Lords ChamberMy Lords, I, too, thank the noble Lord, Lord Bourne, for initiating this debate and noble Lords for all the contributions that we have heard today. I hope that the other end will read this debate and follow some of the expert advice that we have heard. I particularly thank the noble Baroness, Lady Helic, for her contribution and the noble Baronesses, Lady Mobarik and Lady Warsi. The point is that in this House we have a lot of expertise. Our work, particularly the response to the Urgent Question that was repeated here, as well as the Westminster Hall debate down the other end, shows that Parliament is taking this issue seriously. We need to keep reminding ourselves how important it is that this country responds.
The Dayton agreement, which saw the ending of armed conflict in post-war Europe, is a key diplomatic achievement, which this country played a significant role in helping to establish. While everyone here recognises the clear imperfections of the agreement, it has stopped the bloodshed and allowed nearly 30 years of peace, although perhaps not as much development as we had hoped. There is an ongoing threat to re-establish a Republika Srpska army, which would represent a disastrous turning point in the region. It is the responsibility of us all to ensure that peace continues.
To deliver on this, we have to ensure that there is a medium-term and a longer-term strategy on Bosnia-Herzegovina. As the noble Baroness, Lady Helic, said, we need to begin to think about how that agreement could be modified, possibly even going as far as a Dayton II agreement. But first we must do the groundwork. There are certain basic principles that we need to keep repeating. In her article in the House magazine, the noble Baroness made this fundamental point: we are committed to a multi-ethnic state and demand that that idea continues. There can be no redrawing of the boundaries of Bosnia-Herzegovina. We cannot return to the violence and destruction of the 1990s. It is critical that the United Kingdom works with all our European partners to defuse the current situation. There is no doubt that the challenges that the international community and the people of Bosnia face are huge. We have a special duty to protect the peace and progress made in the region, not just as a signatory to the agreement, but also, as we have heard in recent debates, because UK troops served there with distinction and 57 died securing that peace.
I agree with the noble Baroness, Lady Helic, that we also need to reinforce our commitment to practical peacekeeping in Bosnia. There is the European Union Force, which, although we are not members of the European Union anymore, we still support. We need to ask whether 600 to 700 personnel on the ground is sufficient. I hope that the Minister can respond to that and say whether we should be working with our alliance on the ground in a more practical way.
James Cleverly, in response to the Urgent Question down the other end in November, stressed the vital role of the high representative. I, too, pay tribute to the late Lord Ashdown and his critical work in that role. When the Urgent Question was repeated here, the Minister reminded us that UN High Representative Christian Schmidt will visit the United Kingdom for meetings in the beginning of December. Mr Schmidt is tasked with discharging civil affairs in the country and has been seriously undermined by the actions of Russia and its attempts to abolish his role. The noble Lord, Lord Ahmad, assured us that the UK stands firmly behind the high representative, who
“has the United Kingdom’s full support, including for the use of executive powers should the situation require it.”—[Official Report, 10/11/21; col. 1756.]
I am also grateful to the Minister for the opportunities to engage directly with the high representative on the situation during his visit. In the briefing to MPs, Mr Schmidt warned of a potential return to violence and fragmentation. He also discussed the importance of keeping Dayton alive and of refreshing it, so picking up the points that we have made. I welcome the Government’s announcement of the appointment of Sir Stuart Peach as special envoy. I am pleased that his brief appears to be wide—to support the civil institutions, to work with others in the area and to ensure that the British Government give a firm commitment to do everything possible to stabilise and, we hope, improve the situation—but how will he support the work of the UN high representative and ensure that the role is not undermined by players such as Russia?
