Grand CommitteeMy Lords, from a Greater Manchester perspective, the commitment to rewrite the Green Book is welcome. For too long, the Government’s appraisal process for investment has unfairly favoured London and the south-east to the detriment of communities in the north of England. I hope that the refreshed Green Book will help end that imbalance.
I am pleased by the news that a national infrastructure bank will be set up and its headquarters will be in the north, hopefully in Stockport—the heart of Greater Manchester—a town with a motorway passing through the heart of it, an intercity line to London three times an hour, and the lowest Covid rates in Greater Manchester. This would show real commitment to northern communities, and that this investment could be the start of a long-term strategy to underpin what I hope are substantial investments in the north.
Everyone welcomes the commitment to increase the pay of some in our national health service and the modest pay rise for those on the lowest incomes in other public services. However, I am disappointed that the pay rise does not extend to others across our public sector who have been so integral in our fight against the pandemic. There was no mention of social care workers, who have also been working on the front line, and no mention of police officers, teachers or council workers, many of whom were redeployed at short notice to aid in the fight. They should be recognised for the work they have done.
What are the Government proposing for the 3 million people who are still currently excluded from Government support schemes? I was disappointed that the Chancellor could not mention them in his speech. These people account for 10% of the UK workforce and hundreds of thousands of working people across Greater Manchester. It was a missed opportunity by the Chancellor not to announce support for that huge number of taxpayers.
Finally, if Greater Manchester were to receive its share of the so-called levelling-up fund, it would amount to £30 million. This is simply not enough: a £30 million injection of cash for 3 million people, a city region that has suffered for years with underfunding of transport, skills, healthcare and infrastructure. Frankly, this Government must to more for the north and, in particular, Greater Manchester.

Lords ChamberMy Lords, I will address the loan charge in the Finance Bill. For the avoidance of doubt, we do not support tax evasion and fully support everybody paying the tax that is due. However, the scandal of the loan charge must be addressed.
Today I spoke to a family whose breadwinner unwittingly signed up for a payroll loan scheme in 2012. He checked that the company was legally compliant. It was backed up by a QC opinion and a chartered accountant was appointed to look after his tax returns. It was only in 2018 when he had retired that he became aware that a loan charge had been made to his retirement plans. Now on a pension, not working, he faces a bill of upwards of £50,000. He is uncertain of the final settlement, as HMRC will decide how much to add on in penalties, interest and maybe inheritance tax. The Loan Charge APPG has published a damning report on the conduct of HMRC’s dealings with loan charge-affected citizens, who have no right of appeal to HMRC. They simply want to work and be on the right side of legislation.
This person is not alone. About 100,000 families are similarly affected. The use and industry-wide acceptance of payroll loan schemes, where the payroll scheme makes substantial deductions and passes the money back to the employees through a mixture of PAYE and credits, became common from 2010. The people affected are not Premier League footballers and celebrities, but hard-working contractors in oil, gas and IT and, latterly, NHS and care workers, for whom in many instances it was a condition of employment that they engage in a recommended payment loan scheme.
These schemes still operate. A recent BBC report on “Money Box Live” highlighted how they are drawing into their clutches lower-paid and essential workers. This Finance Bill also condones retrospective tax law—a dangerous precedent.
According to a recent Morse report, the average liability is around £50,000. For the family I spoke to, that is two years’ gross pension and clearly unpayable. They are now putting their house on the market, as they have no other course of action. New Clause 31, which is not included in the Bill, would have restored natural justice to our system. It proposed to exclude people who have submitted tax returns in good faith and that the loan change should apply only to those who have deliberately reduced their tax bill. The principle of “innocent until proven guilty” would also have been preserved.
In summary, the loan charge has not stopped payroll loan scheme companies operating. It is retrospective. It has caused immeasurable stress and hardship to those facing it. It is forcing house sales, bankruptcy, family breakdowns and confirmed suicides. It does not serve a purpose. In rejecting NC31, the opportunity to restore the rule of law and fairness to the tax system has been missed. It must be looked at again.

Lords ChamberAccording to the Institution of Civil Engineers, the construction industry is set to play a key role in restarting the economy and helping the nation recover from the impact of the crisis. If it is to facilitate these efforts, the Government need to help it weather the storm.
Jobs are coming under threat as the UK braces for a global recession due to Covid-19. In a year or so, with workloads significantly down, there will be a need to preserve skills to prevent future skills gaps and shortages in the industry. Socially valuable projects that are labour-intensive—particularly repair, maintenance and improvement work—will provide a stable pipeline of work while keeping people employed and creating a built environment fit for the future.
