My Lords, it is right that the noble Lord mentioned flooding. That is why we have record sums of capital investment: £2.5 billion in flooding investment, as well as a record £1 billion investment in maintenance. That is an example of the UK Government investing strongly in our defences.

My Lords, given that a number of rather nasty tree diseases in Europe are just awaiting their opportunity to get into this country, will the Minister use the opportunity that Brexit provides to strengthen our import controls to make sure those diseases do not get in?

My Lords, I should declare an interest: as Minister for Biosecurity I take these matters very seriously. Our preparations are much advanced. I have been working with the Chief Plant Health Officer and we are in a much better position. Of course we should use the opportunity to see what works in the national interest, and I shall be looking at this very carefully.

My Lords, clearly we will be looking at all things. However, the truth is that we are not in a position to start setting prices; that is market driven. We have global overproduction at the moment, and that is the plain economics of it. But we are going to look at all these things and we want to see whether there are ways in which the dairy farmer can be assisted. We think that the dairy farming industry should be more joined up, so that there is strength in its negotiations. Clearly, we want to make sure that supermarkets understand that it is very important to sustain the domestic dairy industry.

My Lords, does the Minister agree that it really is quite ridiculous that the price of a bottle of milk is often less than the price of a bottle of water, bearing in mind the real difficulties that our dairy farmers are now suffering? Will he, as he has already referred to, put real pressure on the retailers and supermarkets to see what they can do to help this industry that is in such dire straits?

My Lords, I can assure the noble Lord that a considerable number of things are being done to address that, particularly in London and other cities, where it is a strong issue. I entirely agree that there is a big health issue here; that is precisely why we are working with colleagues from the Department of Health and the health agencies. That is precisely why we are encouraging investment in the ultra-low emissions market. We have the highest number of registrations of those vehicles in the EU. We are not alone: 17 other countries have a problem; five have proceedings against them. We all need to work on this and I agree that it is a high priority.

My Lords, does my noble friend agree that one practical thing that we can do immediately is to push for more tree planting in all our inner cities? Trees take in our carbon dioxide and give us back their oxygen, doing more than anything else to improve the quality of the air we breathe.

First, I entirely agree that we should be planting more trees. In fact, my party’s manifesto stated that we wished to plant 11 million more trees over this Parliament. Trees are a great enhancement to our lives, but we need to ensure their planting and location, particularly in urban areas, because if we have avenues of trees it is often difficult for the emissions to go up, which causes a local problem. There are all sorts of reasons why we need to be careful about the way in which we plant our trees.
