Commons ChamberMy hon. Friend makes an extremely important point. The theft of metal, particularly from war memorials, is an absolutely sickening and disgusting crime. We are working with the Association of Chief Police Officers to put in place an action plan to deal with this, which will involve looking again at the whole regulation of scrap metal dealers. We are determined to do that to put a stop to this appalling crime.
People in my constituency and right across the country are desperately worried about the increasing cost of gas, electricity and home heating oil and about how they are going to keep their home warm this winter. What more can the Prime Minister tell the country he is going to do to help people in that situation? In particular, will he reverse the cuts to winter fuel allowance that hit senior citizens? Surely, it is not good enough simply to say that he is following the Opposition’s plans—he has done so many things differently from the Opposition, so why does he not do something different on the winter fuel allowance?
On the winter fuel allowance we have kept the plans that were set out by the previous Government and I think that is the right thing to do. On the cold weather payments, we have taken the increase that was meant for one year and maintained it, so if there is a particularly cold winter, people will be getting that help. The other step we are taking is making sure that energy companies give people proper information about the lowest tariffs they can get and that we have proper reform of the energy market—something that the Labour party has now suddenly started to talk about but did absolutely nothing about in government.

Commons ChamberThe first thing that we have done is to help to change the European neighbourhood policy to ensure that it is much more engaged with Libya, Tunisia and Egypt, and to put in much more conditionality so that there is progress towards rights and democracy in the countries that we are helping. In addition, we have a significant bilateral programme. It is essential to help those countries develop the building blocks of democracy, such as political parties, and understand the importance of civic society. The Department for International Development and others can help with that.
I join others in paying tribute to the bravery of our servicemen and women over Libya and to the work of NATO. I particularly commend the Prime Minister for his leadership on Libya. I am afraid that on Europe, the same cannot be said. The people of Britain will today be asking why he has he decided to firmly set his face not only against his own Back Benchers, but against the settled will of the British people for a referendum on Europe.
First, I thank the right hon. Gentleman for what he said about Libya. As I have said, the country can be proud of what our armed service personnel have done. On Europe, I am clear about what Parliament should do about a referendum. We do not come to this place to give away powers that belong to the people, not to us. It is wrong that we did not have a referendum on Maastricht, Lisbon and those other treaties. My clear view is that it is when this Parliament proposes to give up powers that there should be a referendum. That is the guarantee that we have written into the law of the land.

Commons ChamberI am very grateful to the hon. Lady for that question, and as she knows we have put in very significant extra resources, with £200 million going in over the next four years, backed by the Executive putting in a further £45 million. In discussions with the PSNI, we are determined to bear down on those groups, which are dangerous, and we are not complacent about them.
To answer the hon. Lady’s question directly, we have slowed down the increase in such activity which we saw when we came into office, but there is definitely more work to do, and none of us should underestimate the danger that that small number of people represent not just to the police, but to people going about their everyday business.
I endorse what the Secretary of State has already said about the lack of support from all parts for dissident groups in Northern Ireland, but on combating the dissident threat, what is he doing to strike at their source of funding and their raising of finances, particularly through illicit fuel laundering and other sources of revenue? What is happening to tackle that?
I am grateful to the right hon. Gentleman for that question, because it gives me an opportunity to make clear to the House the remarkable successes that the PSNI has pulled off, stopping fuel laundering and making some very significant arrests on illegal cigarettes. We should all remember the extraordinary level of co-operation that we now have between the PSNI and the Garda, working both sides of the border, because such activity is not restricted to the north.
I am grateful for the Secretary of State’s answer, but he will know that, as well as finance helping the dissident terrorists, one thing on which such people thrive is the hope that they are dictating the Government’s agenda. On that point, they have taken great comfort and solace from the fact that the Ministry of Defence decided not to allow a homecoming parade for the Royal Irish and the Irish Guards in Belfast. Will he continue his efforts and speak to the MOD about that issue, which has gone down very badly in all quarters of Northern Ireland, especially when such parades have been allowed elsewhere throughout the Province? Will he have a word with the Ministry of Defence on that?

Commons ChamberThat is a perfectly good question. The Bill sets up arrangements for a review of its operation in general. It is not an overly constrained review, therefore. The Committee would be able to look at the effects in the round and make appropriate recommendations that this House and the other place could then consider.
I hope the amendment in lieu will address some of the concerns expressed in the other place. Indeed, the Chair of the Constitution Committee, Baroness Jay, said during the consideration of Commons amendments that the Bill should be subject to some form of post-legislative scrutiny. I hope she and other Members will find our amendment in lieu acceptable.
It has also been suggested that the Lords amendments would alter this Chamber’s relationship with the other place, as they would provide that the Bill’s provisions for a fixed term could be “revived” only through a resolution of both Houses, which would concede an element of our primacy to the other place. I share that view. We can envisage a situation in which this House is wholly in favour of reinstating fixed terms but is stymied by what amounts to a power of veto given to the other, unelected, House. That cannot be right. If we send a clear message to those in the other place on this issue, letting them know we do not want, nor have ever wanted, a sunset clause to these provisions, then I am sure they will listen.
Would the Minister change his mind on that point if the other place were partially or fully elected?
The right hon. Gentleman is leaping far ahead. We are considering this Bill now. Meanwhile, our reform proposals for the House of Lords have been published and are being scrutinised by the relevant Joint Committee. If at some point in future it is decided to change the arrangements under this Bill, that can be done in the normal way. The Bill can be amended or repealed through the normal legislative process. We are not seeking to constrain that. We are simply saying that the rather novel constitutional provisions that the Lords has inserted are inappropriate to a constitutional Bill.