The EU, the UN, and NATO have all echoed Mr Schmidt’s warnings of a real danger of a return to violence. We underline the point made in this debate about the importance of working with our EU partners here. At last month’s NATO Foreign Ministers’ meeting, the Foreign Secretary pushed for more focus on and resource for Bosnia and Herzegovina, and on the need to rebuff Russia’s actions. While diplomacy is the best option to secure the peace there, it is important to recognise the need for short-term stability and to work with France, Germany and the US in NATO to reinforce the EU’s peacekeeping operation. I hope the Minister will tell us again today about the detail and form of the greater focus on and resource for Bosnia and Herzegovina that the Foreign Secretary called for, and how specifically we will rebuff Russia’s actions.
I completely agree with the noble Lord, Lord Bourne, about sanctions and having a flexible and immediate response on them, so that people better understand that we mean business in ensuring that our strategy is stuck to. I know the normal mantra about designating sanctions, which he will no doubt repeat tonight, but I hope that the Minister will say that this country will respond positively on sanctions to all those who seek to undermine the agreement and threaten the peace and stability of the past 30 years. Of course, as we have heard, UK and international engagement is key to supporting the progress and peace enjoyed over the past 30 years. We must redouble our efforts across all the Balkan states to demonstrate our commitment to the region.
Here, I agree with noble Lords’ emphasis in the debate on the importance of civil society. We focus on politicians, but real change and sustainability come from an effective civil society. I have played a small part there, working with Balkan political parties on how they engage with civil society on the question of LGBT rights. I was surprised by how receptive politicians were in countries portrayed as fairly conservative. They were willing to engage on issues where the need for equality and respect was understood. I got a very positive response. This has been an excellent and important debate. It is important that we engage with our neighbours.
I understand the points made by the noble Lords, Lord Bourne and Lord Hannay, who suggested we are not necessarily in a good position to advocate EU enlargement. However, not only should we advocate it, we can give practical support, and not just through political commitment or by arguing for it. When we engage with civil society and political parties there, we can stress that EU membership can deliver a better society that results in working across those states, emphasising the importance of good governance and making sure that there is no vacuum in which Russian destabilisation efforts can win.
It has been an excellent debate and I look forward to hearing the Minister’s response.

Lords ChamberMy Lords, I too congratulate my noble friend not only on initiating this debate but on his excellent cross-party work on the APPG for the SDGs. I also reflect on his words about Frank Judd, because I know that, had Lord Judd been here, he would have stressed, absolutely, the interdependence of our world.
In her recent speech on the network of liberty, the Foreign Secretary said she would be launching the new development strategy in the new year; I have heard that that is likely to be in March. Of course, that strategy was promised in the Government’s integrated review, which was published in March of this year. In the words of my noble friend Lord McConnell, the review reflected the work of all British Governments over a period of 20 years, reflecting, as he has repeatedly said, a cross-party consensus about trying to bring together in a coherent and strategic fashion the three Ds: development, defence and diplomacy. We have to deal with the root causes of conflict and instability. That is why defence, diplomacy and development have to go hand in hand.
The Foreign Secretary says that efforts to build a network of liberty must be firmly anchored in human rights and civic freedoms, both of which play a crucial role in the promotion of democracy and freedom globally. Being a force for good in the world means always taking a stand against injustices, human rights abuses and suffering, even when it is inconvenient to do so. We must strengthen our ties with civil society too. There was little of substance on this in the integrated review, which I hope will be corrected in the development strategy. Women’s organisations, charities, faith groups, trade unions and other organised communities have all demonstrated their role in defending democracy and human rights. When nations fail in their most important task of providing safety, security and freedom for their people, it is always civil society that leaps first to their defence.
Being a force for good in the world also means putting forward a vision for a more secure and prosperous future, delivering on the UN’s global goals and fulfilling our commitment to the world’s poorest and most vulnerable—not leaving anyone behind, as noble Lords have said. In answer to the noble Lord, Lord Desai—it was also mentioned by the noble Lord, Lord Purvis—the SDGs are universal. They are not us preaching to others but apply here, to all of us, and that is why they are so important in terms of the strategy for the future.
