Lords ChamberThe noble Lord, Lord Bilimoria, was supportive, and he is not a Conservative Peer but an independent Cross-Bencher. The task force consists of a number of specialists in their fields from the Civil Service, the military and private sector organisations, all attempting to get the UK a vaccine that will solve the Covid problem. I would have thought the noble Lord would welcome that.

Lords ChamberI totally agree with the noble Lord’s sentiments. As he is probably aware, we have launched a fundamental review of business rates, which will build on the changes that we are making to the system, worth more than £23 billion to businesses over the next five years.
My Lords, I welcome the job support schemes mentioned by the Minister but they are short-term solutions. They load many companies with debt, which limits their ability to invest in the skills, digitalisation, resilience and restructuring essential for our longer-term recovery. Will the Government set up a system that allows debt for equity, perhaps with progressive undertakings regarding corporate governance? Several schemes to do that have been put forward. Will the Government run with one?
The noble Lord is right to say that these schemes are essentially short-term but we are doing an awful lot to kick-start the economy. The Prime Minister has referred to the need to build back better and we are investing substantial sums. However, we of course keep these matters under constant review.

Lords ChamberTo ask Her Majesty’s Government what progress they have made towards introducing (1) a regulation system for chemicals to replace the European Union’s Registration, Evaluation, Authorisation and Restriction of Chemicals regulations, and (2) a conformity assessed quality standard to replace the CE certification mark.
The preparations that we have made for the possibility of a no-deal exit mean that we are well placed to be ready with our own independent regulatory regime for chemicals by 1 January 2021. On that date, the UKCA marking will also be introduced as a replacement for the EU’s CE marking. Further details on that were published earlier this month.
The Minister is in great demand today, but I have to tell him that his proposed framework for the UK REACH is weaker than the one that it is replacing, yet, if we want frictionless trade, we must have common standards. The existing system has kept us safe and secure for many years and has protected our environment. Surely in the current circumstances, instead of pointless and risky duplication, our resources should be put into rebuilding our economy and preserving jobs. This can be helped by simply seeking associate membership of the scheme and not duplicating it. That is what the industry wants. Will the Government do it?
As I am sure the noble Lord is well aware, we have made it clear that seeking associate membership of the European Chemicals Agency would require us to accept the judgment and oversight of the European Court of Justice, which is not acceptable. Therefore, we will set up our own regime.

Lords ChamberAs I said in an earlier answer, a huge number of loans have been approved—160,000 in the first three days of the scheme—so I am afraid that many small businesses do not agree with the noble Baroness.
CBILS is much criticised for being slow due to the many checks. This approach is much more suitable for equity investment. Will the Government create such a vehicle instead, to help create new ways of working and particularly to help those firms already overloaded with debt?
As I said in earlier answers, there are a number of different support packages besides CBILS, including the furlough and direct grant schemes. A number of supports are in place for all businesses. I do not accept that the systems have been slow to operate. As I said, 160,000 loans were approved under the bounce-back scheme in the first few days of operation.

Lords ChamberMy Lords, so that lessons can be learned and in the spirit of more transparency, will the Government ensure that financial help given under these schemes will be clearly disclosed and not buried in business accounts, so that in time we can assess what was achieved in supporting jobs, businesses and indeed the community?
I fully support the noble Lord in his desire for transparency. It is important that companies disclose this information so that we can see how successful the schemes have been.

Lords ChamberI thank my noble friend for his question. The proposal we have put forward is for Northern Ireland to be aligned with the EU single market for agri-foods and industrial goods but not part of the customs union, but he makes an important point.
My Lords, under the heading “Harnessing Economic Opportunities”, the paper speaks of,
“a different approach to government procurement”.
What will this approach be? Is the idea that it will help UK companies? Will it incorporate British Standard 95009, a new standard that sets out the social and economic standards for public procurement? Is the idea of this to help UK companies? If so, how will that operate under WTO rules?
Of course we will always want to act in compliance with WTO rules, but the noble Lord will be well aware of the EU public procurement directives, which offer a very rigid and inflexible approach to public procurement. It is one of the many opportunities that we will be able to indulge in with smarter regulation but, of course, any proposals will be fully discussed in this House and the other place.
