That is a very good point. The legality of number plates is checked during MoT inspection, but my understanding is that many of those who use false number plates have a proper set for the MoT or other examination and an illegal set which they then change afterwards.

Lords ChamberThe 20 mph speed limit is utilised in areas where local highway authorities believe that road safety would be enhanced by its imposition. The Government do not intend to try to write the rules for all those circumstances; it is for local highway authorities to make judgments about speed limits and the road safety that is derived therefrom.
My Lords, in his initial reply to my noble friend Lord Young, the Minister mentioned the importance of maintaining public confidence. I declare an interest in having been done for doing 60 mph in a temporary 50 mph motorway limit in broad daylight with fine weather, no roadworks, no obstruction and no accidents. Can the Minister persuade the highway authorities not to abuse these temporary limits?
The noble Lord is subject to the same legislation about driving properly as all the rest of us. The variable speed limit signs are particularly used on busy urban roads to even out the flow of traffic, because stop-start jams, particularly on motorways such as the M25, both create some dangers themselves and, crucially, lower the capacity of the road. My advice to people when the speed limit goes down is to follow it, because that will save them getting into a huge jam.

Lords ChamberI thank my noble friend, who is absolutely right. UK shipbuilders and designers are at the forefront, which is why it is important for this Government to continue to support those efforts. We need this for our economy and for our position on climate change, and what is good for the country ought to be good for the world.
My Lords, following up on the telling question from the noble Lord, Lord Berkeley, is the use of drones not a possible answer to policing?
I am afraid I am not qualified to judge whether or not flying drones over major oceans is going to work in this respect. I will certainly take that suggestion back to my department to see whether or not they can make sense of it.

Lords ChamberThe Secretary of State’s representative for maritime salvage and intervention convened a salvage co-ordination unit yesterday morning to oversee the salvage response to this incident, working alongside the vehicles’ owners, insurers and salvors. Following the separation of the two vessels, an operational decision has been taken to form two salvage co-ordination units, one for each vessel. I believe that competently answers the noble Earl’s first question.
The second question is being discussed in this place most days of this week, next week and the week after, and I will defer to the Leader of the House on that one.
My Lords, I would not dream of adding my name to those my noble friend Lord Attlee just mentioned, but I did spend all my commercial life in the shipping industry, so I may have a slight knowledge in this subject. Can the Minister confirm that the inquiry will look into the question of negligence, be it on the part of the owners—he referred to the state of the vessel—or the captain, because either could have been negligent in this context?
I have every confidence that the inquiry will look at all the relevant aspects of this really significant incident and will include all the parties, including the two that the noble Lord describes.

Lords ChamberI thank my noble friend. In the current circumstances, he is a bit optimistic about having any money left. Of course, a substantial amount of the road investment strategy 2 money is, in fact, spent on the operation, maintenance and renewal of the national highways network. The review of the capital spend portfolio embraces all the modes of transport the department is responsible for, so there will be the opportunity to choose the best schemes that deliver the most for growth, jobs and housing.
Can the noble Lord confirm the singularly ill-conceived and unbelievably expensive plan to tunnel under Stonehenge to avoid congestion on the A303, when there is plenty of open land immediately to the south of that single carriageway?