Commons ChamberIt is absolutely a matter for the Intelligence and Security Committee what it examines, but I am sure that my right hon. and learned Friend the Member for Kensington (Sir Malcolm Rifkind) will want to look closely at those allegations. As I say, I do not think that any of us should rush to judgment. We have to remember the situation that the world and this country were in post 9/11, when there was a real concern about people who wanted to damage our country. The Libyan Islamic Fighting Group was allied with al-Qaeda. It is not any more and has separated itself from that organisation. Let us allow the inquiries to take their course and not rush to judgment.
May I join in the tributes to the courage of our servicemen and women in their action over Libya, to the Libyan people, and to the political leadership of the Prime Minister and his colleagues during this time? The Prime Minister rightly talked about the issue of legacy, and he referred to Megrahi and WPC Yvonne Fletcher. He said that Libya must deal with the series of problems from the past. Among those will be the issue of compensation and justice for the many hundreds of victims of Libyan-sponsored IRA terrorism. Can I seek an assurance from the Prime Minister that he continues to back the case for justice, and that he will do what he can to secure compensation from the new regime?
I certainly will do that and it is a vital issue. There is no doubt that the Libyan provision of Semtex to the IRA was immensely damaging over many years, and it possibly still is today. We need to be clear that this will be an important bilateral issue between Britain and the new Libyan authorities. Clearly we have to let this Government get their feet under the desk, but this is very high up my list of items.

Friend makes a good point and I do understand, when there are many thousands of people whose phones were hacked, and given the current rate of progress in contacting them and looking into this, that it could take too long a time to get this done. I know there will be conversations with the police and the Metropolitan Police Authority to make sure that adequate resources are put into this investigation, which is already a far bigger investigation than the first, failed investigation, to make sure that they get to the bottom of this.
I welcome the Prime Minister’s decision to widen the terms of reference for the Leveson inquiry to include not just the press but broadcasters and social media as well. Can I be reassured that it will also include other illegal and unethical activities such as so-called blagging and hacking into e-mail accounts; that it will extend to all parts of the United Kingdom; and that, in the interests of the victims of crime and terrorism in particular, both main parties will be absolutely open about the extent of their relationship with the Murdoch empire?
On the last point about the relationship with News Corporation, Rupert Murdoch and his family, I have been totally transparent and will go on being transparent. On the issue of what the terms of reference mention, of course the inquiry can look at blagging and all the information crimes that have been documented. One issue regarding the terms of reference is whether mentioning some forms but not others would give additional priority. However, no one should be in any doubt about this—Lord Justice Leveson can go where the evidence leads.

Commons ChamberMy hon. Friend is right—we are a generous country—but giving has flatlined, despite substantial interventions from previous Governments. We do not accept that as being inevitable, and we want to help people to give more. He will know that the Chancellor announced generous incentives in the last Budget. The White Paper contains many ideas, including a social action fund to support creative, new models that incentivise people to give.
More people would be encouraged to give, especially to health care charities, if the issue of irrecoverable VAT on all non-business supplies was sorted out. Discussions are being held with the Treasury, but will the Minister ensure that they are expedited so that a mutually acceptable solution is reached as quickly as possible?

Friends, and indeed the vast majority of people in Northern Ireland, I heartily endorse the sentiments that have been so eloquently expressed this afternoon on the occasion of His Royal Highness’s 90th birthday. We send him our warmest congratulations.
His Royal Highness bears many titles. When I looked at them the other day, I found that reading them all out would almost be a speech in itself. Some people today might dismiss such titles as anachronisms, but in my view they are not: they speak to us of the history of our Union, our nation and our Commonwealth. With nearly 60 years as royal consort, Prince Philip has been a living example of the steadfast values that created and sustain to this day our Union, our nation and our Commonwealth. Throughout his life he has exemplified the qualities of duty, sacrifice and service to country and Commonwealth, and all carried with great humanity and humour, as we have noted. In the course of that service, he has visited Northern Ireland on many occasions, and we look forward to further such visits, when he can again be assured of the warmest of welcomes.
Beyond his formal duties, the Duke of Edinburgh has worked with hundreds of different causes and organisations and maintains to this day a schedule that many younger people would baulk at. Of all this work, the crowning glories are undoubtedly the World Wildlife Fund and the award that bear his title, the Duke of Edinburgh’s award. His work with WWF was literally decades ahead of its time, as has been said, and the Duke of Edinburgh’s award will this year break the 2 million mark for the number of children and young people who have gained an award. Proudly, Northern Ireland boasts the highest participation levels in the award scheme in the United Kingdom. Few individuals on earth can boast that they have written the rulebook of a sport, but he can—for carriage driving, which he once described as a geriatric sport.
As we approach the diamond jubilee of Her Majesty’s accession to the throne, we rightly reflect on the tremendous service that the monarch has given to this country, its people and the Commonwealth. When Her Majesty was crowned in Westminster Abbey, Prince Philip pledged to
“become your liege man of life and limb, and of earthly worship; and faith and truth I will bear unto you, to live and die, against all manner of folks. So help me God.”
Truly it can be said today that he has fulfilled that pledge in both word and spirit. For any man or woman, there are few better compliments that can be paid than to be recognised and respected for a lifetime of loyalty, steadfastness and truth to their word. For that and so much more, His Royal Highness Prince Philip, Duke of Edinburgh, deserves our nation’s deepest gratitude, our heartiest congratulations and our sincere prayers for God’s blessing and continued health and happiness.