The noble Lord, Lord Bourne of Aberystwyth, made the point about apprentices. Would the Government consider suspending the apprenticeship levy indefinitely to provide immediate financial relief to construction employers, and implementing an apprenticeship guarantee?
Previously, there has been a tendency for the Government to focus on large-scale engineering projects that garner public attention but do not support large amounts of labour or a stable pipeline of work for the industry. In planning for future construction, would the Government recommend putting forward long-term, socially valuable projects that are labour intensive or keep more people in work? For instance, the energy performance of the UK’s existing housing stock must be improved if we are to achieve our long-term emissions targets.
The enhancement of UK housing stock to improve its energy efficiency would be a socially valuable project that would maintain and sustain employment. This type of work is intensive and equally spread geographically, making it an ideal project for employing the construction sector, supporting regional growth and getting the economy moving. I recognise that this is a complex task, but it would really reduce strain on the labour market and supply.

Lords ChamberMy Lords, the proposed 2021 census will probably be the most important for a generation. It will begin to show the devastating effects of Covid-19 on our communities and individuals. It is imperative that the largest number of our citizens are included. For the first time, questions will be asked about gender identity and sexual orientation—and they will be voluntary, which is to be welcomed. The long-overdue information will allow the Government to inform policy, plan for a clear picture of LGBT rights and communities, and target resources to them.
In the other place last week, many speeches were made about inclusivity and the Sikh communities. Sikhs have been recognised as an ethnic group for over 40 years, since this House made that ruling in 1983. The case and the law have been overwhelmingly made; Sikhs should have a tick box under the ethnic identity question. The same argument applies to Cornish people. In the 2011 census, 83,966 people in Britain ticked the “other” box and wrote “Cornish” on the form. In Cornwall, that figure was 73,320—that is 14% of the population. Those citizens will not go away. The Minister must act if, as the phrase goes, we are all in this together.
Finally, the guidance says that the census will be predominantly online and will be the most inclusive ever. It is vital that paper copies are made for the enormous number of people who are not on the internet and do not have online facilities. The noble Baroness, Lady Kennedy, said that could be 10% of the population. If the Prime Minister can write to every household and basically tell them to stay in, surely the same option can be given for the census form.

To ask Her Majesty’s Government what action they are taking to respond to the multiple allegations of child sexual abuse within football clubs.
My Lords, on behalf of my noble friend Lord Addington, and at his request, I beg leave to ask the Question standing in his name on the Order Paper. I think the Minister and I would agree that we have both drawn the short straw today, for different reasons, but I hope we can have an interesting debate on the subject, which is not the most pleasant one.
Football—the beautiful game, which we gave to the world—is in crisis at the moment over allegations of sex abuse. All I wanted to do when I was young was to play football. There was only one thing wrong with that, which was that I was not any good at it. Somebody who was very good at it was a chap called David White. He rang me when he heard I was speaking today, and I met him on Sunday. He started playing football at five years of age. His father took him everywhere, and he clearly had the ability and the skill. At 16, he signed professional papers for Manchester City; at 18 he made his debut. In his career he played almost 400 games, scored 100 goals and won an England cap. He was a good footballer. He scored the first Premier League goal for Manchester City when the league was formed in 1991. You would think his life was complete.
I went to meet David for three hours. The story he told me was a difficult one, but one he wants to be heard, for a number of reasons, which will become evident. When he was 10, a coach at a local football team said he was taking the team to Spain for a week to bond, to learn to work together and to learn about different cultures and lifestyles. He said it would be good for the boy, whose parents happily sent him on his way to Spain with all the other lads. On the second day in Spain, the abuse from the coach started. The boy is 10 years of age, in Spain; he does not speak Spanish, there are no mobile telephones and he is at the mercy of this coach for a week. It is absolutely appalling. He comes back and has the dilemma of whether to tell his father—he knows what the consequences of that will be, including probably prison for his father—or to keep quiet. He kept quiet and told nobody. For 20 years, he told nobody.
