Will the UK Government be represented at the forthcoming Vienna conference on the humanitarian impact of nuclear weapons?

We have decided to accept Austria’s invitation to attend the Vienna conference on the humanitarian impact of nuclear weapons on 8 and 9 December. We will be represented by Mrs Susan le Jeune, the UK ambassador to Austria and permanent representative to the International Atomic Energy Agency.

I agree entirely with my hon. Friend’s point. Iran feels isolated and behaves in a way that sometimes reflects that. The big prize here is that we get Iran to become an active part of the international economy. Iran is a big country, with some sophisticated capabilities, and having it back as a partner in the international economy will be significant. Once Iran feels that it is playing a full role as a normal state in the international community, I hope that we will start to see Iranian behaviour reflecting that, and Iran wanting to resolve issues through bilateral and multilateral discussion rather than through the kind of unilateral action that, unfortunately, we have seen in the past.

May I echo the Foreign Secretary’s thanks and congratulations to Baroness Cathy Ashton for the tremendous work that she has done during the many years she has been involved in the process? He rightly wants the P5 plus 1 to focus solely on the nuclear negotiations, but Iran exercises enormous political and security influence over Iraq and is shoring up the murderous Assad regime. Have the Iranian authorities attempted to link these nuclear negotiations with help in defeating ISIL?

I understand the Secretary of State’s predicament, and the Labour party should hang its head in shame for the financial mess they left behind. What message does my right hon. Friend have for the Royal Regiment of Fusiliers, who are currently recruiting and outperforming all other regiments, including the Scottish regiments? Today’s decision will be a very tough one for them.

I understand that for the individual regiments and battalions affected, today’s decisions are very difficult, but they have been taken in the best long-term interest of the Army.

The Ministry of Defence is undertaking its annual budget-setting process, in which I am personally engaged. I am increasingly confident that we will achieve a sustainable and balanced defence budget for the first time in a decade or more, and I hope to be in a position to make an announcement to the House shortly.

I thank my right hon. Friend for that answer and for the good news that we will be balancing the budget. Will he say a little more about research and development co-operation with France on the unmanned fighter drone and on other matters? How will that affect our ability to balance the budget?

I am grateful to my hon. Friend for his question. As he will know, I was with the Prime Minister in Paris last Friday, when we confirmed that we will take forward the assessment phase of the medium altitude long endurance unmanned aerial vehicle with the French. Clearly, we can co-operate on many areas with France, a country with a broadly similar industrial base and defence budget to our own. Such co-operation will be to the benefit of both countries, and I intend to explore all those opportunities.
