My Lords, the noble Lord mentioned a number of issues, one of which was factory output. I remind him that manufacturing now accounts for almost half of total UK exports—49% in 2017, with a value of just over £300 million. The manufacturing sector has seen productivity increase over three times faster than the UK economy as a whole over the past 10 years. I cannot add anything more relating to sterling but I reiterate that we have provided over half a trillion pounds in capital investment. We are cutting taxes to support business investment, we have improved access to finance through the British Business Bank, and we have improved skills through investment in apprenticeships and the introduction of T-levels.

My Lords, here is another statistic: the ONS says that productivity fell 0.6% between April and June. Over the summer Andy Haldane, who is not only the chief economist of the Bank of England but the chair of the Government’s Industrial Strategy Council, gave an important speech on the UK’s productivity problem. Its subtitle was “Hub No Spokes”. If the Minister had been here I would have asked him if he had read the speech; perhaps his stand-in can pass that question on. More importantly, having read that speech, what are the Government going to do to redress the balance and respond to the important points that Haldane makes?

No, my Lords, I have not read Mr Haldane’s speech, but I will pass it on to my colleagues in the department. However, there is something that the noble Lord should acknowledge regarding the ONS statistics on productivity: he will be aware that the Bean review reported in March 2016, that the Government supported its recommendations, and that the ONS has so far made good progress in acting on them, to ensure that we have proper productivity figures available for our examination.

My Lords, I cannot actually comment on the contract itself because the exact details will not be made public until the contract is formally awarded. However, there is going to be strict governance over this contract, as I mentioned before, by the Defence Fire Risk Management Organisation, and of course this tender was highly examined in the Cabinet Office, the Treasury and the Ministry of Defence to ensure that it was a feasible and worthwhile contract to go with.

My Lords, my party leader and I met David Lidington recently to discuss public procurement. In that discussion, he expressed the Government’s desire to get the strategic providers to focus in on particular areas rather than simply being centres of excellence for getting money out of government. It seems to me that, while there are a small number of fire and service rescue contracts under Capita’s name, this is the Government doubling down on a strategic provider that needs their help. Can the Minister assure us overall what operational risk has been reviewed and how it is going to be managed?

My Lords, the noble Viscount raises a number of points, partly on ministerial involvement in this process. My noble friend Lady Fairhead, the Minister for UK Export Finance, is conducting a review of our export strategy. This puts finance at the very heart of trade promotions. The Government’s industrial strategy will result in improvements to the support that the DIT can give other firms.

My Lords, there are those on the Benches opposite who preach that, in the event of a hard Brexit, the WTO will be our main avenue to trade. Meanwhile, across the Atlantic, Trump and his team are already degrading the capability of the WTO. Are the Government aware of the actions that are already beginning to reduce the dispute resolution capability of the WTO? What representations are the Government making to the Trump Administration in support of the WTO?

My Lords, as always with our closest ally, the United States, we have continued relations with its Administration. The Prime Minister’s speech in Florence added new momentum to the negotiations by making a firm commitment on the financial settlement and by proposing a time-limited implementation period in the interests of both the UK and the EU. On the points the noble Lord made about the WTO, I will have to write to him on some of the detail, but in leaving the EU we will need to update the terms of our WTO membership because our commitments are currently applied through the collective EU schedules.
