NHS: Reform
Asked by: Lord Glendonbrook (Conservative - Life peer) Monday 18th November 2024 Question to the Department of Health and Social Care: To ask His Majesty's Government what plans they have to reform the National Health Service; and what plans they have to ask the charitable sector to help in any such reforms. Answered by Baroness Merron - Parliamentary Under-Secretary (Department of Health and Social Care) The 10-Year Health Plan will form a crucial part of the Government's Health Mission and will tackle the challenges set out by Lord Darzi of Denham in his independent assessment of the National Health Service. To make this a reality, we will be listening to the public, people who work in the health and care system, and partner organisations, as part of a national conversation on the future of the NHS. Organisations are encouraged to log onto the online portal on the change.NHS.UK website, and submit a response by 2 December 2024. We are also publishing a Workshop in a Box that will support organisations to conduct their own local engagement activities, with insights being collected in a consistent format. This will be available from the community engagement tab on change.NHS.UK website from Monday 18 November 2024, with insights gathered to be uploaded to the portal by 14 February 2025. In addition, we have established 11 working groups to take forward policy development that will feed into the plan. These working groups include representatives from the charitable sector. |
NHS: Cost Effectiveness
Asked by: Lord Lucas (Conservative - Excepted Hereditary) Tuesday 8th October 2024 Question to the Department of Health and Social Care: To ask His Majesty's Government what assessment they have made of the Centre for Perioperative Care's CPOC Manifesto: A Blueprint for NHS Efficiency, published on 12 April, in the light of the review of the NHS by Lord Darzi of Denham. Answered by Baroness Merron - Parliamentary Under-Secretary (Department of Health and Social Care) In light of the review of the National Health Service by Professor Lord Darzi, which highlights the importance of driving productivity in hospitals, the Government welcomes the manifesto of the Centre for Perioperative Care (CPOC) and will consider its recommendations. The Government is already working with NHS England to improve perioperative care, which can reduce length of stay, improve patient outcomes, and increase productivity. In May 2023, NHS England published guidance setting out five core perioperative care requirements relating to the care of adult patients awaiting planned inpatient surgery. These measures address the key objective of identifying health needs as early as possible in perioperative pathways, and then using time on the waiting list to optimise health, through optimisation of both existing health conditions and of health-related behaviour. NHS England is working to oversee and support implementation, and will continue to do so throughout 2024/25. In addition, NHS England is also undertaking work on other areas addressed in the CPOC manifesto such as drinking, eating, and mobilising after surgery. |
Cancer: Health Services and Mortality Rates
Asked by: Lord Taylor of Warwick (Non-affiliated - Life peer) Friday 20th September 2024 Question to the Department of Health and Social Care: To ask His Majesty's Government what assessment they have made of the findings in the review by Lord Darzi of Denham Independent Investigation of the National Health Service in England, published on 12 September, that (1) "cancer care lags behind other countries", and (2) "the UK has appreciably higher cancer mortality rates than other countries" Answered by Baroness Merron - Parliamentary Under-Secretary (Department of Health and Social Care) Professor Lord Darzi’s report sets out that the United Kingdom has higher mortality from cancer than neighbouring countries, the Nordic countries, and other English-speaking countries, using data published by the Organisation for Economic Co-operation and Development. His report also uses the latest data from the International Cancer Benchmarking Partnership to show that five-year survival for common cancers is below that of comparable countries. The Department remains committed to improving cancer survival rates by hitting all National Health Service cancer waiting time targets within five years, so no patient waits longer than they should. We will get the NHS diagnosing cancer on time, diagnosing it earlier, and treating it faster, and we will improve patients’ experience across the system. The findings of Professor Lord Darzi’s independent review will feed into the Government’s 10-year plan to build a health service that is fit for the future. We are considering how a long-term strategic approach to cancer would best fit in with the 10-year plan. |

Professor Lord Darzi will be considering data and intelligence across a broad range of measures to assess patient access to healthcare, the quality of healthcare being provided, and the overall performance of the health system.
