My hon. Friend is absolutely right. What has been achieved so far is something like an 80% reduction in the number of proposals coming forward, but of course what we want to achieve is a reduction in the existing base of regulation and legislation where it is unnecessary, and that, again for the first time, is what we have secured targets towards.

Can the Prime Minister confirm that British women’s rights at work specifically around paid maternity leave, equal pay and anti-discrimination laws will remain firmly in place and will not be affected by any deal? For the same British women, may I ask for an update on how far his negotiations have got on the tampon tax?

First, I can give the hon. Lady that reassurance in terms of those guarantees and also the action we have taken domestically on things like shared parental leave, which I am very proud of and makes Britain a more family-friendly country. The tampon tax issue is difficult because of the VAT rules in Europe so I have nothing to add to what I have said before about that, but I totally agree about the desirability of trying to get it fixed.

Q11. For many years, pensioners and disabled people in Fleetwood have enjoyed free access to the local tram service that connects the town to Blackpool. That free travel has been withdrawn due to funding cuts. Will the Prime Minister consider extending the national concessionary travel scheme to not just buses, but trams, which are often easier for older and disabled travellers to use?

I will look carefully at the point that the hon. Lady raises. We are very proud to have kept all our promises to pensioners, not least the triple lock promise. With such low inflation—the figures out yesterday put it at less than 0%—the triple lock will be vital in giving pensioners a better standard of living. I will look carefully at what she says, but I suspect that it is a decision by Lancashire County Council, rather than a decision for me.

Let me welcome my hon. Friend to his place. I agree with him that people taking that step to become self-employed and start their own business has been a very big part of the jobs and enterprise revolution in our country over the past five years. Things such as start-up loans have made a real difference, which is why we are increasing them in this Parliament, but when we look at helping self-employed people, it is important to look at all the aspects of being self-employed—how people interact with pensions, benefits, maternity leave, public authorities and social housing rules. That is why I am asking Julie Deane, the founder of the fantastic Cambridge Satchel Company and a model for how self-employed people can achieve great things, to lead a review for the Government. Let us look at all the ways in which we can help self-employed people to get going.

The first thing that we can do is to continue our investment, using our aid budget as—I think—the second largest bilateral donor in providing refugee support and refugee camps, whether in Jordan or elsewhere in the region. We should continue with that, but clearly the answer to this problem is to allow those people to go back home, whether to Iraq or to Syria, so what we need is a Government in both those countries that can represent and work with all their people.

There is some progress in Iraq with the Abadi Government in Iraq, and we need to make sure that they can represent Sunnis as well as Shi’as. In Syria, the situation is far, far worse, but we should still continue, with others, with the plan of training the moderate Syrian opposition and trying to bring about a transition, so we get rid of the Assad regime and Assad himself, who is one of the biggest drivers of terror in the region, because of what he has done to his people. That is the strategy we should pursue, for however long it takes to succeed.
