial literacy quite matches up to what might have been expected from that—I think the noble Lord makes an important point. A whole range of schemes and important initiatives already help in that area, and I am sure that teachers and schools would be keen to support others, as well as what they are able to deliver in the curriculum.

Lords ChamberIt depends what the noble Baroness means by the nuclear energy sector. There are some big and strategic employers, and we can see regionally—in places such as Cumbria, unsurprisingly, and Bridgwater—that there is a concentration of activity, particularly in higher education and apprenticeships. If we think more broadly of the supply chain for nuclear, I can be very confident that it is included.
My Lords, are not the technical nuclear skills that we need particularly related to smaller and medium-sized nuclear modules and reactors, of which many other countries are now ordering considerable numbers? We seem to be stuck in yet another competition while the order books are getting full. Is this not, in fact, the key to an all-electric future in 2050, without which we will not succeed?
The Government feel that we have made major commitments in this area. We committed up to £385 million to an advanced nuclear fund to provide funding for small modular reactor design and to progress plans for demonstration examples by the early 2030s at the latest.

Lords ChamberAs I have said, we believe it should be possible to design plans that would benefit the wider system. We are working with the Grammar School Heads Association on a test at 11 that will be much more difficult to coach and prepare for. The noble Baroness made an extremely good point on summer-born children. This is something we are looking at very closely. I have just taken over responsibility for admissions, and I am looking at this extremely closely. On early years, over the past few years, we have invested significant sums in widening access to childcare for parents, particularly the less advantaged. On the EBacc, our ambition is not that all children should take the EBacc; we fully understand that there will be some for whom it is not appropriate, but we see no reason why a target of 90% taking it, if not necessarily passing it, is not achievable. We are seeing that many schools that formerly had single figures for pupils taking EBacc are now achieving 70% or 80% of pupils studying these subjects quite happily.
My Lords, is it not a bit silly and outdated nowadays to depict the academic educational route to a career as in some way superior to the route through high technology and technical skills? Is it not the case that you can find the path to achievement and high success through either route and that the old idea that one is failure and one is success belongs to a past century? Does the Minister also agree that if every child and their parents are to have the choice of going down the route that suits them best on the road to the top—the road to success—it demands not merely expanded grammar schools, which is good, but a comprehensive and complete pattern of very high-quality high-technology schools and vocational schools that will enable children with that inclination to achieve and succeed just as much as if they had been to a grammar school?
I entirely agree with my noble friend’s point that the academic and the vocational routes should be equally valued. All pupils should have a basic grounding in academic subjects such as English, maths, science et cetera, but there is no doubt that we need to do more to improve vocational education in this country.

Lords ChamberIt is true what the noble Lord says: it is an interrelated agreement—it is power sharing for Northern Ireland and it is quite a complicated agreement, but there is no reason to suggest that the outcome of the referendum means that the agreement needs to be revisited. Perhaps I can reassure the noble Lord on that. The UK Government, Irish Government and Northern Ireland political parties are fully committed to upholding the agreement and its successors.
My Lords, is my noble friend aware that the Republic of Ireland has shown some interest recently in associate membership of the Commonwealth? Do Her Majesty’s Government consider that this could be useful in resolving some of the border problems which are being discussed? If so, will the Government consider pressing the Commonwealth authorities to develop the relationship with the Republic of Ireland which is already blossoming quite strongly?
This is a helpful comment from my noble friend. I know that the new Secretary of State for Northern Ireland has hit the ground running, if I may put it that way. He has been meeting a variety of parties to ensure that he gets into his new role. I will pass that message on.

Lords ChamberThe noble Lord makes an extremely good point. Of course, we have a lot of Polish labour here, particularly in certain skills where there are shortages—partly as a result of the booming economy—such as construction. However, our apprenticeships programme is very much focused on rectifying this.
My Lords, I do not think our war-time connections with Poland have been forgotten in any way, and they never will be. On the contrary, I think we are constantly reminded of them. However, in considering the teaching of the Polish language, does he agree that Poland recognises the need for the major reform that Europe is now undergoing, and that, despite some differences over the handling of migrant benefits, our relations with Poland are very close indeed and will form a major force in the reform of the European Union which we are now seeking?