I too pay tribute to David Cameron. His leadership on the SDGs was vital, building on the leadership of Gordon Brown in the millennium development goals. Sadly, that leadership has been missing from this Government. The 2030 agenda if achieved will end extreme poverty, hunger and gender-based violence and ensure that every individual has access to rights, including safe drinking water, quality education and clean energy. A strategy involving diplomacy, defence and development does not need a big department. Rather, it needs a commitment to work across Whitehall. We need a champion for the sustainable development goals in the Cabinet. Of course, the work of the FCDO is integral to the UK’s role in international development but, as we have heard in this debate, it is not the only department, particularly when it comes to issues such as global Covid-19 vaccine inequality or climate change. I hope that the Minister will set out further detail on how the international development strategy will create a coherent, whole-government approach to international development.
As the noble Lords, Lord Oates and Lord Purvis, said, the Government’s words must be matched by their actions. How can we champion human rights while selling arms to Saudi Arabia, which has contributed to creating the world’s most desperate humanitarian situation? How can we aspire to be a world leader in international development while breaking our legal commitment to 0.7%? Here I also pay tribute to the noble Baroness, Lady Sugg, for her leadership on this issue and for building a cross-party coalition so that we return to 0.7% as quickly as possible. I hope the Minister will set out in more detail exactly what the timeframe is for that return. To maintain our enormous influence on the world stage and be a moral force for good, we must be consistent in our approach. The Government need to end the contradictions and inconsistency between their words and actions, and that starts with supporting once again the principles of sustainable development.
The global health, climate and humanitarian crises should result in more attention being given to the critical role that development plays in tackling global challenges. The global refugee crisis requires a joined-up strategic approach. As the noble Lord, Lord Alton, said, the best way to help those people is to ensure that they can have a better life in the countries from which they originate. International development is key to unlocking many of the other strategic and diplomatic aims of the FCDO.
As my noble friend said—and I know that a lot of NGOs have focused on this—there are four key areas that we need a clear focus on. We need a clear articulation of the United Kingdom’s global leadership role, a cross- government approach to responding to humanitarian and peacebuilding activities, a plan to ensure that economic systems do not perpetuate poverty, and a clear commitment to ensure vaccine equality.
We have heard in this debate about the cuts that have reduced the United Kingdom’s ability to have an impact in reducing global poverty and achieving the SDGs. It is an absolutely terrible situation, as noble Lords have mentioned. I will focus on Africa. Currently, the FCDO’s bilateral aid budget to countries in Africa is at a 15-year low. Many of the world’s poorest countries are on the African continent. I hope the Minister can confirm that the international development strategy will reaffirm the United Kingdom’s commitment to Africa and increase aid to the continent in real terms.
We have heard reference in this debate to the CDC, which will become the BII—the Foreign Secretary also referred to it—with a new strategy and a new five-year plan. No one can pretend that the SDGs can be delivered by Governments alone; I mentioned civil society, but of course the private sector is also integral to that. I hope that the new strategy by the CDC or BII will be subject to a full parliamentary debate and that we have the opportunity to scrutinise the huge investments that that body will be making.
Our commitment to the world’s poorest and most vulnerable also means spending on the right aid projects, which means supporting multipliers such as nutrition, clean water and education, which have myriad development benefits, most importantly for women and girls. I made a point this week about the Nutrition for Growth summit, which took place earlier this month. I was hugely disappointed that our leadership role on nutrition was not matched by a pledge at that summit. I understand and appreciate the FCDO’s commitment to adopting the OECD policy marker, but there is much more work to be done. I hope that the Minister will be able to reaffirm the UK’s role as a global leader in nutrition by committing to good-value initiatives that end preventable deaths and empower women and girls.

Lords ChamberMy Lords, while the United States played the role of the shepherd, I assure the noble Lord that we were very much not just part of the flock, but part and parcel of the decision-making and setting of the agenda of the democracy summit. I myself met with Uzra Zeya, the lead Under-Secretary of State for this summit, and discussed in detail issues of media freedom and illicit finance, which were very much part and parcel of the discussions at the summit.