The police called in about 1999, asking about abuse and whether he had any evidence of it and whether he knew about anybody else or had been involved himself. He said, “No, I knew nothing about any of this”, because he still had his father. His father was alive and he knew what it would do to him, so he denied it. Then it was in the newspapers. His mother asked him about it and he denied it, but in the end he could not deny it, and explained it all to her one night. He told me that that was cathartic and lifted the weight off his shoulders, as it had been in the back of his mind all his career. His mother was made to promise not to tell his father—they had separated by now—and his father, who died a few years later, never knew, for which he is really grateful. He and his mother now knew, but no one else knew for another 15 years, until Andy Woodward admitted that he was abused. David and other footballers then came forward to say that they were as well.
You think that is the story, but then at 6 pm on Sunday, I get a phone call from his mother, who wants me to go and see her to discuss the matter. So on Monday, I left this Chamber on the 6 pm train back to Manchester, and then got in my car and drove to Eccles to meet his mother, an absolutely wonderful woman. In her mid-seventies, she lives in Eccles and is still active in the community. As you go in, there is a photograph on the wall of Harold Wilson in the Rose Garden with a number of people, some of whom Members to my right may remember. Her father was Jack McCann, the Labour MP for Rochdale from the late 1950s to about 1972, when he unfortunately died. So she is a socialist in background. She is at the heart of the community now, attending Christmas parties and so on. We sat for a couple of hours, and what came from her was a sense of guilt. There is a disconnect between your head and your heart; your head tells you that it is not your fault and these things happen, but your heart tells you that you should have looked after your son and somehow you are responsible. The more you tell the story, though, the more people understand it and the less that guilt is there. I hope that telling David’s story today will help other people to come forward and explain the problems that they have had.
David White has no problem with the FA or with the football club. He is not seeking compensation or publicity. All he wants is for this not to happen to anyone else. There have been big changes now. I have met people from the FA; I met James MacDougall yesterday and we had a good discussion. There are checks and balances now in the football league and the FA. I would say it is one of the safest industries for young boys and girls to go into because those checks and balances are second to none and the child protection unit works really well.
However, the approach needs to be more holistic. As David said, these people operate down paths. If they go down the path of football and we cut that path off, that is great, but what is to stop them opening a little judo club in Urmston, a badminton club in London or a dance school in Newcastle? It is the holistic problem that David wants challenging. It is all very well for these organisations to begin to run to cover, call for reports and say it is all very terrible, but there needs to be an outcome from this. That outcome has to be the message that, “If it doesn’t feel right, tell someone”, together with a phone number.
What David wants is for the football league and the Premier League, the people with the big money, to be a conduit for all other sports to pull together and get this to happen. I cannot make it happen and neither can noble Lords, not even the Minister, because children do not listen to us—they listen to Wayne Rooney, Andy Murray or Lewis Hamilton. People like that should be persuaded to pass that message down to children. Now, unlike 1979, children have mobile phones and are all on Snapchat and talking to each other. There is much less chance of these people manipulating and frightening them and making them their “special people” because they have no one to talk to.
What David wants is for people to understand the darkness and despair. He tells me he could have played more for England and for his football clubs. He would have a fantastic two or three weeks where he would score goals but then something would trigger him, the mist would come over him and he would be useless for two or three weeks. Managers would say, “He’s a great footballer but he doesn’t put his heart into it”, or, “He’s a great footballer but he’s a Champagne Charlie”. They did not know what David was going through. I would like to ask some of the managers who have managed David White to pick the phone up and chat to him now, because he was not not trying—it was just that he was in a place where it was almost impossible for him to function. Then that would go, and he would carry on. This is a difficult subject for me, and indeed the House, to talk about, but I emphasise that if we can get the message right this will not happen for anyone else. That is the most important thing that we want to happen.
I ask the Minister for her view on the following. David White, an ambassador for Manchester City who does corporate hospitality, also does the commentary for Radio Manchester on match nights. Last night City played Watford, but he had a phone call from the BBC saying that it no longer wanted his football-commentating services until, in its words, “this matter is dealt with”. That is incredible and unforgivable of the BBC. He is a victim; he has not been charged, he is not giving evidence and he is not sub judice—he is just a person—yet the BBC has arbitrarily decided that he cannot speak about football any more. Does the Minister think that was a sensible thing to do? Does it send out the right message to people to come forward, to help to change the situation? I do not think the situation is as bad now as it was. That was then; in the 1960s and 1970s there was a different culture. It still needs addressing, though, and there are far more people in far more sports in the same situation. I hope the Minister will address those points.

