My Lords, I congratulate my noble friend Lord Framlingham on raising this issue. I do not agree with him, but it is important that your Lordships not only debate it again today but on an annual basis—I do not know what the necessary procedure would be—to consider the progress made on the project in terms of controlling costs and analysing the benefits to come, which I will briefly touch on.

The arguments for the project are economic. I will not touch on the environmental issues that my noble friend has raised, because last year’s Select Committee—on which a number of colleagues here participated directly or indirectly—undertook the long process of considering more than 1,000 petitions. I believe, however, that it is important to concentrate on the issue of cost and that there should be a mechanism—which if necessary I will institute—that enables this House to look at the progress of the project and the control of its costs.

This is a long-term project, and it is very difficult to measure and estimate the total costs over a great number of years. As the Rail Minister responsible for HS1, I know that there was considerable concern at the outset about the project cost and about the impact on households affected on the route from central London to the tunnel. But that process worked extremely well. It is a long-term project that has proved outstandingly successful, and it makes one of the key points that I wish to make. The regeneration around that railway line, particularly just outside London, across the river but also right down to the Channel Tunnel, is beyond all estimates that were made about the benefits of HS1. We need to bear in mind—and I shall come on to the benefits to the north of England in this regard—that it is very difficult to make an estimate of what those benefits are, but they have certainly outstripped the early estimates that were made by the Department for Transport.

I have read the report from KPMG, which estimates £15 billion of productivity gains over 20 years. That is to some extent a heroic estimate; it is very difficult for even a distinguished firm like KPMG to make the kinds of estimates that have been bandied around. But for London to Birmingham, there is an overwhelming case for the high-speed line. Not only is the west coast main line pretty much at capacity but, looking forward even 10 years, let alone 50 years, we will need greater capacity, which means faster trains to connect London with the major city of Birmingham. Beyond Birmingham, in the second phase, the same applies. A number of local authorities, particularly in Manchester, Crewe, Wigan, Sheffield and Leeds—as well as with the trans-Pennine connection, HS3—have expressed their views about the future of this project, and they have all been positive, because it will bring a greater and faster connectivity between those great conurbations and the capital. That is an extremely important point. It is very difficult to forecast the actual environmental and economic consequences, but the initial reactions, particularly from Manchester, which I warmly welcome, should be taken into account.

I shall mention one aspect of the proposal that may not have been fully understood. The initial construction of the line is planned to call at Old Oak Common. That is quite important because of its connectivity to Heathrow. I am told and believe that trains will stop for only two minutes for those who wish to get out there before proceeding into Euston. That seems to me to be a real benefit.

Finally, HS1 has turned out to be a tremendous success, and the capacity provided seems to be improving and increasing all the time. It has done a great deal for tourism and business, and I believe that this new project, HS2, and, ultimately, HS3 across the Pennines, will make a tremendous contribution to the productivity and prosperity of this country.

My Lords, I am a strong supporter of the project for HS2. I am sure that those on the government Benches will welcome the fact that the noble Baroness, Lady Kramer, is the Minister is charge. She will bring her reasonableness, calmness and courtesy to the progress of the Bill through your Lordships’ House, which gives me a great deal of comfort.

I find myself in some difficulty regarding the speech of the noble Lord, Lord Adonis, as I agreed with everything he said, which will make my contribution understandably brief. I speak with modest experience as the Transport Minister responsible for the day to day planning and then construction of HS1. There are very few lessons to be learnt about the strategic need for HS1, because it was about speed through the Channel Tunnel. At two hours and 15 minutes between Paris and London, it beats the alternative of flying from Heathrow if you are coming from central London. It has been an unqualified success, in my judgment, and we can learn some lessons for HS2, to which I shall briefly refer at the conclusion to my remarks.

The noble Baroness, Lady Kramer, and the noble Lord, Lord Adonis, referred to the fact that we are nearing capacity on certain sections of existing railways. I am going to refer briefly to the west coast main line. Without proceeding with this Bill, in 25 or 30 years’ time, we will have a shambles of a national railway system. We have to upgrade the capacity. My noble friend Lord Heseltine, whom I served, is absolutely right to focus on capacity as one of the key arguments for this line. It is estimated that up to £20 billion is required to upgrade the west coast main line. I hope that figure is right; it is certainly that order of magnitude. Upgrading that line, as opposed to HS2, would create absolute mayhem for many weekends over many years and deliver only about half the benefits.

I will make one or two points about the alternative of trying to upgrade the west coast main line. Your Lordships might be interested to know that, at present, in the final peak hour for passengers coming into and out of Euston on the west coast main line, on average there are 120 passengers on board each train for every 100 seats. There is already a capacity problem. If we look forward to the 2020s without an HS2, the mind boggles.

I know that my noble friend Lord Bradshaw is particularly concerned about freight, as I am, too. HS2 will do a great deal for freight, particularly by taking it off the M1 and the M6. Creating more capacity at the southern end of the existing west coast main line by moving that passenger traffic onto the high-speed line will, I am told, deliver 20 extra daily freight paths on to the line. I see my noble friend Lord Bradshaw nodding, so I must be right. There will be relief for freight traffic on the M1 and the M6. Without HS2, that freight traffic can only increase. I am told that the order of magnitude is of half a million lorry journeys coming off the motorways per annum. That is what will occur if we not only proceed with this legislation but build HS2.