My Lords, in her speech, the Foreign Secretary said she would be launching the new development strategy in the new year and that this will focus on providing women and girls with the freedom they need to succeed. Malnutrition is the single largest cause of death in women worldwide and is linked to 45% of the deaths of all children aged under five. Can the Minister explain the Government’s failure to make any financial commitment to this month’s Nutrition for Growth Summit? This is a summit that this country initiated and led on, but it is not now providing leadership on it.
My Lords, on the noble Lord’s point about the international development strategy, yes, that is being worked on and we are looking to publish it early next year. The points that the noble Lord raised about nutrition will be very much integrated into our strategy. The noble Lord talks about the important leadership we have given on the agenda for the summit on nutrition. I accept that, whereas previously we have been able to give quite specific financial support, on this occasion—due to some challenges that we faced with the reduction in ODA spending—we have not been able to provide support in the manner that we have done previously. However, that does not take away from the fact that nutrition will part and parcel of our integrated strategy on development across the world.

Lords ChamberMy Lords, as we have heard, the two key issues in reaching the target of 70% of the global population being vaccinated are delivery mechanisms and manufacture. At the Foreign Ministers meeting at the G7, Liz Truss stressed the importance of strengthening health systems, which is vital to ensuring that vaccines are administered. What she did not address is how we are going to do that. Can the Minister commit his department to giving us a strategy of implementation so that we are confident about reaching the target in June of 70% of the global population?
My Lords, the noble Lord makes a very practical point, and I share his view on the importance of having the necessary infrastructure around the world to ensure equitable and safe distribution of vaccines. We are working closely through the COVAX facility as well as the World Health Organization to ensure that we can support that principle fully. Equally, prior to our bilateral donations being made, we go through quite thoroughly the infrastructure in a given country and its ability to ensure the safe and equitable distribution of the vaccine once it arrives.

Lords ChamberMy Lords, first, I pay tribute to my noble friend’s work and, indeed, that of others in your Lordships’ House who drew specific attention to the plight of Nepal during the crisis in the summer. I assure my noble friend that we continue to prioritise help through the COVAX Facility for Covid. Also, the UK recently made a bilateral donation of 131,000 doses of the AstraZeneca vaccine.
My Lords, Helen Grant, the Prime Minister’s special envoy on girls’ education, visited Nepal in October, and she met activist women and girls on education and climate change. Did that include representatives of the Dalit community, and did she use that opportunity to press the Government of Nepal to ensure that we leave no one behind and that everyone is included in dialogue on the future?
My Lords, on the specifics of my honourable friend’s meeting, I will certainly make sure that that was included and write to the noble Lord. On the more general point, in all our engagement—including on the importance of girls’ education and preventing gender-based violence—all communities, including the most marginalised, are of course included.

Lords ChamberMy Lords, on the noble Lord’s second point about talks, I take encouragement that recently, for the first time in many years, President Herzog and President Abbas have spoken, which is a positive. On UNRWA, the noble Lord is correct. The budget has reduced, but nevertheless the funding I stated continues to provide important support, particularly in education for more than 500,000 children, half of whom are girls, within the Palestinian territories.
My Lords, I shall just pick up that last point about talks. Last month, at the UN International Media Seminar on Peace in the Middle East, the UN Secretary-General remarked that it is 30 years since the historic Madrid peace conference. He also underlined the ongoing commitment of the UN to work with both sides and with the Middle East quartet. Can the Minister tell us a little more about what we are doing as a country to initiate, facilitate and support our allies in ensuring that talks commence?
My Lords, as the noble Lord will be aware, the US is taking a particular lead on these issues and positive initiatives have been undertaken by the new Administration in Washington, which we support. We work very closely with the Israelis and the Palestinian Authority on a wide range of initiatives underlining our continued strong support for a two-state solution. More recently, we have been encouraged by positive steps taken by the new Government of Israel, including engagement with Jordan, which will be a key partner in any future peace agreement. I agree with the noble Lord that this challenge—this issue, this dispute—has gone on for far too long and that we need a resolution.

