At this stage of my career, I will not speculate on my future actions. What I will say is that the Government’s analysis shows that a no-deal exit would mean that all the regions, nations and sectors of the UK economy have lower economic output compared with today’s arrangements and compared with the White Paper scenario that the Government set out. It is important we all understand that preparing for a no deal, which is a perfectly sensible thing to do because it might happen to us without our volition, is not the same as avoiding the effects of a no deal.

Net zero emissions by 2050 is a desirable but very costly policy. Does the Chancellor agree that we must do everything to protect low-income families in my Cleethorpes constituency and elsewhere from bearing an unfair burden?

[Mr Hammond]

Yes. This is a huge commitment, but it is the right commitment to make. The Committee on Climate Change recommended that the Treasury should undertake a review of the funding and financing mechanisms to ensure that this huge undertaking can be funded, and that it will be funded in a way that is fair to families, households and businesses across the UK, which is exactly what we will do.

As the hon. Gentleman will know, the national funding formula is providing every local authority with more money for every pupil in every school.

I welcome the extra £400 million that the Chancellor found in his Budget for school funding. North East Lincolnshire has two nursery schools that have been particularly badly affected by the current funding regime. The hon. Member for Great Grimsby (Melanie Onn) and I have met the Education Minister responsible, but it would be helpful if the Chancellor could arrange for us to meet one of his ministerial team to pursue the matter.

As my hon. Friend will know, we are putting a record £6 billion into childcare and guaranteeing working parents 30 hours a week of childcare for three and four-year-olds, but I am happy to ask one of my colleagues to meet him. We are always happy to discuss such issues. This aspect of funding, along with all others, can also be considered in the round at the spending review.

There will be a spending review next year, when we will look at the overall spending envelope and the Government’s priorities across the entire range of public spending.

I was pleased to welcome the Chief Secretary to the Treasury to my constituency a couple of weeks ago. Does she agree that the enthusiasm that we heard from local businessmen for free ports and free zones could be the way ahead for economic growth in Immingham and the surrounding area?

The Government will look carefully at proposals from Yorkshire leaders for a devolution settlement, provided that it does not undermine the existing South Yorkshire-Sheffield city region devolution settlement that has already been established, with a Mayor already elected.

The port operator Associated British Ports, the Hull and Humber Chamber of Commerce and many local businesses are giving serious consideration to free port status for the Humber ports in the post-Brexit world. Will the Chancellor or his Ministers agree to meet representatives of the business community in the area and to give serious consideration to this proposal when the idea has been further developed?

As my hon. Friend will know, the Chief Secretary to the Treasury has a great interest in that proposal. Without even needing to consult her, I can say without hesitation that she will be delighted to meet him and his colleagues.

When I met the leader of North East Lincolnshire Council yesterday, he emphasised to me that one of the major challenges facing our coastal community is that many people retire there and put additional strains on the adult social care budget. Will Ministers assure me that that will be considered when allocating departmental budgets?

Yes, demographic trends are of course at the heart of our considerations when budgets are allocated.

1. What steps he is taking to support economic growth outside London and the south-east.

[The Chancellor of the Exchequer (Mr Philip Hammond)]

Creating an economy that works for all is a key priority of this Government. All regions are benefiting from the £12 billion local growth fund, and our industrial strategy will boost sustainable economic growth across the UK. Devolution deals are giving areas the tools they need to make the right economic decisions. We are supporting the northern powerhouse and the midlands engine, and we are investing more than £100 billion in infrastructure across the UK over the course of this Parliament.

[Martin Vickers]

I thank the Chancellor for his reply and am encouraged by it, but there has always been a feeling in northern Lincolnshire that we are somewhat peripheral from the northern powerhouse and that the focus has been too much on Leeds and Manchester. Could he reassure us that that is not the case? North East Lincolnshire Council has a number of innovative regeneration projects in process. Will he or one of his team agree to meet a delegation from north-east Lincolnshire in order to pursue them?

I reassure my hon. Friend that that is not the case. North-east Lincolnshire is very much a focus of the Government’s attention. We have agreed growth deals with the Humber local enterprise partnership worth more than £110 million, including support for a regeneration programme for the centre of Cleethorpes. I am sure that one of my ministerial team will be very happy to meet him and his council colleagues.

The hon. Gentleman says that the airports in the south of England are closed, but as of a few minutes ago, when I came into the Chamber, that was not my information. My information was that Gatwick was closed, but Heathrow was operating, albeit with delays. The problem, as the hon. Gentleman knows, is that airports have to operate with a primary focus on safety, and when heavy snow is falling it is not possible to operate the runways safely. I gave the figures earlier for the amount of clearance that occurred at Gatwick yesterday. Vast amounts of snow were moved off the runways and taxiways, but the airport is still not able to operate. If there is any measure that could or should have been taken over the past few days that would have kept Gatwick airport open, that is what we need to focus on, but even Geneva airport has been closed this week.

All train services into my constituency are currently cancelled. Bearing in mind that the same routes serve the strategically important port of Immingham, through which much of the country’s coal is imported for power stations, can the Secretary of State assure me that improvements will be made to the services?

[Mr Hammond]

I cannot give my hon. Friend any immediate assurance that improvements will be possible on that line. I understand that the problem in that case is drifting snow, and it will take some time to clear the line and reopen it. I can tell him and the House that my right hon. Friend the Secretary of State for Energy and Climate Change has told me that he is confident that coal supplies are adequate and that we need see no interruptions to power supplies as a result of the present cold snap.

I hear what the hon. Lady says. I repeat what I said on Tuesday: Nottingham has got a good deal out of the announcements that have been made over the past week or so. The A453 scheme remains in the development pool, which means that we will take it forward with further work. An announcement will be made during the course of 2011 on which of those schemes will be funded.

I welcome the reply of the Under-Secretary of State for Transport, the hon. Member for Lewes (Norman Baker) to my hon. Friend the Member for Brigg and Goole (Andrew Percy) in connection with the delay to the A160 upgrade on the access road into Immingham docks. The Under-Secretary will be aware that the delay puts increasing pressure on the town of Immingham, and that the A18/A180 link road was given the amber light on Tuesday. Will he agree to meet me and the local authority to discuss how we can bring the work forward?

It is disappointing that the two schemes affecting the port of Immingham will not proceed in the immediate future. Can the Secretary of State give me an assurance that if the south Humber gateway project, which was granted planning permission only two weeks ago, proceeds more quickly than anticipated, he will seriously consider bringing forward the A160 upgrade?

At least one of the schemes to which my hon. Friend refers is in the development pool. We will continue, as I hope he will, to work with his local authority to sharpen the bid and ensure that the scheme is viable for funding when we look at such matters in 2011.
