Commons ChamberThe decision by the European Union to suspend the equivalence agreement with Switzerland seems to be very damaging. My right hon. Friend the Chancellor has done a fantastic job over the past few years. Will he confirm whether the United Kingdom was consulted on whether the decision should go ahead?
We have been closely involved in this issue, discussing it both in the EU and with the Swiss. I can tell the House that although on the face of it the withdrawal of equivalence had a very significant effect on the ability of UK shareholders to trade Swiss shares on the Swiss stock exchange, the measures that the European Securities and Markets Authority announced on Friday significantly mitigate the impact. So we very much hope that the European Union and Switzerland will be able to reach agreement, and of course there is a very direct relevance to the UK’s own negotiations with the European Union.

Commons ChamberWhat does the Chancellor believe we need to do to improve productivity, which is rightly one of his three priorities?
We need to invest in our infrastructure and the skills of our people, we need to ensure that our high growth businesses have access to long-term capital, and address the regional disparity in productivity performance. If we can tackle those four things, we can start to close Britain’s productivity gap and see real wages rising sustainably over many years ahead.

Commons ChamberI hear what the hon. Lady says, but this is a measure that will affect only people who have a share portfolio worth typically more than £50,000. It is a measure that affects a relatively small number of people. If we want to fund things such as social care with additional cash injections, we have to raise the money from somewhere. I am sorry if that is a hard lesson. I know it is one that the right hon. Member for Hayes and Harlington will avoid at all costs, but fiscal discipline requires us to find a way of funding the high-value public spending that we need to do. I believe that the Budget measures we have announced are an appropriate way to raise the funding needed to support our social care, the national health service, skills and schools as our economy goes forward.
I welcome the Chancellor’s statement and the fact that he is the first Chancellor to see the budget deficit fall below 3% in at least 10 years, building on the work of his predecessor. I thank my hon. Friend the Member for Salisbury (John Glen), who I believe must have had quite a busy week since the Budget, for all the work he has done on this. Does the Chancellor agree that, if we are to have the first-class services that we all need, we have to raise the revenue? The time for raising revenue to pay for these, rather than for cuts, is now.
Yes, although I remind my hon. Friend that we have embarked on an efficiency review, seeking to make a further £3.5 billion of efficiency savings in departmental expenditure, of which I have committed to reinvest £1 billion in our priorities. Getting the balance right between taxation, efficiency in public expenditure and borrowing where it is right to do so is important. I have borrowed for infrastructure investment and for productivity-enhancing infrastructure in the autumn statement. Where it is right to do so, we will borrow, but it is not right to borrow for everyday expenditure in the way that the right hon. Member for Hayes and Harlington suggests.

Commons ChamberWe have always said that if, as part of our future arrangements with our former European Union partners, we continue to collaborate in certain areas, such as scientific and technical research programmes, we will of course have to expect to contribute. All this is for the negotiations ahead. The Prime Minister has today set out a 12-point plan for Britain’s future relationship with the European Union, which is exactly what our partners have been demanding from us. I hope that this will now signal the beginning of serious engagement on Britain’s future relations.
I heard this morning that an overseas insurance company had chosen Zurich over London as its European base because it felt that the Swiss authorities were much quicker to engage with it than the London authorities. Will the Chancellor ensure that we are the most competitive financial services market in the world and that we really take overseas investment seriously?
Of course. I thought that my hon. Friend was going to tell me that the company had chosen an EU location over London, so I am interested to hear him say that it has chosen Zurich—the only other possible non-EU location. I will look at the issue that he raises. It is our objective to have the most attractive location on this continent for inward investment and for foreign businesses to do their business.