Lords ChamberMy Lords, one thing that the Minister mentioned is working with our allies. Sanctions, as he knows, are ineffective without support from allies. President Biden’s talks with President Putin resulted in certain conditions being laid down. The United States National Security Adviser, Jake Sullivan, reported on some of the counter-measures. What everyone in this House wants to know is whether this Government will be prepared to work with our allies in implementing such measures in time, unlike their failure fully to implement the Russia report.
My Lords, on the noble Lord’s second point, I have written to him and, if there are further questions, I shall follow it up.
I have a copy of the letter, and I can give it to him afterwards. On his earlier point, the short answer is yes. When we have worked on sanctions, we have worked with our EU allies as well as others.

Lords ChamberMy Lords, I too thank the noble Lord, Lord Roberts, for initiating this debate. I also thank the Minister for all his help with Members of both Houses to get their constituents, families and other people out of Afghanistan. He worked tirelessly and we owe him a tribute for that. We also owe a tremendous debt of gratitude for the work, not just of the past few months but of the past 20 years, of our servicepeople, who gave Afghan women and girls a level of freedom and empowerment that they would never have previously imagined.
As we have heard in the debate, from all noble Lords, the humanitarian situation is dire. I welcome the £286 million pledge for 2021 and acknowledge the £30 million for Afghanistan’s neighbours to ensure regional stability and support for refugees. As the noble Lord has rightly said before, aid will be delivered through international organisations such as the UN, rather than directly through Taliban authorities. That is absolutely right. However, as noble Lords raised in this debate, we need to know the steps the Government are taking to ensure that these agencies can get to the parts of the country that are in most need.
I met the Governor of Punjab at the beginning of the week. He also made it clear that conditions must be placed on the Taliban, including protection for women and girls. How do we hold the Taliban to its promises? Recent evidence from human rights organisations suggests that it is not holding to them.
A real focus of this debate has been the Afghan citizens resettlement scheme and why it is not open for applications. I think everyone in this Chamber heard the noble Baroness, Lady Williams, say last Thursday that the Government were “still working” on the scheme
“at pace to try to get it up and running.”—[Official Report, 25/11/21; col. 1013.]
But, as the noble Baroness, Lady Northover, said, people’s lives are at stake. It is a matter of urgency. We cannot wait months and months and we need action as soon as possible. What is the cause of the delay? Victoria Atkins said that
“we are very much in the hands of our international partners”
on
“safe and legal routes through Afghanistan”.—[Official Report, Commons, 22/11/21; col. 12.]
I hope the Minister can explain just what discussions we are having with our partners and allies in progressing this most important humanitarian support.

Lords ChamberThat this House takes note of the detention of Nazanin Zaghari-Ratcliffe and the case for further action by Her Majesty’s Government to secure her release.
My Lords, for five and a half years, Nazanin Zaghari-Ratcliffe has been held in Iran, often in isolation and separated from her baby daughter, robbing her of motherhood and Gabriella of her childhood. Like many noble Lords, I visited Richard Ratcliffe, her husband, outside the Foreign, Commonwealth & Development Office during his recent hunger strike. No one can fail to admire his determination and incredible resolve in his campaign to seek the release of his wife.
Just a couple of weeks ago, I had the opportunity to be at the Magnitsky awards in Westminster Central Hall when I saw that same resolve in a young person. All those present witnessed the deeply moving part of the ceremony when Nazanin’s daughter Gabriella accepted the award for Courage Under Fire on behalf of her mother. Gabriella was just 22 months old when her mother, a project co-ordinator for the Thomson Reuters Foundation was arrested in April 2016 at Tehran Airport, just as they were travelling back to the UK. Iran claimed that she was a spy and, in September 2016, she was sentenced to five years’ imprisonment.
