Lords ChamberThe noble Lord makes two important points. I assure him that we share the disappointment over the fact that the target for the summit was not met. He is indeed correct that countries such as the UAE did not announce any donations. However, we continue to lobby those countries to step up, as I said in my original Answer, and we will continue to do so bilaterally.
On the Covid response, the challenge is immense. Yemen was suffering prior to Covid, and it has made the situation worse. We are working closely with the likes of the World Health Organization, which has led the UN Covid-19 response in Yemen. The UN has set out an additional $180 million-budget to tackle Covid in Yemen. I also assure the noble Lord that we will continue to lobby partners for a lasting peace agreement to resolve the conflict, without which we will continue to have these crisis situations. We are very cognisant of our role as the UN Security Council penholder on Yemen.
My Lords, I welcome the Government’s commitment to their contribution, which highlights the failures of other countries. I also welcome last night’s Channel 4 piece, which highlighted the tragedy that is developing in Yemen. Can the Minister say what role the international intervention on Covid in Yemen, and other organisations, can play in the tragic set of circumstances in Yemen?
I am very much aware of its work there, and it underlines the importance of a collaborative approach on the ground. Some 80% of the population of Yemen needs assistance, and that applies very much to the Covid issue. We also need the involvement of the different parties to the conflict to ensure that we can provide the healthcare support that is required to deal with the Covid challenge. DfID estimates that up to 100,000 people will be impacted directly by Covid, and the death rate will correspond to that. The issue is acute, and we need to act now.

Lords ChamberThe noble Baroness is right. I make one point about the plastic bag tax. It is often argued that the paper bag alternative is, from a carbon point of view, not necessarily an improvement, but if you look at its environmental impact, there is no doubt that the paper bag is vastly superior to the plastic bag, which can last in the environment, breaking up slowly over anything up to 1,000 years. Paper, of course, decomposes very quickly. If you judge things only through the lens of carbon, perhaps single-use plastic bags might be better than paper bags, but that would be fundamentally the wrong approach to take. I agree with the noble Baroness on the broader point; the Environment Bill is designed to take us to a place where we reduce unnecessary single-use plastic bags consistent with the 25-year plan launched a couple of years ago by the former Prime Minister. Our emphasis on extended producer responsibility is essential and, in effect, means that producers will have to take financial responsibility for the lifetime costs of dealing with whatever they create.
Further to my noble friend’s comments welcoming the success of the plastic bag charge where it has been imposed on large retailers, can he indicate when that same charge will finally be imposed on small and medium-sized retailers, which even the Government’s figures indicate would result in a massive drop in the unnecessary use of plastic bags?

Lords ChamberMy Lords, first, I congratulate my noble friend Lord Goschen on obtaining this debate and I thank him for his kind comments in relation to my PNQ last week.
I would like to touch on just two subjects. One is my experience of having been an electoral observer in Zimbabwe last year, and the second is the role of South Africa, which the noble Lord, Lord Chidgey, also referred to. However, before I do so, I pay credit to Christina Lamb, who has been referred to previously; to Kate Hoey in the other place for her constant pursuance of assistance and democracy in Zimbabwe; to DfID for the efforts and money that it put in in relation to funding work at the election last year; to the Foreign and Commonwealth Office for its very quick action over the last few weeks, to which I paid credit in the Private Notice Question last week; and to the Commonwealth observers, with whom I shared the honour of being an election observer last year, and in particular the noble Baroness, Lady Jay, who unfortunately cannot be here today. I believe that, although limited, our role in the election helped and, along with the other observers, it enables us to comment on what happened.
As far as I am concerned, the election in Zimbabwe last year fell into three categories. The first was the unfair period in the run-up to election day. Communication through the media, funding and assistance were dominated by ZANU-PF. There is absolutely no question but that nobody else got a look in. The chiefs played a major role. I lived in the country many decades ago and was struck by how unchanged that influence has been in an apparently modernising country. The development of the country in that period was most depressing. As I and my colleague Sabrina Grover from Canada headed out to Matabeleland North, we were driven by an individual who commented on the lack of development in Harare over the last few decades. The significance was that he was a qualified architect, but he had had no work for the whole of his adult career because there had been no development in the country. In that first period, the Zimbabwe Electoral Commission failed to take any action on the dominance of the media and the bias that I have referred to.
The second period—election day itself—was remarkably fair and peaceful. Here, I pay credit to all the employees who carried out the election and to the thousands of observers across the country. Before election day, they all slept for several nights on the floors of unlit, unheated and, in many cases, seriously degraded schools to protect the ballot boxes. Overwhelmingly, the election day went smoothly.
The post-election day—the third category—was another matter. We saw the murders of demonstrators in the centre of Harare only eight blocks from where we were staying in our hotel. We saw the looting of the MDC offices and the arrest of a number of MDC candidates and employees. The significance of that looting was that the MDC lists of supporters are now in the hands of the Government. Therefore, although what we have seen in these last few weeks has been random in many cases, as has already been identified, there is the potential that those who worked so hard and so peacefully will be persecuted, arrested and attacked. Is it not ironic that the person leading those arrests and attacks himself only fled Zimbabwe under an illegally obtained evacuation order smuggled into his house last October? He had to burst his way through Forbes border post with the support of his family, blocking the guns of the Zimbabwean military—that is, President Mnangagwa. So twice in his life he has faced persecution, yet he seems willing to do the same to his own population now.
I could comment much more in relation to the election but I shall pick on one particular occasion. On the night of the actual election, Sabrina Grover, the Irish ambassador from Pretoria, a DfID representative from the British embassy and I were standing outside a polling station in a rural area in Matabeleland North. We were approached in the darkness by a man who wanted to protest about a random arrest that had happened at his polling station earlier in the day. That is the sort of thing that can and does happen and there were many other instances. But overwhelmingly, election day went well.
As has been identified, the key to this is South Africa, which has the power, influence and capacity to help, aid and intervene in Zimbabwe if it so wishes. One of the most striking things in relation to the election was that, before election day, we were given the figures for registration in Zimbabwe. The number of women massively outnumbered the number of registered male voters. Why? Large numbers of men have gone to South Africa because that is the only place they might get work. We do not know the numbers involved—perhaps 1 million or 2 million—but the situation was shown up by this imbalance.
The South African Government can intervene, and not only to the benefit of the Zimbabwean population; in doing so, they can ease the problems of unemployment and depression in South Africa as well. I wholeheartedly welcome this debate and I hope the Government, along with many other Governments in the world, can make progress with President Mnangagwa and his Government.