Commons ChamberI was indeed astonished to hear leading exit campaigners suggest that we do not want to be part of the single market. Until relatively recently, their position was that we could have it all—be outside but somehow get free and privileged access to the single market. That was never likely to be possible, but it was at least an ambition. Now we are told that we do not want to be part of the single market. I can read that only as a manifesto for the impoverishment of the British people. We know from the Treasury’s own model that we would be looking at a reduction in our standard of living of £4,300 per annum per household by the end of the next decade. As the Prime Minister said yesterday, sometimes we have to deal with recessions and economic pressure from outside, but we should not have to deal with a made-at-home, DIY recession that is entirely self-inflicted. We should avoid that at all costs.
In the spending review and the strategic defence and security review published at the end of last year, we took clear decisions to invest in our security and safeguard our prosperity, to maintain our world class armed forces, to grow our unique security and intelligence agencies—and, through the Investigatory Powers Bill, give them the powers they need to track down terrorists and others who seek to do us harm—and to protect our global diplomatic network by maintaining the budget of the Foreign and Commonwealth Office in real terms. All that is underpinned by our decision to meet the NATO target of spending 2% of GDP on defence, and the UN target of spending 0.7% of gross national income on overseas aid, making Britain the only major country in the world that meets both those commitments.
My right hon. Friend mentions diplomatic posts overseas. Will he remind the House how many new diplomatic posts have been opened under this Government and their coalition predecessor in places where we did not previously have diplomatic representation?
My hon. Friend tests me on the exact number. I think that a dozen or more new posts have been opened, but I will write to him with the exact figure. The important point is that we have opened new posts in secondary cities in China—when we talk about secondary cities in China, we mean those with populations of between 5 million and 10 million—and India, as well as reopening posts in countries in Latin America from which we had withdrawn.

Commons Chamber2. What recent discussions he has had with his counterparts in North Africa on the political and security situation in Libya.
The political and security situation in Libya remains a concern. We call on all parties to agree to a ceasefire, to engage with the UN dialogue process to find a lasting solution, and to unite to defeat the Islamist extremism which is establishing a foothold in that country. I speak regularly to my Egyptian counterpart. I visited Algeria on 19 and 20 February for discussions which were dominated by the situation in Libya.
I welcome the Egyptian Government’s response to the terrible murder of 21 Egyptian Coptic Christians in Libya and especially the bridge building shown by President Sisi and religious leaders to the Coptic community. What more can the UK do to support Egypt in its vital role in working for stability in Libya?
My hon. Friend is right that Egypt will play a vital role in the solution in Libya, as all European countries, many of which are very concerned about the situation there, and the United States recognise. Similarly, there are still significant challenges in the human rights situation in Egypt. We were very pleased with the clear statement that President Sisi made on the rights of religious minorities in Egypt. However, as with many other elements of the Egyptian constitution, we now need to see that being delivered on the ground.

Commons ChamberGood governance is, indeed, one of the essential ingredients. I think my hon. Friend is aware that Her Majesty’s Revenue and Customs has provided advice to the Afghan Treasury on how to improve its tax yield, which is an essential element in stabilising the Government’s finances. We will continue to provide advice and support to the Afghan Government, but we will also continue to encourage the peace process and, once the new Government is in place, to encourage outreach to moderate elements of the Taliban in the hope of reaching a comprehensive peace settlement.
The London conference will be an excellent opportunity to continue to remind the Afghan Government, as my right hon. Friend has said, of their need to abide by their international commitments to ensure the equal rights of all their citizens and to respect freedom of worship. How much success has he had in such discussions so far?
As I have said already, the Afghan constitution guarantees the human rights of the citizens and their right to freedom of worship. The Afghan Government made pledges to respect human rights and freedom of worship at Tokyo. However, we are not naive: we recognise that there can be a gap between what is written on a page of the constitution and what is delivered on the ground, and we will focus on that in the months and years ahead.

Commons ChamberAnd the hon. Gentleman forgot to say that the glass was half empty. No one has ever suggested that Afghanistan is emerging as a perfect society. This is a war-torn country with deep ethnic and tribal divisions and a young and fragile Government seeking to hold it together, and we are trying to assist them in maintaining something better than what has been there in the past—decades of internecine warfare resulting in desperate standards of living, many tens of thousands of people dead and many more displaced.
On the hon. Gentleman’s specific points, there has been an uptick in civilian deaths, but given the historical levels of civilian deaths, I believe we are making progress. I am disappointed by the recent opium harvest figures—he is right that we are not making as much progress there as we would like—but on women’s rights I think he is being unduly negative. Rights do not just operate around statutes and laws; they are about societal norms, and the norms in Afghan society are changing. The genie of women’s rights is out of the bottle, as even the Taliban now acknowledge in recognising the rights of girls to an education. That is progress, albeit slow and painful progress.
Will my right hon. Friend join me in praising the work of 3 Mercian, the Staffords, as it carries out its final operational tour? It has given unstinting and costly service over many years of operations in Iraq and Afghanistan.
I am very happy to join my hon. Friend in praising the unstinting work that 3 Mercian has done. I can remember, long before I came into this job, listening to those reports on our televisions every night and thinking that the Mercian Regiment seemed to suffer a disproportionate number of casualties. It has given a great deal to this campaign, and the nation will remain profoundly grateful to it.