In March 2019, the then Foreign Secretary, Jeremy Hunt, announced that the UK Government were giving Nazanin diplomatic protection. At the time, the Government said that this
“represents formal recognition by the British Government that her treatment fails to meet Iran’s obligations under international law and elevates it to a formal State to State issue.”
Nazanin is the first British national to be granted diplomatic protection since 1951, so can the Minister tell us how the Government have treated her case differently from other consular cases? Under Theresa May’s premiership, at least six trips were undertaken by five different Ministers to solve Nazanin’s case. Why has no Minister been sent to Iran for this purpose under Boris Johnson’s premiership, despite the assertion of diplomatic protection? Nazanin’s status of diplomatic protection means that her ongoing torture is an injury to the United Kingdom itself. What are the Government doing to exercise diplomatic protection for Nazanin and to challenge the fact that she has been tortured?
On 17 March 2020, Nazanin was released from prison under house arrest and allowed to stay at her parents’ home in Tehran. This was partly because of coronavirus. The conditions of her house arrest included wearing an ankle tag and remaining within 300 metres of her parents’ home. In September 2020, it was announced that Nazanin was facing a new charge. A new trial commenced in November 2020, but it was adjourned. Nazanin’s original sentence ended in March 2021. She had her ankle tag removed. However, a week later, she had to attend court for a hearing on a new charge against her, relating to her attendance at a demonstration outside the Iranian embassy in London 12 years ago. She was sentenced to a further year in prison, to be followed by a one-year travel ban. In October 2021, she lost her appeal against this sentence. She now faces the prospect of being returned to prison at any time and of not seeing her husband and daughter until 2023.
It is now well over 2,000 days since Nazanin was first detained. This is an unimaginable ordeal for her and her family. Recent talks between the Government and the Iranian Deputy Foreign Minister did not result in any progress. Nor has there been progress in the cases of other British nationals, including Anoosheh Ashoori and Morad Tahbaz. Both men are not in good health. Like Nazanin, they are being arbitrarily detained on spurious, fabricated charges. Anoosheh Ashoori has not been allowed out of prison. His family applied for diplomatic protection for him in April 2021. What consideration has been given to this request? What was the outcome? Morad Tahbaz was one of eight conservationists held by the Iranian authorities. Amnesty International has said that there was evidence that those eight had been tortured to obtain false confessions.
During the last debate on the detention of British nationals, noble Lords across the House raised the debt of £400 million which Britain owes Iran. The money was paid by Iran to the United Kingdom more than 40 years ago for 1,500 Chieftain tanks, which were never delivered. The Government have said that bank transfer transactions are not possible because of restrictions but, as we all know, if the Government had the will to settle the debt, one way or another, the payment would be made.
No one is suggesting that our Government should pay any sort of ransom. If the money is owed—and there is no question but that that is the case—the debt should be settled. When the Prime Minister was Foreign Secretary, he made a promise to Richard Ratcliffe that the debt would be paid. Significantly, in 2014, the current Defence Secretary described the unpaid debt as “a sorry story”. He said that the whole issue had been,
“marred by double dealing and obfuscation.”—[Official Report, Commons, 11/3/14; col. 103WH.]
More recently, a number of distinguished former Foreign Secretaries—Conservative and Labour—have said that the debt should be paid. That is also the view of many international and legal commentators and it is the view of the Opposition as well. Jeremy Hunt, a former Foreign Secretary, said that it was not about paying a ransom; it was about the UK’s credibility and doing what is right.
In our last debate on this subject on 15 November 2021, the noble Lord, Lord Goldsmith, insisted that
“it is not helpful in any way to connect wider bilateral issues with those arbitrarily detained in Iran.”—[Official Report, 15/11/21; col. 16.]
Does the Minister acknowledge that Nazanin and her family have been told on numerous occasions that payment of the £400 million IMS debt is key to her release? I hope he will respond to this.