Lords ChamberMy Lords, listening to other Peers’ maiden speeches has been quite a revelation for me; some have been amusing, some quite touching. Anyone who had the privilege of hearing the maiden speech of the noble Lord, Lord Farmer, must have been moved by his highly personal story. On the other hand, I now know that there are seven Smiths in the House—a quite useless fact but one that I cannot get out of my head. I thank everyone who has made my introduction and my stay here so welcoming: my long-suffering supporters, my noble friends Lord Lee of Trafford and Lord McNally, and my mentor, my noble friend the one and only Lord Addington.
I also thank the officers, the staff and of course the legendary doorkeepers. On my second day in the House, I decided to come in early—be my own man. I took my place on the third row, in prime position. The House began to fill up. To my surprise, a doorkeeper came across to me. “Lord Goddard?” he politely asked. “Yes, I am.” “Lord Goddard of Stockport?” “Yes, yes.” He actually knows who I am after one day in the House. “Lord Goddard of Stockport, the Liberal Democrat Peer?” By now, I am the emperor penguin, chest out and proud as punch: “Yes, I am that Member”. The doorkeeper leans in and whispers in my ear: “Perhaps the noble Lord will wish to follow me across the Floor to the Liberal Democrat Benches. You are actually sat in the Labour Benches”.
As the realisation of my predicament dawns on me, I slowly follow him down the steps and across the Floor of the Chamber. I can see the Members politely smiling at my mishap right around the Chamber. I go from emperor penguin to Donald Duck in 30 seconds. At the bottom of the stairs he mercifully administers the coup de grace: “My Lord, I’m sure you will be safer sitting here”. Many new Members are confused by the geography of the Palace of Westminster, but I managed to get confused over the geography of this Chamber. Noble Lords will be pleased to know that I will not be putting my name forward for overseas visits in the foreseeable future; I fear that I could be lost to the House for ever.
I turn to the Motion being debated today, which I am grateful to my noble friend Lord Shipley for tabling. I want to spend a short time reflecting on Greater Manchester’s journey towards achieving greater control over the decisions that affect us all locally. It is a journey that has been made in partnership with government, recognising not only the economic potential of English city regions but their leaders’ capacity to make the right decisions for those places. Greater Manchester’s 10 leaders have an unrivalled history of collaboration, characterised by consistent leadership and hard work over many years, first through the Association of Greater Manchester Authorities, established in 1986, and then through the Greater Manchester Combined Authority, the first in the country, marking a new phase in our collective ambitions. The combined authority provides us with strong and effective governance and has statutory responsibilities for transport, economic development and regeneration. As a Liberal Democrat vice chair of the Association of Greater Manchester Authorities, I was uniquely placed to help frame and deliver those unique opportunities.
Our leadership has evolved from a “bottom up” approach—it is vital that Members understand that—to meet the Greater Manchester agenda and ensure the ownership and commitment of the 10 leaders. We have worked out which functions are best delivered at the Greater Manchester level and which are best delivered at local level. We also have been able to develop a highly effective partnership with business leaders, helping to shape the strategic direction and oversee the delivery of key growth functions. There is no equivalent comprehensive partnership anywhere else in the country.
In March 2012 I was one of the four leaders from Greater Manchester who pitched for, and were successful in securing, the first city deal in the country. That city deal secured a broad-ranging set of arrangements to deliver jobs and growth to Greater Manchester. Three aspects of that merit particular attention.
The earn-back model is a ground-breaking tax-increment financing scheme which means that £1.2 billion of investment made by our councils can be earned back as real economic growth is delivered, to then be reinvested in further schemes.
The Greater Manchester Investment Framework combines different government funding streams into a single pot, making it easier for investors to access the finance they need. Because the fund is a loan, not a grant, it can be recycled to make better use of scarce resources. New skills pilots will deliver an extra 6,000 apprenticeships via small and medium-size businesses.
The devolution agreement, signed in November, is quite simply an agreement designed to drive growth and reform public services in the quickest possible way.
I recognise that the full devolution of Greater Manchester’s public spending will take many years to deliver. Our road map proposes that the functions and resources for public services be devolved in a staged manner to enable the city region to be financially sustainable and economically successful, providing early wins for both Greater Manchester and the Government.
Finally, I thank Sir Howard Bernstein, chief executive of Manchester City Council, and Eamonn Boylan, chief executive of Stockport Council, for their support over many years. Today Sir Howard and I share a wider smile, following our beloved Manchester City’s win in Rome last night against all the odds. As my mother used to say to me, “Do good things for others and sometimes good things will happen to you”. Thank you.