Commons ChamberI am happy to write to my hon. Friend, but as I have just said, there will be no changes as a direct consequence of today’s announcement in the numbers employed or the place of employment. However, obviously I cannot give him an absolute assurance that over time the organisation will not evolve, as it becomes leaner and more efficient.
I welcome my right hon. Friend’s statement. He referred to more than £4 billion of centrally held contingency for defence procurement to address risks as they crystallise. Can he update the House on whether that has had to be drawn on so far and, if it is in future, whether it will be replenished?
The answer is no: the £4 billion—it is actually slightly over £4 billion—remains intact. As I told the House when I made the aircraft carrier statement, we originally provided a larger sum of contingency. We allocated part of that specifically to the anticipated cost increase in the aircraft carrier—that was fully provided at the time of the May 2012 statement—but we have not had to make any further call on that contingency. We will wait and see what the major projects review report says, but as I see it at the moment, I do not anticipate any call on that contingency in the foreseeable future.

Commons ChamberMy hon. Friend says that he remains to be convinced; I am glad to confirm that I remain to be convinced. It is exactly the point of the assessment phase to convince us collectively that this is the right way to go. This proposal is about being able to employ staff at market rates, but that is only a small part of the total challenge. There are many other cultural and behavioural changes that need to be delivered to make it work. He is right that defence procurement is a core function. That is why we will maintain a competent customer function in the MOD, led by the Chief of Defence Matériel and supported by an external private sector consultant to build the intelligent customer function, to ensure that we are in a robust position to manage the GoCo contractor, if that is the route that we choose, not just now but through future evolutions of the GoCo and future appointments of GoCo contractors.
I thank my right hon. Friend for his statement and for the grip that he has on his Department’s budget. Clearly, the first priority of defence procurement is value for money for the taxpayer, but does the procurement system also take into account the export potential of UK-based companies when making its assessments?

Commons ChamberThe investment at St Athan will be in excess of £50 million. I cannot give my hon. Friend a more precise figure because of commercial issues relating to negotiations and contracts. The moves I have announced today will bring some 560 additional personnel to the site, taking the total liability on it to about 1,250. I say to my hon. Friend, who has been an ardent campaigner on this issue, that the consolidation of 14 Signal Regiment on the St Athan site represents a very important step in resolving the site’s future. The work we have done with the Welsh Assembly Government sets out a very good route to securing the site in the future, both for military use and for civilian development
I thank my right hon. Friend for his statement. The people of Stafford will warmly welcome the two additional Signals Regiments to be based at MOD Stafford from 2015. Will he assure me that the construction of housing and creation of school places can now go ahead without delay?
Yes, I can assure my hon. Friend that the necessary accommodation will be constructed in time for the planned redeployment to Stafford.

Commons ChamberThe hon. Gentleman asks the question in the abstract—[Interruption.] It is not a yes or no question at all. At the time when redundancy decisions are made, a defined group of people will be excluded from consideration. That will be people deployed on operations, people preparing to deploy on operations, and people recovering on leave after operations, but I cannot tell the hon. Gentleman, as the right hon. Member for East Renfrewshire (Mr Murphy) asked me to do, that anyone who is now or at any time in the future deployed in Afghanistan will not be eligible for redundancy. That would reduce the field eligible for selection to a tiny number and would be most unfair.
I welcome the ongoing United Kingdom commitment to give £250 million a year for development in Afghanistan. This represents about 10% of the pledged total. Does my right hon. Friend have confidence that the remaining 90% will be found and that the United Kingdom will not be left to pick up the difference?
I think my hon. Friend might be confusing two things. There are, rather unhelpfully, two separate 4 billions here. There is £4 billion of development aid that was pledged at Tokyo, and there is $4 billion a year of support for the ANSF, of which the United Kingdom has committed about $100 million—around £70 million. We are confident that these sums will be found and that they will be available to the Afghans on an ongoing basis. We have set out our commitment and we do not intend to change from that position.