On numerous occasions, we have been told by the Government, including the Minister, that they are doing their best, but, for more than five years, British Governments have tried and failed to secure the release of Nazanin and the other British nationals. If there was a government strategy during this time, it has clearly failed. Richard Ratcliffe puts it in a slightly different way, describing the Government’s policy as a “policy of waiting”. Now is surely the time to be vigorous and determined. Nazanin, Anoosheh Ashoori, Morad Tahbaz and all the British nationals—that is what they are—need to be brought back home. The time for discreet pressure and cautious words is long past.
I suspect that the question that is in the minds of most noble Lords today is: how is it that, in recent years, countries such as the United States, Australia, France and Germany have all successfully negotiated the release of their citizens arbitrarily detained in Iran? Perhaps the noble Lord can tell us what those countries have been doing right and what we have been doing wrong. All noble Lords want to hear from the Minister today that the Government have a strategy and a plan of action for bringing our people home.
I conclude with questions on what actions might be part of that plan. How will the Government use the political will behind the Canada-led Declaration Against Arbitrary Detention in State-to-State Relations, which they joined in February this year, to challenge Iran’s systematic hostage-taking? Will the Government acknowledge that Nazanin and other British nationals arbitrarily detained in Iran, including Anoosheh Ashoori, are hostages in accordance with the Taking of Hostages Act 1982? Will the Government commit to finding international solutions to Iran’s systematic hostage-taking at the upcoming democracy summit, initiated by President Biden, on 9 and 10 December?
The Free Nazanin campaign submitted an evidence file identifying 10 perpetrators of Iran’s hostage-taking, requesting that they be subjected to asset freezes and travel bans, using the Magnitsky sanctions. I know how the Minister will reply: he will resist any questions on planned designations. But I hope today he will confirm that Magnitsky sanctions will form part of the plan of action.
I look forward to hearing not only the Minister’s response but the contributions of all noble Lords across the House this afternoon. In particular, I welcome the maiden speech of the right reverend Prelate the Bishop of Chelmsford, and I look forward to hearing her contribution. I beg to move.
My Lords, I thank all noble Lords for their contributions this afternoon. This has been an excellent and incredibly moving debate. I add my appreciation for the excellent maiden speech by the right reverend Prelate.
I do not dispute for one moment the effort that the Minister and other government Ministers have put into the campaign of pressure that he referred to but, as the noble Lord, Lord Purvis, said, we have had five Foreign Secretaries, each pursuing a new initiative, including diplomatic status. The fundamental question which, sadly, the Minister failed to answer is: why has this country failed when others have succeeded? I hope that when he goes back to the department, that will be uppermost in his mind.
Of course, one other point in relation to the five Foreign Secretaries is that there has been a continuity Minister, who is, of course, the noble Lord himself. He has successfully been a Minister of State in the Foreign Office under all those Foreign Secretaries, so I hope he can provide that continuity message to his superiors about the need not only to continue with the campaign of pressure but to understand better what is needed to resolve this issue—the plan of action that is so desperately needed.
The Minister said that it is in Iran’s gift to release the British nationals, including Nazanin, and he is absolutely right. He said that it is in Iran’s gift to do the right thing and that it is their moral obligation. Here, I come back to the right reverend Prelate the Bishop of Chelmsford. In her maiden speech, she said that it is about upholding international law, setting an example of integrity and doing the right thing. I hope the Minister will take that message back clearly in terms of the debt that is recognised as owed by this country to Iran.
This has been an excellent debate. I am not going delay the House any more. I just hope those messages get through.

My Lords, too many of the vaccines gifted to the poorest countries are within 12 weeks of their use-by dates. These short lead times between donation and expiry show why a strengthened G20 and a month-to-month delivery timetable are now urgent. Will the Government follow the Swiss example of expeditious transferring of delivery dates with their recent transfer to COVAX? We can act now and have an effect now.