Commons ChamberI thank the Chairman of the Select Committee for his remarks. As he will have seen over the weekend, the police investigation into those shocking scenes at Easter took its course, and in one case charges were laid against Marian McGlinchey. I took the decision to revoke her licence as she was charged under the Terrorism Act 2000. I spoke to the chief constable this morning. The police investigations continue, and I am confident that the PSNI will bring further charges when there is sufficient evidence.
Will the Secretary of State accept—I am sure he will—that the outcome of the recent Assembly and council elections in Northern Ireland showed a clear endorsement of moving Northern Ireland forward and a clear rejection of those who would use violence, whose philosophy is to wreck Stormont and drag us backwards? Will he give a clear commitment to work closely with the security forces, the police and the new Minister of Justice in Northern Ireland to protect society and do whatever is necessary to protect all of us from dissident terrorist threats?
I wholeheartedly endorse the right hon. Gentleman’s comments; there is absolutely no place for the pursuit of any political aim by physical violence in Northern Ireland. I congratulate all those who were elected to the Assembly and to the Executive. Obviously, on this particular issue, I congratulate David Ford, to whom I spoke this morning. I can assure the right hon. Gentleman that we will keep up the very closest co-operation with the Stormont Executive on this issue.
I welcome the Secretary of State’s action on the revocation of the licence of Marian McGlinchey—or Marian Price, as she was known—as it sends out a clear signal to those who would threaten violence. Will the Secretary of State give us his assessment of the number of people he believes are involved in dissident terrorism? What is his assessment of the current level of police and other resources deployed to combat that threat?
I am not sure that the number of those involved is as important as their capability. The right hon. Gentleman knows as well as I do that these people are continuous in their efforts to attack not just the police, but completely innocent members of the general public who are going about their day-to-day business. Although these people are small in number, as we saw in the recent elections, they do have capability and we do not underestimate the threat. That is why we endorsed £50 million of spending last year, and we managed to negotiate an extraordinary settlement of a further £200 million over the next four years. We are absolutely determined to stand by Northern Ireland and do the right thing.
It is funny that Labour Members do not want to listen to Tony Blair’s speechwriter, as they listened with such rapt attention for so many years to what he said. I welcome the free schools policy, and I very much welcome what Peter Hyman is doing in trying to establish a free school. I think this is an excellent policy. Yesterday we had a new policy from Labour when the shadow Education Secretary said that just because he is opposed to the free schools policy, that does not mean he is opposed to every free school. We are back to the days of John Prescott, being told that we cannot have new good schools because everyone might want to go to them. We are back to old Labour.
Does not the visit of Her Majesty the Queen to the Irish Republic this week demonstrate not just her own personal courage in carrying out such a visit in the face of severe dissident terrorist threats, but also, whatever reservations some of us may have about one particular aspect of her visit, the extent of the improvement in relations between the Irish Republic and the United Kingdom, of which Northern Ireland is a proud part, as well as a recognition of Northern Ireland’s status? Is it not also an opportunity to build on co-operation to fight the dissident terrorists who still plague us in Northern Ireland and in the Republic?
The right hon. Gentleman is right in every respect. This is a remarkable visit that demonstrates that the relationship between Britain and the Republic of Ireland is strong, and has probably never been stronger, with the successful devolution of policing and justice that made the visit possible. The scenes on our television screens last night of the visits that Her Majesty made to heal the wounds of the past, but also to look to a very bright future between our two countries, are remarkable and hugely welcome.

Commons ChamberClearly, a proportional electoral system, whichever one is finally settled on, would be reflective of opinion across the whole of the United Kingdom, so people across the United Kingdom can look forward to this as providing a greater reflection of opinions the length and breadth of the land.
Will the Deputy Prime Minister give an undertaking that the Joint Committee that is to be set up will include representatives from the smaller parties represented in Parliament, unlike the Committee that he set up previously, which brought forward this Bill?
This is clearly not something for the Government to decide; it is up to the usual channels, and I know that a number of conversations have already been had. Clearly, the ambition is—or should be, at least—that the Joint Committee embraces the widest possible opinion from this House.