Lords ChamberTo ask Her Majesty’s Government what is their response to the reports of serious violence and intimidation in Zimbabwe.
My Lords, I beg leave to ask a Question of which I have given private notice.
My Lords, we condemn totally the violent behaviour of some protesters and we are deeply concerned that Zimbabwe’s security forces acted completely disproportionately in their response to the protests. There are also disturbing reports of security forces using live ammunition and partaking in indiscriminate arrests.
On 17 January, my honourable friend the Minister of State for Africa summoned the Zimbabwean ambassador. She urged the Zimbabwean Government to stop the disproportionate use of force, reinstate access to the internet and investigate any alleged human rights abuses.
I thank my noble friend for that Answer. I particularly welcome the fact that the Foreign Office and the Minister of State for Africa took prompt action in summoning the Zimbabwean ambassador for discussions on the subject. Will my noble friend clarify whether there have been any discussions with SADC, the African Union or similar organisations to put pressure on the Zimbabwean Government to end all these actions? Is it not clear that a Government who are willing to shoot their own subjects, in most cases apparently for no reason whatever, should not be a member of the Commonwealth?
My Lords, I assure my noble friend that we are working very closely with international partners—he mentioned SADC and the African Union—and in particular with South Africa, to urge the Government in Zimbabwe to stop their disproportionate use of force and reinstate the internet, which I understand has been reinstated in part today.
In terms of further work in this respect, my honourable friend the Minister for Africa will also attend the EU-AU ministerial in Brussels today and tomorrow afternoon, which will discuss Zimbabwe in particular. On the issue of the Commonwealth, as Minister for the Commonwealth, I say that we all subscribe to the values of the Commonwealth—of ensuring pluralist democracy and the upholding of human rights. Many saw during the Commonwealth summit the Government’s commitment to encourage among other partners the new Zimbabwe to come forward for membership. Clearly, the events that have unfolded recently put that into question—but of course, it is a matter not for the UK but for the Commonwealth as a whole.

Lords ChamberThe noble Lord will appreciate that I will not speculate on who may or may not lead Zimbabwe. It is a fact that Emmerson Mnangagwa, to whom he referred, was removed as Vice-President by Robert Mugabe and the current Administration. As to what happens thereafter, we expect, hope and desire first and foremost that peace and stability prevails. Of course, there is a constitution to be respected. It would be premature for me to speculate on any delays in elections scheduled for next year, or indeed on whoever in the coming days will be at the helm of government in Zimbabwe.
My Lords, I thank the Minister for his answer to the previous question. It would be premature to welcome any change of Government, because we do not know what form that Government will take. I speak as a former resident of the country. I ask him to ensure that, when consideration is given to what may happen in the coming months and years, we recognise that there are several hundred thousand Zimbabweans resident in South Africa and in other countries around Zimbabwe. Therefore, any instability that occurs in Zimbabwe may have serious implications for the other countries in that part of the continent.
I thank my noble friend, who speaks very aptly. We have always been concerned about the situation in Zimbabwe and its impact on the surrounding regions. I alluded to this in the Statement but, irrespective of which party has led the Government and notwithstanding the situation on the ground in Zimbabwe, we have stood firm and side by side with the people of Zimbabwe. We have seen from recent economic conditions on the ground and in the situation under Robert Mugabe’s leadership that the people have suffered dreadfully. However, at the same time, the British Government, irrespective of political colour, have stood resolute in supporting Zimbabwe’s citizens. We continue to provide £80 million per annum in bilateral support, in crucial areas such as education and health, and it is important that that support has continued irrespective of who has led Zimbabwe.