Commons ChamberThis is not just about redundancy, voluntary or otherwise. The Army is continually recruiting and people are continually leaving it when they reach the end of their period of service. It is unlike most other careers. Over a period of time, the Army has considerable ability to change its size, simply by slowing the flow of recruiting while allowing the outflow of people at the end of their careers to continue. We will minimise the need for redundancy, both voluntary and compulsory.
The Staffords have served our country with great distinction since they were first raised in 1705 in Lichfield, the constituency of my hon. Friend the Member for Lichfield (Michael Fabricant), who supports me in this question. It is essential that the name of the Staffords is maintained, as Staffordshire and Stoke-on-Trent are among the best recruiting grounds for the Army. Will the Secretary of State ensure that the name is retained with the serving unit?
The opportunity for the name to be retained is there. It is for the Mercian Regiment itself to decide how it wants to append the antecedent names of the battalion that is being removed to the other battalions.

Commons ChamberI will have to disappoint the hon. Gentleman on creeping re-nationalisation: there is not one, and I can assure him that so long as I am in this job, there will not be one. However, I am happy to meet MPs along that route to talk about the Great Western franchise. First Group will continue to operate the franchise until 2013, and it has assured us that it will operate it as normal and run the franchise properly during that period. It has every incentive to do so, because, as I just announced, our policy is that eligibility for participating in franchise competitions will depend on demonstrated ability to deliver co-operative working, and to bear down on cost pressures.
I am absolutely ready to meet the unions. In fact, I think my office is in the process of arranging a meeting with the rail unions through the TUC, which I hope can play a constructive role in this process—it is a process I think we all want—of making this a viable and affordable industry that has a bright future, and which will employ not fewer but more people as the railway expands on the trajectory of current projections.
I welcome the Secretary of State’s approach to the west coast main line franchise. As has been said, overcrowding in standard class in particular is a problem on the west coast main line. I pay tribute to the quality and courtesy of the staff I encounter in difficult circumstances. However, first-class carriages are often under-utilised. Can he confirm whether the new franchise will include a duty to take all practical measures to ensure that people do not have to stand on trains that often travel at more than 120 mph?
As I said earlier, the intention is to be less prescriptive. Train operators already have the freedom to de-designate first-class carriages and reconfigure their trains if they want to, and all the new Pendolino cars that will be inserted in existing nine-car sets will be standard-class carriages. I do not want to talk about imposing a specific duty on operators, but they will have to deliver on targets to reduce overcrowding, and we have powers to force them to take action if they do not.

Commons ChamberMy right hon. Friend the Secretary of State is aware of the issue that my hon. Friend raises. Historically, the UK has had lower gas storage capability than many of our continental neighbours, but it is an issue that my right hon. Friend intends to address as soon as possible.
Stafford is a proud railway town. Will the Secretary of State join me in congratulating rail workers up and down the country who have kept services going under often atrocious conditions? I pay particular tribute to staff in Stafford last night, who went the extra mile in giving information under difficult circumstances.
I am happy to join my hon. Friend in congratulating staff across the railways. They have been operating in extremely difficult conditions, and I have seen for myself something of a blitz spirit where people have been mucking in. Some of the old divisions between Network Rail and train operators seem to have melted away under the weight of the snow—if that is the right way to put it. Railway staff put in a fantastic performance over the weekend to get the railways operating normally—by and large—this morning.

Thank you, Mr Deputy Speaker. I thank my right hon. Friend for his statement. He said that after the first stage of the project is complete, trains will run on the existing west coast main line northwards. Given the limit on the number of train paths on that line even now, what effect will that have on existing services and timetables?
The major constraints on capacity are south of Manchester, particularly on the Birmingham to London stretch, but clearly there will still be constraints on capacity as there is not infinite capacity available. We expect a significant proportion of train paths in the early days will be on the London to Birmingham and London to Manchester routes with a smaller number going on northwards, reflecting current patterns of passenger demand.
