Lords ChamberMy Lords, this group of amendments includes a number which would kill the Bill. Amendment 5 would leave out subsection (2) and Amendment 24 would leave out subsection (3), but if we leave out subsections (2) and (3) we would not have much of a Bill left. In truth, the noble Lord, Lord Trefgarne, is confirming my suspicion that he is trying not to improve the Bill but to kill it, so I hope that he will withdraw his amendment.
My Lords, this is the only opportunity I have to say that it is not often I would do anything which the noble and learned Lord, Lord Mackay, did not approve of. But I voted against the Motion and I want to make the point that it was the only way in which the House could send a message to the Government, and to people outside, that the House is greatly in favour of the Bill going forward.