The noble Lord, Lord Adonis, referred to three other advantages of HS2 which relate directly to capacity: the link to HS1, so that one could travel from Birmingham to Paris directly through Old Oak Common; the link with Crossrail, which will certainly help with congestion in central London; and ultimately, if Heathrow is to remain as our key airport, the link to Heathrow.

I strongly support this Bill and when we come to the hybrid Bill—I look forward to that being introduced as quickly as possible—I am sure that the Government and the Minister will pay great attention to the legitimate concerns of those affected. The one lesson I learnt from HS1 is that it will be better to be reasonable, which will often mean some money as compensation, to get HS2 built. I hope that we can be reasonable, constructive and sympathetic.

My Lords, in common with those noble Lords who have already spoken, I warmly welcome the report. It is a good example of how your Lordships’ House can perform a real service in comparison with the other place. Here, we have a process of thorough examination on an all-party basis—often not on a partisan basis; the Government then respond and then there is a debate. There is no similar process in the other place.

The committee will welcome the attention to detail of the noble Baroness, Lady Scott, and I am sure that she will add a great deal to the work of the European Union Committee.

I particularly welcome the report because it is clear, extensive and comprehensive and has enabled the Government to respond fully and clearly. I add my thanks and congratulations to my noble friend Lady O’Cathain; she has done a marvellous job. I think that many noble Lords who are not in their places today and who do not serve on Select Committees do not fully appreciate the amount of work that a chairman, in particular, puts in. I congratulate her on behalf of my colleagues and, I am sure, on behalf of the whole House.

I pay tribute also to my noble friend Lord Roper. He is no longer chairman of the full committee but he performed a Herculean task with good grace, courtesy and thoroughness. We should not forget that a sub-committee reports to the main committee. The main committee then goes through its report with a fine-toothed comb and sometimes improves it. The whole House owes a great deal of gratitude to my noble friend Lord Roper.

I shall not repeat or comment on any of the excellent points already made. However, I note that three former colleagues of mine on European Sub-Committee B are in their places. They will be speaking in the debate and I look forward to their contributions. I shall focus on the passenger rail part of the report and also on the Channel Tunnel.

On a lighter note, I notice in the report that some evidence was taken from a frequent traveller—The Man in Seat Sixty-One—of Eurostar. I have to say that that is my favourite seat. I hope that it was not me, because I have now completed more than 100 journeys on Eurostar in the past 10 years.

My first point relates to capacity. I am somewhat sceptical of the comment in the report—I think that it comes from Her Majesty’s Government—that the tunnel is being used at only 50% of its capacity. I am not wholly convinced by that, because if there is to be a better, more frequent service for the passenger, as opposed to freight—and obviously that will also happen during the course of the day—we should not assume that there is a relatively infinite amount of capacity available. I am not asking the Minister to respond to that point; I am merely pointing out that there are limitations. Once you get an electrical fault or a train running slowly through the tunnel, traffic quickly backs up. I also believe strongly in keeping the fast Channel Tunnel service at two hours and 15 minutes from London St Pancras to Gare du Nord. That is a real prize and we are seeing more and more passengers, particularly business people, switching from short-haul air services to Eurostar.

My second point concerns Waterloo, which looks like a white elephant at the moment. Is it likely to be available for additional passenger services coming through the tunnel? I do not know what the long-term plans are so far as British Rail is concerned, but it is an asset which has remained empty for far too long. The reason for switching from Waterloo to St Pancras was the enthusiasm of my noble friends Lord Heseltine and Lord MacGregor for the possibility of linking into a through service to the Midlands and the north of England. Practically that is not possible at the moment, because you have to get off the train at St Pancras and catch a normal Intercity train. I will not ask the Minister to comment because it is a detailed operational point, but it could be a prize.

Like others present in the Chamber, I have suffered from long delays—particularly, it has to be said, at Gare du Nord. We should look carefully at ways of speeding up the process of looking at passports and, if necessary, examining luggage on the train. The police and the authorities have ample opportunity to detain anyone who does not have the correct papers.

I have two final points, although the Minister does not necessarily have to respond to them today, but perhaps he will be kind enough to do so in writing. First, I shall quote from the Government response to the report:

“We are currently considering with France”—

that means the French authorities—

“the most effective way of implementing the EU Interoperability directive in relation to the Channel Tunnel”.

Have events moved on and what is the present status? Secondly, is there any more up to date information on the proposed Deutsche Bahn passenger service, which I think we would all welcome? I am not clear as to why there is a delay on the part of the German railway authorities and Government in pursuing negotiations for access.

I conclude by taking this opportunity to thank our officials. It is quite rare to do so—certainly it is extremely rare in the other place. But we should be very conscious of the excellent work performed for all the sub-committees, and particularly the main committee, by civil servants. I would be grateful if my noble friend would communicate my thanks.
